In 2009 the Group did extremely well despite a harsh economic crisis. Againstthis difficult backdrop, our teams were able, thanks to attentive customer serviceand the close relationships that they have forged with our clients, to offercontinued support and solutions. They have shown tenacity, responsivenessand professionalism and we commend them on their achievements.2010 will be another difficult year, but our financial, social and environmentalcommitments will go beyond the expectations of the market and the otherparties concerned. These commitments remain consistent with the values thatwe have been defending since 1860. Groupe ONET does not have a SustainableDevelopment policy, but instead makes responsible development the centraltheme to its strategy as a whole.As regards its social policy, in addition to all of the procedures already put inplace for our 55,000 employees, we have decided to help prevent psychosocialrisk by creating a psychological assistance unit which since 2008 has beensupporting executives and managers. In 2010, in order to help our teams throughdifficult economic times, this service will be extended to all our employees.

As regards the environment, in 2009 we launched a project to assess greenhousegas emissions (Bilan Carbone®) across the whole Group. In 2010, the Group willalso continue to invest with a view to promoting and ensuring respect for theprinciples of the Global Compact initiative and its Caring for Climatecommitment. The launch of training programmes for agency directors illustratesthe investmentthat ONET is making to speed up the evolution of managerial practices in termsof responsible development. Every day our teams ensure consistency betweenour values and how they are put into practice. Our goal is to consolidate ourplace as market leader by affirming our identity. In this way we can start buildingthe future, today.

In 2009, as regards the environment, we wanted to better manage and reduceour emissions and environmental impact, in particular by making employeesaware of good practice and by implementing a more detailed and reliablereporting process that involves employees on a day-to-day basis. One of ourspecific actions was to provide training in fuel-efficient driving and road risks.This has had significant social, financial and environmental implications for ONET,which has 55,000 employees and a float of more than 6,000 vehicles.We have continued our social policy action plans, in particular the programmeto encourage the recruitment of younger workers and the long-termunemployed. The Group has also set up a senior workers plan aimed atanticipating retirement reforms. Training remains one of the Group's major focusareas. In 2009, there was a marked increase in the number of employees takinga professional writing course.

Our Group has continued to invest in the Global Compact initiative, promotingits principles and ensuring compliance.Our employees are also preparing for the future by contributing to our newbusiness plan entitled "O3: Try ONET Together". The aim of this plan is to make usrefocus on our values. It will give the Group a stature worthy of its ambition: ONET,energy and resources to support you in a more sound and reliable world.

In a market that saw just 2% growth in2009, ONET SECURITE continued toexpand at a rate of 8.7% overthe year.

It bases its growth on its ability to manageall aspects of safety directly thanks to itscomprehensive and uniquesolutions.

AXXIS RESSOURCES

In harsh economic conditions,AXXISRESSOURCES, which specialises in humanresource management, recorded a loss inbusiness volume but one which wassmaller than the rest of the temporaryemployment sector.

Its “Home Care Services”businessline is, on the contrary, experiencinggrowth.

PRODIM

2009 was a year of moving for-ward for PRODIM which has placedSustainable Development atthe heart of its strategy.Our Research and Developmentdepartment continues to collaborateclosely with our manufacturers in orderto design and develop innovativecleaning solutions and tools. Thanks to ourTechnological Monitoring department weare an influential voice in the sector,identifying equipment and products thatmeet the demanding standards of thecleaning market of tomorrow.

Organising and steering our Sustainable Development policyThe Quality & Sustainable Development Departmentreports to the Chairman of the Groupe ONET Boardof Directors. The Sustainable Development Steering Committee,which was created in 2002, is chaired by ElisabethCoquet-Reinier, Chairwoman of REINIER HOLDINGand also of the Supervisory Board. It coverscross-cutting and operational divisions. All of theGroup's Business Divisions are represented on theCommittee, with different profiles depending onthe issues concerned (environmental or social). Itis coordinated by Laurence Acerbo, the Group'sQuality & Sustainable Development Director andmember of the Executive Committee.

