MORRISON – A com-mittee has formed, and public comment is being sought on a countywide plan to identify activities and projects needed to reduce damages caused by natural haz-ards such as floods, snowstorms, thunder-storms, tornadoes, and ice storms.
The Whiteside Coun-
ty Natural Hazard Mitigation Plan will be funded by a grant from the Federal Emer-gency Management Agency, according to a news release from Sgt. Seth Janssen, the county’s Emergency Services and Disaster Agency coordinator.
Whiteside County has had 10 federal disasters declared since 1965, nine involving flood-ing, the release said.
“ D e v e l o p i n g t h i s
plan will help us be better prepared before storms hit,” Janssen said. “The focus of this plan is to reduce the harm to proper-ty and residents. We have an emergency response plan. The mitigation plan is aimed at prevention,
so it will complement our response plan.
“The county and each part icipating m u n i c i p a l i t y t h a t adopts the mitigation plan being developed will become eligible for federal funds,” he said in the release.
The new Whiteside
County Hazard Mitiga-tion Planning Commit-tee has representatives from each participat-ing municipality, along with technical partners and other stakehold-ers.
Public meetings will be held to gather and discuss information that will be used to pre-pare the plan.
All Whiteside Coun-ty municipalities are invited to participate. Most – Albany, Erie, F u l t o n , M o r r i s o n , Prophetstown, Rock Falls, Sterling, and Tampico – already have indicated they
will.This is a “living plan”
that will be updated each year, allowing participants to add projects to the plan.
“Typically, plans are developed and then the public is asked to comment,” Janssen said. “With this haz-ard mitigation plan, input from the public will be gathered before and during its develop-ment. We will also hold a public forum after the plan is drafted, but our focus will be to gather input before the draft is completed.”

ROCK FALLS – When it comes to the Henne-pin Canal, history tells us that nothing comes
easily.The Idea of building
it as a cheaper alterna-tive to rail commerce was devised in the mid-1830s, but another 6 decades would pass before the federal gov-ernment found the funding to approve the project.
Work on the canal finally started in 1892, and it was opened in 1907. The fact that it took so long to build made it virtually use-less for commercial transportation from the start. The canal then became a haven
for recreational enthu-siasts.
In 1951, the federal government decided it wanted no responsibil-ity for the canal, and the state finally decid-ed to bring it under the auspices of the Illinois Department of Natural Resources.
Years of severe bud-get cuts have made it increasingly difficult for IDNR to maintain the canal, and now a lease agreement is being drawn up that would cede 2.2 miles of the canal to the city of Rock Falls.
After more than a century, city officials find it baffling that so many people wanted the canal, but neglect-ed to devise a plan to take care of it.
“After all these years, neither the federal nor state governments made provisions for maintenance of the canal,” City Adminis-trator Robbin Blackert said. “The responsibil-ity to pay for upkeep has just been passed
along over the years.”While many recre-
ational areas collect minimal portage fees to help with upkeep, the city’s hands are tied on that option.
“Federal money was used for the ramp and canal, so we can’t charge at all,” Mayor Bill Wescott said. “No plan was ever devel-oped for general main-tenance.”
It’s unlikely that fees could be part of the lease agreement now being crafted with IDNR, because it still technically belongs to the state. Under the lease agreement, general maintenance duties would fall to the city, while bigger issues with the locks and water would remain with the state.
One big job on the maintenance list is dredging the canal, which has never been done, the city says.
“There is no funding mechanism for dredg-ing, and it really needs to be done,” said Mark
Searing, city building inspector and member of the Hennepin Canal-Trails Committee.
When canals aren’t dredged, silt builds up on the bottom, mak-ing it difficult for boats to move on the water-way. It also can impact plant life, water qual-ity, drainage and aes-thetics.
Wescott said dredging the canal could cost up to $300,000, which will fall under the city’s general mainte-nance responsibilities. The dredging appli-cation has been filed, and samples are being taken to check for con-taminants.
In the meantime, the city and local volun-teer groups are work-ing on smaller mainte-nance projects in the canal and trail areas. A group led by Firehouse of God Ministries pas-tor Brian Tribley has been painting benches and a barn, pressure-washing buildings and equipment, and clean-ing up brush. The city
has budgeted some money to work on the restrooms at the Ardu-ini Boat Ramp.
The committee is working on a wish list of items for the entire recreat ional area, chairman Jim Schun-eman said.
“We need to put a long-term plan togeth-er complete with cost assessments,” Wescott said.
Schuneman said the list will be presented to the council when it is completed.

