It includes detailed performance metrics and a narrative of activities for the fourth quarter. Fourth quarter highlights include: approval of incentives for Project George, a corporate headquarters opportunity; preparations for the second annual Health Innovation Week in November; finalizing preparations for the Second Homeowner marketing campaign to be launched in November; and completed CEO interviews for the second Business Competitiveness Survey, targeted for December release. Other highlights for the fourth quarter include: 86 digital media productions served by the Film Commission, bringing the annual total to 362 projects with an annual impact of $5.6 million; development of a new civic leader economic development education program; working collaboratively with stakeholders to establish our annual legislative agenda; and hosting a highly successful annual meeting attended by nearly 400 business and community leaders. Also attached is the year-end review of our FYE2016 Action Plan, which is part of our annual contract with the County. For each “initiative” or “indicator”, we acknowledge level of completion. We are very pleased with our overall success, especially since the announced UF Innovation Station, which was not part of our original plan, and was our most significant accomplishment. We are pleased with the progress we are making in our public private partnership to grow and diversify the local economy. Business Retention and Expansion Activities Quarter 4

• Visited with six stage 3 & 4 companies during the 4th quarter. These include visits accompanying Commissioner Mason and county staff for tours of PGT Industries, Voalte, Adams Group, CAE Healhcare and Enzymedica. Also met with Boar’s Head, Arrow Environmental Services, Vengroff Williams & Associates, and Universal Insurance.

• Completed eight BRE surveys with stage 3 & 4 companies. These include: CAE Healthcare, The Zenith Insurance Group, Global Financial Services, Tervis, Myrtha Pools, Pacer Group, Sun Hydraulics and Adams Group.

• Assisted two regulatory concerns. One was a request from the City of North Port related to slow permitting approvals for septic tanks, related to an influx of new residential housing. Contacted FPL on behalf of Clickbooth who was moving into new offices and were unable to get a meter installed in a timely manner. FPL worked on a Saturday to have it installed.

• Sent three communications to relevant companies. One was on Export Financing Seminar and another was to get business input on a survey for the C-4 Initiative. The third was to promote the basic manufacturing on-line class, MSSC, at State College of Florida with a note that half of the cost could be covered by a workforce grant.

• Met with the Human Resources director at Universal Insurance to brief her on the various insurance classes and programs initiated by the local colleges and also discussed the various workforce assistance programs offered by CareerSource and CareerEdge.

• Introduced one company, Cruise Car, to Enterprise Florida’s export assistance team that led to a meeting and potential assistance. • Attended CareerEdge Funders Collaborative’s Community Wide Meeting which provided the results of the updated study on

manufacturing skills gap. • Approved four Employed Worker Training grants for Sarasota County companies from CareerSource Suncoast. These include:

Sterling Manufacturing, PGT, Global Financial and Southwest Florida Retirement Center. • Collaborating with UF Innovation Station staff to identify companies interested in interns. • Met with New College staff about a state-wide initiative called “Think Florida: A Higher Degree for Business”. This initiative will

include a collaborative effort of the 12 state universities to build bridges with the business community. New College is leading the effort and would like to create a model program in Sarasota / Manatee Counties.

• Helped coordinate Governor Scott’s visit to Intertape Polymer Group to recognize the company’s job growth. Also attended United States Master’s Swimming’s open house at their new headquarters.

• Other activities include: Attendance at the Boys & Girls Club’s new Career Resource Center, attended Venice Chamber’s annual dinner, attended Tiger Bay luncheons in South County and Sarasota, met with the business services staff from Sarasota Memorial Hospital regarding services they can provide to small and large companies, served on panel for SRQ SB Symposia on industry growth sectors.

Quarter 3 • Visited with five stage 3 & 4 companies during the 3rd quarter. These include visits to Shared Services Center and Sarasota

Medical Products with Commissioner Mason and Jeff Maultsby; visit to Ppi Technologies with Jeff Maultsby to learn about the launch of their new wellness division; a visit with the new CEO at Datum Technologies; and a meeting with the new CEO at Sun Hydraulics.