Its action plans are monitored by the SustainableDevelopment Coordinator, Anne-Sophie Crespin-Augier.Our contractual parties - employees, clients, unions,shareholders and suppliers - are regularly involvedin actions carried out as part of our "The FutureBegins Today" initiative. Non-contractual partiesshould refer to section 5.2 - Non-contractual parties(p. 60).

Groupe ONET has identified specific anti-corruption issues and has a duty to ensure itsmanagement practices are transparent andapplied by all, in order to ensure consistencybetween its commitment to responsible growth,its management practices and how they areput into action.

Since 2006, ONET PROPRETE-MULTISERVICES has been awarding agency performance,especially in the field of corporate responsibility,with the Horizon Label. Managerial staff areencouraged to improve performance basedon non-financial criteria.

The factors on which client satisfaction is based(availability and responsiveness) are also one ofthe selection criteria.

2.2 - Being a part of the localeconomic networkGroupe ONET has 430 sites in France (414 in2008, 386 in 2007), and thousands of clients inFrance and the rest of Europe.Every one of these companies forges links withlocal parties. The Group's agencies contributeto local development, in particular byrecruiting from the areas closest to the clientsites. This helps reduce the problems ofabsenteeism and the difficulties caused by theneed to commute. The agencies all collaborate with the PoleEmploi (French job centre). Following themerger of ASSEDIC and ANPE (two Frenchunemployment services), the PACA RegionalConvention that was signed in 2008 has beenshelved. In 2010, the Department of SocialAffairs set itself the target of signing a nationalPole Emploi agreement for all of the Group'scompanies.A contract was signed by MAIN SECURITE,ONET SECURITE and the regional division of PoleEmploi for the Ile-de-France region. (see part 3.Social commitment).ONET PROPRETE-MULTISERVICES is one ofseveral companies taking part in the "Passportto Work" initiative which was launched at the end of 2003 by the Prefecture ofBouches-du-Rhône, in association with the Departmental Olympics and SportsCommittee. This project forms part of thepartnership component of the town's policy ofequal opportunity and fighting employmentdiscrimination, and is in line with one of thepriority directions set by the Government and

its institutional partners as part of the SocialIntegration Plan. It mobilises companies andemployment institutions with a view to assistingyoung people who are having difficulties findingemployment and making it easier for them tojoin the world of work. There are two sides to theproject - interview simulation and finding work.ONET PROPRETE-MULTISERVICES is especiallyinvolved with GEIQs (Employer Groups forIntegration and Qualification) in the cleaningsector. These groups are designed to promoteemployment and integration (www.geiq.net).Groupe ONET employees have volunteered tochair five of the twelve Cleaning GEIQs.

Our added value as a services provider comes from our human approach.In addition, environmental concerns are always at the forefront of our approach,guiding all of the services that the GROUPE ONET offers, from cleaning todecontamination, from nuclear engineering to waste management to WEEE processingfor safety-related activities. It is not about providing an offer that has been hallmarkedwith "sustainable development", but about ensuring daily respect for people and forthe environment as we render our services. This is why we launched our business plan"O3: Try ONET Together". We hope to build our growth on the same values by whichwe operate: Attentiveness, Respect, Boldness. The 90 members of the O3 projectworkshops were given the task, in September 2009, of holding cross-division discussionson the Group's coherent and responsible growth. Since 2006, several ONETPROPRETE-MULTISERVICES agencies have been acting as pilot agencies for thecompany's Corporate Responsibility programmes. In order to give the project everychance of success, training in change management will be provided in 2010.

2.4 - Satisfying customersFor more than twenty years Groupe ONET hasbeen conducting quality controls in order tomonitor its activities whilst at the same timeimproving client satisfaction.However, satisfaction is a concept that hasgreatly changed over the years and for eachbusiness unit, and so the resources used havehad to evolve in line with these changes.Quality management within each of thevarious business lines takes the form of officialrecognition (certification, qualifications etc.)of either management practices (ISO 9001) or

specific aspects of the business (QUALIPROPRE,NF Services, CEFRI etc.).In addition to these certifications, research isongoing into possible methods and tools forbetter understanding our clients' perceptions.Some good examples are the client extranetfor dialoguing with our clients over a dedicatedinternet platform, the electronic logbook,satisfaction surveys and "mystery customer"assessments.

3.1.2 - OvertimeGroupe ONET has had less need for additionaltime and overtime due to a considerable fallin activity in the sectors that usually require suchwork.There have been no redundancies due to thegood Groupe stability and good managementof the working day structure and hours(compared to 0.11% in 2008).

The average Group workforce in 2009 was54,524 (including temporary employees).ONET TECHNOLOGIES continues to grow thanksto its high added-value activities and hasincreased its workforce recruiting a largenumber of engineers.

Given the economic climate in 2009, the numberof temporary workers at AXXIS RESSOURCES fellsignificantly.The number of permanent workers increasedhowever due to the expansion of the AXXIS ADOMICILE (home-care services) business line.

ONET SECURITE saw a marked fall in employeenumbers due to the closure of certain agenciesfollowing a transfer of contracts, especially inthe airport sector.

Employing younger workersIn 2008, ONET PROPRETE-MULTISERVICES signedup to the Hope for the Suburbs project whichwas then deployed locally, especially inMarseille, working in partnership with the Prefectfor Equal Opportunities.Our commitment to employing young workers isillustrated by several recruitments in 2009 from theunder-26 age-group in the form of apprenticeshipsand professional training contracts.In total, the Group employed 458 young workersunder 26 on a work/study contract as at 31December 2009 (compared to 455 in 2008).

The projects that are being carried out alongsideMEDEF (Movement of French Enterprises) withinthe Provence-Alps-Côte d'Azur (PACA) region topromote access to traineeships together withother companies through the Provence-stagesinternet portal have a similar system for work/studycontracts.The partnership agreements that the Group hassigned with schools and universities such asEUROMED in Marseille, IAE in Aix-en-Provence, INSA Lyon and ENSAM have strengthened andimproved the policy for employing and integratingyoung graduates.

Elsewhere, Groupe ONET continues to expand itsemployment of young people on a traineeshipas part of their studies. In 2009, 320 young workerscompleted a traineeship at one of the Group'scompanies.

Olivier DEREYMEZDirector of Human Resources, GIE ASSISTANCE SERVICESWhat does disabled worker inclusionactually mean?Within the Group in 2009 we hired morethan 170 disabled workers on permanentand fixed-term contracts lasting longerthan six months, as well as 120 temporaryworkers. We have also been raisingawareness among employees andinforming them about disabilities(intranet, physical sessions etc). Inaddition we have been raising theawareness of our social partners asregards our company's policy. Theseactions are assisted primarily by adedicated HR company. The creation oflocal partnerships, such as the one thatONET SECURITE has forged with CAPEMPLOI, forms part of this policy. We havealso been able to retain certain workersin employment, with or without a changeof position. Some of these cases involvedmature workers, thereby implementing aglobal Human Resources policy.

In order to achieve these results, and as partof our agreements with AGEFIPH, we have runseveral information campaigns (GIE intranet incollaboration with employee representatives,Group newsletter, participation in forums,participation of several companies in the"Another day, Another profession" events,posters, emails etc.), in addition to our usual HRmanagement actions.

Christophe PONSManager of FORMATION SERVICESWhat were the key focus areas of the General Training Policy for 2009?Our training policy for 2009 was ambitious and proactive despite the harsh economicconditions.Our proactive approach meant that, faced with temporary downturns in the businessof certain clients, the Group put several measures in place to retain certain people inemployment by means of training. Courses, some of which were awarded with acertificate, were therefore organised with the aim of providing job security. This gavesome people the opportunity to consolidate their basic professional skills, includingliteracy (writing and speaking). Our ambitious approach was in response to the newtraining law passed in 2009. This affected the way in which we managed our trainingplans, by creating a joint job security fund. This fund received 13% of our trainingallowance, automatically reducing our financial budget. However, our commitmentsdid not suffer, and we continued expanding our management and executive trainingstreams and increasing the number of training hours.The Group's training policy remains sturdily built around two principles - professionali-sation and career development - whilst at the same time promoting the human valuesthat bring it to life.

