10.10 An overview: The troubled families programme and its impact to

date Ian Brady, Deputy Director of the troubled families programme, DCLG The cost of troubled families to the public purse is very significant –approximately £9 billion a year, the vast majority spent on reacting to their problems. Ian will be sharing with delegates how to date 22,000 families have been turned around with children in school, youth crime and anti-social behaviour significantly reduced and more than 1,400 adults in continuous work. There is still more to do and Ian will be advising on how this can be achieved through joining up with government through intervention with troubled families.

10.50 Tackling anti social behaviour – challenging poor behaviour Jamie Lock, Head of ASB, Poplar Harca Nikki Bradley, Troubled Families Head of Service, Tower Hamlets Maria Morgan, Director of Kineara, the sister social enterprise to FIP The CIH has produced briefings on ASB and we look at these issues in relation to troubled families. Problems such as domestic violence, relationship breakdown, mental and physical health problems and isolation make it incredibly hard for families to start unravelling their problems. Jamie and Nikky will look at the challenges faced in tackling these problems.

12.10 Case Study: The path back to work Helen Waite, DWP Policy Lead, Troubled Families Programme Helen Leake, Families Employment Advisor, London Borough of Islington A path back to a working life can provide a life structure to troubled families finding it difficult to deal with issues in the home. In this session you will hear about the difficulties in getting people back into work.

13.30 Getting children back to school

Wendy Weal, Managing Director, Interface Enterprises In over a third of troubled families, there are child protection problems. Results suggest that over half of all children who are permanently excluded from school in England come from these families, as do one-in-five young offenders. This session looks at what we know about these families, what brings about change, outcomes and housing’s role going forward.

14.15 Key working: Stronger Families programme and improving

futures locally Nick Parker - Executive Manager, Vestia In response to the Governments ‘Troubled Families Initiative’, Vestia secured a contract with Worcestershire County Council to deliver their own ‘Stronger Families’ initiative. This builds on the good practice developed by Vestia following them establishing the Worcestershire Family Intervention Project in 2007. Speakers from Vestia will share with delegates their ‘Stronger Families’ initiative.

15.00 Universal Credit - next steps and plans for the provision of

support for claimants who need it to access the service. Graham Mowat, Design Lead for Local Support Services, DWP, Universal Credit Programme As families face the impact of welfare reforms this session looks at how the programme helps to deal with financial implications individuals have and looks at the bigger picture around long-term government plans.

Yvonne Leishman, Managing Director, The Community Housing Group Yvonne is the Managing Director of The Community Housing Group subsidiary companies which are based in the West Midlands. Yvonne has experience across a range of organisations and service areas. She was involved in setting up the Family Intervention Partnership delivered through the Vestia arm of the group Yvonne is a member of the CIH Governing Board and has a long involvement with the CIH at local and national levels.

Ian Brady, Deputy Director of the troubled families programme, DCLG Ian Brady joined the Troubled Families Team as Deputy Director in July 2012. Prior to this Ian had spent four years at the Department for Education, initially as the Head of the Implementation and Delivery in the Youth Taskforce before moving on to lead on setting up the Office of the Schools Commissioner for the department. Prior to joining the Education Department, Ian worked in the Home Office firstly within the Anti-Social Behaviour Unit which was established in 2003 and later as Deputy Director of the Governments Respect Task Force. Before Ian joined the Home Office he headed up the rough sleepers team in the Homelessness Directorate at the Office of the Deputy Prime Minister. Prior to joining the civil service he worked in the voluntary sector for several years and was deputy Chief Executive of the National Youth Charity Centre Point.

Jamie Lock, Head of ASB, Poplar Harca I have worked in Housing for over 20 years and joined Poplar HARCA in 2005. I have developed a team from one ASB officer to a team of 11 Poplar HARCA staff and funded Police, LFB and FIP Team making a team of 20 officers. I am very proud of my team and what we have achieved but more so that residents are happy with the service and feel safer where they live because of our work.

Nikki Bradley, Troubled Families Head of Service, Tower Hamlets Nikki Bradley set up Tower Hamlets Family Intervention Project in 2007. In 2009 the project won the Guardian Public Service Award for an innovative partnership with Poplar Housing and Community Regeneration Association. Nikki steered the FIP away from its reliance on grant funding in 2011 and into a model of partner funding that is helping to build both its sustainability and its relevance to today’s climate of localisation in a time of austerity. Nikki supported the development of FIP’s sister organisation, Kineara, a social enterprise that works collaboratively with FIP across East London, in order to harness local community resources that contribute to family wellbeing. Nikki has worked for the DCSF as a Specialist FIP adviser and she is currently leading Tower Hamlet’s operational and strategic response to the government’s Troubled Families agenda. Nikki was awarded an MBE in the 2014 New Year’s Honours for her service to children and families.

Helen Waite, DWP Policy Lead, Troubled Families Programme Helen leads the Troubled Families team, which sits in DWPs Social Justice Directorate. The focus of her team is to both ensure that families with multiple problems take up the provision and support that is available as well as working closely with DCLG to delivery the wider Troubled Families Programme, ensuring that improved employability and employment outcomes are realised. Areas of particular focus are helping service delivery organisations understand what’s available and how this support fits in with the Governments wider commitment to Social Justice. Prior to taking up this post Helen has worked in Labour Market policy developing programmes and support for claimants on Jobseekers Allowance. She has worked in a range of areas across DWP, including policy implementation and front line delivery.

Wendy Weal, Managing Director, Interface Enterprises Wendy Weal is the Managing Director of Interface, a national provider of specialist expertise, support and training to transform the lives of vulnerable families. Wendy was the Deputy Delivery Manager of the Families at Risk division in the DfE with a national role supporting partners to set up intensive family support services, parenting support , the Housing Challenge fund and wider reforms around integrated services and “Thinking Family.” Prior to this she has 22 years experience in running a large housing department.

Nick Parker - Executive Manager, Vestia Nick has had a varied career with Local Government, Housing Associations and in the private sector specialising in housing management and regeneration. During 20 years in London, Nick managed large inner-city housing estates and stock transfers to Peabody Trust . Currently manages Vestia, the community arm of TCHG. Vestia has a contract to manage Worcestershire Stronger Families, the Counties response to the Government’s Troubled families Agenda.

Graham Mowat, DWP, Universal Credit Programme Graham has responsibility for Local Support Services and Personal Budgeting within the Universal Credit Programme, aimed at ensuring all claimants are ready for the changes UC will bring, particularly those who will need support. He has worked in the department since 1985, mainly in operations support and major change projects and programmes. He lives in Bathgate, is married with two grown up children and enjoys music and the approximation of football played by Dunfermline Athletic.

Maria Morgan is Managing Director of Kineara Ltd Maria Morgan is Managing Director of Kineara Ltd. She is a qualified Social Worker and has a Diploma in Social Work, a Degree in Social Care and Social Care Studies and a Diploma in Systemic Supervision for Multiple Contexts. In 2007 Maria left statutory social work to join the London Borough of Tower Hamlets’ Family Intervention Project (FIP) as a key worker. She then went on to become a senior FIP practitioner and since 2010 has project managed the FIP team. Maria became a Director of Kineara in 2012 to develop and provide services that will empower families and communities to improve their lives. Since the age of 17 Maria has volunteered and worked in the caring and community sectors and as far as she can remember she has always held a heart and passion for families and communities.
