It is reasonable to hypothesize the USACE could receive competition under GSA Schedule 03FAC based on the

Brief Description of Scope of Work VPS provides a vast array of engineering and corrosion prevention services to Naval Surface Warfare Center Carderock Division and U.S. Marine Corps Corrosion Prevention and Control (CPAC) program. In support of the Operations and Sustainment portion of the CPAC program VPS provides Program Management, Fleet Service Representative. Quality Assurance Representative, and Corrosion Service Team (CST) support. The CST support consists of 7 teams of which 2 are mobile. Geographically, these teams are located in California, Hawaii, North Carolina, Midwest regional USMC Reserve sites (mobile), and East Coast regional USMC Reserve sites (mobile). VPS stood up 5 initial permanent site teams within 30-days and have been operating for 28-months. VPS stood up the 1 East Coast Regional Team mobile team in April 2017 and the Midwest Regional mobile team in June 2017. CST team operations consists of several steps that ensure the USMC equipment is assessed, maintained, and corrected to prevent corrosion from causing a loss in readiness. Some highlights noted by the government in our latest CPARs evaluation included the following acknowledgements: Quality of Product or Service: Provided CPAC Program Customer Satisfaction Surveys to serviced Marine Corps Reserve Units in order to solicit feedback and ensure satisfaction of services provided. Results from these surveys helped the CPAC Program Manager to assess and improve the quality of services provided by the Corrosion Service Team (CST) and Mobile-Corrosion Repair Facilities (M-CRF). Schedule: Effectively scheduled, throughout the contract period of performance, CST operations for both fixed and mobile sites to ensure timely adherence to established Marine Corps Unit Service Intervals (SIs) at each respective geographic location. This resulted in cost avoidance to the Government by lowering long term maintenance costs and extending the equipment life-cycle. Cost Control: Established a more cost effective GFE/CPC/CST material & supply ordering process by removing this on-going time consuming administrative task from individual CST Team Leads and consolidating this responsibility to a single-point-of-contact individual. These efforts resulted in a greater than 25% reduction in material purchase costs for the Corrosion Service Team effort.

Management: Managed day-to-day operations of the Marine Corps CPAC Program, and assisted the Program Manager in sustaining the USMC fleet of ground combat and combat support equipment encompassing tens of thousands of equipment items.

Regulatory: Developed a Respiratory Protection Program in compliance with 29 CFR 1910.134 (Respiratory Protection) which applies to all Vision Point Systems employees who are required to wear respirators during normal work operations, and during some non-routine or emergency operations such as a spill of a hazardous substance. This includes workers applying Corrosion Preventive Compounds (CPCs) and workers performing Surface Preparation and Touch-Up Paint procedures.

over a five-year period and to establish cost estimates for performing the recommended corrosion
