ACT Government QUESTION TIME BRIEF
Portfolio: Prevention of Domestic & Family Violence
ISSUE: DEATH REVIEW SCHEME
Talking points:
• The ACT Government has committed to introducing a family violence
death review scheme for the ACT as outlined in the ACT Government's
Response to Family Violence.
• The ACT Government is working to implement this recommendation,
and is looking at ways to ensure that the ACT's response supports
national efforts to gather data and improve strategies for community
safety across the country.
• To progress this work, comprehensive stakeholder engagement is key to
ensure the establishment of a death review process is consistent with
best practice principles, and appropriate for the ACT context. This will
involve consideration of where death review functions will be located,
whether this is with a new entity or within an existing agency.
• Policy work to implement the recommendation will continue throughout
2018, and legislation will follow once that work is complete.
• The ACT supports the AHRC's call for national data and reporting, and is
developing a death review scheme that will support national efforts to
improve safety. There is sign,ificant work being undertaken by the
Australian Domestic and Family Violence Death Review Network (the
National Network) to develop nationally consistent death review
processes to improve community safety at the federal level.
• In developing a death review framework for the ACT, the Government
will work closely with the National Network to ensure a model for the
ACT which will contribute effectively to death review work at the
national level.
Death Review Scheme
• This commitment was in response to the first and only ACT Death
Review in 2016, which analysed 14 family violence deaths in the ACT
between 2000 and 2012.

• Death reviews will help to improve family violence responses by
examining the ways in which our systems and services performed when
they were most challenged.
• The Justice and Community Safety Directorate (JACS) will consult with
key stakeholders with a view to introducing legislation to implement a
death review scheme in 2019-20.
Key Information
Background Information - may not be suitable for public disclosure
Death Review
• The ACT Death Review, published in May 2016, provided 28 recommendations for
action, including the recommendation that the ACT establish a legislative scheme to
enable future family violence death reviews including the power to consider deaths
such as suicides of both family violence victims and perpetrators and the accidental
d.eaths of family violence victims.
• In June 2016, the Government published the ACT Government Response to Family
Violence, which included a commitment to 'legislate for the Attorney-General to
order a future family violence death review and provide powers for those
undertaking such a review'.
• An ACT death review model will require funding. Costing for a death review model is
yet to be determined. Legislation, Policy and Programs (LPP) will prepare a detailed
costing for the 2019-20 budget process.
• LPP is preparing to consult key family violence stakeholders on two draft death
review models, in anticipation for implementation in 2019-20.
• All jurisdictions, except Tasmania, the Northern Territory and the ACT, have a family
violence death review function.
• Following the tragic death of Bradyn Dillion, the ACT Government launched a review
into system level responses to family violence in the ACT, also known as the Glanfield
Inquiry. The Glanfield Inquiry considered the interactions between ACT Government
Directorates, agencies and service providers to identify areas where the Government
can improve support for families experiencing violence. A report was published in
April 2016 and all 31 recommendations were accepted by the ACT Government.
• One of the key areas of reform identified by the Glanfield Inquiry is about
information sharing between family violence agencies to ensure women and children
receive the assistance they need. An ACT family violence death review scheme would
address this issue as it will aim to facilitate better information sharing in the family
violence context.

ACT Government QUESTION TIME BRIEF
• The ACT Children and Young People Death Review Committee (the Committee)
reviews information about the deaths of children and young people to help prevent
similar deaths from happening in the future. This would include review of Bradyn's
death. An ACT family violence death review scheme would have a similar function to
the Committee, and LPP will consult with the Committee in developing a family

The most current Public Hearings Schedule is available in the 'Committees' folder on the OLA Intranet "LA SharedDocuments". [linked]
The Hearing Schedule will also be on the Committee website http://www.parliament.act.gov.au/in-committees/publichearings-schedule a�d had�beeri emailed to you. ��
2. Witness Lists
a. Directorate Liaison Officers (DLOs) must email complete and accurate witness lists for each public hearing to theCommittee Support Office a week before the hearing, as that is when the Committee Support Office and Hansard Teamsneeds it.
Please ensure you list names, position titles (e.g. Director-General), and honorific (e.g. Dr, Ms, Prof etc.) correctly and
in full. The names and spelling you provide will be used for nameplates, transcript and the Committee report.
b. The Witness List template is located in the OLA Intranet "LA Shared Documents" [linked]. It asks for the details of allpersons that are anticipated to give evidence to the Committee at a hearing.Please observe the instructions in the template on how to complete a witness list and on where and when to send
completed templates (and any changes).
c. Please send each and every completed Witness List to [email protected]. That way, theright people in the Committee Support Office will be able to send it to Hansard in a timely way and prepare name labels.
d. If there are last minute additions or corrections, please send them through ASAP and identify for us who has beenadded/amended on the witness list. We do not need to know about deletions/absences.
3. Questions on Notice (QON) and Questions Taken on Notice (QTON)
QONs
a. QON are supplementary questions submitted by non-Executive Members of the Legislative Assembly (MLA) followinghearings. The Committee Support Office then forwards them to the named Ministers for answering - via the DLOs.
For your information, QON must be submitted by Non-Executive Members to the Committee Support Office in Wordformat and Signed PDF within three working days of receipt of the uncorrected proof (UPT) from the relevant hearing.Day one is the first working day after the UPT of the relevant hearing is distributed.
QTONs
b. DLOs are responsible for developing a list of the QTONs taken by your Directorate officials during the hearings and crosschecking these with the Secretary who clerked at the hearing in question (the Secretary sitting at the table during thatsession).
Once the list has been confirmed, the Secretary who is clerking will arrange for numbers to be assigned to each QTONand QON. These will be visible to you in the Excel database of QONs and QTONs in the OLA Intranet "LA SharedDocuments" [linked]. NOTE: you will need to reference the assigned QTON and QON number when providing theanswer.
The uncorrected proof transcript will be provided by the CSO to DLOs to assist them to cross-check the QTONs (usuallyavailable the day following the hearing). This uncorrected proof transcript must not be circulated in any way, to
anyone, under any circumstance. You may also consult the audio-visual recordings of the hearings via the LegislativeAssembly's at http://aod.parliament.act.gov.au/cod.

