GENERAL NOTES:

1. THE CONTRACTOR SHALL BE RESPONSIBLE TO FAMILIARIZE HIMSELF WITH THE NATURE AND EXTENT OF THE CONTRACT DOCUMENTS, SCOPE OF WORK, LOCAL CONDITIONS, ALL

FEDERAL, STATE, AND LOCAL LAWS, RULES AND REGULATIONS THAT MAY AFFECT THE WORK.

2. THE EXISTING CONDITIONS REPRESENTED IN THESE DRAWINGS AND THE PROJECT TOPOGRAPHIC SURVEY ARE BELIEVED TO BE ACCURATE ACCORDING TO THE INFORMATION

AVAILABLE TO THE DISTRICT. HOWEVER, IT IS THE SOLE RESPONSIBILITY OF THE BIDDER (CONTRACTOR) TO VERIFY ALL EXISTING CONDITIONS AND REPORT ANY DISCREPANCIES TO

SHALL DICTATE. SUBSTITUTIONS AND DEVIATIONS FROM PLANS AND SPECIFICATIONS SHALL BE PERMITTED ONLY WHEN WRITTEN APPROVAL HAS BEEN ISSUED BY THE SJRWMD

ENGINEER.

4. PERMITS: THE CONTRACTOR SHALL COMPLY WITH THE CONDITIONS CONTAINED IN ALL PERMITS WHICH HAVE BEEN OBTAINED FOR THE PROJECT.

a. DISTRICT OBTAINED PERMITS INCLUDE:

(1) FDEP "10 / 2 GENERAL PERMIT" FOR STORMWATER

(2) FDEP PERMIT FOR CONSTRUCTION OF POTABLE WATER SYSTEM COMPONENTS

b. THE CONTRACTOR SHALL OBTAIN ANY AND ALL REMAINING PERMITS AS REQUIRED FOR THE CONSTRUCTION OF THE PROJECT PRIOR TO BEGINNING CONSTRUCTION INLCUDING,

BUT NOT LIMITED TO:

(1) SUBMITTAL OF THE NOTICE OF INTENT (NOI) TO USE THE US EPA NPDES CONSTRUCTION GENERAL PERMIT.

(2) LAKE COUNTY BUILDING CONSTRUCTION PERMIT FOR RESTROOM FACILITY.

(3) LAKE COUNTY HEALTH DEPARTMENT PERMIT FOR RESTROOM FACILITY.

5. THE CONTRACTOR SHALL PROTECT ALL EXISTING STRUCTURES, LEVEES, ROADS, UTILITIES, AND OTHER IMPROVEMENTS FROM DAMAGE WHETHER OR NOT SHOWN ON THE

DRAWINGS. THE CONTRACTOR SHALL ASSUME ALL RESPONSIBILITY FOR PROTECTION METHODS, COORDINATION WITH OWNERS AND REPAIRS TO UTILITIES AND OTHER SITE

IMPROVEMENTS DAMAGED DURING CONSTRUCTION. ADDITIONALLY, THE WORK WILL BE CONSIDERED COMPLETE ONLY AFTER ALL RUBBISH AND UNUSED MATERIAL DUE TO OR

CONNECTED WITH THE WORK HAS BEEN REMOVED AND THE PREMISES LEFT IN A CONDITION SATISFACTORY TO THE DISTRICT. ALL PROPERTY DISTURBED OR DAMAGED DURING

PROSECUTION OF THE WORK SHALL BE RESTORED TO ITS FORMER CONDITION OR BETTER CONDITION AT NO ADDITIONAL EXPENSE TO THE DISTRICT. FINAL PAYMENT WILL BE

WITHHELD UNTIL SUCH CLEANUP IS COMPLETED.

6. THE CONTRACTOR SHALL NOTIFY THE DISTRICT PROJECT MANAGER A MINIMUM OF 48 HOURS PRIOR TO THE START OF CONSTRUCTION.

7. CONSTRUCTION INSPECTION WILL BE PERFORMED BY THE DISTRICT AND REPRESENTATIVES OF LAKE COUNTY. THE CONTRACTOR SHALL NOTIFY THE DISTRICT AND THE LAKE

COUNTY PARKS DEPARTMENT AT LEAST 48 HOURS PRIOR TO THE REQUIRED TIME OF INSPECTION FOR EACH AND EVERY PHASE OF WORK.

