This site is on the north-east portion of the BNYDC site (ID #224019) and is operated by the NYC Department of Sanitation as a storage for road salt, impounded vehicles, parking of trailer vehicles, etc. The site includes Barge Basin, Building 41 9, t w o former drum storage areas, former Boat Shop and Saw Mill areas. The s ~ t eis bordered by the East River on the north west, by Kent Avenue on the east, and by the rest of BNYDC site on the south. From 1890s to 1940s, the northern part of the site was occupied by the coal gasification plant that was used t o power Brooklyn City Railroad before Navy reconstructed the area to its current configuration In 1940s. Groundwater flow direction is predominantly to the southwest towards Barge Basin. Depth to groundwater level is 5 ft. t o 10 ft., which is 1.23 ft . to 5.95 ft. above mean sea level. Previous site investigations performed in 1988 and from October 1996 to December 1997 indicated hazardous levels of PCBs in soil at two locations (Building 419); hazardous level of lead in the soil in the former drum storage area, petroleum contamination in the groundwater and soil in former Boat Shop and Saw Mill areas; hazardous levels of benzene in the groundwater beneath Boat Shop Area related to the former Manufactured Gas Plant (MGP) operations; and polyn7uclear aromatic hydrocarbons (PAHs).

11. CONCLUSION

The presence of a consequential amount of hazardous waste on the site (PCBs and lead in the soil and benzene and chlorobenzene in the groundwater) poses a threat to the environment and public health. According to the NYSDEC Division of Fish, Wildlife and Marine Resources, the discharge of contaminated groundwater into the Barge Basin poses an environmental threat based on its potential use as a nursery for immature fish and shellfish. The site also contains levels of benzene in groundwater that are above Class GA standards and have impacted an EPA-designated sole source aquifer. Hazardous levels of lead and PCBs in the surface soil pose a threat to public health. Therefore, it is appropriate to list the site on the Registry of Inactive Hazardous Waste Disposal Sites as a Class 2, priority ranking 2 designation.