3.2 - Developing skills through trainingEvery year, the Groupe ONET Board of Directors draws upa General Training Plan. This plan sets out the Group'sstrategy in terms of how much needs to be invested intraining in order to ensure consistency between thecompany's growth targets and its skills management. Thetraining policy is therefore aimed at developing a systemof anticipating and accompanying short- and medium-term changes, taking into account the company'seconomic forecasts, changes in its organisational structure,technical advances and the individual and joint needs ofthe employees.

Suzanne SIARRIMaintenance Agent ONET SERVICESRoanne What did you get out of the professionalwriting course?When I was given the chance to do theprofessional writing course, I acceptedimmediately because I am not very goodat spelling. The course helped me witheveryday spelling, how to write a letter,help my daughter write reports andabove all it taught me how to expressmyself easily when speaking to otherpeople. The instructor showed us a bitabout computers and I am extremelygrateful to him for everything he taughtme. The lessons were very interesting witha lot of variety. Like most other people onthe course, every day I try to put what Ihave learnt into practice. I hope theyplan a new course at our agency inRoanne for other service agents.

ONET PROPRETE-MULTISERVICESGiven the difficult economic climate this year,investment in training during the first six monthswas directed mainly at service agents for thesafety and trades activities, and at providingliteracy training. Training was prioritised in order toavoid any future periods of partial unemployment.The programme for the second half of the yearwas revised in order again to prioritise thesetraining areas, whilst at the same time keepingto a reduced budget.In order to encourage CQP (ProfessionalQualification Certificates, created and awardedby the Business Divisions in order to allowemployees to obtain a recognised operationalqualification) and "Cleaning Renovation andMaintenance Agent" training, an action andmobilisation plan has been put in place for theselonger-term training courses leading to aprofessional certificate. A significant increase inCQP has therefore been recorded this year,totalling 186 employees trained in 2009 receivinga total of 15,981 training hours.As regards Transport Regulations, specific traininghas been developed for management personnel.Subsidiary investment has increased this year, inparticular the national subsidiaries which sawtheir "Responsibility Centre Management" (MCR)and "Perfecting Operational Management"(PMO) classes double.

- Regional subsidiaries:- two training cycles have beencompleted - SOUTH-WEST and WEST-ATLANTIC regions- a cycle has been started in the CENTRALRegion and due for completion in 2010

- National subsidiary:Four courses started during the last quarter:

- two MCR courses (two classes fortwelve and seven trainees)- two PMO courses (two classes forsixteen trainees each)

A pilot OASIS (Optimising and Anticipating theRecruitment and Integration of Employees)training course aimed at managers has beenlaunched at four agencies in order to supportour commitment in the area of diversity.Each year, professional writing courses allowemployees to acquire basic skills in French oraland written communication and in readingFrench business vocabulary, whatever theirlinguistic or professional level.This will help them in their day-to-day roles asregards understanding instructions, complyingwith rules, communicating with clients, managersand colleagues.These core skills will make it possible for them tofurther improve their abilities, social integrationand job security. ONET TECHNOLOGIESIn addition to nuclear safety and preventiontraining for working at plants, long-term courseshave been organised on the topic of nuclearfacility deconstruction (TECHMAN INDUSTRIE).Our training efforts for this year have focusedparticularly on middle management, but alsoon increasing the skills of project managers atCOMEX NUCLEAR, ONECTRA and SPIRALINGENIERIE, with in particular a course speciallydesigned for this group.ONET TECHNOLOGIES has spent far more thanits basic legal obligation on training, which isproof of the division's dynamism.

ONET SECURITEThe training provided at ONET SECURITE hasremained largely based on traditional coursessuch as First Aid Officer training, First Aid Officerretraining and First Response Team training, aswell as CQP courses either providing initialtraining or as part of the VAE (Work ExperienceValidation) scheme. High demand has beenrecorded for these CQP courses due to the

fact that they are compulsory for retaining (orobtaining) a position.The ONET SECURITE training programmeculminated in the award of diplomas to tentrainees who received custom training allowingthem to develop their managerial skills. Prevention of road riskThe steps we have taken to prevent road risks havehad significant social, economic and environmentalimplications for a company such as ONET, which has55,000 employees and a float of more than 6,000vehicles. There has been a reduction in occupationalaccidents and a fall in fuel consumption andgreen-house gas emissions. To date, 280 ONETemployees from the PACA region have alreadyreceived individual training in these basic rules. Thistraining is now going to be rolled out at national level. In addition, a major road risk awareness campaignwas organised in December 2009 aimed at 400 headoffice employees, who took part in workshops andevents put on by the mobile road safety unit.