• Conducted seven BRE surveys with stage 3 & 4 companies, including Voalte, Aso, FCCI, Intertape Polymer Group, MyUS, PacTec, Universal Insurance and Centauri Insurance Specialties.

• Worked with one fast growing local company that will be expanding in the near future. Discussed expansion & workforce assistance and other help that may be applicable to the company. Met with the owner and CEO and also arranged a meeting with CareerSource Suncoast.

• Sent four communications to relevant companies. These include two promoting workshops related to exporting, one on CyberSecurity and the last one was to promote a GrowFL Lunch N Learn.

• Along with CareerEdge, held a roundtable discussion with 10 IT companies to discuss specific training needs for their industry. The discussion evolved into identifying the need for a website that would list jobs available and market to job seekers in the region and beyond to provide a one stop location for anyone exploring job opportunities in Sarasota County. Two of the companies volunteered to work together to develop a description of the website and then will reconvene to review their options.

• Sent resume of two job seekers and one intern to local companies with jobs that fit their skill sets. • The EDC hosted an extern from St. Stephens Academy to provide a range of experiences to give an inside look at economic

development work and processes. • In conjunction with Talent 4 Tomorrow and Suncoast Technical College (STC), helped coordinate an “Experience Engineering”

event at STC. EDC primarily recruited engineers from local companies to attend and mix with high school seniors to engage in discussions about engineering as a career and local internship and job opportunities. About 90 seniors and 40 engineers attended.

• Attended Lakewood Ranch Business Alliance luncheon on “The State of Talent,” a discussion about job opportunities and career training opportunities.

• Other activities include attendance at SAMA meetings, participation in an EOC mock incident for ESF 18, served as a panel member for the Society for Marketing Professional Services annual luncheon in Sarasota – Manatee Counties, attended panel discussion on affordable housing, and assisted five companies other workforce assistance.

• Connected a local collections company to a request from a foreign business seeking a US company to recover and handle funds from customers in the southeast region.

Quarter 2

• Assisted JMX Brands with a regulatory issue regarding internet connectivity for new facility. Contacted Comcast to follow up. • Visited ten companies who are stage 3 or 4: S-One, Fiberlay, Wesco Turf, PGT Industries, KHS, King Plastic, JeldWen, Octex,

Vista Serv and Hoveround. • Conducted surveys with S-One, Fiberlay, Wesco Turf, PGT Industries, KHS, King Plastic and JeldWen. • Met with county staff and three companies about expiring incentive agreements.

• Attended and participated in JMX Brands Ribbon Cutting ceremony for their new facility. • In partnership with the Bradenton Area EDC. State College of Florida, Department of Commerce, Enterprise Florida and the SBDC

are sponsoring a series of export training programs. The first one on basic exporting was held in March. • Met with an Industry Export Analysis from the Department of Commerce who shared their capabilities and resources that could be

of assistance for the region. • Attended a manufacturer’s roundtable at PGT featuring Governor Scott who discussed need for economic diversification and good

jobs. Training and workforce issues were also discussed. • Presented the findings of the 2015 Competitiveness Report to the City of Venice’s Economic Development Advisory Board. • Sent four information alerts to companies regarding: Export Series & Trade Mission to Mexico, Green Arrow Awards, the NASA

visit hosted by Florikan, and an invitation to attend the State of Manufacturing tour hosted by the Tampa Bay Partnership. • Hosted a CEO function at the Ed Smith Stadium for a spring training game. Eight CEOs plus their guests came along with EDC

staff. • There were a number of workforce related activities during the first quarter:

- Participated in meeting regarding the Community Wide Plan for manufacturing. - Attended meeting at the Sarasota Chamber regarding Project Lead the Way programs related to STEM classes. - Participated in the Manufacturing Collaborative Meeting on Feb. 10 at SCF. - Attended the Board of County Commission meeting when CareerEdge gave annual report of the County-wide Manufacturing Initiative - Made workforces assistance referrals to CareerSource Suncoast for VistaServ and JeldWen. - Sent resumes of job seekers to companies relevant to the skills of the candidates. - Continue to participate in CareerSource Suncoast weekly Business Services meeting as schedule allows.