8. THE CONTRACTOR SHALL MAINTAIN A COMPLETE SET OF CONTRACT DOCUMENTS INCLUDING DRAWINGS, PERMITS, AND SPECIFICATIONS AT THE JOB SITE CLEARLY MARKED TO

REFLECT ALL AS-BUILT CONDITIONS. UPON COMPLETION OF THE PROJECT, THE CONTRACTOR SHALL SUBMIT THESE ANNOTATED DRAWINGS AND SPECIFICATIONS TO THE DISTRICT.

7. USDA SOIL CONSERVATION SOIL TYPE FOR THE PROJECT AREA IS (26) MANATEE FINE SAND, DEPRESSIONAL, WHICH HAS A HYDROLOGIC SOIL GROUP OF B/D.

8. FLUCS VEGETATIVE COVER: ACCORDING TO THE SJRWMD, THE FLUCCS DESIGNATIONS FOR THE SITE ARE 1840 MARINA ND FISH CAMPS FOR THE DEVELOPED PORTIONS OF THE SITE

AND 3300 MIXED UPLAND UNFORESTED FOR THE UNDEVELOPED PORTIONS OF THE SITE

9. FLOOD PLAIN: THE PROJECT AREA LIES WITHIN A MANAGED WETLAND. IT IS MANAGED WITH TWO 55 CFS PUMPS THAT REMOVE WATER WHEN AND IF ELEVATIONS GET HIGH. THE

ABSOLUTE MAXIMUM THE WATER IS ALLOWED TO REACH IN THIS AREA IS 63.0 NAVD. ABOVE THIS ELEVATION, ROADS WOULD OVERTOP AND INFRASTRUCTURE COULD BE DAMAGED.

NO ACTIVITIES ARE PROPOSED TO OCCUR IN AREAS BELOW ELEVATION 64.0 NAVD, THEREFORE THERE WILL BE NO FILL BELOW THE MAXIMUM FLOOD ELEVATION FOR THE AREA.

10. DESIGNATED SPECIES: A REVIEW OF THE SITE BY MARIA ZONDERVAN, WILDLIFE BIOLOGIST SJRWMD, DID NOT REVEAL ANY USE OF THE SITE BY THREATENED OR ENDANGERED

SPECIES.

11. ZONING: THE PROJECT SITE LIES IS ZONED "A" - AGRICULTURE DISTRICT, ACCORDING TO THE LAKE COUNTY PLANNING AND ZONING DEPARTMENT.

12. PARKING PLAN: THE PROJECT PARKING PLAN IS DEPICTED ON SHEET C4 - SITE PLAN. THERE ARE 42 TOTAL PARKING SPACES PROPOSED, WHICH INCLUDES 4 DESIGNATED HANDICAP

SPACES. THERE IS ALSO SPACE PROVIDED FOR 20 FUTURE TRAILER PARKING SPACES.

14. A PROPOSED STORMWATER MANAGEMENT FACILITY (LINKED DRY RETENTION BASINS) ARE PROPOSED TO MEET STORMWATER QUALITY REQUIREMENTS. THE PROJECT IS NOT

REQUIRED TO MEET SJRWMD STORMWATER QUANTITY (PRE/POST) REQUIREMENTS.

15. PUBLIC ACCESS: THE SITE IS ACCESSIBLE TO THE PUBLIC FROM CR 448A AT THE EAST END OF THE SITE.

16. ACCESS TO URBAN SERVICES AREAS AND UTILITIES: CR 448A PROVIDES THE CLOSEST ACCESS TO URBAN SERVICES AREAS AND UTILITIES.

17. THIS PROJECT COMPLIES WITH THE FLORIDA FIRE PREVENTION CODE IN REGARD TO FIRE DEPARTMENT ACCESS:

a. THE MAIN ROADWAY AND DRIVEWAYS ARE DESIGNED USING THE PAVEMENT CONSTRUCTION REQUIREMENTS IN THE LAKE COUNTY TRANSPORTATION DESIGN AND CONSTRUCTION

STANDARDS FOR ROADWAYS

b. MAIN ROADWAY IS 24-FEET WIDE, DRIVEWAYS ARE 20-FEET WIDE.

c. THERE ARE NO PROPOSED VERTICAL IMPEDIMENTS TO HINDER VEHICULAR CLEARANCE. .

18. ACCESSIBILITY: ALL SIDEWALKS, DRIVEWAYS AND ROADWAYS ARE ADA COMPLIANT AND PROVIDE ACCESSIBLE PATHS OF TRAVEL TO CR 448A, WHICH IS THE CLOSEST PUBLIC WAY.

