1. ADMINISTRATIVE NOTES FOR BASIC STRATEGIC ART PROGRAM (BSAP): a. Contact LTC Steve Cunningham, the BSAP Director, by email at [email protected], commercial phone (717) 245-3459, or DSN 312-242-3459, if you need any clarification or additional information regarding these instructions. b. Reporting and in-processing: Report to Carlisle Barracks on 07 January 2018 and check-in with designated lodging. Students will report to the lobby of Collins Hall (Bldg. 650) in Class B uniform at 08 0730 January (Monday). Collins Hall is an accredited facility that requires a badge to enter and exit; plan to park and enter NLT 0720 – the director will meet you in the lobby and escort you to the Grant Classroom. See maps at Appendix A and Appendix B. c. Students report 08 0730 January with the following items: 1) At least 2 copies of TDY orders ((Defense Travel System (DTS) orders for students that are TDY and return; DD Form 1610 TDY orders and PCS orders for students that are TDY enroute)). 2) A copy of current DD 93 (Emergency Notification Form) and SGLI form. 3) (Optional) A copy of medical records, which may go to Dunham Army Health Clinic. 4) A functioning CAC card (and known PIN): Many Carlisle Barracks computers require CACs for network login. 5) If TDY enroute, students must report with an approved DA 31 (Request and Authority for Leave) from their departed duty station that covers all of their travel through their report dates to their gaining duty station. Per diem/travel for this training is authorized to be paid from MTSA funds. Officer must obtain a DD Form 1610 from the losing command prior to departure. d. Reply to the initial email with the following information: 1) Send the following to LTC Cunningham at [email protected]. a) A copy of an updated Officer Record Brief (ORB)/Civilian Record Brief (CRB). b) Your preferred “go-by” name for nametags (i.e. Steve for “Steven”). c) An information assurance (IA) test certificate. The “through” date must

take you through 27 April 2017. If your IA certificate is not current (annual

requirement), you can access the training and test at https://ia.signal.army.mil/DoDIAA/default.asp.

d) Print, complete, scan and email the “Student Biography” 2) Ensure your security clearance is current. A SECRET clearance is required. Officers requiring a TS/SCI clearance for their follow-on assignment should initiate the request before departing their losing unit. The Carlisle Barracks security office will verify clearances and can facilitate your security clearance application if you have the authorization from your command to apply for one. 3) For Active Component officers, if funding is needed, have your budget person contact LTC Steve Cunningham at (717-245-3459 / DSN 312-242-3459) or email: [email protected]. 4) For Reserve Component officers, send a copy of your completed orders to LTC Steve Cunningham at [email protected] or fax to 717-245-3642. He will help ensure your orders have all necessary information to make the TDY voucher filing process as smooth as possible. Ensure you follow all instructions in the email that contained this attachment; errors on orders have led to lengthy delays for some BSAP students in receiving TDY payments. 5) For DA or Interagency Civilians, send a copy of your completed orders to LTC Steve Cunningham at [email protected] or fax to 717-245-3642. She will help ensure your orders have all necessary information to make the TDY voucher filing process as smooth as possible. Ensure you follow all instructions in the email that contained this attachment; errors on orders have led to lengthy delays for some BSAP students in receiving TDY payments. e. Uniform: For classes and other academic activities, faculty encourage civilian business attire, or Class B’s. When hosting a O-9 General Officer or civilian equivalent, Class B’s is the uniform. Civilian business attire is required for the interagency staff ride in Washington, DC. No requirement for ASU and/or fatigues. 1) Civilian business attire consists of sport coat, tie, dress shirt and dress slacks, or female equivalent. There will be social events that require “Carlisle Casual”—collared shirt, slacks/dress shorts, no jeans. For the Gettysburg and Overland Campaign staff rides, attire shall be appropriate for hiking outdoors. 2) IAW AR 670-1, all U.S. Army personnel are authorized to wear the black beret. Personnel who carry the SF military occupational specialties of 18A or 180A, career management field 18, are authorized by the Commanding General to wear a green beret and blouse their boots while in class A or B uniform. Personnel in a TDY and return status (ex., BSAP students) that are assigned to a Ranger or Airborne unit may wear a tan/maroon beret and blouse boots while in class A or B uniform.