Managing occupational stress

Marie PIETTEPsychologistWhat does managing occupational stress mean at a company like ONET?I have worked as an independent psychologist for Groupe ONET since the end of 2008.By suggesting that Groupe ONET set up a system aimed at promoting and protectingthe well-being of its employees at work, I saw that the Group was already highly awareof the importance of prevention in this area, even prior to the recent media coverageof psychosocial risks.Since January 2009, a telephone scheme is progressively being set up for employeesto benefit, if needed and at crucial times, from professional, neutral and confidential(professional secrecy) advice to help them solve their problems.The first phase of presenting this innovative service gave us the chance to meetemployees and forge links with them. The company has therefore gradually built upa relationship of trust with many of the employees that I have met on site during variousvisits regarding the telephone support system. These visits have been for reasons suchas audits (status reports) and assessments of the working environment, which haveallowed employees to provide constructive criticism and help their company develop,mediation sessions for resolving relationships at an impasse, individual support (staffcoaching/development) and even emotional debriefings (psychology unit). The progressive setting-up of the 24/7 support scheme, of which unions andmanagement are a part, is now a comprehensive element of the Group's overallpsychosocial risk prevention programme and provides an essential early warning ofsuch risks so that effective and early help can be given right when it is needed.

Additionalefforts are planned for 2010 following the signingof an Improving Accident Prevention Partnershipwith Caisses Régionales d’Assurance Maladie.A major prevention campaign will be launchedat AXXIS A DOMICILE, which suffers too manystoppage days due to occupational accidentsand a severity rate of around 4%.

Although all paper purchased is recycled oreco-efficient, our 5% consumption reductiontarget was not met since purchases increasedby 4% in volume (for an increase in turnover of3.25%).New awareness campaigns will be run in2010.4.2 - Improving control overconsumptionEmployees at all of the Group's companies areregularly informed of good ways to protect theenvironment via emails, the intranet andawareness campaigns.The contract that we have had with EDF since2007 comprises 30% energy from renewablesources (solar, wind, hydraulic).

Water consumption at agencies is not a goodindicator for the Group since water is mainlyconsumed at the client sites. In order to reducethe amount of water used at client sites, severalsystems have been put in place such as the useof microfibres, water-efficient and product-efficient equipment (see indicator table (p. 16)).

The Group's activities do not generate any odourpollution. The use of Eco-label products meansless pollution of inside air.

4.2.1 - Reducing greenhouse gasemissionsIn 2009, the Group underwent a Bilan Car-bone® carbon assessment for all its businesslines. The methodology used was that develo-ped by ADEME. The head office was assessedfirst since it represents around 460 people. Theinitial results show that the main source ofgreenhouse gas emissions is business travel andgoods brought in. The head office's total emissions in 2009 repre-sented 985,638 kg equivalent carbon, or 2,190kg equivalent carbon per employee.In 2010, twelve sites representative of theGroup's business lines will be audited in orderto calculate emissions by business line.This sampling method has been approved byADEME.

Fuel consumption, all vehicles combined(LCVs, official cars and HGVs)

Vehicles on a long-term lease are chosen fortheir low emission rating. All agencies havebeen made aware of the reasons why theymust select the least polluting vehicles. CO2 emissions of LCVs, official cars and HGVs:

Representing an increase of 2%.For the first time since 2004, per vehicle fuelconsumption has increased faster than busi-ness growth. The Group is consuming more andemitting more greenhouse gas.

The agreement signed withthe Marseilles transport authority has made itpossible to increase the number of local publictransport subscriptions. 4.2.2 - Monitoring potentially pollutingsites and Classified Installations for theProtection of the EnvironmentSOGEDEC's Classified Installations for theProtection of the Environment (ICPE) (Codes1710 (preparation and packaging of radioactivematerial), 1711 (storage), 2799 (nuclear facilitywaste)) all comply with regulations. Theinspections carried out in 2009 comply withapplicable regulations in terms of transport andradiological zoning at the facility. The eligibilitycriteria used by SOGEDEC are stricter than thoseimposed by regulations in order to avoid any riskof non-compliance.

