Ganderbal by the Medical officer, Doctor Showkat Ahmed Parray ignoring the warning of her relatives that the lady is allergic to the said medicine which resulted into the death of said lady; and Whereas, in this connection, Case FIR No. 162/20111 under section 304-A RPC was registered in Police Station Ganderbal and investigation initiated; and Whereas, during the course of investigation, on the basis of statement of witnesses, seizure memos and other material evidence, a prima facie case uls 304-A RPC was established against the accused person; and Whereas, the appointing authority of Medical Officer, Doctor Showkat Ahmed Parray is the Government. Now, therefore, in exercise of powers conferred by sub-section (1) of section 197 of the Code of Criminal Procedure, Svt. 1989, the State Government hereby accords sanction for launching prosecution against the accused Medical Officer namely Doctor Showkat Ahmed Parray S/O Ghulam Mohammad Parray RIO Batwani, Ganderbal for the offences punishable uls 304-A RPC arising out of FIR No. 162/2011 of Police Station Ganderbal,

SRO l?..Dt ,- Whereas, on 21.05.2003 Police StationAnantnag receiv~d a docket from Police Post Janglat Mandito the effect that at about 2130 Hours, two injured personsnamely Kamlesh and Marry were brought to District HospitalAnantnag for treatment reportedly injured in a grenade blastat Nai Basti, Anantnag; and

Whereas, no senior doctor despite being on call dutyexcept two Asstt Surgeons were available in the Hospitalwith the result one injured namely Kamlesh succumbed toher injuries for want of specialized treatment and the otherinjured was shifted to Srinagar for treatment in PoliceAmbulance as the driver of Ambulance of the Hospital,Ghulam Qadir was also not available; and

Whereas, the two senior doctors namely Dr. JavidIqbal (Anaesthetist), Dr. Mohammad Saleem Tak (Surgeonspecialist) and the driver of the ambulance namely GhulamQadir had left the Headquarters without any permission andcould not be contacted for attending the injured personswhich resulted in loss of a precious life; and

Whereas, in this connection, Case FIR No. 239/2003under section 304-A RPC, 5/7 Essential Services(Maintenance) Ordinance, 2001 was registered in PoliceStation Anantnag and investigation was initiated; and

Whereas, during the course of investigation, on thebasis of statement of witnesses and other evidence, theInvestigating Officer has established a prima-facie caseagainst the Doctors under section 304-A and section 5/7

Whereas, among the accused persons, the appointingauthority of Dr. Javid Iqbal (Anaesthetist) and Dr.Mohammad Saleem Tak (Surgeon specialist) is theGovernment.

Now, therefore, in exercise of powers conferred byunder section 197 Cr.PC, the State Government herebyaccords sanction for launching prosecution against thebelow mentioned Doctors for offences punishable undersection 304-A RPC, 5/7 Essential Services ( Maintenance)Ordinance, 2001 arising out of FIR No. 239/2003 of PoliceStation Anantnag.

Jammu, the 2{,f6 tnoffl?b 2013,SRO t~v ,-Whereas, during the intervening night of 18/19-07-2010, Incharge Police Post Bagiyas along with nafri launched asearch operation near Chattabal to nab the accused personsinvolved in case FIR No, 99/2010 and during operation theaccused persons in order to evade arrest took shelter in amosque and instigated the inhabitants to come out of homes toconfront the police, the accused besides attacking the policeparty with stones and bottles also raised provocative slogansagainst the integrity of India and in favour of independence ofState from domain of India; and

Whereas, in this connection, Case FIR No, 104/2010 undersection 148,149,336,307 RPC and section 13 of the UnlawfulActivities (Prevention) Act, 1967 was registered in Police StationSafaKadal, Srinagar and investigation was initiated; and

Whereas, during the course of investigation, on the basis ofstatement of witnesses, the seizure memos and other evidence,the Investigating Officer has established a prima-facie caseagainst the accused persons under section 13 of the UnlawfulActivities (Prevention) Act, 1967 apart from other offences; and