3) All officers and enlisted personnel are required to wear Class B uniform when the USAWC is visited by active duty four-star officers, Secretaries of the Services, civilians such as the Secretary of Defense and Deputy Secretary of Defense, or visitors of equivalent rank. The Class B uniform is also required for certain BSAP events such as in-processing, graduation, and the planning exercise briefings. 4) For the Gettysburg and the Overland Campaign Staff Rides, faculty encourage students to wear appropriate outdoor recreation clothing (i.e. shorts, hiking boots, or comfortable footwear) to maximize comfort for given temperature, weather conditions, and movement over broken ground. f. The BSAP Administrative Office is located in Room B-047, Collins Hall, telephone number is 717-245-3459. You will be assigned a distribution box for course materials in this office and if you choose, be assigned a mailbox at the Root Hall mailroom through which you can receive personal mail, official mail, and official distribution. g. As with all Army schools, Army students must arrive meeting height and weight standards, capable of passing the APFT, or be in possession of a valid profile. We will conduct a student weigh-in on the first day and an APFT during the course. IAW AR 350-1, students that fail to meet standards on a second record APFT (to include height-weight standards) will be involuntarily dis-enrolled from the course, receive a referred AER, and have a letter sent by the USAWC Commandant to the first general officer in their chain of command informing them of the course failure. h. Smoking is not permitted within the College. 2. SECURITY CLEARANCES. The Security Office at Carlisle Barracks will verify student security clearances. If you need to get in touch with the security office, the address is DA, US Army War College, Security, 122 Forbes Avenue, Carlisle, PA 17013-5219. The fax number is (717) 245-4433. Point of Contact at the US Army War College is Mr. Bryan Nickey. He can be reached at (717) 245-3440 and email [email protected] if there are any questions. As potential FA 59s, you may require a TS/SCI security clearance for your follow-on assignment. We recommend that you ask your gaining unit to initiate your TOP SECRET clearance process ASAP. Again, BSAP attendance requires only a valid SECRET clearance. Should you require a TOP SECRET clearance the U.S. Army War College Security Office can support, but requires a request from your gaining unit that has the TS/SCI billet in order to initiate the process. 3. ACCOMMODATIONS. a. Students will reside in the guest house on post. BSAP faculty reserved rooms in lodging on Carlisle Barracks for 07 January through 27 April 2018. If students need to adjust these dates or have specific lodging requests, the lodging number is 717-245-4245. “In and around mileage” will not be authorized. Please note that lodging at Carlisle Barracks was privatized under the Privatized Army Lodging (PAL) program in

May 2013. International Hotel Group (IHG) currently operates the lodging. As a result of the poor condition of the lodging facilities at the time of their transfer to IHG as well as their status as historic buildings, IHG has in place and is executing a recapitalization plan over the next few years to bring the rooms and buildings up to PAL standards. b. We recommend that students not bring their family members with them to BSAP. BSAP requires careful time management due to intensive curriculum requirements, and there is no on-post provision for long-term accommodation of family members. The on-post lodging available to BSAP students consists of single rooms. Students who choose not to live in the assigned lodging will not be issued statements of non-availability (i.e. students who choose to bring their families do so at their own expense – since you are authorized lodging, you may maintain your lodging room to use as a study location). Visiting family members may use all on-post recreational facilities. If you are considering bringing family members, contact the BSAP Director as soon as possible to discuss. The decision is yours – the conversation is designed to inform you of the workload expectations, how it may impact your BSAP experience, and allow the Director to put you in contact with previous students who have faced the same decision so you can gain their perspective. c. Carlisle Barracks is an MTSS location and lodging is funded directly by various sources, depending on the student’s status. Army students WILL NOT have to pay for lodging out of pocket and then seek reimbursement. DA Civilians will have to pay for lodging out of pocket and then seek reimbursement when they settle their TDY. d. If students decide to bring pets to Carlisle Barracks lodging, a non-refundable pet fee of $75.00 is charged for the first 7 nights and $7.00 per night beginning on the 6th night. A pet agreement must be signed at check-in. Pets must not weigh more than 80 lbs. Additionally, students must be able to remove their pets from the room on a regular basis to allow the lodging cleaning staff to change linens and clean and maintain the room. Students must make arrangements for the care of their pets during the two extended staff rides during the course. Students bringing pets should call the hotel at 717-245-4245 directly for these and any other details of the IHG pet policy. If you are considering bringing a pet, please contact the BSAP Director so that you understand travel dates where you will need to make alternate arrangements for pet care and better understand the daily battle rhythm, allowing you to determine if you need to make care arrangements for your pet throughout the course. 4. DINING INFORMATION. Carlisle Barracks does not have a government dining facility. a. A limited selection of breakfast items is available in the Root Hall Cafeteria from 0700-0930. Lunch at the Root Hall Cafeteria is served Monday-Friday from 1130-1330. Lunches are also available at Subway in the PX complex; the Bowling Alley; and the Golf Club Snack Bar. There are several restaurants within walking distance of post for additional dining options during the evenings, weekends and holidays. The guest house has a common kitchenette in Pratt Hall and Washington Hall.

