The Dixon School District stands to gain $299 per pupil in funding, mean- ing the district would get an additional $766,452, based on the way the bill is written. “We are promoting the passage of Senate Bill 16 because it will be ben- eficial to the school district,” Juenger said. “Something has to be done, and this is one way to get the talks started.” SB16 has passed the Senate and is being discussed in the House. If the bill passes, it will be the first time since 1997 that the state’s school fund- ing formula has changed. “Districts with higher poverty rates have received less state aid, and it makes no sense,” said Ron McCord, superintendent of Rock Falls High School. “Something needs to happen, because the idea of equality funding does not apply to the current formula.” According to the State Board of Educa- tion’s projections, the bill would gener- ate an additional $371,325 for McCord’s district, and the Rock Falls Elementary School District stands to gain $1,055,548, should SB16 pass. The Sterling School District is slated to gain more than $1.5 million via SB16. Superintendent Tad Everett could not be reached for comment Thursday. All told, the projections show that the bill could generate an additional $5.5 million for districts in the Sauk Valley. The area districts that are projected to lose funding are Bureau Valley, East- land and Erie. The Erie School District could lose more than $436,000. “I’m definitely not in favor of a bill that will cost our school district over $400,000,” Superintendent K. Bradley Cox said. “That would account for 4 percent of our total revenue.” Illinois ranks 49th in the nation in terms of state funding for students. Despite that, State Sen. Tim Bivins, R-Dixon, voted against the bill. “Senate Bill 16 is an elaborate reshuf- fling of state aid for our schools through an overly complicated formula,” Bivins said. “It pits schools against one anoth- er, taking money away from some school districts and sending it to others. Despite the fact that some of the local schools in northwestern Illinois would receive more money, I cannot support a measure that robs Peter to pay Paul.” In the 45th Senate District, which Bivins represents and includes all or a part of Carroll, DeKalb, JoDaviess, LaSalle, Lee, Ogle, Stephenson, White- side and Winnebago counties, the bill would cut funding for 20 school dis- tricts and increase funding for 22 other school districts. “It’s just a redistribution of the money local school districts get,” Bivins said. “This is an attempt to address the fund- ing issue, but it’s not ready for prime time yet, because it’s still a work in prog- ress.” Rep. Tom Demmer, another Dixon Republican, said some schools gain money, others lose money under SB16 because of different factors. “It’s a very complicated formula,” he said. “Dixon benefits because they have a higher percentage of students on the free and reduced lunch program.” Demmer also said equalized assessed valuation plays a role. “If a school district has a higher EAV, they may lose funding under the new formula,” he said. “Poverty levels and special education numbers also play a factor.” SB16 could be voted on by the House sometime in November, following the fall election. More money definitely would help the Dixon School District, which has been hit hard by proration, los-ing roughly 14 percent of its operating budget over the past 4 years.

“We are only as strong as our neediest children,” Juenger said. “There is no doubt that as a state, we need to invest more in edu-cating our children. But first, we must ensure that we invest the dollars we have equitably.”

Demmer said he is still studying SB16 and has not yet taken a position on the bill.

“It’s a benefit for some schools, and it hurts other schools,” he said. “Because of that, some schools may support the bill, and others will oppose it.”

If approved, the bill would be phased in over 4 years.

SPRINGFIELD (AP) – The Illinois State Board of Education released statistics showing that more than half of pub-lic school students in the state are considered low-income, and for the first time, less than half of public school students are white.

T h e a g e n c y s a i d Wednesday that the state’s white public school student popula-tion has dropped to 49.9 percent, while its His-panic population has grown to 24.6 percent. It also said 51.5 percent of all Illinois public school students are considered low-income.

The state board will release its annual report card later this month. It will include the usual test scores and demo-

graphics, as well as a dozen new categories of data about Illinois pub-lic schools, according to officials.

The new metrics , including principal retention, college readi-ness and current college enrollment, aim to give parents and members of the community a better understanding of how the state analyzes the numbers.

Illinois will now pro-vide the kind of informa-tion that some schools have paid private servic-es to track, according to a state researcher. This includes freshman on-track rate, which is con-sidered to be the most accurate indicator of a student’s potential to graduate.

STERLING – As hard as it is to accept, win-ter is coming. But, the good news is that it won’t be nearly as bad as last year.

A c c u w e a t h e r o n Wednesday released its 2014-15 winter forecast, which pre-dicts less-than-aver-age snowfall amounts (Chicago might fail to see even 30 inches) and temperatures 7 to 9 degrees warmer than last year, though still about 2 degrees colder than average.

And while last win-ter weather came early and lasted well into the spring, Mother Nature’s giving us a break this year, Accu-weather meteorologist Dave Samuhel said.

“It looks like it’ll be a little bit slower to start than it was last year,” he said. “I think December is prob-ably going to average a little above normal, temperature-wise, so a slow start to winter, but then it could come in a hurry.”

The polar vortex will continue to play a factor in the weather patterns, with strong arctic blasts occasion-ally dipping down into the state. But this year, Illinois won’t be tak-ing a central place in the bursts. They’ll be edging farther east, he said.

