NEET (not in education, employment or training) is defined as people who are not looking for work, attending school or in job training programs. The White Paper on the Labour Economy published by the Ministry of Health, Labour and Welfare in September 2004 calculated the number of NEET young people that can be defined as “those among the non-labor force population who are non-working individuals between the ages of 15 and 34 (unmarried school graduates who neither help with the housework nor attend school)” as standing at an average of 520,000 in 2003; an increase of 40,000 persons over the previous year.

In this survey, the respondents were first asked whether they recognized the term “NEET.”Then, after explaining the definition and concept of NEET, we asked questions including their problem awareness of the recent increase in the NEET population in Japan.

The primary purpose of this survey is to quantitatively understand the differences by generation and other factors with regard to issues including people’s current problem awareness of the recent increase in the NEET population.

This questionnaire survey was conducted by utilizing infoQ, a questionnaire service that uses the Internet. It should be noted, therefore, that the people targeted by the survey frequently use the Internet and have a relatively high degree of Internet literacy.

Although the recognition level of the acronym "NEET" is currently a little below 17%, almost 87% of respondents think that NEET will increase in Japan. Recognition level was high among the younger group and low in the older group.

Over 92%, an extremely high percentage, responded that an increase in NEET is either "a very serious problem" or "a problem."

The awareness of crisis tended to increase as the age groups got higher. The percentage of those who responded that it was "a very serious problem" stood at 30% in the 20-24 year age group, but exceeded 66% among the over-60 age group.

As a cause of the increase in NEET, more respondents cited "economic circumstances such as recession" (64.9%) than those who cited "home" as the cause (55.5%). In regard to the influence the increase of NEET will have on the society, the group citing "collapse of the social security system" was largest (71.6%), reflecting a tendency to identify NEET in relation to the economic environment, employment and pension

issues, among others.

In response to a question asking what should be done if there is a NEET among family members or friends, the highest response (62.5%) was "talk with the person thoroughly." "Leave it to his or her own will" (30.1%) and "exchange information with people who have the same problem and seek countermeasures" (29.8%) were also relatively high. On the other hand, the percentage of respondents answering that they would urge action from local public bodies and communities was low, at around 5%.

In response to a question about what is most important measure against an increase in NEET, many respondents cited "strengthening policies including vocational training and support for achievement of independence" (24.7%), which was second to the answer "review education at home" (38.6%). This indicates that although momentum to seek action from public bodies is relatively low, the recognition that political

efforts are important was relatively high.

The term “NEET” was recognized by 16.9% of the respondents, which is not a very high percentage. The recognition level was only about 40% even including those who thought that they had heard the term somewhere.

Almost 60% responded that they have “never heard of it.” This indicates that, at present, the term “NEET” still cannot be used without an explanation.

No significant difference was observed in the recognition level between male and female respondents, though the recognition level was slightly higher for female respondents.

By age group, however, the recognition level was considerably high among those in their 20s compared to middle-aged and elderly respondents.

The difference in the recognition level by generation is likely to be attributable to the difference in how much they find the

“NEET” phenomenon to be an immediate issue.

A total of 86.8% answered that the NEET population “will increase greatly” or “will increase slightly,” which considerably exceeded the total of 3.6% who answered that the NEET population “will decrease slightly” or “will decrease greatly.”

Nearly one-third of the respondents answered that the NEET population will “increase greatly.” This suggests people’s

surprise and a sense of alarm against the rapid increase in the number of those who neither have a job nor are looking for a job.

Not a very large difference was observed between male and female respondents, although the percentage of those who think the NEET population will increase was somewhat higher among male respondents, which is opposite to the tendency in the

recognition level of the term “NEET.”

By age group, the percentage of those who think the NEET population “will increase greatly” was somewhat lower among the groups ages between 45 and 59, which indicates that, overall, young people are more inclined to think that the NEET population will increase.In particular, nearly 95% of the respondents aged 19 or under thought that the NEET population “will increase greatly” or “will increase slightly,” which suggests that most people in this age group think that the NEET population will increase.

With regard to the level of problem awareness of the increase in the NEET population over the past several years, nearly 50% answered that it is “a very serious problem.” Combined with those who answered that it is “a problem,” as much as 92.6%, or the majority of the respondents, considered the increase to be a problem.

The tendency did not differ so much between male and female respondents, though the percentage of those who answered that it was either “a very serious problem” or “a problem” was slightly higher among female respondents.

By age group, there was a clear tendency for more respondents to consider the increase in the NEET population to be “a very serious problem” in higher age groups.

This tendency differs from that observed for the recognition level of the term “NEET” or that observed for those who thought the NEET population will increase in the future. It plainly shows the difference by generation.

The percentage of those who answered that the increase in the NEET population is “a very serious problem” was higher among married respondents than unmarried respondents by more than 16 points. It suggests that married people take the increase in the NEET population more seriously.

By recognition level, it was not shown that more respondents who knew the term “NEET” saw the increase in the NEET population to be a problem. Rather, they tended to find the increase to be “not much of a problem” compared to those who did not know the term well.

As the factors behind the increase in the NEET population, the top factor mentioned was “economic circumstances such as

recession,” followed by “changes in society” and “home.”

Since more respondents found the cause to be in economic circumstances and changes in society rather than factors such as home and school, there seems to be a strong awareness that the increase in the NEET population is a problem

attributable to the social structure.

Factors Behind the Increase in the NEET Population (by gender/age group)

The percentage of those who found the “economic circumstances such as recession”to be the cause for the increase in the NEET population was higher among female respondents than male respondents by more than 10 points.

By age group, there were more respondents who considered “home” to be the cause in groups of age 40 or over compared to younger age groups, while a large percentage of respondents found the “local community”to be the cause in relatively young age groups

of those under age 40.

As the influence that the increase in the NEET population will have on society, the “collapse of the social security system”was mentioned by the highest percentage of respondents. This percentage was more than 10 points higher than the second highest percentage of respondents who mentioned “slow down in economic growth.”

This tendency is assumed to be related to the level of awareness of the pension problem (as indicated in the next page, respondents in higher age groups were more inclined to mention “collapse of the social security system”).

As the action to take if someone close is NEET, the most-mentioned answer was “talk with the person thoroughly,” followed by “leave it to his or her own will,” and “exchange information with people who have the same problem and seek countermeasures.” It indicates an attitude to first try to address the issue as a family (or friend) problem.

The fact that as many as 30% of the respondents answered “leave it to his or her own will” indicates how difficult it is to

address this problem.

Generally, the same tendency was observed between male and female respondents, but the percentage of those who mentioned “exchange information with people who have the same problem and seek countermeasures” was nearly 10 points higher among female respondents.

The most-mentioned answer was “review education at home and increase communication at home.” This corresponds with the

high percentage of respondents mentioning “talk with the person thoroughly” as the action to take if someone close is NEET.

The second most-mentioned answer was “strengthening policies.” It suggests that, although “urge action from local public bodies or school” was not mentioned by many respondents as the action to take if someone close is NEET, there is high