b. Effective as of November 1, 2014: MAP/CAP 118-13, Flat Rate Per Diem for Long Term TDY – Travelers performing TDY for more than 30 days in one location (CONUS and OCONUS) will receive a flat rate per diem. For Long-term TDY of 31 -180 days, the authorized flat rate is 75% of the locality rate (lodging plus meals & incidental expenses – M&IE) payable for each full day of TDY at that location. On the travel day to the TDY location, the traveler receives up to 100% lodging per diem at the locality rate and 75% meals and incidental expenses (M&IE). When authorized flat rate per diem, travelers are not required to submit a lodging receipt, but may be required to demonstrate that they incurred valid lodging expenses.

5. COMPUTERS. a. The course includes several writing requirements. There is a computer lab in the library in Root Hall as well as a small student computer lab in the BSAP campus. We recommend that students bring a laptop computer for convenience, though this is not required. You will be able to use a laptop or tablet in the BSAP classroom with the wireless / cellular capability turned off. However, your computing device may not be used elsewhere in Collins Hall. b. The United States Army War College has adopted Blackboard as a method of online file storage and collaboration available to students. BSAP will maintain an electronic copy of directives, course readers, and administrative documents on Blackboard to facilitate student administration and learning. Most class readings will be available in hard copy only. Personally identifiable information (PII), For Official Use Only (FOUO) caveated materials, and unauthorized copyrighted materials may not be uploaded to the system. 6. SCHEDULE AND WORKLOAD. a. Class typically meets from 0830-1130. Some lessons, particularly in the planning modules, will require student in-class work until 1630 or later. There is no provision for students to miss any class time. All appointments, to include current and future assignment issues and taskings, should be scheduled outside of class time. There are no classes or other formal activities scheduled on any weekend. Due to the demanding curriculum requirements, plan on self-study during afternoons, evenings, and weekends for required reading assignments (75-150 pages per lesson) and evaluated papers (roughly one paper per two weeks of 1500 words or less). b. The class will conduct three staff rides during the course: Gettysburg, Pennsylvania; Washington D.C.; and Grant’s Overland Campaign in Virginia. See the calendar in appendix C for dates. c. Expect to participate in an average of one evening social event per week. Social events include icebreakers, FA 59 gatherings, and dinners with guest speakers.

d. The average weekly workload for an average student is 48 hours, to include some weeks where the workload will be above 60 hours. While the workload for above average students decreases little, if any, students who find the course exceptionally challenging, the average weekly workload is above 60 hours, to include weeks that will require 80-90 hours of work. Bottom line: the course requires time management and a diligent work ethic to meet standards. e. Currently, 1-2 students choose to voluntarily withdraw from the course due to their concerns for meeting standards and to avoid a derogatory academic evaluation report (AER). BSAP is widely recognized as the Army’s most demanding graduate-level course. Report with high expectations for the workload, receptive to critical feedback on your writing, and manage your time accordingly. 7. LEAVE AND ABSENCES. a. BSAP is a short course and each class and activity is designed to meet a specific requirement in developing the core competencies of the strategist. Absences from class will not be approved, with the exception of family and/or medical emergencies. b. Requests for absence from class will be submitted through the BSAP Director, to the Director, Department of Strategic Leader Education and Training. c. Students must be in an approved leave/pass status if they leave the local area (more than 4 hours away). Classes will observe Federal Holidays, but generally will not have training holidays that extend the 3-day weekend to a 4-day weekend. While we will generally be done with class no later than 1300 on Fridays, students should not plan to depart the Carlisle area prior to 1700 on Fridays without first coordinating with the BSAP Director. d. Army students will sign out and in automatically, based on the to and from dates on the DA Form 31. All students will notify the BSAP Director immediately should a valid emergency arise. Once approved, the BSAP Director will email the Student Personnel Center NCOIC or telephone them at 245-3413 or 245-4163. 8. STUDENT EVALUATION. a. The ability to analyze and articulate problems and solutions in a clear style is critical for all strategists and planners, and BSAP is committed to enhancing students’ professional writing ability. Each student will submit a diagnostic writing sample prior to the course. This diagnostic will help identify those students that may benefit from additional instruction. The faculty team and a USAWC writing coach will review the diagnostic writing samples and make themselves available for the duration of BSAP to assist students in improving their writing (no peer edits are authorized prior to the exam submission and faculty review).