For those who don’t know, the polar vortex is a permanent weath-er pattern that usu-ally resides around the North Pole, but some-times atmospheric changes can mess with it, displacing the cold air and sending it south.

A study published in September linked the effect to climate change – a theory that’s been bumped a r o u n d w e a t h e r -watching circles since last winter.

S c i e n t i s t s f r o m research institutions in Korea, Washing-ton state, and Alaska worked together for 3 years following a num-ber of historically cold

winters in Korea to see what might be causing them. Their answer: climate change.

As ocean tempera-tures warm and polar sea ice melts, the report says, that opens up the warm ocean water to the atmo-sphere. That warm air then pushes up and destabilizes the rapid-ly swirling winds that make up the polar vor-

tex, and that keep the Arctic air where it’s supposed to be.

When the vortex is destabilized, it can send that air shoot-ing south, like it did last winter, and – as Samuhel said – like it did this summer, which was why our s u m m e r m o n t h s , too, were cooler than usual.

Accuweather on Wednesday released its 2014-15 winter forecast, which predicts less-than-average snowfall amounts and tempera-tures 7 to 9 degrees warmer than last year, though still about 2 degrees colder than average.

SwedishAmerican building new clinic

BYRON – SwedishAmeri-can Medical Group will replace its clinic in Byron with a state-of-the-art building that will open next fall or winter, the company announced Thursday.

The 10,000-square-foot facility, being built in response to “strong patient demand,” will be larger and will have the ability to accommodate a broader range of providers and ser-vices, including specialty services, the company said in a news release.

It will be at the same location, 220 W. Black-hawk Drive.

SwedishAmerican is a nonprofit health care sys-tem based in Rockford. It is comprised of two hos-pitals, a free-standing out-patient cancer center, 30 clinics, a home health care agency and a foundation.

Man accused in shooting caught

CHICAGO (AP) – A man suspected of shooting two sheriff’s deputies in suburban Chicago early Thursday was captured after more than 15 hours on the loose, authori-ties said.

Illinois State Police say 52-year-old Scott Peters was captured late Thurs-day afternoon about 2 miles from his home in Holiday Hills. Peters is suspected of firing a rifle through the front door of his home when deputies responding to a domestic-disturbance call arrived around 1:30 a.m.

One deputy was shot in the torso and leg, and he was listed in serious condition after undergo-ing surgery at a nearby hospital, McHenry County Sheriff Keith Nygren said. The sheriff declined to pro-vide additional information but said the deputy was a 7-year veteran of the sher-iff’s office.

The second deputy, a 12-year veteran, was shot in the leg. She was listed in good condition, the sheriff said.

Details of Peters’ arrest were not immediately dis-closed, with authorities saying they would hold a news conference late Thursday.

Earlier in the day, Nygren said “many, many” deputies were involved in the search after Peters allegedly fled the scene.

Mason jars are clearly having a moment.

Recently, trendy res-taurants have been using the rustic-looking jars to serve everything from cocktails to des-sert.

And it appears practi-cally anything packaged in a Mason jar is popular on Pinterest.

A time-tested work-horse in the kitchen, these jars safely store pickles, jams, jellies, spaghetti sauce – even moonshine.

So why not use the jars to mix up a healthy green salad?

Our Mediterranean Mason jar salad is a layered affair featur-ing chopped chicken, chickpeas, cucumber, tomato, artichokes and red onions, coated with a vinegar and oil dress-ing and topped with feta crumbles.

The resulting layered salad is the perfect make-ahead meal, but, hey, no one wants a soggy salad. Relax: By pouring the dressing into the bottom of the jar, the romaine stays crisp.

Use a 16-ounce wide-

mouth mason jar to compose each salad, then refrigerate. When you’re ready to eat, simply dump the ingre-dients on your plate to create a gently tossed salad.

Mason jar salads are easy to tote to school or work for lunch. Just don’t forget to pack a fork.

Preparation tips: Use this jarred salad recipe as a blueprint (dressing down below and leaves up top). Feel free to vary the combination of veg-etables, consider adding grains, such as quinoa or couscous, pasta, even nuts.

Mediterranean Mason Jar SaladMakes 4 servings 1/3 cup red wine vinegar3 tablespoons extra vir-

gin olive oil1 garlic clove, minced1 teaspoon dried oreg-

ano leavesSalt and pepper to

taste1 cup diced cucumber,

unpeeled1 cup canned gar-

banzo beans, rinsed and drained

! cup chopped red onion

6 cups chopped

romaine lettuce2 cups cooked chicken,

diced1 tomato, seeded and

diced, or a couple of handfuls of cherry toma-toes, halved

4 canned artichoke hearts, drained and cut into quarters

! cup Feta cheeseIn a small bowl, whisk

together red wine vinegar, olive oil, garlic, oregano, salt and pepper. Divide dressing evenly among 4 (16-ounce) wide-mouth canning jars.

Layer cucumber, beans, red onion, lettuce, chick-en, tomato, artichoke hearts and Feta evenly in each jar in the order listed. Cover with the lids and refrigerate until serv-ing time.

To serve, turn the salad out onto a serving plate.