Whereas, the Authority appointed by the State Governmentunder sub-section (2) of section 45 of the Unlawful Activities(Prevention) Act, 1967 has independently scrutinized the CaseDiary file and all the other relevant documents relating to thecase and has come to a definite conclusion that this is a fit casefor accord of prosecution sanction against the accused persons;and

Whereas, after. perusing the Case Diary, the relevantdocuments and also taking into consideration theobservations/views of the Authority appointed under sub-section(2) of section 45 of the Unlawful Activities (Prevention) Act, 1967,the State Government is of the view that there is sufficient

material and evidence available against the accused persons fortheir prosecution under the aforesaid provisions of law.

Now, therefore, in exercise of powers conferred by sub-section (1) of section 45 of the Unlawful Activities (Prevention)Act, 1967" the State Government hereby accords sanction forlaunching prosecution against the below mentioned accusedpersons for the offences punishable under section 13 of theUnlawful Activities (Prevention) Act, 1967 arising out of FIR No.104/2010 of Police Station Safa-Kadal, Srinagar.

SRO I:' I ,-Whereas, on 28.12.2010, Posh pinder SinghNo. 3185002 X of 4 JAT Army C/O 56 APO lodged a complaintin Police Station Uri to the effect that during personal search ofone Noor Din Gojar S/o Chaday Mohammad Gojar R/oChattergul Kangan, Ganderbal, driver of vehicle No. JKOIH-7885at Kaman post on its return from Chakoti (PoK) recovered anincriminating paper containing information regarding IndianArmy, anti-national elements and Pakistan intelligence; and

Whereas, in this connection, Case FIR No. 89/2010 undersection 18 of the Unlawful Activities (Prevention) Act, 1967 wasregistered in Police Station Uri and investigation was initiated;and

Whereas, during the course of investigation, on the basis ofstatements of witnesses, the seizure memos and other evidence,the Investigating Officer has established a prima-facie caseagainst the accused person namely Noor Din Gojar S/o ChadayMohammad Gojar RIo Chattergul, Kangan, Ganderbal undersection 1.8of the Unlawful Activities (Prevention) Act, 1967; and

Whereas, the Authority appointed by the State Governmentunder sub-section (2) of section 45 of the Unlawful Activities(Prevention) Act, 1967 has independently scrutinized the CaseDiary file and all the other relevant documents relating to thecase and has come to a definite conclusion that this is a fit casefor accord of prosecution sanction against the accused person;and

SRO J 3Z ,- Whereas, on 28.11.2006, the troops of 1stRR and 155 Bn CRPF cordoned off Baba Mohalla, Bijbehara andduring search operation, one militant namely Mohammad AshrafShah S/o Habib-Ullah R/o Jablipora (Div. Commander of HM)hiding in the house of Ahmadulla Najar fired upon the searchingparty and during ensuing encounter, the said militant and oneArmy Major Shri M.H Pitamber were killed and somearms/ammunition was recovered from the possession ofdeceased militant; and

Whereas, in this connection, Case FIR No. 296/2006under section 302,307 RPC, 7/27 A. Act and Section 19 of theUnlawful Activities (Prevention) Act, 1967 was registered inPolice Station Bijbehara and investigation was initiated; and

Whereas, during the course of investigation, on the basis ofstatements of witnesses, the seizure memos and other evidence,the Investigating Officer has established a prima-facie caseagainst the accused person under section 19 of the UnlawfulActivities (Prevention) Act, 1967; and

Whereas, the Authority appointed by the State Governmentunder sub-section (2) of section 45 of the Unlawful Activities(Prevention) Act, 1967 has independently scrutinized the CaseDiary file and all the other relevant documents relating to thecase and has come to a definite conclusion that this is a fit casefor accord of prosecution sanction against the accused person;and