b. Each module will require a written or oral final exam, and most include an evaluated oral presentation during the module. Evaluations are summarized at Appendix D. c. Students receive formal feedback at the end of each module. At the end of the course, each student will receive an Academic Evaluation Report. The faculty will identify the honor graduates (top 20%) and the distinguished honor graduate (top graduate) in each class at the end of the course. 9. LOCAL TRANSPORTATION. a. Harrisburg Airport is approximately 20 miles from Carlisle Barracks. Taxi services are available from the airport to Carlisle Barracks; anticipate a 20-25 minute drive. Harrisburg City Cab’s number is 717-948-5990. b. Carlisle Barracks is a small post and all facilities are within walking distance. Students will not need a POV to get to class; however, Carlisle borough and Cumberland County do not have a well-developed mass transportation network. Students who wish to travel in the local area may wish to bring a POV. For those sponsored by a command, you must request authorization from the command to pay for a rental car. c. In and around mileage will not be authorized. Students who drive their POV are reminded that the Army will only reimburse up to the cost of an airline ticket. 10. MEDICAL INFORMATION. a. Routine care is provided at the Dunham US Army Health Clinic (Building 450). Hours of operation are Monday-Wednesday, 0730-1630, Thursday, 0730-1200, and Friday 0730-1630. Appointments can be made by calling the Patient Appointment Line, 245-3400; The TRICARE Nurse Advice Line is available 24 hours a day, 7 days a week at 1-800-TRICARE (874-2273), Option 1. b. For medical emergencies, dial 911. Please note: Dunham US Army Health Clinic has no Emergency Room. Medical needs after hours should be sought at a civilian treatment facility, such as the Carlisle Regional Medical Center (717-249-1212). c. Students may bring a copy of their medical records and deliver it to the clinic during in processing, if they wish. If you have ongoing medical treatment requirements (e.g., occupational therapy (OT) or physical therapy (PT)), please contact the BSAP Director so he can place you in contact with the Managed Care Director and Dunham US Army Health Clinic, who can assist with ensuring continuity of care while you are attending BSAP. d. Reserve Component officers should update their DEERS status as appropriate for their time at BSAP. This will ensure there are no issues with TRICARE.

e. Army Substance Abuse Program (ASAP). If a student needs any assistance or continuing treatment from ASAP (those eligible include family members, DA employees, retirees and their beneficiaries), their office is located at 622 Wright Avenue (50 meters east of Collins Hall). Their hours are 0800-1630, and the phone numbers are: 717-245-4082 (treatment) or 717-245-3745 (ADCO). In confidence, the BSAP director supports any student seeking this support provided by the Army. 11. POST FACILITIES. a. Post Exchange. The Post Exchange (PX) (243-2463) is located in Bldg 844. Hours of operation are Monday-Saturday, 0900-1800 and Sunday, 1100-1700. b. Barber Shop. The Barber Shop (249-4958) is located in the Post Exchange complex, Bldg 844. Hours of operation are Monday-Friday, 0900-1700 and Saturday, 0900-1600. There is a Barber Shop Annex (245-3277, by appointment) in the basement of Root Hall, Room B06, which is open Monday-Thursday, 0730-1600 and Friday, 0730-1300. c. Class VI Store. The Post Exchange operates a Class VI section inside the exchange. d. Commissary. The Commissary (245-3105) is located in Bldg 851. Hours of operation are Tuesday through Saturday, 0900-1800 and Sunday, 1100-1600. The Commissary is closed on Mondays. e. Community Operations/Recreation Branch. 1) Reynolds Theater. The Reynolds Theater (245-4108) is located in Bldg 118. Movies are shown on Friday and Saturday, doors open at 1900 and movies start at 1930. 2) Gymnasium. The Carlisle Barracks Comprehensive Fitness Campus consists of the Thorpe Hall Fitness Center (Bldg. 23), Indian Field Fitness Center (Bldg. 119), Root Hall Gym (Bldg. 120), and the Senior Leadership Development and Resiliency (SLDR) offices (Bldg. 315). Physiologists at the SLDR office can assist with consultations on fitness, and free classes are available at the Thorpe Fitness Center. Carlisle Barracks MWR publishes a monthly schedule of classes. Thorpe Hall Fitness Center (Bldg. 23) hours are Monday-Friday, 0500-2030, Saturday, 0700-1700, Sunday, 0800-1700, and Holidays, 1000-1500. Indian Field Fitness Center (Bldg. 119) hours are the same as Thorpe Hall Fitness Center with the exception of Holidays, where it MAY be closed.