a. The OLA Intranet "LA Shared Documents" contains the templates for QON and QTON answers.
Please do not type over a template from a previous year. Please follow the instructions at the bottom of each
template.
b. Please email all answers to QONs and QTONs to the Committee Support Office in signed PDF form only. No hardcopyis needed.

c. As noted above, the Committee Support Office has a numbering system to enable the administration of the extremelyhigh volume of questions and answers received.
Please ensure all answers identify the unique QON or QTON number. These numbers will be assigned by theCommittee Support Office and be visible to you - and the rest of the ACT public sector- in an Excel database of QONsand QTONs in the OLA Intranet "LA Shared Documents".
d. All answers to QTON and QON will also be loaded into the OLA Intranet "LA Shared Documents".
e. If you receive a QON that is addressed to the wrong Minister/portfolio, please forward it to the relevant DLO and [email protected].
5. Corrections and Clarifications of Evidence, and Corrections of Hansard Transcription .Errors
a. The Uncorrected Proof Transcript is not for correction by witnesses and should not be circulated to witnesses. TheCommittee Support Office will send you the Proof transcript for witness feedback a few days later.
b. Hansard will send the corrected proof transcript of a hearing to the Committee Support Office two or three days afterthe hearing (they will also be available on the Assembly website).
The Committee Support Office will send relevant DLOs the Proof transcript for witness feedback.
c. DLOs need to circulate corrected proof transcripts (not the uncorrected proof transcript) to Ministers and thedirectorate officials that appeared at the hearing, so they can check for transcription errors and incorrect or misleadingevidence, and coordinate the responses from your Directorate/agency.
Do not send corrections directly to Hansard. They must be cleared (and collated) by the Committee Support Officefirst.

d. Please send corrections of transcription errors to [email protected] within seven
business days of the DLO receiving the transcript. The Committee Support Office will identify the due date forcorrections in the email at the time transcripts are circulated. Tracking changes in the Word version is the preferredmethod for officials and Ministers to provide editorial corrections.
e. Where a Minister or Official wishes to correct the record or make and addition/clarifications about the evidence givenat a hearing (rather than correct a transcription error), it must be made in a letter addressed to the Committee Chair
and emailed as soon as possible to [email protected].

More support for families and inclusion:
Delivering the ACT Women's Plan 2016-26 {$0.696 million over 4 years)
The Government will deliver key actions under the ACT Women's Plan 2016-20 to support increased
representation from a range of diverse backgrounds on boards and committees. This will be delivered
through ongoing management and promotion of the ACT Diversity Register, and delivery of board
traineeship programs.
Delivering the Family Safety Innovation Hub
The Government will implement a Family Safety Innovation Hub to deliver holistic support so that victims
of domestic and family violence can achieve lasting safety. The Hub will operate as a network for
collaboration and innovation to enable the piloting and refining of innovative approaches to enhancing
safety. This initiative will be delivered by reprioritising existing projects funded by the Safer Families Levy.
More frontline domestic violence and rape crisis services {$1.680 million over 4 years)
The Government will provide additional support to the Canberra Rape Crisis Centre and Domestic Violence
Crisis Service to enable these organisations to respond to increased demand from Canberrans seeking
support. Funding beyond 2019-20 has been provisioned while the Government examines future expected
demand.

