Director Updates

Police Station Security Upgrades

In 2013, the United States Secret Service and the Department of Homeland Security provided a physical security assessment for the Cedar Rapids Police Department. One of their recommendations was to upgrade the exterior security of the Police Station and better control access to limit both intentional and unintentional intrusion into secure areas where only authorized personnel should be allowed. As a result of these recommendations, the Police Department made multiple physical improvements to make the facility safer for the employees assigned there and those who visit to conduct official business. The Police Department also upgraded their security policies.

Beginning on Monday, May 13, the Police Department will begin a project involving new gates and fencing. The project should take approximately two weeks to finish (Inclement weather may alter the schedule).

The project includes the following:

New gates at the main entrance, employee entrance, and dock entrance.

Fencing and a secured walk gate will be installed between the main entrance and the building.

The addition of three-strand wire throughout the perimeter fencing around the main parking lot.

Access readers will be installed in police vehicles to provide easy access when entering the lot.

A new video and audio system will be installed at the front gate entrance.

The project is the continuation of the security upgrades that were recommended by the United States Secret Service and Department of Homeland Security.

Bike Share Ribbon Cutting

All our welcome to join us on Monday, May 13, 5:30 p.m. in Greene Square for a ribbon cutting and community bike ride celebrating the arrival of the city’s first bike share program featuring electric assist bikes. In celebration of National Bike Month, residents are invited to participate in a variety of bike friendly activities next week. A full schedule of events can be found on the City’s website: www.cityofcr.com/bikecr.

Traffic Signal Relocation on Edgewood Road

There will be a Public Hearing on the next council agenda regarding roadway improvements on Edgewood Road to improve safety, operations, and provide access for both new and existing development. A key component of the project is to relocate the traffic signal located at the south entrance (near Hy-Vee/McDonalds), and move them to the north entrance (near Zeppelins). The signal relocation is important to the success of the project for multiple reasons:

These roadway changes are necessary to accommodate and safely handle the anticipated traffic volumes now through the year 2040. The Highway 100 extension provides access to the largest of the 5 growth areas identified in EnvisionCR. City staff are collaborating with the development community to take advantage of this opportunity for new growth and economic activity in this portion of the City. We anticipate traffic volumes to significantly increase at this location because of the anticipated growth.

One key change is the relocation of the current traffic signal north of the interchange to a location closer to Blairs Ferry Road. The current intersection at the Fountains will remain open as an un-signalized intersection. This location will still be used by the majority of existing traffic to access the Fountains. The existing signal north of Highway 100 is too close to the interchange for drivers to safely cross lanes and complete their turns. Moving the signal will improve safety and allow drivers more space to travel to the relocated signal to complete their turns.

These roadway modifications provides equal and improved access to all of the property’s on both sides of Edgewood Road and improves the overall operation.

These roadway modifications take into account other needed improvements to Blairs Ferry Road, and the continued extension of Edgewood Road. Now is the time to make these improvements on Edgewood Rd, before the Edgewood Town Centre development and Fleet Farm construction are completed.

PW staff believe the signal relocation affords the best solution to improve safety and functionality on Edgewood Road to support future development.

SC Bodner Project

Staff will be bringing forward a Term Sheet for City Council’s consideration regarding a development on the “Banjo Block,” the property just east of the Library. We have been working with SC Bodner Company since later summer of last year on this project. The Developer has secured purchase agreements on the properties. The following is a summary of the project:

Minimum Investment: $32.3 million

Minimum Improvements: Construction of a new, 186,000 sq. ft. 5-story, mixed-use building and 68,000 sq. ft. parking garage.

184 residential, market rate apartments

120 1-bedroom apartments

50 2-bedroom apartments

6 3-bedroom apartments

8 2-bedroom, 2-story townhomes

Approximately 4,000 sq. ft. of amenity space – workout facility, bike shop & storage

1,000 sq. ft. first floor retail

Roof deck patio, and interior pool courtyard

4-story, 68,000 sq. ft. parking structure of approximately 222 spaces

This is a very high profile site in the community and compliments investments made by the City in the Library and Green Square Park. The Term Sheet which is being brought to the City Council for consideration outlines preliminary terms of a Development Agreement. Staff is recommending providing a net present value of $5,245,000 in annual reimbursement of 100% of the increased property taxes generated by the project for up to 20 years.

Ahmann Companies & REM Iowa Project

A resolution of support for a joint project between LTRI, LLC (Ahmann Companies) and REM Iowa is being presented to Council for consideration of financial incentives under the Community Benefit Program. The project involves two 8-unit housing projects on two

sites, one on 16th Avenue SW near Czech Village, the other on 33rd Avenue SW east of Edgewood Rd SW. The housing projects provide supportive housing for persons with intellectual and developmental disabilities. The following is a summary of the project:

$2 million total capital investment

Construction of a two, 4,632 sq. ft. residential buildings

8 bedrooms in each building

Commercial kitchen

Meeting area for families new

Creation of 6 new jobs

Staff is recommending the standard housing incentive of 10-year, 100% reimbursement of increased taxes generated by the improvements under the Community Benefit program based on an emerging need for the housing units.

Last week the answer to this question was: minimal organizational politics. This week, we will look at another indicator of

organizational health: clarity and consistency. In the video link below, Patrick Lencioni describes organizational health as

clarity which is created by repetitive messages. It is difficult for teams to be effective when team members are confused about

the priorities, decisions and their roles. To gauge your team’s progress, you can ask yourself a few question.

When several team members are asked the same question, do they provide the same response? Answering “Yes”

indicates organizational health.

Would all team members agree on the current top priority for your team and department? Answering “Yes” indicates

organizational health.

Do team members know what is happening in programs and responsibilities of team members? Answering “Yes”

indicates organizational health.

At the end of meetings, do all team members understand the final decisions and action steps for the topic discussed?

In order to join, you will need to have or create an account on Strava.com. Next, search clubs (under the Explore tab) for City of Cedar Rapids Employee Club and join! There are challenges, prizes for participants, and we occasionally have gatherings as well.

The City of Cedar Rapids is competing in the 2019 Corridor Corporate Games (CCG), a company based competition that offers 25 sports and events during June and July throughout the Cedar Rapids/Iowa City area. The purpose of the CCG is to promote physical activity and employee wellness, as well as cultivate and instill company pride.

We will be competing in Division 1 against other area companies and government organizations including Iowa City and Linn County. We earn points by participating, placing in events and volunteering. There are many ways you can help us win!

At the conclusion of the Games, the coveted Corporate Cup will be awarded to the winner of each division! Below is a list of the sports and events that will be offered:
