Wirral Festival of Music, Speech and Drama (Regd. Charity No.1024920) formerly known as Bromborough Festival was founded by Bromborough

Community Association “to encourage the study of music and the arts and to stimulate the interest of the public in the appreciation of music, drama and the

General Rules Festival Of Music Speech And DramaObjectives of the Festival1. To encourage the study of Music, Speech and Drama in Wirral and the surrounding districts.

2. To increase the interest of the public in these arts

3. To assist competitors to recognise their strong and weak points by comparing their performance with those of others.

PLEASE READ GENERAL AND SECTIONAL RULES BEFORE COMPLETING ENTRY FORMS

The Music Speech and Drama Festival is open to amateurs only. For this purpose, AMATEUR is defined by the British and International Federation of Festivals as follows: “Any person whose principal means of livelihood is not obtained from performing or teaching work in music, speech, elocution or drama; even if he or she from time to time accepts a fee, stipend or honorarium for dramatic or musical services rendered”.

1. Every entrant under the age of 18 years will be considered amateur. This rule does not apply to conductors.

2. Entries can be accepted only on the prescribed form and MUST BE SUBMITTED ON OR BEFORE 31st JANUARY each year. a) A separate entry form must be used for each music class. b) The same entry form can be used for multiple entries in speech and drama classes THE CLOSING DATE WILL BE STRICTLY ADHERED TO.

3. Entry fees cannot be refunded except in accordance with Rule 12.

4. In a class with a specific age requirement performers must be of the age specified on the date of the festival.

5. The Committee reserves the right to appoint additional adjudicators; to limit the number of entrants in any one class, or divide classes. The Committee shall make alterations or regulations as shall be deemed necessary in the conduct of the festival.

6. Requests for a class to be held on a particular day will be considered, but cannot be guaranteed. No refund will be payable.

7. Notification that the timetable is on the website will be sent to all competitors or teachers by email or post approximately 3 weeks before the festival.

8. We adhere strictly to given time limits and we will apply penalties to performers who overrun these limits. The scale of penalties will be as follows:- a) 15 seconds- 1 mark b) 30 seconds- 2 marks c) 45 seconds- 3 marks Etc. THE ADJUDICATOR’S DECISION WILL BE FINAL

9. We comply with the scale of marks as recommended by The British and International Federation of Festivals (BIFF) for Music, Speech and Drama. To be awarded a trophy the performer/performers must gain at least 85 marks. Performers gaining the three highest marks in the class will be awarded a certificate. Prizes will be withheld in whole or in part if in the opinion of the Adjudicator sufficient merit is not shown.

10. No person other than the festival officials may speak to the adjudicator.

11. All communication must be through the officials.

12. The Committee reserves the right, should circumstances arise which in their opinion render it impracticable to hold the Festival, to cancel all arrangements in which case entrance fees will be returned.

13. The Festival Committee may from time to time make, repeal and amend these rules as they shall think expedient for the management of the Festival. The decision of the Committee in all matters arising out of, or not specially provided for in, these Regulations is final.

14. The Festival is bound by copyright law and cannot allow any photography or recordings, which are absolutely forbidden during the performances or Adjudication.

15. NO SMOKING or ALCOHOL on School premises. With the exception of bottled water, no eating or drinking is allowed in the competition rooms, practice rooms or in the classroom waiting areas upstairs.

16. Neither the Festival nor the School authorities accept any responsibility for property lost, stolen or damaged during the Festival.

17. ALL TROPHIES awarded at the Festival will be held by the winner and must be returned by 31st January of the following year to the Trophy Secretary:- Peter Dover, 22a Bennetts Hill, Prenton, Wirral CH43 5RS, 0151 6511491. Failure to do so may result in a competitor being barred from entry into the subsequent year’s Festival. Trophies must be returned in good condition, the cost of repair will be charged.

18. The festival reserves the right to combine classes where entries in a particular class are low. This decision will be taken after entries close on the 31st January each year.

Warning: Prosecution may be taken against any competitor using unauthorised photocopies of copyright material.

Light refreshments are available through both festival weekends.

General Data Protection Regulations (GDPR) 2018. The Wirral Festival of Music, Speech and Drama processes personal data in

relation to its participants and their teachers. To comply with the law, information must be collected and used fairly, stored safely and not disclosed to any 3rd party unlawfully. To do this, we comply with the Data Protection Principles which are set out in the General Data

Protection Regulations (GDPR) 2018. The GDPR introduces strengthened rights for individuals, greater sanctions

for breaches and an accountability requirement for data controllers to demonstrate compliance and robust governance.