Continuing Strategic and Operational Initiatives in 2018-19
Promote an anti-violence culture in the ACT to ensure that women feel safe
The Directorate works to enhance the status of women and girls in the ACT and to create a community
where they are safe, healthy, equally represented, and valued for their contribution to society. This is
achieved through the implementation of the ACT Women's Plan and work under the National Plan to
reduce Violence against Women and their Children 2010- 2022. This is also achieved through targeted
women's programs such as grant and leadership programs for women and girls, International Women's
Day and Violence Prevention Awards, and the application of women's safety assessments to ACT funded
events and environment design in urban planning.
The data is obtained from the 'Community Satisfaction with Policing' national survey, measuring
women's perception of safety in public places during the day and at night.

1. This indicator was created in 2017-18 under Section 19D of the Financial Management Act 1996 as a result of the new Administrative
Arrangements transferring Coordinator-General for Family Safety from Justice and Community Safety Directorate (JACS) to
Community Services Directorate (CSD).
Continuing Budget Initiatives - CSD Safer Families
The 2018-19 Budget allocates $24.1 million over four years for Safer Families initiatives, and includes a further
$9.3 million over four years for initiatives that complement the Safer Families package.
Now in its third year, the Safer Families package supports the implementation of the commitments made in the
ACT Government Response to Family Violence. The Safer Families package represents the single largest spending
and policy commitment to address family violence in the ACT's history.
The ACT Government introduced a Safer Families Levy on 1 July 2016 as part of 2016-17 Budget. The $30 annual
levy is applied to all residential and rural properties. In the 2018-19 Budget, the levy funds $19.7 million of the
$24.1 million investment in Safer Families initiatives over four years.

Of note, the Committee has agreed that there will be no time allocated for opening statements this year. All
opening statements should be provided to the Committee [via email to

The Government will implement a Family Safety Innovation Hub to deliver holistic support
so that victims of domestic and family violence can achieve lasting safety. The Hub will
operate as a network for collaboration and innovation to enable the piloting and refining of
innovative approaches to enhancing safety. This initiative will be delivered by reprioritising
existing projects funded by the Safer Families Levy.

Summary Description
The Government will deliver key actions under the ACT Women's Plan 2016-20 to support
increased representation from a range of diverse backgrounds on boards and committees. This
will be delivered through ongoing management and promotion of the ACT Diversity Register, and
delivery of board traineeship programs.

Key Points
This aligns with the ACT Government's commitment to ensuring that women are equally
represented in leadership. This will assist in achieving the ambitious target set by the ACT
Government for 50% female representation on ACT Government boards and committees and
the target 40% by 2020 sporting associations. This will also support increased representation of
women and people of diverse backgrounds on boards and committees by providing funding for
the ongoing management and promotion of the ACT Diversity Register and delivery of board
traineeship programs.
The ACT Diversity Register is an online platform to be released in 2018 that will link individuals
from a range of diverse backgrounds to board opportunities, including women, Lesbian, Gay,
Bisexual, Transgender, lntersex and Queer (LGBTIQ) people, Aboriginal and/or Torres Strait
Islander people, people with culturally and linguistically diverse backgrounds and people with
disability.
These actions will promote gender equality across the broader ACT community, improve the
evidence base for better targeted policy, programs and services to meet the needs of women,
address unconscious bias, improve engagement and improve representation of women in
leadership positions.

Please see attached the draft Estimates Schedule. I am writing to advise that logistics for Ministerial attendance has
commenced.
CSD is currently scheduled for Wednesday 27 June 2018.
It is intended the draft Index will be split by Output class and include Strategic and Operational Priorities, Strategic
Objectives and Indicators and then key Estimates Briefs (including Key Fact Sheets). Once the Index are drafted, we
will provide for your comment.
In relation to Opening Statements, I seek your direction if Minister Stephen-Smith, Minister Berry and Minister
Ramsay wish to deliver one. The Opening Statement would focus on budget initiatives, however please advise if you
would like any additional material included. In previous years, the Opening Statements have been around 2
minutes.

Grateful if you could flag a dedicated budget briefing pack for Min Berry with your directorates.
Should be a short and simple brief, she's just after a snapshot of total budget activity with the new initiatives set on top so I'd suggest:

Hope that makes sense. Your finance areas can probably start picturing it, acknowledging the budget is yet to be finalised. We'd want to have it in the week before the budget is delivered but it's also a resource for Estimates.

As you are aware, public hearings for the 2018-19 Budget Estimates Inquiry have been scheduled {as indicated on the sitting pattern calendar) from 15 June to 29 June 2018, with the Report due to be tabled on 31 July 2018.
Please find attached the initial breakdown of hearings for those dates, based on ministerial availability. Further detail will be provided once the Committee receives details of the output class structures in relation to the 2018-19 Budget from the Treasurer, as agreed in response to the 2017-18 Estimates Committee report. Formal letters of confirmation will also be sent to Ministers and Statutory Offices to formalise these timings once the output classes are received.
Could you please advise me as soon as possible if you have any concerns. Please also ensure that these dates are conveyed to the relevant officials.
If you are no longer the DLO, or want to nominate a particular contact person for the Estimates process, could you
please let me know ASAP as I will be sending out advice shortly on the proposed QTON and QON processes etc.
