The official total enrollment in the district was 14,503.

The student demographics were as follows: 50.6% European American, 32.3% Hispanic, 5.5% African American,

3.2% Asian American, 2.8% Native American, 4.9% Multi-Racial and 0.5% Hawaiian/Pacific Islander.

The average K-8 daily attendance was 95.6%.

The average mobility rate was 13.0%.

17.2% of students were English Language Learners.

13.5% of students received special education services.

100% of classes were taught by highly qualified teachers.

60.7% of students were eligible for free and reduced lunches. Ten buildings in the district showed 60% or more of

its students being eligible for free and/or reduced lunches in 2016-17.

Over 95% of students were tested for Iowa Assessments.

100% of graduates took four years of English, and three or more years of math, science and social studies.

The Annual Progress Report details the progress made by the Sioux City Community School District in raising the level of

student achievement during the 2016-17 school year in the areas of reading, math and science.

Proficiency level is defined as the percent of students scoring in the proficient and advanced ranges. This report shows

achievement data for students in grades 3-8 and 11 as reported to the State of Iowa Department of Education.

District Long-Range Reading Goal:

All K-12 students will achieve at the proficient level in reading comprehension, prepared for success beyond high school.

The following indicators will measure district progress in achieving our reading goal:

1. Annually the District will analyze student data to determine the percent of students in grades 3-8 and 11 who

scored at the proficient level on the Iowa Assessments. All student scores at all of these grade levels will be

disaggregated by subgroups during analysis.

2. In grades PK-5, the District utilized IGDI and FAST assessments during the 2016-2017 school year. The IGDI

assessments were administered to all student in the District’s preschool programs. The FAST assessments were

administered to students in grades K-5. Both IDGI and FAST assessments were used as the universal screeners

for reading.

Annual Reading Improvement Goal:

The District will increase the percent of students performing at the proficient level on the Iowa Assessments Reading

Comprehension Test.

2016-2017 Annual Reading Goal was met.

The 2016-2017 Iowa Assessments data show that the percent of all students who achieved proficiency in reading

comprehension increased in grades 3-11 overall by 0.21%.

The District continues to address student learning needs through the consistent analysis of formative and summative

data which reflects instruction aligned to Iowa Core standards. Teachers use research-based strategies to engage

diverse learners and increase levels of proficiency on an ongoing basis.

This was the fourth year using FAST (Formative Assessment System for Teachers) data for our students in grades

K-5. Growth in Reading at the primary grades did occur. The district also utilizes Reading Recovery and Title I programs.

The district will continue to utilize FAST as the universal screener and progress monitoring tool. Diagnostic testing is

done to identify specific reading deficiencies of the low-achieving students in order to provide interventions for students

that are targeted to those deficiencies.

Teachers in the District also use the following tools to diagnose reading deficiencies:

Phonological Awareness Profile administered to K- 2 grade students

Rigby assessment is available for students in 1st-5th grades

DRA is available for students in 1st – 5th grades

FAST assessment began to be used as the universal screener for all students in grades TK-5 beginning September, 2013.

District Long-Range Mathematics Goal:

All K-12 students will achieve at the proficient level in mathematics, prepared for success beyond high school.

The following indicators will measure district progress in achieving our math goal:

1. Annually the district will analyze student data to determine the percent of students in grades 3-8 and 11 who

scored at the proficient level on the Iowa Assessments. All student scores at all of these grade levels will be

disaggregated by subgroups during analysis.

2. A district-developed assessment will be given at the end of the year. Scores will be analyzed to determine the

percent of students who are proficient.

Annual Mathematics Improvement Goal:

The district will increase the percent of students performing at the proficient level on the Iowa Assessments

Mathematics Test.

2016-2017 Annual Mathematics Goal was not met.

The 2016-2017 Iowa Assessments data show that the percent of all students who achieved proficiency in mathematics

decreased in grades 3-11 overall by 0.40%.

The district continues to address student learning needs through the consistent analysis of formative and summative

data which reflects instruction aligned to Iowa Core standards. Teachers use research-based strategies to engage

diverse learners and increase levels of proficiency on an ongoing basis.

The Mathematics end-of-year test is used by the Sioux City Community School District to reflect mastery of math skills at

each grade level. The test is given at the end of each quarter to show how many skills the student has mastered at that

time. By giving it at the end of each quarter, the teachers can determine what skills they need to re-teach in order to

reach mastery. The post-test reflects what they have mastered by the end of the year.

The data below reflects the percent of 3rd grade students district-wide who have reached 80% mastery on their math

grade-level skills. The test was given at the end of the 4th quarter, 2017.

The District dropout rate as reported by the state of Iowa in grades 7 through 12. A "dropout" is defined by the state as a school age

student who is served by a school district and enrolled in any grades seven through twelve and who does not attend school or