CHILD PROTECTION POLICY

The British and International Federation d Festivals for Music, Dance and Speech works for amateur festivals everywhere to help create thousands of educational performance opportunities for children and young people each year.

The Federation, and our member Festivals, are committed to ensuring safe environments for children and young people and believe that it is always unacceptable for a child or young person to experience abuse of any kind. We recognise our responsibility to safeguard the welfare of all children and young people, by a commitment to recommend best practice which protects them.

This policy applies to our Board of Trustees, paid staff, Adjudicator members, volunteers, students or anyone working on behalf of the Federation and our member Festivals.

We recognise that:• the welfare of the child/young person is paramount

• all children, regardless of age, disability, gender, racial heritage, religious belief, sexual orientation or identity, have the right to equal protection from all types of harm or abuse

• working in partnership for the children, young people, their parents, carers and other agencies is essential in promoting young people’s welfare.

The purpose of the policy:• to provide protection for the children and young people who participate in our festival,

including children of festival members

• to provide staff and volunteers with guidance on procedures they should adopt in the event that they suspect a child or young person may be experiencing, or be at risk of, harm

We will seek to safeguard children and young people by:• valuing them, listening to and respecting them

• adopting child protection guidelines through procedures and safe working practice for staff and volunteers

• recruiting staff and volunteers safely, ensuring all necessary checks are made sharing information about child protection and safe working practice with children, parents, staff and volunteers.

• sharing information about concerns with agencies who need to know, and involving parents and children appropriately

• providing effective management for staff and volunteers through supervision, support and training.

The Federation will review this policy each year in November in line with Safe Network guidance or sooner in light of any changes in legislation or guidance. All changes will be communicated to our member Festivals in time for the start of the new Festival year.

Creating Safer Festivals for EveryoneThe Federation and its member Festivals use the following policies and procedures.

1. A single, definitive Child Protection Policy adopted by all Federation Festivals.

2. One or more designated Festival Safeguarding Officers (FSO) appointed for each Federation Festival. Named Officer—Mrs Jackie Martindale [email protected]

3. Best practice advice in the form of Safe Working Practice and Festival Child Protection leaflets, with support and training for all Festival staff and volunteers. Including clear reporting procedures for anyone with a concern about a child.

4. Appropriate recruitment and induction procedures for all new Festival staff and volunteers responsible for providing safe environments for everyone attending / performing at a Federation Festival.

5. All Festival stewards wear a name badge. All teachers/parents/guardians/carers are asked to report all incidents of any nature to anyone with a Festival name badge. All reported incidents will be handled in accordance with the Safe Working Practice and Festival Child Protection best practice advice. In addition we will ensure the availability of a quiet area / room where concerns can be expressed in private.

6. For the duration of the Festival all teachers/parents/guardians/carers are responsible for the continuous care and supervision of their own children/pupils/vulnerable adults. If they are unable to attend personally, they must delegate their responsibilities to an identified adult and ensure that their children/pupils/vulnerable adults are aware of the identity and name of the person responsible for their care. This includes supervision throughout all Festival venues, performance, practice and changing areas that may be provided.

7. No unauthorised photography or video recording is allowed at our Festivals. Where parents/guardians/carers do not wish photos to be taken at all, then the responsible adult attending should ensure that their child/pupil/vulnerable adult is not included in official authorised photos.

8. Some children and vulnerable adults may have specific needs in order to take part. If this is the case we ask the responsible teachers/parents/guardians/carers to contact the Festival prior to arrival. The Festival actively seeks wherever possible to meet these needs, but must know beforehand in order to prepare support – or to advise that help cannot be provided on this occasion.

9. The Festival’s Child Protection Policy and approach to Creating Safer Festivals for Every-one is published explicitly in our Syllabus, Programme and on our website. By completing and signing the entry form all parents / guardians / carers and teachers of entrants un-der 18 (or vulnerable adults of any age) confirm that they give (or have obtained) the necessary consents for the entrants to take part in the Festival. Without consent the entry to the Festival cannot be accepted.