DIXON – A Dixon woman pleaded guilty to misdemeanor com-puter tampering and must pay $10,000 in restitution in a 2013 case that origi-nally accused her of defrauding an elderly woman of more than $150,000.
Audrey Stanley Smith, 33, pleaded guilty June 19 in Lee County Court.
She applied the $10,000 bond she had posted to her restitution require-ment.
According to court records, Smith made a series of withdrawals from the Dixon wom-an’s bank accounts and took out a loan on her property. The transactions involved accounts at Amcore and Midland States banks and occurred between Aug. 2, 2006, and April 15, 2010, court documents say.
Smith was manager of the Oregon branch of Rockford-based Amcore Bank, which was sold to Effing-
ham-based Midland States Bank in Janu-ary 2011. She was ter-minated in April 2012 for a “willful violation of bank policy” and “unprofessional and negligent behavior as a banking center man-ager,” claims that do not relate to any trans-
action involved in this case, the documents say.
The case was pros-ecuted by the state attorney general’s office. In exchange for Smith’s guilty plea, felony charges of theft, financial institution fraud, financial exploi-tation of the elderly, and wire fraud were dropped, and a fifth, computer fraud, was amended to the mis-demeanor.
When asked why the case only resulted in a misdemeanor con-viction, Maura Possle, press secretary for the attorney general’s
office, said the decision was based on the evi-dence the office would be able to produce.
“The resolution was reached based on the evidence in this case, and in consultation with the victim, the most critical aspect of the resolution is that the defendant is required to pay resti-tution,” Possle said. “After carefully ana-lyzing all the evidence that could be intro-duced at trial, $10,000 was the amount stolen from the victim.”

WASHINGTON (AP) – In an increasingly global economy, just 1 in 10 teenagers around the world is able to make some key – but complex – financial decisions, including choosing among vari-ous loans or analyzing invoices and pay slips.
The picture is no better in the United States, where only 9.4 percent of 15-year-olds were able to answer the most dif-ficult questions on an international test of their financial knowl-edge and skills. More than 1 in 6 U.S. stu-dents did not reach the baseline level of
proficiency in financial literacy. At best, those students could make only simple decisions on everyday spending, said a report released Wednesday by the Par-is-based Organization for Economic Coop-eration and Develop-ment.
OECD called finan-cial literacy “an essen-tial life skill” for teens. Already at 15, many have bank accounts and debit cards. And “many students near-ing the end of com-pulsory education also have to decide, with their parents, whether to continue with post-compulsory education and how to finance such education,” the report said.
Alex McClain, 15, of Anderson Township, Ohio, does not have a bank account. But he says taking a personal
finance course last semester has better prepared him.
“I learned about how to do a check, even though I rarely will do that,” McClain said during a visit to Wash-ington. “I know how to manage money bet-ter now, and how to get out of bankruptcy if you get into a prob-lem.”
China’s financial hub of Shanghai had the highest average score – 603 points – for teens who participated in OECD’s Program for International Student Assessment, or PISA. The U.S., by compari-son, had an average score of 492 – smack in the middle of the 18 countries and econo-mies studied. Colom-bia, at the bottom, scored 379.
Reacting to the study, U.S. Education Secre-
tary Arne Duncan said average isn’t “good enough” and American schools can do better.
“Our economy is changing so much and the idea of young people going into the world of work, stay-ing with one job for 40 years, having secure pension and retire-ment, those jobs are basically gone,” Dun-can said. “Young peo-ple need to have a level of financial literacy that 20 or 30, 40 years ago, maybe wasn’t applied. But today it’s an absolute necessity.”
The questions on the 2-hour paper test ranged from simple to complex. The easi-est questions asked students to display basic financial literacy skills, such as recog-nizing the purpose of an invoice or compar-ing prices per unit to
determine which had a better value.
The most difficult asked students to ana-lyze two loan propos-als with differing rates and terms and choose the better offer.
Michael Davidson, head of early child-hood education and schools division for the OECD, says success-ful schools don’t let students fall behind. Shanghai schools, he said, perform well because they iden-tify students who are struggling and provide the support those chil-dren need.
In the U.S., just 19 states require a course in personal finance to be offered in high school, according to a 2014 report from the Council for Economic Education. Illinois is not one of them.

