PRESIDENTS REPORT

It is with great pleasure that I present my report to you for the 2006 –2007 financial year. My reportcomments on some of our achievements over the past year and importantly, reflects on what I foreseeas the challenges the Company faces in the year ahead.

A LOOK BACK AT OUR ACHIEVEMENTSThe highlight undoubtedly was the overwhelming endorsement of a new constitution at the SpecialGeneral Conference in March which completed the corporate governance journey commenced in 2001.The acceptance signified the communication and trust that now exists between the Arearepresentatives, staff and Directors. One major change in the constitution is for the election of Presidentand Directors which will be determined by postal voting and the result announced at the Annual GeneralMeeting. I implore all Club and Area Secretaries to ensure their organisation on receipt of the votingpapers from the Company’s returning officer register their vote.

As a result of the adoption of the new constitution the Board has reviewed and implemented changes to the By-Laws and Rules. Copies of all theCompany’s documents and Policies are available on the Company’s web site.

The Board has continued the establishment and implementation of sound governance culture and processes. These include: Delegating appropriate powers to the Chief Executive Officer (CEO), staff and committees to ensure effective day to day management of

the Company; Developing, approving and monitoring the strategic direction and the financial direction of the Company; Ensuring that competitive and business risk is identified through the Company’s Risk Management and Action Plans; Director and Committee Confidential and Code of Ethics policies; and Ensuring compliance with applicable laws;

The Company’s Business Plan was reviewed by the Board on a regular basis and it is pleasing to report that at year end over eighty percent of theobjectives were achieved. A major change implemented for the coming year is for the CEO’s monthly report to the Board is based on the outcomesof the Business Plan

As indicated in the Financial Report we have ended the year with a small surplus as opposed to the budget deficit of $35050.00. The reason for thisoutcome is covered in the financial report.

A workshop was held in November with representatives invited from each District to discuss the report of the Boundary Committee. In considerationof comments and concerns raised by the representatives the Committee made amendments which were received by the Board to enable furtherdiscussion at a future workshop.

One area of concern identified in my report last year was the lack of experienced coaches at international level with home programs and the lack ofdirection and support for our developing coaches and athletes from the Company and NSW Institute of Sport. It is pleasing to report that a strongrelationship has been formed with the Institute, the appointment in October of Jim Fowlie as the Institute High Performance Coaching Director andthe implementation by Jim of programs for the development of our athletes and coaches from World Championship members to National Agemedalists. Further information on our programs is detailed in the swim development report in this publication. The Board also approved theappointment of an additional two Development Officers to primarily service our athletes and coaches outside the Sydney, Newcastle andWollongong regions.

In the competitive area the Company successfully hosted the 2006 National Age Championships at SOPAC and conducted its best State OpenChampionships for many years. Our appreciation is extended to Swimming Australia and ASCTA for their financial support which assisted inattracting the outstanding competition that competed at the championships.

At the grass root level of our sport the Company is pleased to be involved in the distribution of new member kits to all clubs and the participation inthe National Junior Excellence program.

LOOKING TO THE FUTUREThe year ahead should be one of consolidation for the Company, ensuring that the new committee structure operates as planned and for theDirectors to focus on the strategic direction of the company.

The consultation between Members, Club, Area, Committees, Staff and Directors must be strengthened by using all available means ofcommunications. The Board must continue to consult the membership on their views and future direction of the Company.Undoubtedly the boundary revision must be addressed.

As indicated in the 2007-2008 Budget the coming year will be a challenge due to the increase in expenditure on wages due to the additionaldevelopment officers and the cost associated with providing the opportunity of high level competition and benefits for all our members from club toelite. The Company’s income has to be substantially increased without the need to burden the members with increased charges.

The swim development program being implemented by Jim Fowlie is a long term remedy and to succeed requires the full support of all, coaches, athletes, parents and officials.

ACHIEVING THESE RESULTS

I would like to take this opportunity to thank my colleagues on the Board for an outstanding year of service. Their commitment, professionalism andexperience have all contributed to the significant achievements of our Company. Directors Pat Troy, Neil Rogers and Gloria Wiegman have advisedthat they will not be seeking re-election for the coming year. All have worked tirelessly for the benefit of members and the Board; I would like tothank them for their contribution.

The management of our Company, headed by our CEO Ian Harkness and his staff, Michelle Boon, Mark Heathcote, Kimberly Brown, Jade Bull,LyndallMurray, Gail Rea and Carolyn McDonald have provided outstanding service to our members over the past twelve months. We are very

fortunate to have such a dedicated team delivering exceptional results for Swimming New South Wales. I want to express to all of them mygratitude and thanks for another exceptional year.

I MUST PAY TRIBUTE TO Olympian Ian Thorpe who announced his retirement during the year for his outstanding achievements in the sport. Ian in all aspects has

been a credit to himself, his family, Swimming NSW and Australia. The Company wishes Ian all the best in his future endeavors. Directors, Bill Ford, Frank Latta, Pat Troy, Carol Cairns, Neil Rogers, Gloria Wiegmann , Peter Lozan, Suzanne Bergersen and Jon Shaw

for their dedication and support in performing their duties. All members of the Competition, Country, Education, Finance, Learn to Swim, Metropolitan, Open Water and Technical Committees, who

give huge amounts of their time in providing assistance to the Company. The members of the Rules Revision Committee, Bill Ford, Peter Lozan and Ian Harkness who assisted me in reviewing the Company’s

Constitution, By-Laws, Articles and Rules. The Area Representatives who play a vital role in the Company’s success. The Company relies heavily on their enthusiasm to ensure

that there is an open communication flow between the Board, their Area and Clubs. The Technical Officials who continue to provide their expertise and time from Club to International level. Without these dedicated people

our sport could not function. Thank you for your continued support. The members of ASCTA (NSW) who continue to be very supportive. Thank you for guidance and assistance in maintaining the high level

of our teams and programs. The Volunteers and Parents who work at all levels of our sport, contributing many hours of their time to ensure swimming happens.

Sincere thanks for your contribution, dedication and support; the success of Swimming New South Wales is reflected in your efforts.

CONCLUSIONThis is the last Annual Report I will deliver to members as President as I will not be seeking re-election for another term.My extreme thanks go to those Directors who have served with me over the past six years for their support and loyalty.I am indebted to the members of Swimming New South Wales for giving me the opportunities to be involved in the sport in the various rolesentrusted to me.It has been a wonderful journey and I am grateful to have had the opportunity to be part of it. I have been fortunate to have worked with and beenassisted by some very dedicated people from Club to International levels. I want to thank all who have given me a helping hand along the way.

COMPETITION

As SNSW enters the final stages in the restructure to align our governance to meet the needs of thetwenty first century and the future needs of our sport of swimming, it is with much reflection that Ipresent to you my fifth and final report as Competition Director. The past year has been a very busy andchallenging one for the Competition committee as once again a number of changes were implementedto the timing and nature of our competition programs. Some of the changes were a deliberate attemptto increase participation in our sport and others were the result of the timing of National andInternational Swimming Events. (see Competition Committee report later in this publication for a fullsummary)

The most dramatic change to our competition program this year was with the Speedo Sprint Series. This meet had the best attendance of any ofour meets for many years. The inclusion of an additional swimmer for each event and the inclusion of District Relay events in the finals programresulted in the majority of our districts being represented on the day. As with any first time event, there were some minor problems anddisappointments, however, it appears that our aim of increased participation did occur, and with minor refinements this event should helpencourage swimmer participation.

The Summer Age Program conducted this year certainly led to much discussion and action for next year. After much consultation it has beenagreed that the Summer Age program for next year will mirror this years five day National Age program, which will include the distance and relaysevents. The 10yrs/U-12 years State Championships will be held over three session/1.5 days prior to the five day program, with the open Waterchampionships conducted on day 6 and 7.

Our Pool and Open Water Championships were well supported this year by both our own swimmers and interstate swimmers. As we move towardsBeijing, NSW’s competitions have been identified as excellent preparation meets for both competitors and technical officials. The detailedcompetition calendar that is now available from SAL and the appointment of the new NSWIS Head Coach has meant that the competitioncommittee can now establish a two year calendar with some confidence.

Once again this year the committee received an increase in communication and comments about SNSW competition programs. All feedback iswelcome and is always discussed and actioned if possible. Please remember it is through your feedback that allow the full examination of allaspects of a successful competition program.

At this point I wish to thank the members of both the Competition and Open Water Committees for their valuable time and input. The diverse natureof our committee membership, along with their commitment to our sport, has always ensured very lively meeting. I encourage those of yo u with thissame devotion to nominate for these committees in June; it is with your input and knowledge our successes will continue and multiply.

I wish to express a sincere thank you to Cliff Harris and my fellow board members, and to Ian Harkness and his dedicated Office staff who havecollated all entries and coordinated events to enable the smooth running of NSW competitions.

SUZANNE BERGERSENCOMPETITION DIRECTOR

COUNTRY

I would like to commence my final Country Director report with a quote from the Annual Report 1998–1999 when our Vice President, Bill Ford, wrote “the Association must Change to meet the needs ofits members and to survive.”Change has taken a long time, and a detailed legal process, to meet the changes required to formSwimming NSW into a company with best business practices.

The changes mean we no longer have a Country Committee with a representative from each districtmeeting two or three times a year. Instead it is planned to have two full time employees to be out inthe country cities and towns meeting directly with the membership, clubs and areas and reportingdirectly to the CEO.Our Country Development Officers will have the opportunity to arrange adjoining areas to meet together to discuss “local” issues, create a closerbond between areas and improve communication with the office.

Some people are saying the changes now in place will see country swimming die without a Country Committee. This is incorrect as there will bemore contact with the membership. There will still be the Country Championships and Regional Meets. We will still have clubs and swimmersoperating in the same towns and pools, their needs for assistance will be addressed more promptly under the new systems in place.

During the past year we have seen the response to having staff back out in the country areas, after a lapse of two to three years. Our DevelopmentOfficer Kimberly Brown was welcomed to many towns this year to talk to clubs and districts. At times her visits were in conjunction with Eric Arnold, coach of the Hunter Club, providing coaching clinics for the country coaches. Was the renewed contact in some way responsible for the results atthe recent Country Championships? The depth we have in the country was shown when 55 clubs from the 101 clubs entered were able to go homewith a medal winner from their club. A local hero, a reason to promote our sport in the local newspapers, and television, a club member for others tofollow and inspire to higher achievements.