Quarter 1

• Assisted five companies with regulatory issues, including: Get FPB, Fiberlay, Intertape Polymer Group, Tervis, and Dutchman Hospitality.

• Visited nine companies: Adams Group, Florikan, Centauri, RPS, Enzymedica, Omega 3, Sarasota Medical Products, CAE Healthcare & Quorum Innovations.

• Met with county staff and three companies whose incentive agreements are expiring. • Helped coordinate Envera Systems ribbon cutting and open house in October. • Attended DutchCrafters (JMX Brands) Opening Reception, as well as Florikan’s grand opening of their new manufacturing facility

in Wauchula. • Toured industrial parks along Clark Road and in Venice with new business development staff. • Met with Kay Tracy, Business Development Specialist with Charlotte County, to build regional relationships. • Served on Career Forum panel at State College of Florida, Venice Campus, regarding job and career opportunities in local

community.

GrowFL / Economic Gardening Support Activities Additional information obtained from recent survey with 8 companies responding include: All have experience increase in revenue over this past year, ranging from 4%-22% with the average being 11% growth. Since joining the roundtable respondents have created 319 new jobs, again representing involvement from 1-5 years. Five have expanded their facilities since joining. Response rate was 73%.

Quarter 4 • Met with 11 stage 2 companies to conduct Business Retention & Expansion surveys. These include: Enzymedica, Florida Knife,

Wesco Fountains, Rapid Pathogen Screening, JMX Brands, Inline Filling, Identity Stronghold, Cruise Car, GetFPV, Sarasota Medical Products and Lightspeed Voice.

• Visited with seven additional stage 2 companies which include: Florida Fence, C-Suite, Cruise Car, ClickBooth, Lightspeed Voice, Focus Hotels and Offrs.

• Added one new member to the CEO Roundtable, Lightspeed Voice. • Three Sarasota County companies were named to GrowFL’s “Companies to Watch” list. The three are: Luminere (GetFPV), JMX

Brands and Karins Engineering Group. • Attended the GrowFL annual one day retreat and participate in monthly conference calls with the GrowFL’s advisory committee. • Received a grant from the Wells Fargo Foundation to support and grow our local economic gardening efforts. • Served on panel for SRQ SB Symposia on growth companies. • Surveying active GrowFL companies to obtain data on their growth over the time they have been in the program.

Quarter 3

• Met with 13 second stage companies to conduct Business Retention & Expansion surveys. • Additional visits were made to seven companies: Nominated seven stage two companies for GrowFL’s Companies to Watch

competition. • Held a GrowFL Lunch N Learn with guest presenter, Art Lambert from S-One. Approximately 22 CEOS were in attendance. • Follow up to surveys included: Introduced Quality Enclosures to SCF for workforce training programs, GPS Industries to fleet

operations for testing of new product under development, connected Centauri to a candidate for a HR position, and assisted in getting their plat approved in a timely manner, .

Quarter 2

• Attended and participated in ribbon cutting for JMX Brands new facility. • Met with Inside-Out Solutions regarding workforce challenges. Arranged second meeting with CareerEdge and we are now

working with other technology companies to determine what basic skills are needed for tech jobs to determine if there is enough commonality to create programs similar to what was done for the manufacturing sector.

• Conducted surveys with Aladdin Products, Busy Bee Cabinets, Inside-Out Solutions and Beacon Aviation Insurance. • Planning for a GrowFL Lunch n Learn event on April 26 with guest speaker, Art Lambert, President of S-One. The luncheon will

host existing roundtable participants as well several potential candidates for the GrowFL program. • Please note that the items with the hash marks are ones that will be completed at the end of the fiscal year via a survey of the

GrowFL participants.

total of 50. These were: Quality Enclosures, GPS Industries, Biological Tree Services and Zobily. • Attended the annual Holiday Party for the CEO Roundtable participants and spouses. The party was hosted by Purmort & Martin

Insurance.

