Hon'ble Managing Director welcomed all the officers present in the meeting.

Safety Issues:

Session I from 11 AM to 2 PMFatal/Non departmental accident=25, Non Fatal/Non department accident=7, Non

Fatal/Non departmental accident=1

The followingpoints were discussed:

• Shoes Belts and other Safety Equipments :Instructed to issue shoes and belts and other safety equipments by 15th of June

2014 in BMAZarea and by 30th of June 2014 in other areas ofBESCOM.

• BESCOMLogo, Safety Message and Helpline numbers on Uniforms:The representatives of the firm shall design the logo, safety message and Helpline

Nos. on uniforms. GM(El),Q,S&Sand GM(CR)to take action regarding the same.

• Surprise checks:Instructed the CEEs and SEEs to conduct checks as per circular CYS-114 dated

29.01.2014 and submit the progress/details of inspection done as per the format

distributed during the meeting to GM(Q,S&S)by 30th of every month. It shall be part of

the Accident review presentation.

• Safety Posters:-Posters regarding safety shall be displayed in government offices(Gram

Panchayaths, Raitha Samparka Kendras), schools and hospitals. The details of the

number of posters with the format distributed during the meeting shall be handed over

to GM(El), Q,S&S for designing, printing and arranging for distributing the posters to

all offices. This shall be completed by the end of June-2014.

• Feeder inspections by Electricallnspectorate:-CEIG informed that inspections were done for 2 feeder one in Anekal and other

in Chikkaballapura and the observations are submitted.

Instructed the Executive Engineer(E), Chikkaballapura and Executive Engineer(E),

Anekal to take remedial action with reference to the observations made and compliance

report shall be submitted in next meeting.

• Non Fatal Department accidents:-Instructed to take action against the field staff who are not using safety

equipments and not followingsafety procedures.

• Fatal Non-departmental Accidents:-Instructed all the officers that if an unauthorized person is meddling with

BESCOMequipments. then respective Executive Engineer/Assistant Executive Engineer

shall lodge Police complaints.

Also. Executive Engineer(E) Chikkaballapura was instructed to take necessary

action regarding the Fatal/Non departmental accident to a contract worker

Sri. Ashwathappa ofM/s Golden Facilitation Agency on 27.05.2014 and report.

• Reconciliation of Accidents:-CEIG informed that 44 Nos. of accidents are not reported by BESCOM.Hence the

analysis shall be done with the field reports only. Since there will be not any evidence

for the analysis of accident now.

• Safety Awareness to public:-NGO's may be hired to educate public about Electrical Safety in O&MCircles:

Davangere, Bangalore Rural Circle. Kolar and Tumkur. Safety awareness programme

shall be broadcasted in local Tv Channels and Cinema Theatres.

• Face book update:-Public may be requested to post photographs of the field staff working on lines or

equipments without using Safety equipments on Face Book and a Rs.I00/- / Rs.50/­

may be rewarded. GM.CR to issue paper advertisement regarding this.

• Pamphlets along with the Monthly Electricity Bills:-Pamphlets regarding Safety and energy savings shall be issued along with the

Monthly Bills. Respective Designs will be given by GM (EI),Q,S&S and GM(EI).DSMand

the printing and distribution shall be arranged by the SEEs

Session II from 10.30 AM to 11 AMCircle Wise progress of Niranthara Jyothi Yojana Works were reviewed and the

followingpoints were discussed:

1. Electrical Inspectorate issues: No issues were reported pending with respect to

Electrical Inspectorate. The clearance of the Niranthara Jyothi works would be

issued on top priority after submission of compliance to the observations of DEI and

submission.

2. KPTCL ISSUES: Managing Director has observed that the Sri. Umesh

Superintending Engineer (Ele) Rural Circle, KPfCL and Executive Engineer (Ele)

KPfCL, T.K Halli were not co-operating to provide breaker to the Niranthara Jyothi

feeder in Akkurmale substation and were wamed that disciplinary action would be

initiated on them for their in action despite requesting them for compliance in almost

every meeting.

