Heritage Houses for Europe. Exchange & Innovate.
Heritage Houses for Europe is the first Pan-European Study on family-owned heritage houses. It
assesses their added value for Europe and identifies innovative business models.
Through this Study, we gained an improved bottom-up understanding of the socio-economic
contribution of these houses and how innovative models can support and help their sustainable
preservation. The ultimate goal was to strengthen their position within our society, by reinforcing their
owners’ skillset and capabilities, while also raising awareness of their value for European citizens and
society as a whole. This Study formulates policy recommendations on how the stakeholders can support
the sustainability of the sector in Europe. This project is an important first step and many more are
required to preserve our common cultural heritage across Europe.
This is a Preparatory Action of the European Parliament implemented by the European Commission.
This project was granted in July 2018 to the consortium European Landowners’ Organization, the
European Historic Houses Association and IDEA Consult.

Purpose of the Conference
Gathering 400 participants, the Conference will present the final Study, highlighting the key findings
and policy recommendations. It will also be the opportunity to give a voice to the various stakeholders:
policymakers, academics, owners & experts in the field of heritage, culture, innovation, and business
models.
The Conference will feature keynote speeches from high-level politicians, sessions presenting the
Study, but will also give opportunities for heritage house owners, notably from the next generation, to
share their experiences. The day will also provide numerous opportunities to network and meet
stakeholders, including start-ups developing tourism opportunities and digital tools, networks,
representatives of EU programmes, and craftsmen.

Heritage Houses: A key component of the European Landscape
Thierry de L’ESCAILLE, Secretary General of European Landowners’ Organization
Thierry de l’Escaille is board member in numerous organisations of national and EU
wide importance such as the RISE Foundation and the Royal Forestry Society. He is
president of Belgian real estate cultural heritage, and is a member of the
environmental committee of Foundation François Sommer (Paris). He has acquired
extensive experience in strategic management at EU level. On a personal side, he
runs an agricultural family farming enterprise with operations in Belgium, France,
and the Netherlands. He is also Secretary General of Friends of the Countryside.

Tibor NAVRACSICS, European Commissioner for Education, Culture, Youth and Sport
Before becoming Commissioner, Tibor Navracsics held ministerial posts in successive
Hungarian governments: as Deputy Prime Minister and Minister of Public
Administration and Justice from 2010 to 2014, then as Minister of Foreign Affairs and
Trade from June to September 2014. Tibor Navracsics was a member of the
Hungarian Parliament from 2006 until he became European Commissioner. He led
the Fidesz Group between 2006 and 2010.
Luca JAHIER, President of the European Economic and Social Committee (EESC)
Luca Jahier served as President of FOCSIV, the Italian Federation of non-
Governmental Organization for the International Voluntary Service, and he is the
founding member of the Italian Third Sector. He has previously worked with the CISV
and other Italian and European NGOs that are active in the field of international
cooperation. Luca Jahier is a former journalist and an international political analyst,
and has numerous years of experience in social advancement development
programmes in developing countries, mainly in Africa. He is also the former President
of the National Council of ACLI (2008-2012), a Christian association of Italian workers
and as been a member of the EESC since 2002.

Eveline DURINCK, Senior Consultant Competitiveness, Innovation & Cultural and
Creative Industries, IDEA Consult
Eveline Durinck has more than 10 years’ experience in applied policy research. She
has conducted multiple impact studies of programs and institutions such as the Social
Innovation Factory. In the last few years, she has concentrated her work on
stimulating cultural entrepreneurship and social innovation. She is a core research
team member in the study “Heritage Houses for Europe”, leading the socio-
economic impact analysis of family-owned heritage houses in Europe.

Erminia SCIACCHITANO, Policy Officer SNE- Culture/Heritage, economy of
culture, European Commission
Since 2014 she contributes to cultural heritage policy development and was
Chief Scientific Advisor of the European Year of Cultural Heritage 2018. Before
that, she held positions of Head of Unit for International Relations and Research
in the Italian Ministry for Cultural Heritage. She has extensive experience in
European policies and research on culture, heritage and landscape, with a focus
on social values, creative economy and regenerative management. She is an
Architect and holds a PhD in Historic Buildings Survey and a Master in European
Studies and International Negotiations.

