    USNORTHCOM Operations Briefing Notes

    The Joint Director of Military Support (JDOMS) serves as the action agent for theSECDEF for Military Assistance to Civil Authorities (MACA) missions within theUS , its territories, and possessions. The SECDEF, through JDOMS, tasksUSNORTHCOM and other DoD components to plan for and to commit DoDresources in response to requests from civil authorities. NORTHCOM's primaryfocus is on our capability to respond efficiently and effectively once support isrequested by other federal departments or agencies and approved by theSecretary of Defense. In these instances USNORTHCOM will always be in asupporting role to the primary federal department or agency in charge of theongoing national response.

    USNORTHCOM will use the procedures in the Federal Response Plan (and theNational Response Plan when published) to work with DHS, state, and localresponders. This includes the use of Defense Coordinating Officers located atDisaster Field Offices and working with federal coordinating Officers and usingthe Request for Assistance/Mission Assignment process. We work closely withthe National Guard to identify homeland capabilities for Quick and RapidReaction Forces, as well as Weapons of Mass Destruction-Civil Support Teams.However, we do not engage directly with state governors on the role of NationalGuard forces in executing state homeland security responsibilities. Wecommunicate with state National Guard forces through the National GuardBureau.

    The ultimate goal of USNORTHCOM is to harness the many capabilities andskills of the Total Force (Active, Guard and Reserve Joint Forces) to complementthose of the various federal, state, tribal, and local governments and agencies, aswell as the commercial and private sector, as part of a synchronized effort whenacting in a supporting role to civilian authorities.

    ASD-HD oversees homeland defense activities, develops policies, conductsanalyses, provides advice and makes recommendations on homeland defense(HLD), military assistance to civil authorities (MACA), emergency preparednessand domestic crisis management matters within DoD. ASD-HD serves as theDoD Executive Agent for MACA through the Joint Director of Military Support(JDOMS) and is the principal OSD official responsible for keeping the SECDEFand senior OSD officials informed of emergency and routine DoD militaryassistance requests from civil authorities. ASD-HD represents DoD on all HLDrelated matters with designated lead federal agencies, the Executive Office of thePresident, Department of homeland Security, other Executive Departments andFederal Agencies, and State and local entities, as appropriate. USNORTHCOMembodies the principle of unity of effort and unity of command as the single,responsible, designated DOD entity for overall command and control of DODefforts in HLD and MACA. The command organizes, and executes its missionsthrough assigned Service components and designated functional components

    under its operational control. Forces required in support of HLD and MACAmissions are obtained through the Request for Forces process, vetted throughASD-HD and as directed by the Secretary of Defense. ASD-HD also providesUSNORTHCOM with policy guidance concerning HLD and MACA.

    USNORTHCOM operates through subordinate Joint Task Forces; Standing JointForce Headquarters - North (SJFHQ-N), Standing Joint Task Force - CivilSupport (SJTF-CS), Joint Task Force Six (JTF-6), Joint Task Force Alaska (JTF-AK),and Standing Joint Force Headquarters - National Capital Region (SJFHQ-NCR).

    1.) Standing Joint Force Headquarters - North (SJFHQ-N) is a full-timejoint, command and control element within the USNORTHCOM staff that has adaily focus on warfighting readiness and is a fully integrated participant in thestaff's planning (deliberate and crisis), and operations. It provides thecommander with a trained and equipped standing, joint command and a controlcapability specifically organized to conduct planning and develop enhancedsituational understanding within a designated focus area. SJFHQ-N, whendirected by the Commander of USNORTHCOM, will deploy to establish a jointtask force (JTF)-MACA headquarters for large-scale military assistance to civilauthorities missions.

    2.) Standing Joint Task Force - Civil Support (SJTF-CS). SJTF-CS plansand integrates DOD support to the designated Lead Federal Agency for domesticchemical, biological, radiological, nuclear, and high yield explosive (CBRNE)consequence management operations. When directed by CDRUSNORTHCOM,SJTF-CS deploys to CBRNE incident sites, establishes command and control ofdesignated DOD forces, and provides military assistance to civil authorities.

    3.) Joint Task Force Six (JTF-6) synchronizes and integrates DOD supportto domestic law enforcement and counterdrug efforts in the continental UnitedStates. When directed, JTF-6 provides operational, training, and intelligencesupport to domestic agencies' efforts in combating terrorism. In the future JTF-6will evolve into the Joint Interagency Task Force - North (JIATF-N) and expandits focus beyond counterdrug to transnational threat along the land approaches tothe homeland.

    4.) JTF-Alaska plans and conducts HLD and MACA operations in theAlaskan Joint Operational Area (JOA).

    5.) Standing Joint Force Headquarters - National Capital Region (SJFHQ-NCR). When approved by SECDEF, JFHQ-NCR will be established underUSNORTHCOM to conduct planning and execution for HLD and MACA in theNational Capital Region JOA. Initial operational capability for the JFHQ-NCR isOct 03; full operational capability is Oct 04.

    The Department of Homeland Security (DHS), through its Directorate of Border &Transportation Security (BTS), is the Lead Federal Agency for border issues.USNORTHCOM maintains situational awareness with DHS and will providesupport when tasked. For example, military forces were temporarily provided tothe U.S. Border Patrol shortly after 11 Sep 2001 in order to increase bordersecurity. For counterdrug border issues, USNORTHCOM operates through itssubordinate command, Joint Task Force Six (JTF-6). JTF-6 synchronizes andintegrates DOD support to domestic law enforcement and counterdrug efforts inthe continental United States. In the future JTF-6 will evolve into the JointInteragency Task Force - North (JIATF-N) and expand its focus beyondcounterdrug to transnational threat along the land approaches to the homeland.