Speech and Drama Rules

1. Costume, make-up and hand props are permitted in all acting classes, but no scenery, stage props or furniture are allowed, except that a table and chair(s) will be provided if required.

2. Special Rules for ‘Own Choice’ Classes A copy of the text for the use of the Adjudicator must be handed to the Adjudicator’s clerk prior to the competition.

3. For copyright reasons, own choice entries will not be accepted without: - TITLE, AUTHOR, PUBLISHER and duration being shown on the ENTRY FORM.

4. Wirral Festival has an agreement with the Author’s Licensing and Collecting Society. This means that SOLO own choice entrants do not have to seek copyright permission for any solo poetry, solo prose or solo dramatic items performed, to a time limit, often minutes. Solo dramatic items must be announced with the Title and Author at the time of the performance and the words or gender of the character must not be changed. Duologues and group activities are not covered by the above agreement and copyright for these items should be sought by the performers at the time of entry.

5. The use of sound amplification equipment is not allowed in Speech classes, with the exception of Musical Drama Solo Classes. A microphone will be provided.

6. Competitors are advised that ONLY the editions stated in the syllabus for Set Pieces will be accepted by the Adjudicators. If difficulty is experienced in obtaining the specified Set Piece, competitors should contact the Speech and Drama Secretary in Good Time.

Speech & Drama Adjudicators:-Brian RawlinsBrian trained at the Central School of Speech and Drama and obtained a licentiate teacher’s diploma from the London Academy of Music and Dramatic Art.

Formerly Drama Co-ordinator for Keele University, he has also worked as a lecturer in theatre studies for Keele’s Department of Adult and Continuing Education.

Brian has worked as both an actor and a director and for many years specialised in youth theatre work. He is currently Director of the Trentham Shakespeare Company and Chairman of the North Staffordshire Operatic Society.

He was a member of the Board of Examiners of the London Academy of Music and Dramatic Art from 1992 until 2007, and is an adjudicator for The British and International Federation of Festivals.

Colin SnellColin is a graduate of the University of Newcastle-upon-Tyne and holds a PGCE from the University of Leeds.

He is the artistic director of In Yer Space, co-director of The UK Academy of Television, Film and Theatre, a former Head of English and Drama and Director of Drama, an Adviser for the Trinity College Arts Award, teaches the RADA Shakespeare Certificate, is a member of the Guild of Drama Adjudicator and The Society of Teachers of Speech and Drama, an adjudicator for The British and International Federation of Festivals and the Assistant Secretary of the National Drama Festivals Association. He also reviews amateur and professional theatre.

Music Rules

1. THE ORDER OF PERFORMANCE will be by ballot and will be given in the programme.

2. SOLO CLASSES: Entrants may perform only once in any particular class.

3. Entrants may not perform the same piece in two consecutive years.

4. OWN CHOICE: A copy of the music for the use of the Adjudicator must be handed to the Adjudicator’s clerk prior to the start of the performance.

5. If an Official Accompanist is required, a copy of the music must be sent to the Music Secretary by the closing date.

6. The TITLE and COMPOSER of the piece selected MUST be clearly stated on the entry form

7. We adhere strictly to given time limits and we will apply penalties to performers who overrun these limits. The scale of penalties will be as follows:- a) 15 seconds - 1 mark b) 30 seconds - 2 marks c) 45 seconds - 3 marks Etc. THE ADJUDICATOR’S DECISION WILL BE FINAL

8. OFFICIAL ACCOMPANISTS will be available free of charge in music classes, but performers may provide their own if desired. Music Adjudicators:-Marilynne Davies.Having studied Voice ‘cello and Piano at the Royal Welsh College of Music and Drama Marilynne began her career in education and later studied for a Masters Degree in Education.Her experience in teaching ranges from nursery to post-graduate levels and she has been external examiner and assessor in performance for a number of universities at the graduate and post graduate levels. She was, until recently, Head of the School of Performance at York St.John University –a post that included Music, Dance, Drama, Film and Television. As an adjudicator for the British and International Federation of Festivals she has adjudicated both in the UK and abroad. She frequently leads a variety of workshops across the age range and has initiated and run long term projects organised by individual festivals.Currently she is Music Director of the 140 strong Harrogate Choral Society, founder of the Harrogate Polyphonic Choir and director of a small group of female voices called Beati.In 2011 she was honoured to be one of two Music adjudicators to be created a Fellow of the British and International Federation of Festivals.Currently she is Chair of the Fellows. Her membership of a consortium of European Conservatoires has led her to research into the Practice of Performance. The results of that research have been implemented across the Conservatoires. In her spare time Marilynne enjoys walking - preferably contour walks – playing social Bridge and collecting enamel patch boxes!

