Section 1- Responsibilities and Objectives
Objectives- This pre-fire plan is to provide information and assistance for all parties involved in the suppression and safe evacuation in the event of wildfires located in the Deep Creek Ranch area of Morgan County, Utah.
This plan contains the location and notification procedures for any local personnel and equipment that may be needed during suppression and evacuation efforts on wildland fires in the Deep Creek Ranch area as well as statewide fire suppression resources.
Responsibilities-
Command Responsibilities-
1. First on scene will assume command as IC and set up command through Weber Dispatch until it is determined that other courses of action need to be taken, such as unified command or a higher order command structure.
2. Extended attack management will be done under a unified command structure lead by the appropriate level within the Incident Command Team Structure (Type 3, Type 2, Type 1,)
3. IC will make all tactical decisions (Done with life, safety, property protection and fiscal responsibility always in mind)
Fire Protection Responsibilities-
1. Initial attack response will be provided by the closest available wildland fire resource or as outlined in the 911 procedures for the associated jurisdictions.
2. Additional resources can and should be ordered through Weber Dispatch Center (801) 629-8221.
3. A Type 3 Interagency team is available for use in management of wildfire through the Northern Utah Interagency Fire Center (NUIFC) (801) 495-7600.
4. Additional resource needs will be ordered by the unified command structure through NUIFC, to include engines, aircraft, water tenders, hand crews, heavy equipment, logistics, etc. If additional resources are ordered, the NUIFC Dispatch Center will take control of the incident.
5. Fire Department personnel will engage as appropriate in wildland fire suppression activities and structure protection, with their primary responsibility being for life, structure, safety and protection.

6. County and state wildland resources will be responsible for wildland fire suppression efforts on state and private lands but will coordinate and work jointly with all suppression efforts.
Federal resources will be responsible for wildland fire suppression efforts on federal lands but will work jointly with all suppression resources.
Sheriff’s Department Responsibilities-
1. Establish and maintain perimeter road closures as determined by IC or the Sheriff’s Department.
2. First Officer on scene will check with IC, and then go to the predetermined access control point. This Officer will be in charge of documenting all incoming and outgoing traffic of both private citizens and the responders.
3. Morgan County Sheriff’s Office will assist with notification of evacuation in conjunction with the IC. Notification will contain information on which route to take to main gate and other safety information as provided by the IC. (No Officer will go beyond the safety perimeter without IC consent).
4. Sheriff’s Office may provide the Mobile Command Center and security to help support the Incident Command.
5. Provide security at the Helibase(s) and Dip Site(s) when deemed necessary by the IC or the Helibase manager.
6. Secure evacuated areas when directed by the IC.
Emergency Management Responsibilities-
Emergency Management serves as support to the IC.
1. Assist in ordering resources, personnel and equipment needed to complete incident tasks.
2. Provide personnel to help IC with documentation of incoming and outgoing personnel and equipment.
Emergency Medical Services Responsibilities-
1. EMS will stage an Ambulance, establish a first aid station and assist in the rehab station(s).
2. Ambulance Supervisor will provide a medical plan if requested by the IC.

Section 2- Fire Reporting Procedures
All fire will be reported to the Weber County Dispatch Office- Emergency (911) or Office (801) 629-8221
Dispatching and Notification Procedures-
When a wildland fire is reported, the county Fire Warden will be dispatched immediately and NUIFC notified. Depending on the size and location and incorporated or unincorporated fire area, the nearest volunteer fire department will be dispatched. Upon arrival and size-up by the first resource on scene, the incident commander may request additional personnel and equipment as needed.
If the county Fire Warden cannot be reached, the assistant Fire Warden will be dispatched. If neither can be reached, the local Fire Chief of the affected district will be dispatched. Also, one of the key personnel will be notified.
The area Duty Officer and the Northern Utah Interagency Fire Center will be notified of all fires within the county. They can be contacted to provide support for the following reasons:
1. The fire is either on or threatening federal land.
2. The county Fire Warden feels that the fire is becoming too large for the local resources to handle and/or the local resources are not adequate.
3. The fire is in an area containing or threatening high values at risk-requiring additional support beyond local means.
4. Any other deemed necessary.
Upon determining of ownership of affected properties and lands, the responsible parties shall be notified (i.e. United States Forest Service, Bureau of Land management, State of Utah, private land owner or Mayor of the incorporated or affected area). The Morgan County Council will be notified of any fires in and/or near county jurisdictions that may require significant expenditures to control.