We do have problems, the biggest one being water. No one person can solve it. Will pools close and clubs fold? We are entering a new phase withnew challenges. To succeed we need to work together to give our members the results they deserve.I would like to think that the present Board of Swimming NSW has been able to provide “direction that will take us into the future and provide thenext generation of members with a sound foundation.”

CAROL CAIRNSCOUNTRY DIRECTOR

EDUCATION

During my 14 years involvement with the Education Committee, I would say that 2006/2007 hasbeen the most adventurous and successful.

The committee has been fortunate to include passionate and talented members, CommitteeSecretary, Chris Evans, Marilyn Roberts, Cherry Smith, Craig Boles and Ingrid Vanderberg. OurCommittee was sad to lose Gwen Ridge from our ranks, due to personal issues. Additionalmembers have been Rob McGuiness, Ian Hien and Alex Warwar.

300 young swimmers, parents and coaches participated in the highly acclaimed “Stepping Up ToGold” Seminar. Members of the committee are now finalising the Maximum Performance seminar,to be held at the NSW Institute of Sport and anticipate another success.

The very popular Meet Manager workshop has been upgraded to accommodate the new Version 2 and has been conducted all over New SouthWales throughout the year. Managing A Team, Announcer and Learning More About Swimming workshops have also been conducted.Committee members have updated all notes and publications, which can be viewed on the Swimming NSW website.

“ED’s Snack Stop” recipes are still being published in The Swimmer. Cherry Smith compiled a clever recipe booklet, containing the past two year’srecipes. 400 of these were distributed at the Expo held during the New South Wales Summer Championships.

This will be my last term as a Director, but I hope you will still see me around in another capacity associated with Swimming NSW.

On behalf of the Education Committee, now known as Projects & Membership Committee, I would like to thank the office staff, fellow Boardmembers and outgoing President, Cliff Harris, for their support. I wish the new President and Board Members every success with the new structureof Swimming NSW.

My years on this committee has been rewarding and given me great satisfaction.

METROPOLITAN

Another swimming year has come to a close and already we are looking toward the Winter season. I amconfident that everyone, at all levels of the sport have achieved great things with their swimming this yearand achieved personal mile stones. Hard work and dedication to the sport pays of in the end. I have just hadthe pleasure of officiating at the World Championships in Melbourne. It was a great experience and a greatmeet with a tremendous atmosphere. It was amazing having a pool in the Rod Laver Arena and the fans soclose.

Our Clubs and Districts provide important events and activities that ensure our swimmers gain new skills tohelp them move forward with their swimming. Our champions of the future have firm foundations set at theselevels.

The Metropolitan Committee has met on a regular basis throughout the year and this ensures important information is fed back to districts andclubs and that they are kept up-to-date with information. It is also a forum for raising issues or getting ideas from other Districts and District Clubs. The committee meetings are always well attended and members are actively engaged in reviewing programs to ensure the best competition can beprovided for our swimmers. With the changes to the Swimming NSW Constitution the Committee will no longer be a standing committee of theCompany. This will be a big change for some but be assured that Clubs and Districts will still be informed about what is going on in the Company. Iwould like to thank the committee members for their valued input and dedication during the year.

The Metropolitan swimming programs continue to be well patronised and two highly competitive Championships were held during the year. Thecompetition is always fierce and some fantastic results were produced.

The Short Course Championships in July, 2006 produced great swimming. The pointscore was taken out by SLC Aquadot with Carlile (2nd) andWarringah (3rd). With the change in age groups a number of new records were established and quite a few records (Australian and World) werebroken by disabled swimmers.

The Summer Championships were also well attended by swimmers and officials. Swimmer numbers were down but this has been a trend in allState meets in the last 12 months. The pointscore was won by Carlile with Bankstown Sports (2nd) and SLC Aquadot (3rd ).

A big thankyou to Steve Williams(Short Course) and Cherry Smith (Summer Championships), who acted as Meet Directors for our Championships.

A special thank you also to the Sydney Credit Union for their continued support of our Championships.

Well done and congratulations to everyone who has made the 2006/07 a successful one. The support of officials and volunteers is always greatlyappreciated.

Congratulations and best wishes to the NSW swimmers who represented Australia over the past 12 months.

Thank you to the Swimming NSW office staff for their continued support over the past year. The year ahead will again be a busy and challenging one.

TECHNICAL

The Swimming NSW Technical Committee has completed another highly successful and satisfyingyear. Candidates continue to present themselves for training and examinations in ever increasingnumbers and Swimming NSW is approaching the figure of 4,000 active Technical Officials. This is theenvy of every other State in Australia and reinforces that our recruitment, training and accreditationprocesses are the benchmarks for all other States.

The biennial ALEC Convenors’ Workshop was held in August 2006 and again much valuableinformation was harvested from those attending. It was pleasing to see that most Districts took theopportunity to be part of this workshop and hopefully those Districts who have not been involved inthe past will reconsider their position on the matter and make every attempt to be part of future workshops. The innovative ideas, input andknowledge that the participants at the Workshops provide are a fundamental part of the success that Swimming New South Wales achieves inregards to the recruitment and training of our Technical Officials.

Congratulations go to George Cunningham on being awarded the Order of Australia Medal (OAM) for recognition of his long and outstandingservice to swimming and many other social organizations.

The revising and updating of the Training Notes and Examination Papers has again been an ongoing process throughout the year. The feedbackand suggestions received from the District ALECs greatly assist in the way that these documents are presented for the intending examinationcandidates.

The majority of the various Swimming NSW conducted meets have been more than adequately staffed by our Technical Officials. New SouthWales Technical Officials have also greatly contributed to the conduct of the Australian, Oceania and World Championships.

My thanks to The members of the Technical Committee for their untiring efforts during the year. The Board of Directors for the support that they give to the Technical Committee, our Technical Officials and all our other volunteers. The ALEC Convenors and the members of the District Committee for the work that they provide in the training and accreditation of their

District Technical Officials. To the Technical Officials who willingly give their time and expertise officiating at the various meets conducted by Swimming New South

Wales, Swimming Australia and the various other sporting organisations that had requested their assistance. Ian Harkness and all the office staff for their assistance with the large amount of correspondence, printing requirements and the various

projects which is generated by the Technical Committee.

PLANNING

The planning function for 2006/2007 has embraced the updating of the Business Plan as well as a revision ofthe Board level Risk Management Audit. The strategies in both of these documents are complementary andessential to the proper conduct of our business.Board members contribute to these documents and the realisation of the agreed strategies is a dualresponsibility between the CEO’s organization and the committees. Under our new constitution, directors willperform an advisory and guidance role with the committees, following the removal of portfolio responsibilities.

The regular distribution of the glossy version of the strategic plan, Strategic Direction 2005—2009 is animportant requirement to update new and existing members alike of the direction our sport is taking. It alsoallows people the opportunity to consider and provide feedback on pertinent issues. Members should remind their club secretaries to makeStrategic Directions available to all of their members. This plan is due for review later in 2007 and the review will include an opportunity for areasand members to make their contributions.A summary of progress against our Business Plan thus far indicates:

Revised Number of Strategies 80 Achieved (Fully, as Far as Possible or Ongoing activity) 53 In Progress or Partially Achieved 12 Deferred for various reasons 1 Not Achieved 14

The results are fairly commensurate with that achieved last year, but more could be done. One way we can tighten up is to express more strategiesin a way which can achieve a specific outcome during the year. Many of our strategies are ongoing and roll over from year to year. The Board mayreflect on this during the next year.

Whilst the President and Chief Executive Officer have comments on specific achievements, it is worthy of note to comment on the work done by theCEO in rationalizing the NSW Institute of Sport relationship. This has also solved the long running problem of identifying and employing a headcoach. I believe that the new arrangements will serve us well into the future. We continue to run professionally competent meets as well as assisting Swimming Australia when required.

My thanks are extended to the office staff for their continued courtesy and assistance when required. The new governance arrangements present a challenge to all concerned to enhance the development of swimming in NSW and provide a properplanning framework for the future. I look forward to being involved with this challenge.

NSW State Age Short Course Championships15- 17 September 2006

The NSW State Age Short Course Championships continue to be the biggest event, in terms of athlete and entry numbers, on the Swimming NSWcalendar. This year did not disappoint with a total of 1268 competitors from 142 Clubs competing at the championships. These numbers are slightlydown on last year’s event (See Figure below) but still created a very strong field of swimmers for the three days of competition. Not only was thecompetition strong from within NSW, but teams from NewZealand, Queensland and Victoria were also in the hunt for swag of gold medals.

The club point score was as usual a close competition with Carlile taking the honors on 2691 points from SLC Aquadot on 2392 points andBlacktown City finished third with 1542 points. This event was once again the culmination of the winter season for many of the age group swimmersand resulted in some great swims.

NSW 13-18 Years State Age Championships6-10 January 2007

Overall 1018 Swimmers from 146 Clubs competed at this year’s State 13 -18 Years Age Championships. This was a significant increase from lastyear and is an encouraging sign for age swimming in NSW. NSW 10 & Under -12 Years State Age Championships12-13 January 2007

This year’s event was a spectacular affair with well over 1000 competitors attending the two days of competition. This meet rarely disappoints, withswimmers continuing to achieve personal best times throughout the meet as well as breaking NSW Records. The relays again were a highlight formany and the club point score came down to the very last event on the program. SLC Aquadot won in the end with 944 points, with Carlile a mere20 Points behind on 924, Hunter finished in third place on 783 points. This year the distance meet that is usually held in November was incorporated into these championships. This gave the younger swimmers longerrecovery time between their swims and gave the program a greater mix of events.Congratulations must go to Alexandra Sinadinovic from Wests Illawarra Aquatic who had an outstanding meet claiming four gold and two silvermedals and also broke the NSW 10 years and under 100m Breaststroke record in a time of 1:23.08.

NSW State Open Championships16-18 February 2007

The State Open Championships continue to be a highlight for many in the Swimming NSWsummer calendar. This year’s event was no exception, with the World Championships not too faraway, 31 Telstra Dolphins as well as the best talent NSW had to offer traveled to SOPAC forthree days of outstanding swimming.Extra incentive was given to both the swimmers and coaches in the form of prize money forthose swimmers who achieved the highest FINA Point score in their event. A total of $30,000was up for grabs and it made for excellent swimming amongst the 596 athletes who attend thisyear’s championships, the highest number of swimmers in 5 years.(See Figure Below).

Included in that number were athletes from all across Australia, Papua New Guinea, NewZealand, Switzerland and Denmark. As expected the Club Point score went right down to thewire with Carey Aquatic (644 points) just edging out SLC Aquadot (577 points) and RedcliffeLeagues Lawnton (449 Points). Swimming NSW would like to acknowledge the support of ASCTA and Swimming Australia in providing funding forthese championships.

