OVERVIEW OF CoE INITIATIVE

The Centres of Excellence (CoE) programme was launched by the International Telecommunication Union (ITU) in 2000, aiming to support capacity building in the field of information and communication technologies (ICTs). Designed to offer continuous education to ICT professionals and executives in the public and private spheres through face-to-face or distance learning programmes, the Centres serve as regional focal points for professional development, research, and knowledge sharing, as well as provide specialist training services to external clients. With the support from multilateral and regional organizations, CoE networks have been established in all ITU regions. The current network is composed of 29 Centres across the globe, six each in Africa, the Americas, Arab States and Asia-Pacific regions, five in the Europe region and three in the CIS region.

The second cycle of the new Centre of Excellence programme started in January 2019 and will end in December 2022. A total of 29 institutions were selected to operate as Centres of Excellence during this period. The following institutions were selected in Asia-Pacific to provide trainings in particular six priority areas.

SCOPE

This catalogue has been produced by the ITU Regional Office for Asia-Pacific in collaboration with six ITU Centres of Excellence in Asia-Pacific to share information on the capacity building courses provided by the centres in 2020. While participation is open to participants from all countries, stakeholders from the Member States of the Asia-Pacific region (as defined at ITU) are primarily encouraged to participate in the courses.

The courses aim to increase participants’ understanding, knowledge and awareness primarily in the following areas:

• Wireless & fixed broadband

• Conformance & Interoperability

• Cybersecurity

• Internet of things

• ICT applications

• Spectrum management

Courses are provided either face to face or online – via the ITU Academy e-learning platform.

All courses have a test component. A certificate of achievement is given to candidates who successfully complete the end-of-course assessment(s).

Description:

The course will cover the basic knowledge of 5G and AI, such as the basic conceptions, network evolution and key technologies. And the course also will include application scenarios across different sectors, such as healthcare, smart city, security and live broadcast, etc.

Learning outcomes:

Upon completion of this training course, participants will be able to:

• Understand the IMT2020 (5G) technology and application;

• Build knowledge about key technology and applications in 5G;

• Acquire knowledge on AI and its application scenarios across different sectors; and

Description:

Smart and sustainable cities to support sustainable development goals is a priority agenda for governments. This course aims to introduce participants to the concept and pillars of the Internet of Things taking into account the work of ITU in the areas of the smart sustainable city. Participants will be introduced to concepts, goals, and frameworks to key aspects and KPIs of IoT and related technology solutions and services such as Big Data and Blockchain area and some use cases for the smart sustainable city (SSC).

We are now living in an era where a global crisis such as the COVID19 pandemic can severely impact our society and economy. In an effort to build back better, we need to consider these challenges and consider issues that will impact the future generation, such as sustainability and green technology, when constructing the new normal. The concept of ubiquitous broadband should take into account the available resources and technology development that are available today to support the connectivity of future generations.

Development of standards, monitoring of Quality of Service and concepts and technological aspects of mobile broadband technologies such as LTE advanced, HSDPA, HSUPA, HSPA++,5G, 5G-NR, Wireline Next Generation Broadband Network Architecture and microwave broadband technology will be discussed to support ubiquitous broadband for future generations

Description:

Internet of Things (IoT) is expected to dominate the telecom market, where machines exchange data for intelligent applications. Devices and networks supporting IoT pose unique challenges such as low power, low cost, low mobility, and long battery life. This course addresses several low power wide area (LPWA) network technologies defined by 3GPP to meet these requirements. 3GPP-defined LPWA technology options include LTE-M (or enhanced machine type communication) and Narrowband IoT (NB-IoT). This course provides a foundation for 5G aspects relevant to IoT and NB-LTE and their extensions. It also addresses the basics of AI and its Use case in Smart City.