In 2009, Groupe ONET was not sentenced in anyenvironment-related court rulings and was notrequired to pay any fines.

4.3 - Promoting innovation projectsEvery year, ONET TECHNOLOGIES allocates partof its Research & Development budget to waysof reducing or better managing its waste. This year the budget was €430,000 (€323,246 in2008).ONET PROPRETE-MULTISERVICES has placedinnovation at the heart of its developmentstrategy.In 2010 it will open a Research & Developmentdepartment. 4.4 - Environmental actions by Business Division

ONET has not had to pay any fines relating tothe environment. Therefore it has accumula-ted a provision of €3,004,670 since 2007(compulsory allocations imposed by Decree2002-221 of 20 February 2002, passed in appli-

cation of Article L.224-102-1 of the Commer-cial Code and modifying Decree 67-236 of23 March 1967 on commercial companies).

In 2009, ONET PROPRETE-MULTISERVICES deci-ded to focus on two major areas: compliancewith REACH, and improving environmentalsolutions.As regards the European REACH regulation(Registration, Evaluation, Authorisation andrestriction of CHemical substances) adoptedon 18 December 2006, ONET PROPRETE-MULTISERVICES, as a downstream user ofchemical products, is not directly required topre-register or register the chemical substancescontained in its products. Nevertheless, ONET

PROPRETE-MULTISERVICES, fully aware of itsvarious obligations under this regulation, has aduty to ensure the continuity of the services itoffers clients by guaranteeing availability ofthe products required.Therefore it cooperates closely with each oneof its listed suppliers in order to ensure that theyall comply with the REACH regulation for theproducts that they sell. ONET PROPRETE-MULTISERVICES is therefore able to provide itsclients with the REACH compliance certificatesfor all of its listed suppliers.

In order to simplify and promote the environ-mental efforts of its agencies, ONET PROPRETE-MULTISERVICES favours suppliers that specialisein the environment and that work at nationallevel. This means it can more accurately moni-tor the management of the hazardous wasteproduced at its agencies and come up withmade-to-measure solutions for preventing pol-lution and improving the safety of its staff.

In 2009, the two Classified Installations for theProtection of the Environment (ICPE) belongingto ONET TECHNOLOGIES started to recycle andprocess waste on behalf of its clients.Throughout 2009, SOGEDEC's Nuclear ICPEoperated its recycling centre by breaking itdown into different stages: dismantling ELUIIIand FLUCIS generators, blocking pulp andhydroxides, dismantling containers, sorting andidentifying waste...SOGEDEC's Chemical ICPE (Code 2565:Cleaning class D filters) has increased its annualproduction compared to 2008.SOGEDEC ICPE (Code 2565: Cleaning class Dfilters)

We currently have twopaper/board transit centres, one in theParis area and the other in Lyon. However our activities are not limited topaper/board transit platforms. In fact, ouraim is to become "recycling facilitators"by providing our clients a comprehensiverange of solutions for dealing with theirwaste. In order to do so we have beendeveloping internal waste collectionsystems specific to each company by which we separate the differentcategories of waste (paper, batteries,WEEE, board etc.), and we manage the process from collection to finaldestruction, using recycling whenpossible. This allows us to be the sole pointof contact for our clients and to work withthem to implement the best solutionbased on their expectations and limits.

This network was created in order to help newemployees integrate at ONET TECHNOLOGIES.New recruits from all of the ONET TECHNOLO-GIES companies have been working togetherto come up with an "Ideal Route to Integration"that can be used to welcome new employeesinto the company. These workshops have beenused to determine what procedures shouldpreferably be used when new employees jointhe company (integration day, team-building,joining Nouv'OT etc.).