NSW State Age & Open 5Km & 10Km Open Water Championships14 & 15 January 2007

This year’s the State Age Championships were once again completed with Swimming NewSouth Wales’ 5km & 10km Age and Open Water Swimming Championships. We were treated toanother spectacular day at The Olympic International Regatta Centre at Penrith. TheChampionships were contested over a modified “Olympic” OWS course to ensure that thespectators had a view of the entire races.

The Championships saw a record 203 entrants contesting the 5km event, including a team fromthe Italy who were very strong and took line honours in both the Womens and Men’s events. There were also teams competing from Canada, Victoria, South Australia and Queensland, which made for a very competitive field. Technical Officials from Queensland also came down toassist and learn at the meet and it was great to have them attend.

In the 10km event on Monday, 48 swimmers took to the water and once again the Italians weretoo strong for the local swimmers, despite some gallant swims by the NSW Swimmers. Theadded depth the Italians provided helped our swimmers gauge their performances against world class swimmers.

STATE OF ORIGIN20-22nd October 2006 at Chandler Stadium, Brisbane. The NSW State of Origin Team traveled to Brisbane for the annual State of Origin Series between NSW andQueensland. Having won the previous two series, NSW were confident they could continue their dominationof the event but also knew that QLD would be desperate to win. After an inspiring rendition of our war cry, our swimmers took to the pool and started strongly matching it withthe Queensland team early on. However, the Queensland team began to pull away and despite the bestefforts of our swimmers, the Queensland team was too strong and recorded a 952 to 838 victory.Queensland's victory will now make for even fiercer competition when the series returns to SydneyTeam– 60 swimmers Head Coach- John BladonAssist Coaches - Chris Myers, Bruce Vyvyan, Toby Condon, Greg Morrison, Mary Sortwell and LeanneSpeechley.Managers- Suzanne BergersenAssist Managers- Ingrid Vanderburg, Mark Terechovs, Kerrie Andriolo and Mary Carty

FINANCE DIRECTOR

It is with pleasure that I present to you this financial report as your Finance Director. The reportshows that the Group remains in a strong financial position after trading for the year produced asmall surplus of $2,297.

The group has accumulated funds of $2,052,680 of which $ 1,362,128 are in cash and termdeposits. Swimming New South Wales has cash and deposits of $1,299,890 (last year $1,178,166)with the balance being held by the NSW Swimming Foundation Trust.

This year’s financial reports have again been produced in compliance with Current Australian Accounting Standards whichrequire consolidated accounts that report the combined activities of Swimming New South Wales Ltd. and NSW SwimmingNominees Pty. Ltd. NSW Swimming Nominees Pry Ltd is the trustee for the NSW Swimming Foundation Trust. The Trustowns the office property at Homebush and received rent from Swimming New South Wales – Expenses of the trust relate toownership of that property and audit fees.

During the year Swimming New South Wales (the Company) traded at a small surplus of $2,297 which compared to abudgeted deficit of $35,000. This improvement was due to the overall income of $1,614,704 being marginally ahead of budget.

Expenses of $1,612,407 for the year were $5,000 under budget. Savings against the budget were achieved in wages and anumber of other expense categories as a result of tight expense control exercised by the Chief Executive and his staff. In linewith the Board’s commitment to responsibly increase expenditure on development of swimming these savings were redirectedto the general development and promotion of swimming in the state. The New Member Kit was a significant item of unbudgetedexpenditure that the board approved during the year and was funded from the savings.

The retail operations of the Company –Swimtrade and the Speedo Shop - were marginally below budget. The budgetanticipated improved trading conditions in the Speedo Shop which did not eventuate. This below budget performance was nothelped by a partial closure of SOPAC for maintenance during the rear. Swimtrade which now sells only event merchandiseimproved profitability as expected but the absence of 9 year old swimmers from the meet programs had a greater impact thanpredicted on sales that we predicted. A conscious drive to reduce retail inventory was extremely successful with the Speedoshop reducing inventory by $66,000 to a new level of $69,796 a 48.6% reduction and Swimtrade by $9,000.

The Company with its current level of cash reserves is in a very good position to continue trading at or close to a break evenpoint in the promotion of swimming. The challenge however remains to increase our income from sources outside theimmediate swimming community and from the New South Wales Government so that we can increase our spending onsustainable programs to further develop swimming in our state.

The Audit & Finance Committee comprising of Ian Stephenson, Philip Speet, Desiree Collins and Matthew Egan (resignedMarch 2007) and myself reviewed the monthly financial reports presented to the board and met 8 times during the year toreview the company’s financial reports, policies, procedures systems and compliance with legislation. A number ofrecommendations were made to the board including the adoption of a recommended minimum standard of reporting to thecompany from Clubs and Areas.

The accounts incorporated in this report were prepared by our Finance Manager Michelle Boon in conjunction with our auditorsand I would like to thank Michelle, the Chief Executive Ian Harkness and all the staff for their cooperation and assistanceduring the year.

MEMBERSHIP

The membership figures presented this year in respect of the various Areas reflects the geographical positioning of clubs in accordance withBy Law 2. This provides for a small variation in some Areas compared to last year which is not greatly significant. Clubs which desire tocompete in adjoining Areas have been requested to reapply to the Board with cogent reasons in accordance with the rules.

Overall membership has declined by about 2% against last year’s recorded 3% increase. In one sense this outcome is consistent with longterm trends but is not in accordance with our long term objectives. Of more concern is the significant downturn in the major swimming agegroups from 9 to 20 years. In particular, the decrease in the 13 to 16 years age group has reversed the positive trend which emerged after theexpansion of District (Area) Development Programs five years ago. It is noteworthy that development squad payments this year failed to reachthe budgeted amount which indicates a reduction in these activities in some areas. Area needs must be reassessed to define the nature andamount of assistance required to achieve more positive outcomes. Significant increases in younger age group numbers may relate to theregistration of learn to swim members and there is a need to ensure a healthy transition of these members into the swimming rank.

A healthy increase in the younger parent age group must be nurtured to translate these people into higher volunteer support.

Area figures show much internal volatility with most areas showing many constituent clubs with wide positive or negative outcomes. Theimpact of the drought and overall water availability is certainly showing its effects. Non Swimming members seem to have stabilized at aroundthe 25% of total membership level.

It is clear that whilst the overall membership figure is reasonable, the decline in swimming age group members needs to be addressed and thenew Board will have to consider a wide range of strategies to harness potential members across the state in learn to swim programs as well asthe schools environment. This is essential if we are to see our sport grow to where we think it should.

EDUCATION

DIRECTOR Gloria Wiegmann SECRETARY Chris Evans

The Education Committee had an outstanding year providing a wide variety of support programs to the swimming community. Individual membersof this committee, and the team as a whole, demonstrated competent planning and presentation skills resul ting in consistently positive evaluationsfrom course participants around the state.

Members of the Education Committee were Gloria Wiegmann (Director), Chris Evans (Secretary), Craig Boles, Marilyn Roberts, John Saliba,Cherry Smith and Ingrid Vanderberg, with new members Ian Hien, Rob McGuiness and Alex Warwar joining us during the year. Gwen Ridge wasmissed due to resignation early in the season.

Meet Manager workshops, led by Gloria and Cherry, were held in Northern Districts, ACT (Craig and Ingrid), North West Swim Club, Riverina,Junee Swim Club, BSC Rockdale Swim Club, Corrimal Swim Club, New England and Central Northern District and Myswim Swim Club. Theworkshop booklet was upgraded throughout the year to ensure best use of available time. A Team Manager module is being developed.

A high quality Managing a Team package, created by John Saliba, was successfully presented by John at Windsor for 12 participants, enablingparents from 3 clubs to undertake the Team Manager role at Age Nationals in Perth.

An Announcer’s course, developed by Marilyn, and presented by Mirella Mulligan, was run during the Open State S/C Championships for 5participants.

A new resource package, Learning more about Swimming, was developed by Chris and successfully presente d to a total of 34 participants in theCentral Coast and Castlereagh Districts. This train-the-trainer program aims to get new parents involved in the sport of swimming.

Marilyn led the team in organising and presenting the highly successful Stepping up t o Gold seminar with close to 300 participants, mainly 13 to18year old swimmers and their parents, at Rydges, Parramatta. A follow up seminar, Maximum Performance, will have been held at the NSW Instituteof Sport in May by the time this report goes to press.

During the year a series of articles (6) on Swimming and the HSC was published in the Swimmer magazine to provide guidance and support forswimmers and their parents managing these competing goals.

Ed’s Snack Shop was a regular and popular feature in the Swimmer. The Committee worked hard to update all education publications on theSwimming NSW website, with the upgraded Guidelines for School Swim Meets proving very popular.

A Point Score program was developed for Hawkesbury Swim Club, thanks to the work of Jim Roditis.A successful presentation stand was provided for the Swimming NSW Expo held during the Summer State Championships at Homebush.

Following the success of the various programs during the year, a budget was prepared and presented to the Board. The Board has approved asignificant amount of funding to enable these programs to continue in 2007-2008.

A busy swimming year has come to an end. The Metropolitan Committee has actively ensured that the Metropolitan competition programs providequality competition for our swimmers. After each championship the committee reviews the programs and qualifying times. The changes to the 2007Short Course program reflects that review and we hope this appeals to swimmers.

Committee meetings have been well attended by Districts, although it has been disappointing that the City of Sydney and Eastern Suburbs havenot been represented at any meetings in the last 2 years. Representation on the committee ensures that there is communication and informationflow between Swimming NSW and Districts and that this is filtered to the Clubs.

Our Championship meets were again very successful and Steve Williams and Cherry Smith, as Meet Directors, ensured the meets ran smoothlyand professionally. Swimmer numbers at each Championship were down but it seems swimmers are qualifying for more events. It was good to seethat records, both Metropolitan and NSW, have c ontinued to tumble at each of the Championships. The point score trophy for the Short CourseChampionships was won by SLC Aquadot and the Summer Championships were won by Carlile..A big thankyou to the Sydney Credit Union who are the major sponsors of the Metropolitan Championships. The support they give is greatlyappreciated.

The year ahead will again be a busy one. The swimming calendar continues to fill quickly.

Our thanks to the Swimming NSW staff who continually support us during the year.

We wish everyone in the swimming fraternity a great swimming year.

How were these Goals and Objectives achieved over the past 12 months?