Entrepreneur Support Activities Quarter 4

• With county staff, met with one entrepreneur who has a product and was looking for incentives to support their growth. Provided an EDIF application for their review.

• Fielded an inquiry related to opening a new restaurant and asking for regulation information. Provided a list of resources to assist their research.

• Connected one entrepreneur to the Florida Angel Network. • Completed a Business Retention & Expansion survey with one stage 1 company, Blackstone Shoes. • The Florida Virtual Entrepreneur Center made numerous improvements to their website and now post profiles of local

entrepreneurs. EDC provided a list of 20 plus entrepreneurs and to date, four Sarasota County Entrepreneurs are profiled. The Florida Virtual Entrepreneur Center has also begun a monthly conference call to keep everyone updated on the website

improvements, plans and to gather feedback from its stakeholders. To date, 174 businesses, organizations and others have visited the Sarasota County entrepreneur website. They have also provided Florida Virtual Entrepreneur Center business cards to both the EDC and county for distribution and promotion.

• Provided The Corridor with suggestions of STEM employees for their annual “Faces of Technology” updates. Quarter 3

• Met with six entrepreneurs during the third quarter. Two wanted information related to financing, two were interested in just understanding the EDC and any services provided to entrepreneurs, one has new idea related to a website for teaching students about how to be an entrepreneur and wanted feedback on the concept, and another has a small business with a product for wheelchair bound individuals to be able to enjoy the beach and needed assistance to connect to the parks department.

• Made three referrals for financing, one to CareerSource Suncoast for workforce services and one to the county for assistance. • Met with two consultants offering services that may be relevant to some entrepreneurs. • Met with four recent high school graduates who started their own company. They wanted to understand how the EDC could help

them when they graduate from college and come back to the area and continue to grow their business. Also were interested in having high school interns work with them over the summer. Connected them to CareerEdge to see if they could qualify for funding. Also connected them to the UF College of Engineering as three of the students will be engineering students at UF.

• Connected the Business Observer to US Nano resulting in a published article and introduced US Nano to RPS to explore potential business relationship.

Quarter 2

• Met with six entrepreneurs during the second quarter. Three specifically were interested in financing opportunities and the other three primarily needed introductions to companies and organizations for collaboration or testing of products.

• Made referrals to the SBDC for one company, connected another with the Manatee Community Credit Union and introduced another to a potential collaborator for their product.

• Connected two entrepreneurs to FPL to discuss opportunities to test products, and introduced another entrepreneur to three companies for possible collaboration.

• Met with the Florida Virtual Entrepreneur Center (FVEC) manager to learn about improvements in their website and how we can better utilized it to showcase local entrepreneurs.

• Met with representatives and consultant from the Gulf Coast Community Foundation who are researching the entrepreneur support in the region. Provided them relevant documents from the Global Urban Design reports as well as the EDC’s draft of the Venture Development Network.

Quarter 1 • Had phone calls or visits with three entrepreneurs seeking funding. Referred and / or introduced them to possible resources. • Met with one entrepreneur who wanted to share her business idea and needed referrals to resources such as website development,

data base options, etc. and referred her to possible vendors and partners.

• Had a call from an entrepreneur who wanted to brainstorm ideas related to elder care. Discussed her various ideas and suggested she contact an organization like Senior Friendship Center who would have more data and knowledge of needs.

• Met with a company seeking distributors in other counties and asked for introductions to EDO’s in Pinellas and Orange Counties. • Had a call from a local market serving business planning to open another location in downtown Sarasota and requested

information about applicable incentives. Explained their business would not qualify for state or local incentives and referred them to the Downtown Economic Development Coordinator.

• Participated in a conference call with regional partners related to the establishment of a Revolving Loan Program that has been funded and will be kicked-off in the near future.