Joanne Dennis.Joanne trained at the Royal Welsh College of Music and Drama specialising in classical vocal studies and later went on to train in popular vocals.Joanne performed with the BBC National Symphony Orchestra performing with internationally acclaimed conductors and orchestras across the UK. Joanne has appeared in many roles including Oliver (Nancy),West side story (Maria), 42nd Street (Chorus Girl), La Vie Parisienne (Gabrielle), Pirates of Penzance (Edith), The Marriage of Figaro (Suzanna), Iolanthe (Phyllis) and Seven (Lead Soloist).Joanne’s performances have been broadcast on BBC Three Radio and S4C Television. Joanne has performed in venues across the UK including Royal Albert hall, Liverpool Empire Theatre, St David’s Concert Hall and London’s West End.Joanne performed with Sense of Sound Singers and the City of Birmingham Symphony Orchestra conducted by Ben Foster in a BBC Worldwide showcase to celebrate one of BBCs most successful and long running global franchises “Doctor Who”. This was held at the Echo Arena Liverpool.In 2011 Joanne’s pop vocal group performed with Sir Paul McCartney on his ‘On The Run’ tour with performances at the M.E.N and ECHO Arenas. In 2014 Joanne performed in the BBC showcase in the Echo Arena which was hosted by Graham Norton Joanne performed for the Liverpool International Music Festival (LIMF) with Sense of Sound Singers and Beatboxers led by Grammy award nominated Beatbox Master, Shlomo at the Everyman theatre Liverpool.Joanne had the pleasure of working as a soloist for Paco Peña’s UK tour of Requiem for the Earth. Performing at and Manchester Bridgewater Concert hall and Liverpool Metropolitan Cathedral, Joanne works and vocal coach and singing teacher and loves to encourage young performers to perform as much as they can to an audience.

John Gough John enjoys a busy career as solo pianist, accompanist and chamber musician. He has played throughout the UK, and in New York at the Carnegie Hall in addition to many live broadcasts on BBC Radio 3.He has appeared with the RLPO and Northern Chamber Orchestra, and has performed solo recitals at the Wigmore Hall and Purcell Room, London. He is currently a Senior Tutor in Piano and Accompaniment at the RNCM, and a Tutor at the Junior RNCM, in addition to Manchester University. He has also taught at Chetham’s School of Music and is an external examiner to the Royal Birmingham Conservatoire and Huddersfield University.No stranger to the Wirral Festival, he is pleased to be adjudicating at the 2020 Festival.

Robert Marsh Robert was educated at Oxford University where he was Organ Scholar of Keble College, and won an Honours Degree in Music. He is a Fellow of the Royal College of Organists and has played the organ on radio and television and in many parts of the world. As an award winning choral and orchestral conductor, he has appeared at the Leith Hill Musical Festival and with the Manchester Camerata. He has worked in Music Education for over thirty years, is an Examiner for ‘A’ Level Music, an Adjudicator for The British and International Federation of Festivals, and has served as Warden of the Incorporated Society of Musicians.

Christina ThomsonChristina studied horn, piano, and singing at the Royal Academy of Music.

A career in Bavaria followed, playing and teaching. She returned to London to perform and joined the music departments of Harrow and the Purcell School.

In 1991 she moved to Yorkshire where she taught at Ripon Cathedral Choir School, Sedbergh and Ampleforth College, as well as being a player, specialising in chamber music. She had an extensive private teaching practice encompassing the ages of 5 to 85!

She was a brass mentor for the Associated Board’s professional development course.

Now, as well as being an Adjudicator for the British and International Federation of Festivals, she is a national and international examiner for the ABRSM.

Countries she has worked in include Europe, Hong Kong, China, Vietnam , Malaysia, India, South Africa and the USA.

Instrumental Solo Classes Instrumentalists are reminded that for all own choice pieces a copy of the music MUST be given to the Adjudicator before the performance. In the instrumental classes 59, 63, 65, 68, 72 and 76 two movements from the same work are allowed within the allotted time-frame.
