Reference is made to an EC from CTD/ITOS/UBLU, dated10/5/2001 and received by hand delivery at Abu Dhabi on 10/20/2001.Details: In the above referenced communication, FBI Headquarters,at the direction of Director Mueller, mandated that photographs ofthe hijackers be shown to family members as a means of positiveidentification. This had been accomplished by United Arab Emirate(UAE) authorities, prior to the 10/2/2001 arrival of FBI personnelat Abu Dhabi.

On 10/24/2001, during a regularly scheduled liaisonmeeting, the FBI requested a detailed account as to how UAE citizensMarwan Al-Shehhi and Fayez Ahmed were positivelhijackers. The FBIreceived adetailed briefing by _HH|mHHHHHmregarding theprocess that ultimatelyaB ^ HSSSnYousefMuhammadRashid Lakrab Al-Shehhi and FayezRashid Akmed Hassan Al-Qadi Al-Hamadi (AKA Fayez Ahmed) as the twoEmirati citizens who took part in the 9/11 attacks. Both hijackershad extensive official UAE files - Al-Shehhi due to his UAE militaryconnection andAl-Hamadi due to his having been an Immigration fficer,The official records of both men contained detailed information

In addition, did show the U.S. provided photographof Al-Shehhi to his brother, a retired UAE police officer, whoverified his identity. A U.S. provided photograph of Al-Hamadi wasshown to his wife, who confirmed that the photo depicted her husband.The UAE leadership, as well as individual law enforcementand intelligence officers, have expressed their absolute horror andanger that not only one, but two UAE citizens were involved in the9/11 attacks. It is with an extremely high degree of certainty thatLegal Attache Jessee, assisting the Legal Attache Office Riyadh atthe UAE, opines that these two hijackers have been positivelyidentified by the UAE leadership to be the same two individuals thatFBI investigation has identified. If there were any alternative,then the UAE Government would have seized the opportunity to denyor refute any involvement by an Emirati in the 9/11 attacks .
