PAVEMENT TYPE SELECTION REPORT
PROJECT I.D. 6767-06-00 STOCKTON - AMHERST
KENNEDY AVE TO USH 10 EB CTH B
PORTAGE COUNTY EXECUTIVE SUMMARY The proposed project involves reconditioning of approximately 6.3 miles of CTH B in the Towns of Stockton and Amherst, Portage County, from approximately 1,700 feet east of Kennedy Avenue to approximately 1,400 feet west of the eastbound USH 10 ramps. The intersection of CTH B and CTH J and the section of roadway between Lime Lake Road and Kubisiak Road are not included in this project (see Exhibit 1 - Project Location Map). Due to the varying soil types and traffic loadings, this project will have four separate typical sections: two pulverize and relay sections, which will be the majority of the project length, and two reconstruction sections. Two reconstruction areas within the project limits will be at the intersection of CTH B and Custer Road and the intersection of CTH B and CTH K. Each of these areas will have a separate typical section. We recommend the pulverize and relay area consist of removing a portion (approximately 2 inches) of the existing asphalt, pulverizing the remainder of the existing asphalt and 2 inches of the existing base course, and placing new HMA Pavement on top. The pavement sections are as follows: For the pulverize and relay section from Station 32+50 to Station 295+00, excluding the reconstruction area at Custer Road: • 6-inches HMA Pavement Type E-10
• 2.5-inch upper layer, PG 58-28 (nominal aggregate size: 12.5 mm) • 3.5-inch lower layer, PG 58-28 (nominal aggregate size: 19.0 mm)

• 2.5-inch upper layer, PG 58-28 (nominal aggregate size: 12.5 mm) • 3.5-inch lower layer, PG 58-28 (nominal aggregate size: 19.0 mm)
• 18 inches Base Aggregate Dense 1¼ inch.
• 6 inches Granular Sub-base
• Shoulders will be 4 foot HMA paved to match mainline thickness, and 2 foot gravel.
These sections were selected based on a life cycle cost analysis and to keep consistency of pavement layer thicknesses and type of construction throughout the project length.
The proposed rural typical section will consist of 12-foot travel lanes, with 6-foot shoulders (4-feet paved with HMA) in each direction (see Exhibit 2 - Existing and Proposed Pavement Typical Sections). During construction operations, the roadway will be open to local traffic only. Truck traffic and through traffic will be detoured during all phases of this project. A detour route has not been established at this time, as discussions with Portage County are still ongoing.

Currently, expected pavement-related special provisions include QMP Base Aggregate, QMP Ride, Incentive IRI Ride, QMP HMA Pavement Nuclear Density, and Incentive Density HMA Pavement, and HMA Pavement Intersections. The HMA Pavement Intersections special will only apply to the Custer Road and CTH B intersection. This special provision will be used to accommodate the high volume of truck traffic that turns through this intersection. This project is a rural local road project. CTH B has a posted speed limit of 55 mph, and a design year AADT of 6,550 vehicles per day between Kennedy Avenue and CTH K, and 4,350 vehicles per day between CTH K and USH 10. PROJECT DESCRIPTION The proposed project involves the reconditioning of approximately 6.8 miles of CTH B in the Towns of Stockton and Amherst, Portage County, from approximately 1,700 feet east of Kennedy Avenue to approximately 1,400 feet west of the eastbound USH 10 ramps. The intersection of CTH B and CTH J and the section of roadway between Lime Lake Road and Kubisiak Road are not included in this project. The purpose of the project is to recondition the roadway and replace the deteriorated pavement. The project will upgrade the roadway to rural 3R roadway standards. The road is functionally classified as a major collector. The proposed design class for the project is 3RC3. CTH B has a posted speed limit of 55 miles per hour (mph) (design speed 55 mph) through the project limits. Existing Facility The current two-lane roadway consists of a rural section with a roadway width of 36 feet. The original construction year for this section of roadway is 1956. There was a HMA Pavement overlay done in 2002. Project pavement coring logs indicate asphaltic thicknesses are approximately 10 - 12 inches. Sand and gravel fill was encountered below the asphalt. Pavement Condition CTH B has a 2009 Paser Rating of 6. The Concept Definition Report identifies the pavement as deteriorated. The pavement is failing and has reached the end of its serviceable life. TRAFFIC DATA The traffic forecast performed by the WisDOT Traffic Forecasting Section is included in Exhibit 3. Traffic values for pavement design are shown in the table below:

SOIL PARAMETERS The different types of soils expected to be found in this project and their respective lengths along the project were determined using the Soil Survey of Portage County (see Exhibit 4 – Soils Analysis). Using WisDOT Geotechnical Bulletin No. 1, the design group index (DGI) was determined for the appropriate horizon for each soil type. The soils were then grouped together based on location, DGI, and traffic loadings. The highest DGI was used to determine the Soil Support Value. The remainder of the soil parameters was derived using the WisDOT pavement design software, WisPAVE. Based on preliminary design and the soils analysis, no constructability concerns have been identified. The engineering pavement design parameters for native soils are as follows:

ALTERNATIVES The objective of this pavement design is to recondition the pavement structure to a rural section with 6-foot shoulder. The intersections with Custer Road and CTH K will reconstructed because of the deficient vertical curves at these intersections. Both intersections currently have limited sight distances from the intersections, which have resulted in accidents. Two alternatives for each segment, one flexible and one rigid, were developed for the new pavement surface for the project; pavement design computations for each alternative are shown in Exhibit 5. The alternatives for each segment are described as follows: Station 32+50 – 295+00, excluding the reconstruction area at Custer Road:
Alternative No. 1 – HMA Pavement

• 9.0 inches Portland Cement Concrete • 6.0 inches Base Aggregate Dense 1 ¼ Inch. • Shoulders will be 4 foot PCC paved to match mainline thickness, and 2 foot gravel.
Existing Pavement Structure WisDOT standard specifications allow the contractor to use recycled materials to produce base courses, asphalt, and concrete on all projects. The existing base does not meet the requirements for WisDOT base courses. Existing asphalt can be recycled for the project and incorporated into the new asphalt and base courses. LIFE CYCLE COST ANALYSIS A LCCA was performed for the CTH B project using Version 2.4.1 (the most current version) of WisDOT’s WisPAVE Software. The worksheets are included in Exhibit 6. Based on the LCCA, The HMA Pavement alternatives have a lower present worth cost than the PCC alternatives. The following is a LCCA breakdown:

RECOMMENDATIONS AND CONSIDERATIONS Based on the LCCAs of the alternatives, the flexible alternative is the most economical for the 6.5 miles of pulverize and relay and is also preferred by the Portage County Highway Department. The rigid alternative was eliminated for the 1,600 feet of intersection reconstruction to be consistent with the pavement type for CTH B and to facilitate construction. Four different pavement sections are recommended, two for the pulverize and relay areas and two for the reconstruction areas. The recommendations for the project are as follows: For the pulverize and relay section from Station 32+50 to Station 295+00, excluding the reconstruction area at Custer Road: • 6-inches HMA Pavement Type E-10

Side Roads Several side road intersections within the project limits will be reconstructed as part of this project. All intersecting side roads will be adjusted vertically to match the proposed profile of CTH B. The pavement structure for all side road intersections, with the exception of Custer Road and CTH K will match the mainline pavement structure.