Thank you all for yourhard work and dedication it has been appreciated.

The Information Expo at the State Championships was also an excellent time and place to enable our members to get a better insight into theworking of Open Water and well as all the other activities of Swimming New South Wales.

Ensuring that all the Open Water equipment was in good order and available for Clubs who wished to use it for the conducting of their variousevents.

In August we welcomed John McNamara to the Technical Committee. John’s input into the Technical Committee has been greatly appreciated andhis work on preparing the monthly Bulletin Board items for the Swimmer has been outstanding.

We must take this opportunity to acknowledge the immense contribution that Ian Lamb made to the Technical Committee during the many yearsthat he was part of it. His support, knowledge and influence will be greatly missed. Thank you Ian and we trust that many opportunities will arise inthe future when we can enjoy your company in not only an officiating capacity but socially as well.

The National Officiating Policy is in the process of being launched. Grant Hughes from Swimming Australia gave a presentation to the New SouthWales Technical Committee at our March meeting. The Technical Committee and Swimming NSW will provide more information as it becomesavailable, on its impact and introduction. Grant did acknowledge the strength that Swimming New South Wales displays in the recruitment andtraining of its Technical Officials.

In addition to the many Swimming New South Wales conducted meets our Technical Officials provided su pport for Swimming Australia at the YouthOlympics and the “Duel in the Pool” meet between Australia and the USA. There were also requests for assistance from other sources such as thevarious school organisations and the Sports Council for the Disabled Meets. Where possible, our officials willingly provided their time and expertiseto assist with the running of these meets. Many New South Wales Technical Officials also provided strong support for Swimming Australia bytravelling interstate to work at the various Australian Championships.

The ALEC Convenors’ Workshop that is conducted every 2 years was held in August 2006 and again there was a lot of information, suggestionsand ideas discussed and investigated. The outcomes from these workshops assist in formulating the policies and processes of the TechnicalCommittee.

The Referees and Recorders Training Notes and Examinations have been revised. There were some Fourteen (14) questions removed from theReferee’s examination. The Committee felt these questions bore no relevance in testing the candidate’s overall knowledge and ability and agreedthat by removing them it would make the examination more “friendly”.

We would like to take this opportunity to congratulate George Cunningham on receiving the Order of Australia Medal (OAM) in the Australia DayHonors List. Well done George on having your outstanding service to our sport officially recognised.

As the figures below show, people continue to present themselves for training and examinations in hug e numbers with the majority of Districtsconducting training and examinations during the year.

We have continued the practise of annual review of our selectioncriteria and program for our development squads. The ACT Squadsare now inline with, and similarly named to, the SNSWrecommendations and named. We are proud of our Districtswimmer and Technical Official representation at State and Nationalmeets

In 2007 most squad activities were held in Canberra. The feature ofboth the National (A) and State (B) Squad program were intenseweekend camps at the AIS. We were indeed fortunate to engage theservices of Brian Wilkinson to run these camps. Both camps werewell received by both swimmers and parents. The Junior (C) squadmain activity was to attend the Victorian Country SC WinterChampionships at Shepparton while the Gathercole Squad (D)attended the SNSW Development Meet. The Gathercole squad alsoactivities also featured more home based clinics and lectures.

The development and compilation of a swimming program thatprovides our swimmers with the best possible competition has beena notable achievement. The program caters for all ages and alllevels of competition. The dovetailing of ACT competition into thealready busy Australian Swimming and SNSW program createschallenges that have been successfully met by our CompetitionsDirector and the Competitions Committee. We successfully ran ourDistrict Championships, including our Relay Championships, WinterChampionships, the Summer Meet and the Speedo heats. The

Summer and Winter Development/Intermediate Series havecontinued in popularity and we have taken steps to retain these as“short and snappy” meets. Again the Brophy meet was a greatsuccess with all participants determined to see this meet continue. The Lunch Forum has proved very successful with participatingdistricts offering solutions to current identified problems.

We have continued lobbying of the ACT Government concerning thestate of existing swimming pools, the future direction of existingpools and potential new pools. Whilst plans are in hand for ten yearsahead we have concerns about the immediate future of our existingpools.

The District is most appreciative of its successful partnership withthe ACT Government – Sport and Recreation who have renewedour Triennial grant status. We also received a grant for $1000 toassist with the establishment of “Youth Swimming”.

The completed Strategic Review and associated Strategic Plan havebeen received. The District will now have a busy period of makingbest use of these useful documents

.Again we are proud to report the continued development andgrowth of the “Swim Program for People with Disabilities” Theprogram continues to grow and we now have two week daysessions in addition to the previous weekend sessions and still havea waiting list. The program covers Learn to swim and swimmingactivities. We thank the Canberra Olympic pool, the CanberraInternational Sports and Aquatic Centre and the Turner Primaryschool for their assistance with the provision of water for thisprogram.

The maintenance and growth of our popular website is anothernotable achievement. It is proving to be a useful tool for allswimmers. The site continues to be a reliable source for swimprograms, results, teams, ACT Top Ten and general information.

The District would like to thank the Technical Officials, OfficeBearers, swimmers and parents for their ongoing support over thelast twelve months. We look forward to another successful year.

CASTLEREAGH

PRESIDENT: Steve WilliamsSECRETARY: Wayne WoodDELEGATE: Graham Taylor

Our district encompasses five local government areas of North WestSydney and has 17 active and affiliated clubs. Our overall number ofmembers has remained relatively steady over the past few years, however due to the efforts of our ALEC, Gloria Wiegmann, and ourdistrict referees; the number of accredited officials within the districthas risen. Whilst we currently enjoy the support of 16 qualified andactive referees, we are still working to increase the number ofreferees within the district.

A strong base of officials throughout the district can only improve thequality of officiating at both club and district meets. The role of clubsand districts is, I believe, to provide swim meets that closelyreplicate a State run meet. When a swimmer fronts a major meet atany time they should feel at home and they can concentrate onswimming their best rather than worry about how different it iscompared to their club night. This in turn lets our swimmers achievetheir best.

Our Development Squads continue to enjoy strong support fromclubs and coaches alike.

This year our Bronze squad (NSW D Squad) was made up of 53swimmers. This squad completed four training sessions, each madeup of theory, stretching and pool time. Each session was headed bya different coach who was, in turn, supported by coaches fromacross the district. The Squad also undertook a weekend trip toCanberra. The trip included a visit to Questacon and competing at amajor ACT meet. The final hit out for the Squad was the NSW StateDevelopment meet at SOPAC.

83

This year our Silver Squads (NSW C & B Squads) combined and 29swimmers enjoyed a weekend at the NSW AIS facility at Narrabeen. The seniors undertook 3 pool sessions, whilst the juniors had aslightly lighter workload with two pool sessions. The squads thenundertook varied activities throughout the complex. Some activitieswere to show the benefits of cross training, some helped to developteam bonding, others were pure fun.

A common trait across all the squads was a very strong sense ofteam support. The swimmers supported each other, whether duringactivities or in competition, our coaches gave time and support, andclubs gave support to all squads.

Our district is also lucky to be able to count amongst our membersmany swimmers who regularly reach the higher levels of our sport.Having these swimmers within our district helps our youngerswimmers who are striving for their own high goals. The youngswimmers can feel that those high goals are achievable becausethey can associate with one of their “own” swimmers who they justwatched compete at the World Titles.

I would to thank all the coaches, swimmers, officials and parentswho unite to make this district a very successful and harmoniousDistrict.

CENTRAL COAST

PRESIDENT: Ed MitchellSECRETARY: Toni JennarDELEGATE: Desiree Collins

Central Coast Swimming has enjoyed a very successful season.Under President, Ed Mitchell, Secretary, Toni Jennar, andTreasurer, Gordon Ferguson, the district has continued to progressin a positive way. It has been a season where our district clubs, bothin personnel and in ideas and approaches have enjoyed a friendlycooperative environment that can only benefit our sport ofswimming.

Our district has eleven Clubs. We are fortunate enough to have four25 metre indoor swimming centres and two 50 metre indoorcomplexes at the Mingara Leisure Centre (Tumbi Umbi) and thePeninsula Leisure Centre (Woy Woy). The Peninsula Leisure Centreis suitable for both 25m and 50m Meets. Our swimmers, coachesand Clubs are benefiting from the facilit ies on the Central Coast andthis is evident by the strong performances by our swimmers at NSWCountry, NSW and Australian Championships. Our stronger Clubs,Mingara Aquatic and Kincumber Pacific Dolphins are performingstrongly in the Club pointscore at these Championships.

The Central Coast Swimming Association runs five Major Meets aseason. This includes our Long Course and Short CourseChampionships, a Development Meet, the Speedo Sprint SeriesHeats and an InterClub Meet with handicap and open pointscores. The Inter Club Meet was keenly contested with ten of our elevenClubs competing. Seven Clubs ran their own Meets in the pastseason with five Clubs conducting both short course and longcourse Meets.

Open Water Swimming has become a recognised part of ourCalendar and is now included in our Club pointscore at our LongCourse Championships held in December. Gosford Stingrays alsohold their own Open Water Meets.

The Central Coast Swimming Association Development Squad hashad a mixed season. The D istrict is experiencing a change ofpersonnel with numbers being down on previous seasons. Thedevelopment programme has proved to be very popular in pastseasons and we are working towards boosting the interest andnumbers in future seasons. The Squad Coordinators havedeveloped a programme, which involves swimmers, coaches andparents. Parents of Development Squad members are encouragedto learn more about swimming and attempt the Technical Officialstimekeeper’s examination. This season the Development S quadCoordinators and parents organised the District Development Meet.

In the Technical Official area the district ALEC recognise the needfor more qualified Technical Officials in our district, particularlyreferees, starters, recorders and check starters. Regular TechnicalOfficial training days and examinations were conducted by theALEC. Central Coast has a very active and enthusiastic ALECcomprised of six Referees and two trainee Referees.

Central Coast Technical Officials have supported the local Meetswith several of our Officials prepared to nominate and gainexperience at State level. This past season has seen the continueduse at District run Meets and also at most Club run Meets of AOEand SAT equipment. Most of our Clubs now own computers and theMeet Manager Program is used at all Meets in our district. Thedistrict also own three laptop computers which they hire out toClubs.

In the past season the District Executive took the initiative ofreviewing the state of Clubs in our district. This included noting thatthere had been a substantial change in the Club Executive of ourDistrict – a lot of our long serving members had moved on. TheDistrict Executive has worked hard at educating new Club Executivein Club administration. The District has also worked at improvingcommunication between Clubs and the District. One initiative is theuse of the Central Coast website to communicate District information(ccswimming.org.au)

To the many people in our district that contribute so much of yourtime to swimming, thank you for making the past season a veryenjoyable and successful season.