DIXON – I l l inois Department of Trans-portation road repair projects are scheduled this month in Ogle an Carroll counties.
I n O g l e C o u n t y : Resurfacing and pave-ment repairs will start Monday on a 3.5-mile section of state Route 38, from the west edge of Rochelle to Thorp Road. Traffic will be reduced to one lane, and flaggers will direct traffic.
Completion is expect-ed by the end of Sep-tember.
In Carroll County: Work is set to start July 22 on roadway approaches to two bridges on U.S. High-way 52/state Route 64 east of Mount Carroll. The bridges are being replaced a half at a time, and a culvert is being replaced 2 miles east of state Route 78. Traffic on 52/64 will be detoured on state Routes 78 and 40, and Benson Road.
The closure is expect-ed to last 2 weeks, with traffic reduced to one lane with temporary signals at each site.

An outdoor cook-out or potluck is not complete
without some sort of a pasta salad. It’s the go-to salad that goes a long way. And it’s the type of salad where just about anything goes. Use left-over chopped vegetables, lean cooked and cubed meats and combine with a creamy dressing or vin-aigrette.
When you make a pasta salad to be served cold, it’s best to cook the pasta al dente, rinse and drain it. Spread the cooked pasta it on a jelly-roll pan to cool completely to room temperature and dry. This helps the pasta retain some of the starchiness so the vinai-grette will coat the pasta, but not completely soak in.
Today’s Greek pasta salad uses cavatappi pasta. It’s a short, “S”-shaped pasta tube that resembles a corkscrew. Most all of the timing in this recipe is in prep-ping the vegetables. And the dressing benefits from some Feta cheese whipped in. You can use the dressing on a mixed greens salad, too.
Greek Pasta SaladMakes: 48 (!-cup serv-
ings) Preparation time: 30
minutesTotal time: 45 minutesAdjust the salt as need-
ed. The olives and Feta cheese will contribute to the saltiness. Cavatappi is a short, “S”-shaped pasta tube that resembles a corkscrew.
IngredientsSalad:2 packages (16 ounces
each) cavatappi pasta or elbow macaroni
2 pints grape tomatoes, washed, halved
1 jar (7 ounces) kala-mata olive pieces in brine, drained
10 ounces Feta cheese (use half regular and half reduced-fat or fat-free), crumbled
1 large red onion, peeled, diced
1 hot house cucumber, seeded, diced
1 large bunch radishes, washed, ends removed, thinly sliced
1 cup chopped flat leaf parsley
Dressing:! cup red wine vinegar2 cloves garlic, peeled4 ounces fat-free,
reduced fat or regular Feta cheese, crumbled
1 tablespoon dried oregano
1 tablespoon sugar! teaspoon salt1 teaspoon black pep-
per1 teaspoon all-purpose
seasoning1! cup olive oil
DirectionsTo make salad: Cook
the pasta according to package directions. Drain and rinse with cold water. Spread the pasta out on a baking sheet to dry for 30 to 45 minutes.
Meanwhile, prepare all the remaining salad ingre-dients and place them in a large serving bowl. Add the pasta and toss together.
To make dressing: In a blender or food processor place the red wine vin-egar, garlic, Feta cheese,
oregano, sugar, salt, pep-per and seasoning blend. Pulse to chop up the garlic and cheese. With the machine running, slowly and in a steady stream, add the olive oil and pro-cess until emulsified. Taste and adjust seasonings as needed. The dressing should be salty enough from the Feta cheese; try not to over-salt.
Pour the dressing over the salad. Toss to thor-oughly combine and serve. Or you can make
both the salad and the dressing a day in advance and combine just before serving.
Nutritional information (per serving): 157 calories (45 percent from fat), 8 grams fat (2 grams sat. fat), 17 grams carbohy-drates, 4 grams protein, 230 mg sodium, 7 mg cholesterol, 1 gram fiber.