19. NO FUEL STORAGE TANKS ARE PROPOSED TO BE LOCATED ON THE SITE.

PROJECT SPECIFICATIONS

MOBILIZATION

1. TASKS RELATED TO MOBILIZATION SHALL ADHERE TO THE REQUIREMENTS OF SECTION 101 (MOBILIZATION) OF THE FDOT STANDARD SPECIFICAITONS FOR

ROAD AND BRIDGE CONSTRUCTION (2014).

MAINTENANCE OF TRAFFIC

1. PROVIDE ALL SAFETY AND TRAFFIC CONTROL NECESSARY FOR ACCESS TO THE SITE AND WORK WITHIN THE PROJECT LIMITS.

2. THE BRIDGE AND DRIVE TO THE EAST OF THE PROPOSED SITE IMPROVEMENT SHALL REMAIN OPEN FOR USE BY THE PUBLIC.

3. THE EXISTING BOAT RAMP AND PARK FACILITY IS CURRENTLY USED FOR SHAD FISHING ACTIVITIES FROM OCTOBER THROUGH JANUARY EACH FALL/WINTER.

DEPENDING UPON WHEN THE CONSTRUCTION IS AUTHORIZED TO BEGIN, SHAD FISHING ACTIVITIES MAY BE ON-GOING DURING PARK FACILITIES

CONSTRUCTION. ACCESS MUST BE MAINTAINED FOR SHAD FISHING OPERATIONS. TYPICAL SHAD HARVEST OPERATIONS INCLUDE THE FOLLOWING:

a. MORNING LAUNCHES OF 10-15 BOATS, TYPICALLY BEFORE 8 AM.

b. AFTERNOON TRAILERING OF 10-15 BOATS, TYPICALLY AFTER 4 PM.

c. PARKING FOR TRUCKS AND BOAT TRAILERS DURING THE DAY.

d. ARRIVAL AND DEPARTURE OF ONE (1) 18-WHEEL SEMI-TRUCK APPROXIMATELY MID-DAY TO AND FROM THE SHAD HARVEST FACILITY IMMEDIATELY WES OF

THE PROJECT SITE.

4. IF THE CONTRACTOR MUST CLOSE ACCESS OR THE RAMP, THEY SHALL NOTIFY THE OWNER A MINIMUM OF TWO (2) WEEKS PRIOR TO THE CLOSURE, AND THE

LENGTH OF THE NECESSARY CLOSURE. CLOSURES SHALL BE LIMITED TO NO MORE THAN TWO CONSECUTIVE DAYS.

EROSION AND SEDIMENTATION CONTROL

1. THE CONTRACTOR SHALL CARRY OUT ALL CONSTRUCTION OPERATIONS IN A MANNER WHICH DOES NOT CAUSE VIOLATIONS OF STATE WATER QUALITY

STANDARDS. THE CONTRACTOR SHALL PROVIDE ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES (SILT FENCE, HAY BALES, TURBIDITY

BARRIER, ETC.) AS REQUIRED FOR COMPLIANCE WITH FEDERAL, STATE, AND LOCAL LAWS, RULES, AND REGULATIONS.

2. SHEET C7 PROVIDES THE EROSION CONTROL PLAN AND NOTES FOR THE PROJECT SITE. LOCATION OF SILT FENCE IS DEPICTED ON SHEET C4 PAVING,

GRADING AND DRAINAGE PLAN. CONTRACTOR IS RESPONSIBLE FOR DEVELOPING THE STORMWATER POLLUTION PREVENTION PLAN WHICH WILL BE

REQUIRED AS PART OF THE US EPA NPDES CONSTRUCTION GENERAL PERMIT.

3. ALL ERODIBLE GROUND AREAS AND SLOPES DISTURBED DURING CONSTRUCTION SHALL BE REVEGETATED WITH SOD, MULCH, SEED, WETLAND SPECIES,

DISTRICT APPROVED ALTERNATE METHODS OR OTHERWISE APPROPRIATELY STABILIZED WITHIN 72 HOURS AFTER COMPLETION OF THE CONSTRUCTION

ACTIVITY AND AT ANY OTHER TIME AS NECESSARY TO PREVENT VIOLATIONS OF STATE WATER QUALITY STANDARDS.

4. EROSION CONTROL SHALL FURTHER COMPLY WITH THE REQUIREMENTS OF SECTION 104 (PREVENTION, CONTROL, AND ABATEMENT OF EROSION AND WATER

POLLUTION) OF THE FDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION (2014).