CENTRAL TABLELANDS

PRESIDENT: Walter Hitchell OAMSECRETARY: Lynnette HitchellDELEGATE: Margaret Spurway

Along with the rest of our State the drought conditions we have beenexperiencing for many years have had the one redeeming feature ofmaking it easy to hold meets in outdoor pools. Our District SwimMeets, 2 Championship Meets plus our Speedo/Sprint Meet werescheduled for the 1st Sunday in February and the following weekend, our 1st Championship Meet at Glenbrook was held in fine conditionswith no hint that there would be anything different the followingweekend. With the passing of “El Nino”, in our District, over the 2nd

weekend the drought was certainly broken, with not only torrentialrainfall but long electrical thunder storms that occurred nearly everyday of some 3-5 hrs duration this continued for the next 3 weeks.

Our Speedo/District Sprint Meet on the Saturday afternoon was setup in fine weather conditions. The Meet started and the weathertook a turn for the worse with intermittent rail squalls. Out came thewet weather gear and then rolling thunder and lightning started tooccur. At first it wasn’t consistent and appeared that it may abate, however at one stage we stopped the meet for an hour and thenrestarted it and finished the Speedo Breaststroke events before thestorm intensified. It was not possible to continue as the rain wasnow affecting the electronic equipment and the lightning wascausing concern. The Meet had to be abandoned.

Backing up the next day for our 2nd Championship Meet it appearedthat with a little mountain mist around we may have some rain. Ifonly that had simply been the case we were all set up for a 10amstart and at 9.45am thunder & lightning arrived this continued for 30minutes with the rain increasing in intensity. The pool was closedfor swimming and we attempted to start the Meet at 10.30am withwhat could only be described as a “tropical downpour”.Unfortunately the electronic timing equipment did not record a resultand it was obvious that this was only going to get worse, the Meetwas postponed for 2 weeks. By Monday over 200 mm had beenrecorded.

It is worth noting that in the last 35 years that we know of, ourDistrict has never abandoned or postponed a Meet. Therescheduled Meet was held in typical misty mountain weather whichwas a relief from the previous conditions.

The District also held two successful Open Meets, a Winter SC Meetin August at Springwood Indoor Aquatic Centre and a SummerQualifying Meet in December at Lawson.

The photo was taken at the rescheduled championship meet at 1pmwhere the only real problem was seeing the end of the pool.

We again conducted Development Squads at three venues,Bathurst, Katoomba and Springwood to make travel easier for theDistrict swimmers. Our thanks go to the coaches Rhonda Hausfeld(Bathurst group), Walter Hitchell, Simone Kerrison (Katoombagroup) and Karen Terry (Springwood group) for their time and effortin ensuring that this important program could take place. We alsotake this opportunity to acknowledge the support of the respectivepool managements for their assistance with pool space. This is vitalfor the developing sw immers and those that take part are the greatimprovers in the following season.

Finally, our District wishes to thank our Referees, the Office Bearersand all of our Volunteer Officials who give unstintingly of their time,so that our swimmers are able to develop their swimming potential.

CENTRAL WESTERN DISTRICT

PRESIDENT: Wayne DonlanSECRETARY: Barbara WeaverDELEGATE: Andrew Jennings

The CWD has been especially pleased with the success of our threeyear Winter Development Plan run mainly in the winter but with thesupport and effects spilling over into the summer season. In 2004the District had 13 Country qualifiers and 7 State qualifiers. By June2006 this had increased to 29 Country qualifiers and 19 Statequalifiers. As part of the program Squads were taken to the CentralCoast Championships and Victorian Country Championships wherefurther pleasing results were obtained. The numbers of events forwhich these swimmers have now qualified have increased overfourfold. Congratulations are extended to Keegan Thornhill who hasnow qualified for the National Open Championships in 50mFreestyle and Backstroke. The District offers heartfelt thanks toSteve Critoph, Christine Jennings and Leanne Kable. Our challengenow is to keep this momentum going with new people at the helm.

All District Carnivals were well supported although the drought hascurtailed some family’s choices. The winter and summer DistrictChampionships were again successful with 22 records broken at theSummer Championships. The sta ndard of swimming can sometimesbe quite inspiring. One of Anna Windsor’s records fell at the summerchampionships as well as others of long standing.

District swimmer membership remains stable at about 1450. Ofconcern are the effects of the drought especially in the smallerwestern towns and villages. At the moment these smallcommunities have great membership and team spirit and the poolsare open. The District sees its role as offering support at the locallevel to offset costs involved in travelling to the larger centres. Inkeeping with this philosophy, a GO CLUB Swimmer Coaching Clinicwas run on the 10 th March 2007 at Condobolin. Over seventyswimmers took part, mostly from Condobolin, but with goodrepresentation from Trundle, Lake Cargelligo and Grenfell.

The District was delighted with the results at the Brophy Carnivalwith many personal best times achieved in the exciting environmentengendered by this carnival. The District relay teams gained elevenplaces in the 20 relays that were run with many teams breaking theirentry times. The District came in third overall and second in thehandicap poin t score after winning the handicap last year. Well doneteam.

The District once again has made a great effort in recruitingtechnical officials. We welcome Colin Touzell as a referee. Colin, asthe District ALEC Convenor, took the challenge to increase by 2009the one credential officials by 50% and two credential officials by100%. These targets have already been met by March 2007. Fromthe results of our swimmers and the support from our parents andfriends we realise we have a great team and in 2007/2008 willcontinue to work with these enthusiastic people.

EASTERN SUBURBS

PRESIDENT: Greg BaxterSECRETARY: Geoffrey WilliamsDELEGATE: Brendan Baxter

Once again I thank everyone who has assisted throughoutthe season. Thanks also to Swimming NSW officials PatTroy (Director, Technical) and Ken Howard who haveass isted at our major meets.

In respect of the district operat ions, it is once again themembers of the Maroubra Swimming Club who are themainstay of the Association, holding the bulk of themanagement positions . This is not acceptable and otherclubs must be more proactive by encouraging theirmembers to part ic ipate within the District. The development squad was again conducted ove r theschool holidays at the Cranbrook School. It was wellattended by over 60 swimmers from all member clubs. I’dlike to thank coaches Gai Campbell, (Cranbrook EasternEdge), BK (Uniswim), Vanessa Smith (Sydney University),Mart in Sadlon (Cook & Phillip) & Mark Wieland (Kambala)for giving up their time to assist. Thanks also to Paul PennaSenior Psychologist, NSW Institute of Sport for his ins ightinto the swimmers mind. Special thanks also to all thosewho helped organise and run the program.

The number of swimmers attending our JuniorChampionships (10 years and under) continues toincrease. In 2004 we had 131 swimmers, 155 swimmers in2005 and 175 swimmers in 2007, an increase of 57% since2004.

The District also made the decision to grant $15,20 0 of itsfunds to its member c lubs it assist with new computers, software etc. The break -up of the funds was based on thecontributions each club has made to the district by way ofrace entries over the past seven years.

FAR NORTH COAST

PRESIDENT: Rita WilkinsonSECRETARY: Lin JohnsonDELEGATE: Deborah Gregg

The 2006-07 season got off to a great start with a DevelopmentCamp in August attended by 65 swimmers aged from 9 to 16 yearswho were put through their paces with basic drills and moreadvanced skills of swimming. At the same time a GO Club seminarwas run by Mike McLaughlin of Swimming Australia where 36parents from 12 clubs participated.

Sixteen Target Swimmers (8 boys and 8 girls) were selected fromthe Camp to represent the Far North Coast district at theQueensland State Short Course Swimming Championships held on9th -10th September. This is the first Far North Coast team tocompete interstate and the swimmers excelled themselves, returning with 9 medals (5 silver and 4 bronze), 81 personal besttimes, 50 top ten finishes and 37 new NSW State QualifyingTimes. Many thanks to Peter and Britt Charlton who put in countlesshours to organise both the Camp and the interstate trip. They werealso successful in applying for a grant to cover the cost of the mini-bus to take the swimmers to Brisbane, which significantly reducedthe cost to the swimmers and Far North Coast.

In the coming season we look forward to following on from thesuccess of this year's development program with more initiatives t oencourage and improve our young swimmers.

This year several new members were elected to the FNCCommittee. Rita Wilkinson took over as president when Chris Millsdid not seek re-election after 5 successful years in the job. HelenGreen became treasurer, Britt Charlton registrar and Peter CharltonAlec Convener.

Unfortunately, Rita Wilkinson unexpectedly resigned as president inMarch 2007. We wish Rita all the best for the future and thank herfor her efforts, especially for initiating the work to update ourconstitution.

Thanks also to the Constitution Sub -Committee, Rita Wilkinson, PhilZappala, Margaret Harding, Bernie Thompson and Lin Johnson, who spent several weekends examining the current constitution andformulating amendments. Further work was done by Helen Green,Graham Canning, Fay Brown and Debbie Gregg who came togetherto improve the Proposed Constitution Draft. Thanks also to IanHarkness of Swimming NSW whose expertise was most valuable inachieving a successful outcome. This has been a major task and thefinal document is almost ready for submission.

Sadly, Margaret Harding, our long-serving referee and statecouncillor, has now left our district. Her dedication and efforts onbehalf of Far North Coast over many years are much appreciate dand she will be greatly missed.

Bernie Thompson is our only remaining qualified referee and wethank her for 'filling the breach' at so many of our district carnivals.Hopefully we will soon have some more referees to share the workload.

This year we welcomed Woodenbong ASC to our district and we arepleased they have consistently sent swimmers to our carnivals and, despite the distance, have regularly attended our district meetings.

District membership has been on a par with recent years, with somegreat results from swimmers of all ages. In 2006-07 more than 50district records have been broken. Swimmers from the Far NorthCoast have competed successfully at all State meets from theCountry Regional to NSW Open Championships. Many of thesetalented swimmers will also be making the journey to Perth for theupcoming National Age Championships. We wish them everysuccess.

Congratulations to coach Greg Salter and his Kingscliff Team ontheir fantastic achievements in the NSW State Open (2 nd placedNSW club and 4th Overall). Greg Salter also received a NSWISExcellence Award and swimmer, Sophie Edington, the NSW Sport &Recreation Female Athlete of the Year and Regional Athlete of theYear. Congratulations to Tay Zimmer, Lara Davenport and HaydenStoecke l for their selection in the Telstra Dolphins Australian Teamto compete at the 12 th FINA World Championships held atMelbourne in March.

