The National Surveyor Accreditation scheme came into
being on 2 Jan 2105

What is it?
Marine surveyor accreditation is a mechanism by which the
Australian Maritime Safety Authority (AMSA) as the National
Regulator, can ensure that persons are competent to
conduct and provide survey reports for domestic commercial
vessels under the National Law - Marine Safety (Domestic
Commercial Vessel) National Law Act 2012.
It has been brought into being by an amendment to
regulations.
Some important features of the AMSA administered Marine Surveyor
Accreditation scheme include:
• A cost-neutral approach, providing existing government and non-
government surveyors a simple renewal processes to allow them to
continue to work;
• A straightforward route for new government surveyors into the
accreditation scheme based on existing delegates’ recruitment and
employment practices;
• A straightforward route for new non-government surveyors to achieve
accredited status; with a career path for surveyors who upskill.
• Robust and transparent governance mechanisms which include audit and
a centralised coordination of the scheme, to ensure a high quality of
output in order to maintain the integrity of the national system.
Features and benefits
How did this come about?
• A product of extensive consultation with the various state
and territory maritime agencies and representative
bodies, including AIMS, IIMS, RINA and BIAA, Class
Societies, The AMC etc.
• Developed to cater for the needs and expectations of
AMSA , its delegates, private operators and external
stakeholders
How does it work?
What does a DCV surveyor actually do?
• DEFECT- Inspect and identify non-conformances with
the standards
• ASSESS- “So what”- what is the implication of this defect
on the vessels fitness for purpose
• REPAIR (RECTIFY) - What needs to happen to bring
this vessel back into compliance with the standards and
by when
• COMMUNICATE –Clearly and appropriately to effect the
repair
Key surveyor requirements
Surveyors must be:
• Suitably qualified
• Suitably experienced
• Suitably capable

Categories of DCV Surveyor
Getting in
• All currently surveying need to make an application by
the end of this year
• All those except for persons grandfathered into the
scheme (currently attested) should expect to attend a
panel interview
• Panels will determine if a person demonstrates that they
are capable of holding accreditation
• Successful persons will be issued a 5 year accreditation
document and be able to start work
Staying in and getting out
• Surveyors will need to work within their areas of accreditation within
the requirements of the National Law
• Surveyors will be audited formally at least once during the course of
their accreditation
• Surveyors will need to remain members of a professional body and
hold professional indemnity insurance and meet other requirements
• Surveyors may submit work to any delegate for the purposes of the
issue of National Law certificates
• When a surveyor decides to stop working there is a simple
notification requirement and an exit interview
Serious stuff
• The scheme is established under the National Law and AMSA is
committed to ensuring its integrity and sustainability.
• Entering and working within it is a serious business which requires
commitment and application.