TREE PROTECTION

1. TREES TO REMAIN SHALL BE PROTECTED PRIOR TO STARTING CONSTRUCTION AND SHALL BE PROTECTED THROUGHOUT SITE CONSTRUCTION. OTHER

TREES NOT DESIGNATED FOR PROTECTION MAY BE REMOVED IF NECESSARY, BUT CONTRACTOR SHOULD TRY TO SAVE EXISTING TREES WHENEVER

POSSIBLE.

2. NO GRADE CHANGES SHALL BE PERFORMED WITHIN THE LIMITS OF THE TREE PROTECTION FENCING UNLESS SPECIFIED ON THE PLANS.

3. STORAGE OF DIRT OR MATERIALS SHALL NOT B E PERMITTED WITHIN THE TREE BARRICADES OR BEYOND THE CONSTRUCTION LIMITS.

4. ANY ROOTS GREATER THAN 1" IN DIAMETER THAT ARE DAMAGED OR EXPOSED SHALL BE CLEANLY CUT, PAINTED, AND COVERED OVER WITH SOIL.

5. ALL TREES SHALL BE BRACED AS NECESSARY TO ENSURE STABILITY DURING DEMOLITION AND CONSTRUCTION WORK.

6. TREE BARRICADES SHALL ENCLOSE AN AREA EQUAL TO AT LEAST

CLEARING AND GRUBBING

1. ALL AREAS OF NEW CONSTRUCTION SHALL BE CLEARNED AND GRUBBED. IF SUITABLE TOP SOIL REMAINS ONSITE, IT MAY BE STOCKPILED FOR FINE

GRADING IN LANDSCAPED / SEEDED AREAS. THE CONTRACTOR SHALL FURNISH ALL FILL REQUIRED AND DISPOSE OF ALL EXCESS OR UNSUITABLE

MATERIAL OFFSITE IN ACCORDANCE WITH ALL REGULATORY REQUIREMENTS UNLESS DIRECTED OTHERWISE BY THE OWNER/ENGINEER/OWNER'S ONSITE

INSPECTOR.

2. CONTRACTOR IS RESPONSIBLE FOR ALL SITE DEMOLITION AND MATERIAL REMOVAL CONTRACTOR SHALL REMOVE ALL MISCELLANEOUS VEGETATION, TRASH,

SILT FENCE

EROSION AND SEDIMENT CONTROL NOTES :

1. THE CONTRACTOR IS RESPONSIBLE FOR REMOVING SILT FROM SITE IF NOT REUSABLE

ON-SITE AND ASSURING PLAN ALIGNMENT AND GRADE IN ALL WORK AT COMPLETION OF

CONSTRUCTION.

2. ON-SITE PROTECTION IN ADDITION TO THE ABOVE MUST BE PROVIDED THAT WILL NOT

PERMIT SILT TO LEAVE THE PROJECT CONFINES DUE TO UNSEEN CONDITIONS OR

ACCIDENTS.

3. THE FILTER BARRIER SHALL BE ENTRENCHED AND BACKFILLED. A TRENCH SHALL BE

EXCAVATED TO A MINIMUM DEPTH OF 8 INCHES. THE EXCAVATED SOIL SHALL BE BACKFILLED

AND COMPACTED AGAINST THE FILTER BARRIER.

4. SILT FENCES AND FILTER BARRIERS SHALL BE INSPECTED IMMEDIATELY AFTER EACH

RAINFALL AND AT LEAST DAILY DURING PROLONGED RAINFALL. ANY REQUIRED REPAIRS

SHALL BE MADE IMMEDIATELY.

5. SHOULD THE FABRIC ON A SILT FENCE OR FILTER BARRIER DECOMPOSE OR BECOME

INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE AND THE BARRIER STILL BE

NECESSARY, THE FABRIC SHALL BE REPLACED IMMEDIATELY.

6. ANY SEDIMENT DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE OR FILTER

BARRIER IS NO LONGER REQUIRED SHALL BE DRESSED TO CONFORM WITH THE EXISTING

GRADE, PREPARED AND GRASSED.

7. THE CONTRACTOR IS RESPONSIBLE FOR FOLLOWING THE BEST EROSION AND SEDIMENT

CONTROL PRACTICES AS OUTLINED IN THE PLANS, SPECIFICATIONS, PERMITS, AND ST.

JOHNS RIVER WATER MANAGEMENT DISTRICT CRITERIA.

8. FOR ADDITIONAL INFORMATION ON SEDIMENT AND EROSION CONTROL REFER TO THE