Finally, a huge thank you to the dedicated committee and all thosetechnical officials and hard-working volunteers whose efforts haveensured the success of swimming in our district through the ups anddowns of the season.

FAR WESTERN

PRESIDENT: Peter OldsenSECRETARY: Angela OldsenDELEGATE: Julie Baldwin

Membership and participation levels for the past season haveremained encouragingly constant. Successful learn to swimprograms were run with a large number of children attending andhopefully remaining in the sport. The annual district championshipswere held in Broken Hill in February. The overall point scorew inners, as well as the handicap point score winners were the verystrong Alma Broken Hill Swimming club.

Despite our isolation and limited swimming facilities, the Far Westswimmers had a successful year attending and achieving at manymeets throughout New South Wales, South Australia and Victoria. Ahighlight of the season was Ellysia Oldsen of the Alma Broken HillSwimming Club winning 6 State medals, including 4 gold, andbreaking 3 Country records. She has also been selected into theNSW State Swimming team to compete at the Australian SchoolSport Swimming Exchange!

The Far Western District is lucky to have the on-going support ofaccredited coaches and officials who generously volunteer theirtime. We are looking forward to a visit by NSW Swimming toconduct a development day and clinics, as they haven’t been run inour area for quite some time. Both the Broken Hill based swimmingclubs are also eagerly awaiting the construction of a new 50mswimming pool by the Broken Hill City Council, which will hopefullysee the sport of swimming prosper in the Far West.

MID NORTH COAST

PRESIDENT: Eric WitchardSECRETARY: Robert GuyerDELEGATE: Eric Witchard

Following the Annual General Meeting 2006 the District hascompleted steps to change it’s name to Swimming Mid North CoastIncorporated. The Officers remained unchanged with: President andDistrict Representative Eric Witchard, Secretary Robert Guyer,Registrar Lois Coombes. ALEC Convener Janelle Barnett,Competitions Secretary Leesa Barrell, Treasurer Pam Guyer andPublicity Faye Rowles. The District Championships were conducted over four blocks, and swimmers were kept busy competing at the manycompetition meets conducted by the District Clubs during thesummer months. The Championship meets were hosted by PortMacquarie, Kempsey, Macksville and Coffs Harbour and wereall successful meets.

The Championship Club was again Port Macquarie andcongratulations to all their members. The Andrew Stoner MPtrophies for top point score winners were won by Djaran Smith(Macksville) for the Men and Fiona Connell (Port Macquarie) for thewomen. Kempsey Club was the winner of the Handicap Shield.

The NSW Country Regional Meet for the Northern area was hostedby the Kempsey Club. There were 44 teams, 332 swimmers and2216 entries. We were fortunate to have Ethan Rolff, SophieEdington, Hayden Stoeckel, Lara Davenport and Tayliah Zimmer- allmembers of the NSW Institute of Sport- having a hit out at the meet.It was a great experience for the Country kids to see theseswimmers in action and they were kept busy signing autographs etc.over the weekend. Everybody voted the weekend a great success.

The meet will again be held in our District in 2008 with CoffsHarbour as hosts. The District members will be asked to assist atthis meet as in previous years.

District swimmers competed in Country, State and National Titles,as well as the Speedo Finals and Grand Finals in Sydney. Somegood results were achieved at these meets.

The ALEC Committee has again been busy conducting training andexaminations throughout the year with a result that a number ofDistrict Technical Officials have gained their credentials.A successful Go Club Forum was held in Kempsey and thoseClubs that attended the Forum gained valuable informationfrom the Swimming NSW presenters that conducted the Forum.

The District has been represented at all State Forums, CountryCommittee meetings and the Annual General Meeting duringthe last twelve months. All these meetings have been held inSydney. With the State Council now being replaced by forums, there is an opportunity for other District Committee members totake part in these forums as well as the District representative.Following the Adoption of the new Constitution at the SpecialGeneral Meeting recently and By - Laws at a Forum held prior tothe Special Meeting, the Country and Metropolitan Committeesno longer exist. The structure of other Committees will bechanged to ensure Country Clubs are represented on theseCommittees. The Board of Directors will no longer be portfoliobased and this will give other members an opportunity to standfor election to the B.O.M.

Another important change will be that all Clubs within a District andAffiliated with Swimming NSW must join the District Association. TheDistrict Association must also accept all these Clubs.

After several successful years, the District winter Developmentprogram did not eventuate this past season. The Committee thathad done a wonderful job in past years, felt that they had doneenough and did not seeking re-election. The lack of others preparedto take their place forced the program to be discontinued. The NorthCoast Academy of Sport swimming program also floundered duringthe year, so our swimmers had little winter training opportunities. With Swimming NSW taking over the roll of the Academy of Sportsprogram in the Northern area we hope that the program will be moresuccessful than in the past two years.

NEW ENGLAND & CENTRAL NORTHERN

PRESIDENT : Terry RyanSECRETARY: Barb ReynoldsDELEGATE: Una Grantham

The District started the year with the Development Squad, with allsessions being held in Gunnedah under the expert coaching of PatMcAdam (formerly Patty de Mestre). The team travelled to Sydneyand competed at the Development Squad Meet. This meet wasenjoyed very much by all who were involved.

At the end of October Kimberly Brown travelled to Inverell to launchthe GO Club. Pam Weste was the main organiser as the secretarywas tripping around England, Egypt and Morocco. Peter Freeneyalso ran a coaching day for the swimmer. This was well attendedand was very successful. Terry Ryan was also in attendance.

District Championships was held at the Manilla Pool. This year PatTroy brought the SAT timing equipment. Jan Treddenick and PatTroy also assessed the referee’s who were working so they couldkeep their referee accreditations. So this could occur the twoofficials who regularly attend State Meets, Pam Weste and BarbReynolds worked the SAT and computer respectively. DenisWoolaston (the hardworking treasurer) was invaluable assistingBarb, whilst Terry Ryan organised the medal presentations. The daywent very smoothly with quite a few Pool, District and District All -Comers Records being broken. The Manilla club were the host cluband once again did an outstanding job.

The next event was the Regional Meets. Most of our swimmersattended the Kempsey venue. Two officials from our district workedhere, Barb Reynolds and Bill Schubert, whilst Dave Chapmanworked at Cowra. All three are members of the Gunnedah club.

Will Brunsdon competed at the World Downs Syndrome SwimmingChampionships, which were held in Limerick, Ireland in September. Will won five gold, two silver and one bronze medals. This includedthree individual world records.

A number of swimmers swam at both Country and StateChampionships, both Long and Short course and Open and Age.Many medals were gained at these meets. Most of these swimmersare part of NIAS (Northern Inland Academy of Sport), which is basedin Tamworth. Di Grey from Armidale Alligators has been the coach, with some assistance from Pat McAdam, the Gunnedah coach.Chris Chie from the Alligators club has been the hard workingmanager for NIAS.

Sam Schubert, from the Gunnedah club, was successful in gainingselection for the Regional Camp, which was held at Orange inOctober. This has proved to be the springboard for Sam. He went onto qualify to swim at the Australian Age Championships.

A coaching clinic run by Eric Arnold, assisted by Kimberly Brown, was held in Gunnedah in December. This was very well attendedand all who attended felt it was excellent and very worthwhile. Theday was held in the Triathlon Club rooms, which is adjacent to thecouncil indoor pool. Also on this day a meet Manager Course washeld. at Gunnedah High School in the computer room. This was runby Gloria Wiegmann and Cherie Smith. This was also a roaringsuccess.

The Scully Park Club hosted the Speedo Sprint Heats. Sadly the rollup to this meet is not as popular as it was in days gone by. The clubnever less ran an excellent meet. Also many swimmers then madethe trip to Sydney with many personal bests being swum.

The season has finished with a six swimmers, three from ArmidaleAlligators and three from Gunnedah, swimming at Australian Age.The best result at this level was Tom Harris, who won a bronzemedal in the 17/18 years 5km Open Water, which was held atMatilda Bay in Perth WA.

Finally all clubs that ran swim carnivals over the year did a great job.Of course these could not run without the officials, in particular thereferee’s. Noreen Boehm had the task of ensuring there was at leastone referee at each qualifying meet and Samantha Gardner, withhelp from her grandmother, Una Grantham, was the ALECConvenor. Virginia Wilde once again organised DistrictChampionships and also did a lot of work setting up theDevelopment Squad. Peter White from Narrabri was the Managerfor the Development Squad organising bus, accommodation etc forthe trip to Sydney and many other tasks.

NORTHERN DISTRICT

PRESIDENT: Jann TredinnickSECRETARY: Kerrie OsbourneDELEGATE: Jann Tredinnick

Once again it has been a very busy year for our District. For mepersonally I would like to particularly thank Jan and the ManagementCommittee for their help and support, it is a really great team ofpeople helping to make this District a great environment for childrento experience and enjoy the sport of competitive swimming.

During the course of the year we held, in conjunction with SwimmingNSW, a Go-Club Forum. It was a most informative and interestingday. For those clubs who did attend and thought they workedefficiently there was still something to learn and for those clubs whodid not attend you really did miss out on gaining this invaluableinformation. We are planning another Go-Club Forum during thisyear and I would urge as many clubs to attend as possible, youmight find it just as rewarding.

Congratulations to both Jessica Legge and Stephanie Williams ontheir success during the past year. No doubt we will continue to seeboth girls setting and attaining their goals in the future.

To all of our District competitors who have competed during thecourse of the year, whether it be at Encouragement, Country, Stateand National level meets, congratulations on achieving your goals, even a small PB can be rewarding. Congratulations also to ourparents for helping to make each and every one of your clubs asuccess, without our volunteers/parents it would not happen.

I would also like to say a big thankyou to our Development SquadCoach Kengo Yagami and Co -Ordinator Lee James. Once againthis is an area in which we can be very proud. It is a wonderfulspringboard for our young swimmers to hone their skills for thefuture.

I would also like to congratulate our new Technical Officials.Working on pool deck is very satisfying and it is the best place to beinvolved in a meet.

NORTHERN SUBURBS

PRESIDENT: Kerry O’LoughlinSECRETARY: Jenny GilbertDELEGATE: Jenny Hepburn

Another successful and busy year has flown by. It seems likeyesterday that I wrote the previous District report however, my spiessay this isn’t correct and it was twelve months ago.