Root Hall Gym (Bldg. 120) hours are Monday-Friday, 0530-2030, Closed Saturday, Sunday and Holidays. 12. MISCELLANEOUS SERVICES. a. Check Cashing. A $300 maximum check cashing service is available in the Main Post Exchange. An Automated Teller Machine (ATM) is located in front of the PX. b. Laundry and Dry Cleaning. The Post Exchange Laundry and Dry Cleaning is located in Bldg 842 and has 3-day service (approximately). Hours are Monday-Friday, 0900-1730, Saturday, 0900-1500 and closed on Sundays. c. Copy and Facsimile (Fax) Machine. A copier designated for student use is located in the BSAP campus. This copier also has the ability to scan and fax documents. To receive a fax, use phone number Commercial (717) 245-3642. An incoming fax should include your name and “BSAP.” The fax will be placed in your distribution box; only transmission of official material is allowed. 13. INCOMING MESSAGES AND CONTACT POINTS. People desiring to contact you during duty hours Monday-Friday, 0730-1600, can reach you through the BSAP Administrative Office at (717) 245-3459. Messages will be forwarded to you as quickly as possible through email or your distribution box.

14. US ARMY WAR COLLEGE (USAWC) SECURITY POLICY. The USAWC security program is based on AR 380-5, Department of the Army Information Security Program Regulation, which includes DOD 5200.1-R. Security procedures at the USAWC are structured to provide appropriate protection for facilities and classified materials within the College without posing undue inhibitions on its academic endeavors. The Security Manager (245-3440) is located in the sub-basement of the Library, Root Hall. a. Personnel and Physical Security. A SECRET security clearance is required. During in-processing, BSAP students are issued a security identification badge, which is to be carried with you at all times when you are at the College. The security badge authorizes access to classified presentations and the USAWC Classified Library. It is your responsibility to protect your badge from unauthorized use. Your badge must be turned in during out-processing. 1) If the badge is forgotten, a temporary badge can be obtained from the Collins Hall Security Guard. Actual or suspected loss of the security badge must be reported immediately to the Security Manager. 2) Cameras, recording equipment, and radios are not permitted when classified discussions are underway or classified materials are displayed.

3) For Root Hall, after 1630, students, staff, faculty, and family members will sign in/out at the Security Desk in the Root Hall lobby. Visitors or guests must be escorted by a sponsoring student, staff, or faculty member during all non-duty hours. 4) Bliss Hall, Wil Washcoe Auditorium, seminar rooms, and study rooms are cleared for classified discussions through SECRET, with the following stipulations: (a) Clearances must be verified in advance by the Security Manager for all visitors or guests participating in lectures/discussions involving classified information. (b) No note taking is allowed during classified lectures. Private tape recording of lectures, seminar group sessions, and other official USAWC activities is prohibited. Privately owned cameras, recording equipment, or electronic transmitters of any type are prohibited in Bliss and Root Halls without the approval of the Security Manager. (c) During classified discussions in seminar rooms or study rooms, doors must be closed, telephones and televisions turned off, computers logged off, and only cleared personnel present. 5) Collins Hall, where the BSAP “campus” is located, is an accredited facility. Portable electronic devices are not allowed within the building (the exception is within the BSAP classroom – where the device’s wireless/cellular capability must be turned off). Lockers for cell phones and tablets are available on a space-available basis. Violations may result in administrative actions to include security clearance suspensions and reprimands, which could result in involuntary disenrollment from the course. b. Reference to Guest Lecturer's Remarks. The USAWC has a non-attribution policy. All guest speakers are assured that their remarks and opinions will not be published, quoted, or discussed outside the College without the express permission of the speaker. References to remarks of former speakers, when used, should be couched in such general terms as to conceal the identity of the speaker and the date on which the remarks were given. c. Classified Material Usage. When classified material is issued, storage can be arranged through the BSAP Faculty Team or the Security Manager. In the event you wish to forward releasable classified material to your home station (military address only), the USAWC Security Manager will accomplish forwarding. Classified waste can be shredded; please see the BSAP Faculty Team to coordinate the use of an appropriate shredder within Collins Hall – the BSAP campus has a shredder accredited for up to SECRET. d. Most computers in Collins Hall and Root Hall are approved for Unclassified but Sensitive Information only. See the USAWC Security Manager if classified automation is required.
