Under Federal Trade Commission Act 2007-2008 Protecting Children in the 212stCentury upon South Carolina Public Service Commission receiving federal financial assistance under theCARES ACT regarding Title I Protecting Children il Deleting Online Predators, III Children's List brokerPrivacy requires a Public Hearing prior to South Carolina Department of Education allowed VirtualLearning under the guidance of Attorney General of the United States and Attorney General of SouthCarolina that can file a complaint under section 303 Administration and Enforcement and Section 304Actions by States within United States Distrjct Court of South Carolina ( Bryant v South Carolina PublicService Commission, Bryant v Attorney General of United States, Bryant v Attorney General of SouthCarolina ) due the fact that United States House of Representative and United States Senate did notprovide under the Administrative Procedure Act of 1946 a Public Comment period under the CARES ACT.