• The Gulf Coast Community Foundation committed a grant of $25,000 to support the Health Innovation Project. • Held one Health Innovation Network meeting and utilized Strategic Doing process to focus on three topics: 1) yearlong

marketing and storytelling, 2) Enhancements to the HiN website, 3) planning for Health Innovation Week.

• Held two HiN Core Team meetings. One was to prepare for the network meeting and a follow up meeting to review the outcomes.

• Met with Nancy Blackstone, a volunteer with Gulf Coast Community Foundation to review and clarify the EDC’s report on outcomes from last year’s grant.

• Participation with the Sarasota / Bradenton Chapter of BioFlorida leadership team in planning their 3rd BioTech Expo at Ringling College of Art and Design during Health Innovation Week.

Quarter 3 • Convened a meeting of the Health Innovation Network (HIN) to consider “what’s next” ? Used Strategic Doing process on 4

topics: Entrepreneur / Innovation, Place-making / Connected, Communication / Marketing and Talent. Approximately 40 network members participated.

• In advance of the Health Innovation Network meeting, recruited and trained 10 volunteers to be table guides and knowledge keepers to facilitate the groups and take notes.

• A chapter meeting of BioFlorida was held on April 21 on the topic of “Show Me the Money”. Approximately 35 people were in attendance.

• Introduced Mark Gordon, editor of the Business Observer, to US Nano. An article about the company was featured in their publication.

• US Nano was also noted in the EDC’s monthly column in the Sarasota Herald Tribune about local companies who are innovators. • Made introduction to US Nano to company for discussions about collaboration and investment. • Attended BioFlorida Leadership meeting regarding planning for next chapter meeting and scouted Ringling College as a location

for the BioTech Expo in November. • Attended luncheon meeting at Roskamp Institute for an update on SRQ Bio, a contract research organization established by

Roskamp Institute. It has multiple services including: test site for Non-GMO products, analytical services for data analysis of products, clinical trials, and other lab services.

• The EDC lead staff for the Health Innovation Network resigned in March. An intern from New College filled in until graduation. The absence of a lead staff person has hindered the advancement of some HIN projects.

Quarter 2

• The EDC’s lead staff for the Health Innovation Initiative was recruited for another career opportunity and unfortunately for the EDC, resigned in March. We have a New College intern who is currently assisting to keep the work up to date.

• Two events took place in the second quarter. 1) A very successful BioFlorida was held in February featuring local companies that are creating innovative wound care products. 2) The Health Innovation Network met in March to plan new projects around four topics: Talent, Innovation & Entrepreneurs, Communication & Marketing and Connected /Place-making. Ideas were generated on each topic using the Strategic Doing process.

• In advance of the Health Innovation Network meeting, there were two meetings of the Core Team and the EDC recruited and

trained 15 volunteers in the Strategic Doing process to be Table Guides and Knowledge Keepers. • EDC staff continues to serve on the Leadership Team for the local BioFLorida Chapter. • The EDC submitted a final report on the grant received from Gulf Coast Community Foundation to support the Health Innovation

initiative and are in process of applying for new grant.

Quarter 1 • EDC staff attended BioFlorida’s State Conference October 11th through 13th where there were numerous companies from Sarasota

who attended and participated on panels • Two anchoring events in the same week, Voalte’s user conference and BioFlorida’s 2nd Annual BioTech Expo, allowed for a Health

Innovation Week to be planned from November 9th through the 13th • November 9th through 13th was declared “Health Innovation Week” by the BOCC • The week hosted 14 open houses, integrated a biopitch series into BioFlorida’s 2nd Annual BioTech Expo, and held an internal

networking event for the Health Innovation Network in downtown Sarasota • Each open house attracted an average of 10 people, BioFlorida’s 2nd Annual BioTech Expo boasted over 200 registrations, and the

downtown networking event featured 6 different local health innovation companies and gained nearly 100 participants • The website healthinnovationproject.com was created in conjunction with Health Innovation Week as an ongoing website for the

network. • EDC staff attended BioFlorida’s State Conference in October where there were numerous companies from Sarasota who attended

and participated on panel discussions.