ACTU’ELLES

The Actu'elles network was created to give eachwoman working at ONET TECHNOLOGIES thechance to get involved beyond her usualprofessional responsibilities and contributetowards the development and recognition of jobs in the nuclear sector. The scheme issponsored by Elisabeth Coquet-Reinier. Membersare bound by the Actu'elles charter to:

- Promote jobs in the nuclear sectorthrough communication actions, raisingpublic awareness of our activitiesespecially among young women andproviding information about the diversityof our work.- Share experiences and skills by creatingtools for the network, arranging meetingsfor members and events related to ourjobs and discussing our experiences.- Encouraging the employment of womenby promoting careers for women in thenuclear sector, increasing opportunitiesfor women and promoting managerialpractices and behaviour that respectstheir careers.

5.1.2 - Social partners Fifty two company agreements were signed in2009 (compared to 28 in 2008), most of whichconcerned mature workers.Various aspects of corporate responsibility andthe Group's commitment to society have beendiscussed with our social partners during centralworks committees, individual company workscommittees and annual negotiations.Employee representative bodies are regularlyupdated of our actions.

5.1.3 - ShareholdersThe majority shareholder is behind the Group'sThe Future Begins Today initiative. ElisabethCoquet-Reinier, Chairwoman of REINIER HOL-DING, also chairs the Sustainable DevelopmentSteering Committee.

Our aim is to embark on ajoint approach to our responsibilities inorder to move forward together, tochallenge ourselves, to reposition ourdemands in an informed manner and tolearn from experience. In the medium-to-long term (3-5 years), ONET is set tobecome a driving force in the field ofSustainable Development, in terms ofinnovation, organisation... Our responsiblepurchasing and supplier relationshipmanagement strategies are aninvestment that should culminate in adynamic and fruitful collaboration.

5.1.4 - ClientsClients have been discussed in sections 2.3 -Combining skills in order to promote acomprehensive offer, and 2.4 - Satisfyingcustomers.

5.1.5 - Suppliers and subcontractors All suppliers and subcontractors listed by thePurchasing Department and PRODIM are askedto apply the Global Compact principles. Theyreceive a questionnaire on their environmentaland social practices together with documentsexplaining the Global Compact principles andthe Group's policy (annual report).If they wish to become one of the Group'spartners, they must agree to respect and ensurerespect for these principles in the areas of humanrights, labour, the environment and anti-corruption.In order to go one step further and providegreater assistance for our suppliers in 2010, we will be setting out a responsible purchasingpolicy with a more educational and supportivevocation.All suppliers listed by the Groupe ONETPurchasing Department have responded to theSustainable Development questionnaire (2007,2008 and 2009).All of PRODIM's listed suppliers have nowanswered the questionnaire (vs. 90% in 2007).

5.2 - Non-contractual partiesANPE/POLE EMPLOIThe continuation of our agreement with theformer ANPE (Job Centre) has been discussedin section 2.2. Being a part of the local economicnetwork (p. 21).

5.2.1 - AssociationsAGEFIPHIn addition to the agreements signed withAGEFIPH, the Group's companies collaborateon a daily basis with the offices of POLE EMPLOI,local recruitment centres, Aid through Workcentres, occupational doctors and ergonomistsin order to encourage recruitment and avoiddismissals due to lack of skills. The main points ofcontact are the Human Resources managersand agency recruiters: directors, administrativeassistants and supervisory agents.

SURFRIDER FOUNDATIONIn March 2009, the SURFRIDER FOUNDATIONorganised a Clean Beaches programme as partof the Ocean Initiatives.Employees from all Business Divisions and thehead office took part.

FFNEGroupe ONET was no longer a partner of theenvironmental promotion and protection asso-ciation Fonds Français pour la Nature etl’Environnement in 2009.

WIN France and the Fem’Energia AwardSince 2006, Dominique Mouillot, Chairwomanof ONET TECHNOLOGIES, has also been Chair-woman of the Women in Nuclear Franceassociation (WIN France). WIN France, whichwas founded in 1993, is a network of womenworking in all fields of application for nuclearscience and technology. In 2009, EDF and WINFrance launched the Fem'Energia Award, des-igned to promote the place of women in thenuclear industry.