3. KAVIKA ISSUES: No issues were reported pending with respect to KAVIKAfor

supply of Transformers. All the field officers informed that transformers were

available for Niranthara Jyothi Scheme works as and when required.

The following instructions were given by the Managing Director .

•:. Superintending Engineer (Ele)Tumkur Circle, BESCOM to explore the availability of

IxIOOOsq.mm UG cable required for providing the incomer panel of SG panel being

upgraded at Korategere MUSS in KPTCLstores. The PTK contractor has been given

the blanket approval for procurement the same and providing to the SG panel at

mutually agreed rates as per the conditions of contract .

•:. All Superintending Engineers (Ele), Circles has to furnish the reasons with

supporting data for the high drawal (more than 35 Amps.) of peak load on that

particular feeder. The nature of connected load/HT load and the type of load shall be

clearly mentioned within 20th of this month .

•:. To list out all NJ feeders more than (more than 35 Amps.) peak load in the month

and the reasons to be reported by the field Engineers also a case has to be booked by

the Vigilance staff in co-ordination with Executive Engineer (Ele), division,

BESCOM. Superintendent of police and Executive Engineer (Ele), Vigilance have to

book cases against the Erring consumers (eg: Illegal hooking of Supply on

Niranthara Jyothi lines) .

•:. M/s MECON Umited, Bangalore was advised to co-ordinate and consult with

Director (Finance), Chief General Manager (Operations) and his staff for validation of

the data provided by the field staff and for accurate analysis .

•:. M/s MECONis to present the final analysis module by 20th June to General Manager

(Ele), (Projects) for further validation and fmalisation.

.:. AllSuperintendingEngineers (Ele), Circles,BESCOMfumish the details of Railwaycrossing/National Highwaycrossings, so that the concemed authorities could becalled for early compliance/approval under the chairmanship of AdditionalChiefSecretary,GovernmentofKamataka, Bangalore.

•:. Niranthara Jyothi feedermay be indexedwith feeder code, prefixNiranthara Jyothiand name of the feeder,a clear demarcation shall be made to avoidconfusionamongfield staff while attending to line trouble. The same shall be followedfor Phase-Ifeedersalso.

•:. General Manager (Expenditure)has to resolve the issue pertaining to deduction ofworks contract tax/service tax and issual of 'C' forms to the Niranthara Jyothiturnkey contractors for smooth operationofthe contracts.

•:. All the contractors were advised to adhere on to the commitment dates alreadyfurnished and complete and commission the feeders before July 2014. They were

intimated that their contract willbe short closed for the feeders on which are yet

to be taken up after July.

Further course action as deemed fit will be taken as per conditions of

contract. Chief Engineer (Elecy), BRAZ/Chief Engineer (Elecy), CTAZ were

advised to float tenders for the left over feeders under Phase-3.

Please Note: All the Field Officers were instructed to furnish the Agenda notes as per

the format before 5th of every month so as to enable Corporate Office to consolidate and

project the same in the monthly meeting scheduled on 10th of every month.

Session In from 2 PMto 3 PMRooVY XIIth Plan:

The chairman of the meeting welcomed all the members to the meeting and

discussed the physical & financial progress (District/Package wise) under RAPDRPPart

-B project in BESCOM as detailed below.

The Managing Director, instructed all the firm representatives to speed up &

complete all the balance work so as to complete the project as committed.

1. Chitradurga District Package: (M/s A2ZMaintenance and Engineering Services)The Managing Director, has directed the representative of the flrm to show better

progress by next review meeting, if not the firm will be recommended for Blacklisting.

Financial Progress:Out of Rs. 290.28 Crores, the payment made to the firms is Rs. 202.969 Crores.

Session IV from 3 PM to 6.30 PMUNAUTHORIZEDIP SETS:

• MD directed all the field officers to issue notices as per this office circular CYS 131

dated 08-01-2014 to all the applicants who have registered for regularization of UNIP

sets as per GOK order 2005 (Only List-B & LIST-C) and 2011 who have not paid

the regularization charges. The number of notices issued to such consumers to be

submitted to this office in the Monthly statistics. It was instructed to all the field

Officers to complete the above task within 30.06.2014.