A Forum was held during the year which Jenny Gilbert, Judy Daviesand myself attended. This was to discuss changes in the SwimmingNSW Constitution and merging of District Associations. Fortunately,we didn’t see the changes within the Districts but did see the demiseof the Metropolitan and Country Committees thereby no longerneeding a representative on the Metropolitan Committee. Hopefully, communication with Swimming NSW will be as effective as it waswhilst the Committees were active.

Once again we held our three District Championships, two inNovember and one in December in 2006. Over the three meets, wehad a total of 1002 athletes, 2347 entries and 203 relays. This wasup on last year and it was very pleasing to witness the enthusiasmof the clubs especially in the relays. Willoughby won overall ClubChampion with Abbotsleigh the runner up. Willoughby also took out11 of the trophies up for grabs with Abbotsleigh snaring 1, KnoxPymble 1, Hunters Hill 1 and Ku-ring-gai 2. Seven Records alsotumbled over the three meets. Congratulations to all our NorthernSuburbs Clubs and their swimmers in making our Championships sosuccessful. Can’t wait for the competition to begin again this year.

Jenny Hepburn was the organiser of the Speedo Sprint Series thisyear. We had 245 athletes swim in the heats with 852 entries fromeight Clubs. This was up on last year. 69 of these athletes made itto the finals with 144 entries from seven of our clubs. Once againthis was a pleasing number with 5 1st placings, 1 2nd, 5 3rd and 30 inthe top ten other than the previous ones mentioned. This year forthe first time they had District relays where Northern Suburbsexcelled themselves coming 3 rd overall. Our swimmers achieved 41sts, 1 2 nd, 3 3rd , 1 4th and 1 5th placings. Congratulations guys, welldone.

Judy Davies is gradually educating us concerning the developmentsquads and this year is hopeful of having at least two squads, thejuniors and the State swimmers. Many thanks to Judy for all the hardwork involved in giving our District members the opportunity to getinto these squads. In addition, many thanks to the coaches whogive up their time to coach at the development training sessions andfront up on the day at the Development meet.

The usual team of hard working officials have participated atseemingly all the school meets over the Summer. Many thanks toPauline Corthorn, Judy Davies, Margaret Kniha and Ian Smith foralways being available to help at these many carnivals.

Unfortunately, we have a few Council members who will be steppingdown from their positions this year. Many thanks to TrevorMcMahon the current Treasurer who will be passing on the financialreins, Jenny Gilbert our current Secretary and our newest LifeMember, Jenny Hepburn, the Metropolitan Committeerepresentative and the Speedo Sprint organiser. All your serviceswill be greatly missed. Many thanks to all of our Council membersfor their support once again this year and may we continue to be justas successful in future years.

PRESIDENT: Chris HayesSECRETARY: Jane SymonsDELEGATE: Felicity Palmer

The year commenced on a sad note with the passing of life memberin Tom Sullivan. For those who knew Tom all of us will rememberthe joy and happiness he brought to swimming and his great senseof humour.

District Development Days were conducted by Michael Edwards anddistrict coaches continued to work together over the winter months. The development program concluded with an excellent visit by PeterFreeney and coupled with the Go Club presentation and anEducation Committee meet manager for club representatives.

Felicity Palmer and Clem Newman continued with lectures providingthe district with a proficient pool of working officials. District officialscombined with Murray and South West officials for the TransTasman Meet in Wagga in 2006.

Griffith, Narrandera and Leeton clubs competed at NSW State Age,NSW Country Meets. Entries were low for the Regional meet atDeniliquin, the club still managed to present and market SwimmingNSW with a high level of professionalism and publicity arising fromthe meet.

District records were regularly lowered throughout the season.Record breakers included Nathaniel and Benjamin Romeo(Narrandera), Afton Palmer and Jacob Hopper (Leeton), MichelleConnelly, Reagan Dunlop, Emma Groat and Paul Sartor (Griffith).

The District Championships at Griffith were the largest for manyyears. Swim meets were conducted at Barellan, Finley, Hillston,Narrandera, Leeton, Hay and Regionals at Deniliquin. Clubmembership numbers continue to grow, however the number ofswimmers travelling to other towns dropped by some 10%. Theeffects of the drought and the diminished family finances becamevery evident over the summer.

Narrandera conducted an extremely successful 10th Open Waterevent. Every year the numbers grow due to the club’s professionalapproach and presentation.

District selectors Julie Palmer and Michael Edwards completed alarger than normal task selecting relays for the Speedo meet and theJames Brophy Invitational Inter-District Sprint Meet in Canberra.

SOUTH WESTERN

PRESIDENT: Micheal SouthwellSECRETARY: Christopher NeallDELEGATE: Micheal Southwell

The South Western District has had another successful summerseason of swimming, holding 3 championship, 4 non champ andinvitational carnivals, with all the carnivals being well attended bycompetitors plus being well organised and run by the host clubs.

Competitor numbers this season have been down a little owing to acouple of main factors especially the drought and the cost of fuel, causing some families to make decisions about how many carnivalsthey can attend.

Page 59: SWIMMING NEW SOUTH WALES LIMITEDnsw.swimming.org.au/visageimages/About_Us/Annual_Report/annual... · DELEGATE TO SWIMMING AUSTRALIA LTD CLIFF ... SWIMMING NEW SOUTH WALES LIMITED

The South Western District was well represented at Winter Stateand Winter Country, Summer state and Summer CountryChampionships, Speedo Sprint and the Brophy Sprint Series.

Mr Bernie Boyd one of South Westerns long standing activemembers was recognised for his services to swimming whenacknowledged by Swimming NSW with a presentation in December.

The district again this season has had many members successful inpassing their technical officials exams for a variety of qualifications.

South Western is looking forward to the 2007/2008 seasons afterthe winter break. One of our district clubs has been allocated one ofthe three Country Regional Swim Meets to be held in January 2008.Cootamundra will be the host club and they are expecting a busytime and a lot of interest from near and far.

SOUTHERN

PRESIDENT: Phil HarrisSECRETARY: Carol MeadDELEGATE: Jack Van Dongen

The season has been a long hot season for Southern Districts withall clubs in the District hosting a Carnival.

The past few years has seen a drop in competitor numbers at clubcarnivals. This is a matter that should be addressed at club levels.

Competition wise the district has competed at all levels up to butexcluding Nationals. All events are now catered for with in the districtand the district championships were again a highlight of the season.

Throughout the season there were swimmers from all around thedistrict competing at State, Country and Speedo sprints with thisonly meaning that swimmers are being well skilled by their coaches.

I would like to thank the Southern Districts Committee for their helpthroughout the year with a special thanks to our carnival refereeswho without their officiating we could not function.

Secretary

Southern District has enjoyed a successful season once again.

Many of our swimmers attained personal best levels throughout theseason – congratulations must go to them all for theiorachievements.

Congratulations must also go to those who have been selected inthe Country Region al Squad, To Kelby Pointon, James Grant,Joshua and Travis Overend, well done !

Our three northern pools at Batemans Bay, Moruya and Naroomaare now under the management of the YMCA. This has proved to bea different experience in many ways and we are hoping that theseclubs will be able to retain their present usage of their pool facilitieswithout too many changes.

My thanks go to my fellow committee members for their help andsupport throughout the season and hope that next season will beeven bigger and better.

ST.GEORGE / SUTHERLAND

PRESIDENT: Philip SpeetSECRETARY: Paulla InglisDELEGATE: Philip Speet

After our Annual General Meeting in May we started the 2006-2007season off with our Winter Championships which were held atSutherland Leisure Centre. Entries were down compared to theprevious season but this didn’t prevent 24 records being broken overvarying age groups. Fantastic effort!

Once again we held our D Squad development camps at SouthCronulla Swimming Complex. This year swimmers 9 to 15 and over

were allowed to attend. The camp was split up into junior and seniorgroups. I have to say, as one of the coaches, that the junior groupwas the most enthusiastic group I have ever been associated with. They enjoyed themselves immensely. The camp culminated in theState Short Course Development Meet at SOPAC and all ourswimmers performed very well. We came away with quite a fewmedals, together with excellent results in the relays. To our ChiefCoach Terry Noel and the other coaches Jenny Noel, AmandaJones, Adam Ridley many thanks for your hard work. Sadly, Terryhas decided he’s had enough and will be sticking to coaching hissquad at South Cronulla. His expertise will be sorely missed by thecoaches and swimmers. Many thanks again, Terry.

The District sent a group of about 25 swimmers, 12 years and over,to Canberra to compete at the AIS championships. Many thanks tocoach Gavin from Aquadot who was in charge of the swimmers. The results were no less than brilliant! St George Sutherlandswimmers dominated the meet.

In line with swimming development, a swim camp for the B and Cswimmers was held at Narrabeen Academy of Sport. Greg Rogersand Roz Moller were the coaches with Roland Vance and CherrySmith acting as “house parents”. Don’t know who enjoysthemselves the most, the adults or the swimmers. This camp wasan innovation of Roland Vance and has been a very popular campfor our swimmers. Abseiling, canoeing, rope climbing and archery(!) are some of the activities our swimmers took part in and, oh, yes, some swimming was involved too!

In November 2006 we introduced a meet called the Open DistrictTwilight Distance Meet which was held at Carss Park. As the namesuggests events from 200 m to 1500 m were conducted. It wasdisappointing that it wasn’t very well represented by our Districtswimmers but it certainly drew interest from many clubs outside theDistrict. To those clubs, thank you for your patronage.

The District Summer Championships were held at the newlyrenovated Engadine Leisure Centre. The venue was excellent. Wecouldn’t have had a more perfect day weather-wise. As usual, wehad to compete with a four-way Nippers carnival at Cronulla soattendances were not what they could have been. Only one recordwas broken at the carnival and that was by Joel Walker from SouthCronulla, who broke the 8 yrs 50 m freestyle which was set by BHansen on 5 February 1978 – 28 years ago! Joel’s record is now34.35. Congratulations! Thanks to Engadine Swimming Club forrunning the delicious barbeque!

The venue of our Level 2 Development meet had to be changed atthe last minute and profuse thanks to Dick Caine who allowed us touse his pool at Carss Park. We thought we had planned the eventvery carefully so that it didn’t clash with State Nippers butsomewhere along the way the date for State Nippers was changedso the attendance at our meet was affected. Congratulations to theswimmers that did compete – there were a few swimmers from myCronulla Swim Club and they enjoyed themselves immensely andcame away with swag of medals.