MEDEFThe actions being carried out alongside theMEDEF (Movement of French Enterprises) withinthe Provence-Alps-Côte d'Azur region topromote access to traineeships with othercompanies through the Provence-stagesinternet portal are still ongoing. At regional level, many of our companies haveplayed an active role within the local branchesof MEDEF and Chambers of Commerce andIndustry.

PACA Pour DemainThe Group is an administrative member of thisvoluntary association (Law 1901) whose aim isto promote Sustainable Development in theProvence-Alps-Côte d'Azur region. Its focus for2009/2010 is on:

- Strengthening links between PACA PourDemain and other parties working in theregion.- Supporting innovative SustainableDevelopment projects or players.- Increasing the Sustainable Develop-ment expertise of its members.- Adding value to the actions run byPACA Pour Demain.

FORCE FEMMESThis association is aimed at helping womenaged 45 and over who have been out of workfor less than three years return to work or set upa business. The Marseilles branch, which hasthe support of Marie-Josèphe Perdereau,Deputy Prefect for Policy for the city and forEqual Opportunity for the PACA region, iscurrently chaired by Sylvie Brunet, Social AffairsDirector of Groupe ONET, in line with theGroup's social commitment to employingmature workers and to non-discrimination. Theassociation has a network of 160 volunteersand about fifteen regional branches.

PatronageThe Group provided patronage in a numberof fields in 2009 for a total value of €65,670(figures published previously were incorrectsince they did not includeall validated figures).

5.2.3 - Professional associationsManagers at Groupe ONET are involved in thedevelopment of their business lines and havetaken on positions of responsibility on the boardsof directors of professional associations such asthe Fédération des Entreprises de Propreté etservices associés (FEP) and its regional chambers,the Syndicat des Entreprises de TravailTemporaire (PRISME) and the Syndicat Nationaldes entreprises de Sécurité (SNES). We are alsostill active within the Comité Professionnel desSociétés d'Assainissement Radioactif (COPSAR)and the Groupement Intersyndical desEntreprises du Nucléaire (GIIN). Laurence Acerbois Chairwoman of the National SustainableDevelopment Committee and sits on the FEP'sComité Parties Prenantes. Anne-Sophie Crespin-Augier chairs theSustainable Development Working Group atSPENRA (Professional Union of CleaningCompanies for the Rhône Alps region)

5.2.4 - Technical committees Representatives from ONET TECHNOLOGIES andAXXIS RESSOURCES sit on the French committeethat issues company certification regarding thetraining and monitoring of employees exposedto ionising radiation (CEFRI). ONET TECHNOLOGIES participates in the SFEN(French Nuclear Energy Society) whose aim is to promote advances in nuclear science and technologies and to provide all forms ofinformation about this form of energy.Laurence Acerbo is Vice Chairwoman ofQualipropre, the office for certifying cleaningcompanies, whose priorities for 2009 were todetermine which environmental policies wereneeded to complete the office's social policiesand certification aims.

5.2.5 - Educational establishmentsPartnerships forged by ONET TECHNOLOGIESThe year 2009 saw the continuation anddevelopment of partnerships especially withJoseph Fourier University in Grenoble. ONETTECHNOLOGIES provides apprenticeships forand recruits approximately 30% of students fromthe GEDERA, ADIN and Nuclear Safety mastersdegrees.New partnership agreements have also beensigned with INSA in Lyon and the IUT inAix-en-Provence. These partnerships are aimedat helping young people find work in the nuclearindustry, at making this sector of activity moreattractive and at ensuring that the teachingprovided is in line with recruitment needs.Partnerships with other Business DivisionsAll Business Divisions actively participate inawareness and information forums held atbusiness schools as well as at apprenticeshiptraining centres and vocational secondaryeducation establishments. These actions aresupported by the participation of agencies inlocal events.

Club des 50Christine Lagarde, Minister for the Economy,Industry and Employment, has set up ahigh-level think tank comprised of Frenchbusiness leaders with significant presence intheir respective regions. Max Massa is a member of this group, that theMinister values as a network of allies with rootsin the actual economy. They will also be askedto act as "guinea-pigs" for various subjects, fromprofessional tax to training.

Having met for the first time in November 2009,these company directors - only a dozen of WHOM run CAC 40 companies - created three working groups to study several topicsthroughout the year.