• The MD.BESCOMhas reviewed progress of providing infrastructure to the UNIPsets

as against the number of applications registered/regularized. The Circle wise

infrastructure provided to regularized UNIP for the month of May-14 as per GoK

order 2005 and 2011 are as shown below:

• While revetwtng the agewtse pendency, itwas observed that,in Kolar circle for IT-II

one No is pending, & for FY-13 3 three nos are pending, for which EE Kolar

submitted that, 1 No pending for 2010-11 is completed on 09.06.14 & 2 works

pending for 2012-13 completed in June-14 and one is under progress which will be

completed in a week. In Davangere Circle it was observed that 2 Nos pending for

2012-13, for which EE Hiriyur submitted that, Deposits paid by Corporations is on

the month of May-14, WITP , will be completedby June-14. Circlewise agewtse

Drinking Water Supply Works:

MDreviewed the progress in respect of Drinking Water Supply Works

• While reviewing the target and achievement for the month of May-14, it was

observed that all the circles have made good achievement and instructed to

complete all pending applications.

DISTRIBUTION TRANSFORMERS

1. There are 13 Major repair centers at divisional headquarters & 1 Mass repair center

apart from 49 Nos. of Minor transformer repair centers to repair the failed

transformers. Also established 2 Nos. transformer repair center at Kunigal &

Gowribidanur. Another transformer repair center at Pavagada will be establishedsoon.

MD, BESCOMdiscussed the existence of 49 Minor repair centres as against

45 Talukas along with 16 Major repair (centres & 1MASSrepair centre. Further as

directed by the Energy Minister in the meeting held on 29.05.2014 to establish the

transformer repalr centre at Taluk level, MD, BESCOM directed to form a Technical

Committee to finalize the necessity of establishing the transformer repair centre atTaluk levels.

2. MD, BESCOM reviewed the slide pertaining to the details of faulty transformers

available at field Division wise and strictly directed the officers to return the failed

transformers at field to stores and only 50% of the failed transformers are allowable

at field. Strict action to be imposed on the officers failing the instructions.

3. Further performances of the Major repair centres at BESCOM, firm wise were

discussed. Dff), BESCOMdirected Mis Pushpak Electricals to speed up the repair

works and return the repaired good transformers as per schedule. Also the no. of

Minor repair works carried out at BESCOMwas viewed.MD, BESCOMclarified the

differences in work carried out at Major & Minor transformer repair centres. SEE,

Davanagere stated that the cost of Minor repairs is less compared to Major repairs.D(T)directed to carry out repair works accordingly. Performances of MASS repair

centre were also viewed. MDdirected to modify the slide and should contain Opening

Balance, transformers issued to repair centres, transformers Repaired& returned by

the firm, Closing Balance& No. of within guarantee period transformers. MD asked

the Major & Minor repair firms if they had any issues faced by them. No problemswere put forth by the firms.

4. Buffer stock details viewed and SEE's stated that there is requirement of 63KVA &

1OOKVA transformers. Though PO has been issued by corporate office, transformers

are not been supplied. GM(Proc)stated that the transformers for which PO has been

issued will be supplied at the earliest.

MD viewed the details of No. of transformers available in Divisional

Stores/Transformer banks.

MD directed to maintain one month failure rate of the concemed division at

transformer banks and the stock to be circulated and maintained at the banks as

buffer stock.MD, BESCOMverified the transformer failure complaints lodged at PGRS and

found the variation in the No. of transformer failed and the dockets raised. MD

directed the SEE's that dockets has to be raised for all the failed transformers and

concemed officials has to raise dockets if the consumer has failed to raise the

dockets and replacements to be made on seniority basis. MD directed GM(CR),to

tally the transformer failure complaints lodged at PGRSwith the statistics of failure

details maintained at CGM(Op.)section.