Heats of the Speedo Sprint Series were held at Bexley SwimCentre. What an excellent venue and what an excellent meet.Everything ran like clockwork – what an excellent group of officialswe have! At the Grand Finals of the Speedo Sprint the District cameaway with three first placings, six second placings and three thirdplacings. In the relays we had three first placings, three secondplacings and one third placing. We finished second overall– apretty good effort.

Team Aquadot has been the star of the District clubs. It finished firstin the Summer Metros and I don’t think I am incorrect in saying thatit finished first in State Open and Junior and Senior Age. It wasawarded a Go Club PB Gold Medal and in the National Age in Perthit ranked 10 th in Australia and first in New South Wales.

At National Age recently, our District was represented byapproximately 30 swimmers. Some of the swimmers wereexperiencing their first National meet and no doubt the experiencethey gained will be with them for a long time.

Congratulations to Craig Stevens on his third in the World 400 mtitles. It was really good to see his hard work finally rewarded. Itwas also very nice to see our Suzanne Bergersen and Cherry Smithofficiating at the World Titles in Melbourne.

All in all a successful period for St George Sutherland. We have avery hard working Committee and I would like to thank them all fortheir hard work and especially for the help they have given me thisyear. The coming year is going to be an interesting period, particularly with the proposed amalgamation of districts and I feelsure our Committee will be up to whatever challenge is put to them.

OrganisationThe number of swimmers in the district remained steady but some ofthe smaller rock pool clubs have reported decreases in membership. The district as a whole is reviewing opportunities to developswimming numbers and will implement strategies for the comingsummer season. However, there is a lot of competition for youngermembers with the continued popularity and growth of nippers at 19local surf clubs.

Once again some clubs reported disruptions to competition due tomembers attending winter sport team trial activities. This issomething that must be affecting all summer clubs and it continuesto reduce numbers attending club meets, especially as the schoolmeets are completed.

Regular General Meetings, supported by the majority of affiliatedclubs, were conducted each month to direct the activities of theassociation. These meetings again provided opportunities for clubsto provide input to the Association’s plans and long term strategies.

We welcomed a new club to the district in February – Terrey HillsSwimming Club. A small number of their swimmers participated inthe junior meet and we hope to establish a successful arrangementwith this growth area. Another local club has expressed interest inaffiliation and will hopefully seek affiliation with SNSW shortly.

Access to poolsThe lack of suitable pools for both training and competition meantclubs were restricted in training activities and many schools had totravel 30 kilometres to find venues for school meets.

This is a sad indictment of our local councils to the development ofsporting activities (not only for swimming but for all sports). At a timewhen vandalism and other anti social activities are on the increase, governments and councils make no move towards providingfacilities to support activities that will provide guidance and off streetactivities. This is an area where SNSW may have to applyleadership at state level to seek and expand funding.

An attempt by a loca l RSL to develop a pool complex wasabandoned due to the attitude of a small number of the communitycomplaining. A proposal is going forward for a 50m pool in thePittwater council area based on local contributions to the $6m cost.If successful, there will at least be some alternative to WarringahAquatic Pool where rising costs have restricted our access to thepool.

The Association requested and was granted $9822 by the Dept ofSport and Recreation as a 50% share in providing touch pads for theturn en d of WAC pool complex. The Association contribution ismade up from funds gathered over the years from swimmer entryfees and other funding.

This grant allows flexibility at meets as there was a restriction ondiving at the shallow end due to water depth. Our thanks to theDepartment and Warringah Council for their co-contributions in thisupgrade.

ConstitutionAfter changes to the constitution last year the association intends toconduct a full review in the coming year. This will hopefully bring theconstitution in line with SNSW.

MeetsThere were no changes to the previous year with 2 summer LCchampionship meets, 2 winter SC meets, 2 junior meets togetherwith Sprint and the Jenny Oates Sprint Meet. Time Trials prior toNationals could not be conducted due to excessive pool hirecharges.

The numbers of entries to meets remained steady although thisrepresented younger swimmers rather than the more experiencedswimmers. Continuing problems as in previous years with therecording equipment at WAC interrupted a number of meets.

The district re-introduced a handicap start meet at a rock pool toencourage participation for swimmers at this level. The meet wasextremely successful with over 200 swimmers entering in freestyle, strokes and relay events. The meet will now become a permanentfixture on the Association’s calendar.

The Association supported 50 school meets, providing a number ofofficials and meet directors on a voluntary basis.

ALECTraining for new officials and continued training of current officialscontinued with some clubs having groups of parents achievecredentials. The district continues to suffer staffing its meets assome of the more experienced referees retire or cut back onappointments undertaken.

OfficialsDistrict officials were appointed to state and Australian age andopen meets and SNSW meets such as Duel in the Pool. Ourexperienced stalwarts continue to provide extensive support toswimming at all levels.

District DevelopmentWith a crowded calendar restricting access to pools and swimmers, only the Green squad was conducted. 30 swimmers attendedtraining sessions and the development meet at SOPAC. The level ofenthusiasm was high and nearly every member of the squadattended the SOPAC meet and achieved PBs. Thanks to thecoaches involved in these activities.

District swimmers attended state and national age championships,Australian Open meets and trails. Recent results at national agewere encouraging with medals and top 10 places spread acrossvarious clubs.

The FutureThe association will continue to work towards the improvement andgrowth of swimming in its district. Plans are underway for a fullrange of development programs to be undertaken during the wintermonths, summer advertising and raising the awareness of thecommunity to the benefits of swimming, and more ‘meets’ formembers who do not want to be super competitive.

Open water is also on the agenda for this coming season with ameet to be held at Manly Dam. Initial planning is underway for thisactivity.

Our focus will take in not only the competitive clubs but those clubswho provide the environment for family involvement and whereconfidence and enjoyment can be directed into a strongerparticipation in the sport.

Western Suburbs Swimming Association Inc. (WSSA)experienced a successful year with several significantachievements. This report covers activities in Area and Statecompetition, swimming development, officiating and generaladministration matters.

Competition: At the District or as now known, Area level, weconducted two successful winters championship meets both at theTrinity Grammar School Pool. These were well attended andprovided excellent competition. Our three summer championshipmeets were held at the MLC School facility in October andNovember of 2006 and February this year.. This modern indoor 50mfacility provided an excellent opportunity for swimmers to qualify atState Distance, State Open and the Telstra Trials. During theseevents, 31 individual and 2 relay WSSA records were broken —asure sign of the improving quality of our swimmers. The revised entry criteria and revamped program saw a 100swimmer increase in the Speedo Sprint series heats.. Severalswimmers went on to the finals where WSSA came 5th in the pointscore and our swimmers achieved 3 Gold, 4 Silver and 4 bronzemedals as well as a host of finalist’s ribbons.State & National Level: At the two Metropolitan Championshipsand several State and National competitions, we qualified a total of678 competitors, which is a significant increase over previous years. At State level 3 Western Suburbs Clubs scored in the top 10. Sevenof our clubs also qualified national open and age level competitors. In these competitions, our swimmers won a total of 5 Gold, 9 Silverand 7 Bronze medals with a further 53 finalist’s ribbons coming ourway. This is an excellent achievement for a small area. ChristopherAshwood of the Sladem Club also represented Australia in the TransTasman series and achieved a silver medal. He also representedwith distinction at the 2007 Youth Olympic Festival and won athrilling 1500m Freestyle with a several second PB.Overall , our achievements at these levels have been mostheartening and some very promising swimmers are now emerging.

Development: The Western Suburbs Development program wasvery successful and well supported during 2006.Several sessions were conducted and these included a wide rangeof swimming and complementary advice segments.A total of 38 swimmers in 147 individual and 5 relay eventsrepresented WSSA at the Development meet. This was a slightincrease in numbers and most of the swimmers achieved PB’s at themeet---which indicates the worth of the program and its essentialplace in the process of identifying talent and progressing theswimmers to the next level.

General Administrative Matters: A Bankstown City Councildecision to open tender the swim school and coaching activities atBirrong and Revesby Swimming Centres saw the departure of longstanding coaches at both facilities. The Council has recognised thatit failed to properly communicate its intentions to the swimmingfraternity at the time and have now set up a Pools AdvisoryCommittee with Club and community representatives. At time ofwriting, a notable omission from this body was a representative from

WSSA. Further negotiations are being initiated. Following theextensive delays in having the Birrong 50m Pool re-built, work hasbeen finally completed and the pool is now open for swimming.Stage 2 of the Birrong redevelopment is also now being displayed. The Revesby Pool problem of maintaining all year round heat in the50m pool as well as the pool space problem in the 25m pool has stillnot been addressed by Council.Several training sessions were held for budding technical officialsand those wishing to expand their qualifications. All clubs are beingencouraged to put people forward for training and examination.Western Suburbs Technical Officials again featured prominentlyduring the Championship series. Neil Rogers has been appointed aFINA starter and several of our officials worked at theCommonwealth games, World Championships and the severalnational championshipsMLC Marlins, Ashfield ASC, Sydney Swim PLC and Trinity Grammarand the prominence of long established clubs like BankstownSports, Revesby and Sladem increased the WSSA presence at theChampionships throughout 2006/7.Committee meetings were held on a monthly basis during the yearand were well attended, a quorum being present on all occasions.Clubs are permitted to send representatives to hear and contributeto the debate so that we can ensure that the correct message isreported to our members. Conclusion: This was generally a successful year with muchpromise to build on in the development and competition areas in2007/8.

WESTERN DISTRICTPRESIDENT: Ru HuntSECRETARY: Anthony ChapmanDELEGATE: Anthony Chapman

The past 12 months have been a very busy one for the districts withmost clubs running their annual carnival. Numbers have been downa little given the current economic, drought and petrol prices positionin our area. Now that there are a couple of indoor swimming facilities, clubs havetaken it upon themselves to prevail locally rather than travel over100 kilometres to train.

The districts financial position still remains strong which will continueto enable a number of programs to be established in the comingyear. These will be discussed at the District’s upcoming AGM

The District has again conducted two coaching camps,Gulargambone and Coolah with more than 30 swimmers inattendance. Emphasis of these camps was on skills developmentand from all reports the swimmers who participated enjoyedthemselves as well as learn form skills shown. The Districts annualchampionships were held again at the Dubbo Aquatic Centre andwere well attended by swimmers throughout the districts. It was verypleasing to see for the first time in many years competitors fromCobar and Bourke, two of our out lying clubs compete.

Many of the District’s swimmers competed once again at National,NSW Country, State Age, Country Regionals, Speedo Sprint Series,James Brophy and Victorian Country Meets.

The District is looking forward to continuing to work with all clubsand next season hopes to offer clubs more.
