STATE OF ART IN EU BIPV NORMATIVE FRAMEWORK

6

- Standardization framework for BIPV elements is a main barrier - Compliance with the regulations from the photovoltaic (Low

Voltage Directive, 2006/95/EC) and the construction sector (CPR 305/2011) is necessary

- BIPV must also comply with the regulations in the country of use in order to ensure the required performances and, in some cases, to be CE marked as a construction product.

- EN 50583 (IEC 63092), proposes a first step to regulate BIPV elements as conventional building and photovoltaic products.

- However, the coupled PV and construction performance of an active building skin system can significantly differ from a traditional construction system or a non-integrated PV module. (PV+BUILDING is not BIPV) The sum in not enough!

EMERGING ASPECTS FROM CURRENT STATUS

11

Complexity: international/EU /national/local level The unique EU BIPV norm (EN50583) is not compulsory There is not a clear trend/policy to CE-mark BIPV products

according to CPR 305/11 Trends for Big stakeholders (few producers/companies):

Use of existing PV+glass+building standards on their experience/risk Reference at EU/international/local normative according to projects,

countries (UK, USA, Germany, France, etc.)and specific requirements(SSG, fire safety, etc.)

Qualification of reference module families in some case/worst scenariosand extension in other similar buildings

Possibilily to invest in high cost/long time for certification in big projects Trends for Minor stakeholders

They avoid BIPV due to regulation uncertainces, high costs for currentqualification schemes

They take risks in real applications without a proper qualification scheme

12

WP5 OBJECTIVES

• To identify missing gaps within the current standardization work in relation to the most relevant BIPV performance.

• To define the main routes for the development of appropriate qualification approach and procedures to support BIPV market introduction with better defined framework.

• To develop performance-based testing for BIPV products, with a focus on electrical and energy performance under non-conventional scenarios, mechanical performance and fire safety.

• Indoor and outdoor performance validation

OF BIPV SYSTEMS: FROM CURRENT NORMATIVE FRAMEWORK TO NEXT DEVELOPMENTS, EUPVSEC 2019

Missing gaps at different levels: At different technological levels (component, system, building) At different normative levels (international, EU, national, local) At different standardization bodies level (IEC, ISO, CENELEC, CEN, etc…) At process stage level (design, manufacturing, installation, O&M) At requirements level (fire, mechanical, electrical, etc.) At approach level (pass/fail in PV…vs….PBA in Building sector)

How can we improve and impact this field? 1. Clarify the framework (Task 15 IEA PVPS) 2. Support stakeholders making available effective reference

procedures for the market (WP5 BIPVBOOST)

PERFORMANCE-BASED APPROACH

PERFORMANCE-BASED QUALIFICATION

As a matter of principle, performance based procedures do notprescribe the value of the characteristics, nor the criteria fordeciding on the suitability of a particular product, but provide themeans to assess them.

Prescriptions (threshold) VS Performance request (approach)

Resistance > 2’400 Pa VS Resistance > Actions

EXAMPLE OF LIMIT STATES CLASSIFICATION

DEFINITION OF BIPV LIMIT STATES TO DESCRIBE BIPV BEHAVIOR

Limit states design

Serviceability / Operating limit state (SLS)

Ultimate limit state (ULS)

Safeguard limit state (SfLS)

BIPV under the actions can change the behavior but whenaction ends it returns to the previous point without damageand it maintains the same functionality

BIPV under the actions can break itself but it must maintainsecurity for people and things.Following the event it does not maintain the initialfunctionality.

BIPV collapses when exceed ultimate limit state. There is not more safety