Ben COWELL, Director General, Historic Houses Association (HH)
Prior to joining Historic Houses (UK), Ben Cowell was a regional director for the
National Trust in the East of England. He is also Deputy Chair of The Heritage
Alliance. HH represents 1,650 of the UK’s privately and charitably owned
historic houses, castles and gardens. It offers marketing services for those
houses that are open to public visiting, technical advisory services including
regional seminars and events for house owners.
Lejla HADZIC, Executive Director, Cultural Heritage without Borders, Albania
Lejla Hadzic is an Architect specialised in conservation and built heritage
management. Throughout her 15 years of engagement with cultural heritage
preservation in Western Balkans, she has been leading dozens of conservation
and cultural development projects both in post-war and transitional society
contexts of Western Balkans.
Christine VANHOUTTE, Economic Researcher, Flemish Organisation for
Immovable Heritage
Christine Vanhoutte has been working for the Flanders Heritage Agency since
2013 where she supervised and (co-)authored several economic studies in the
heritage field, among which a study on the price impact of heritage subsidies, a
hedonic pricing analysis, a Heritage Satellite Account, and a study on the
willingness-to-pay of citizens for the future and potential use of immovable
heritage.

Since the beginning of 1990 through K&DM, Jurgen Tack has been active in the
field of rural development including policy development, policy support,
benchmarking (EU level), scientific advice, project development, business model
and strategy development, marketing and communication in the field of
agricultural and rural development including services to rural estates (historic
estates, agriculture, forestry, nature).

After Graduated from EDHEC, Lancelot Guyot created the company “Tous Au
Château”. His purpose is simple: reconcile the public to cultural heritage with
authenticity and integrity in the aim to pass it to future generations. Lancelot
Guyot aims to develop original projects with healthy and sustainable
management of touristic sites to allow castles to continue into the XXIst century.
The company manages also the Castle of Saint Brisson sur Loire and the Castle of
Beaumesnil in Normandy.
Ph.D. Jan De MAERE, Flanderhof (RO)
Jan De MAERE restored his property thoroughly as a Bed & Breakfast with 10
guest-rooms. The residence has been the seat of the Count of Thalheim since the
XIVth century and in the XXIst century it belonged to the Bordon family, who
revendicated it. He has spent more than 50 years to acquire some
connoisseurship in Old Master paintings and critical opinion on quality in art.
Each year, since 2009, he organises a Transylvanian-Heritage Summer university
in Flanderhof. Art & Neuroscience: Contemporary art & the market are
addressed by some of the world’s best-known connoisseurs.
Simon de MERODE, Castle de Merode Westerlo (BE)
A graduate from VC, an Am College of VUB Brussels, with a bachelor’s degree in
business economics. After a few years as Junior Global Brand Manager of Leffe
& Hoegaarden at AB InBev in Leuven, Simon has taken on responsibility for the
Castle domain in Westerlo. He is now, among other things, Managing Director of
the VZW Vrienden van het Kasteel van Westerlo and producer of Historalia
Productions.

Isabelle De Voldere has over 20 years of work experience in advising governments
and organisations. In the last 10 years, she has developed a particular interest in
strengthening the competitiveness of professional actors in the cultural and creative
sectors, advising regional and European authorities, etc. She has a leading role in the
study “Heritage Houses for Europe” and is part of the research team that has been
writing it.
Delphine DUPEUX, Senior Policy Officer, European Historic Houses
Delphine Dupeux is specialised in legal and policy issues relating to housing, energy
efficiency, cultural heritage, biodiversity and land management. She drafted several
policy papers on taxation issues impacting historic houses owners as well as on the
adaptation of energy efficiency requirements in historic buildings. She coordinates
the project “Heritage Houses for Europe” on behalf of the European Historic Houses.

Sneška QUAEDVLIEG MIHAILOVIĆ, Secretary General, Europa Nostra
Sneška Quaedvlieg Mihailovic has contributed to many European and international
committees and networks, most recently to the “European Heritage Alliance 3.3.”
and the “New Narrative for Europe”. She cooperates with the EU institutions, the
Council of Europe, the UN, UNESCO and other international and European
governmental and non-governmental bodies on heritage matters. She has played a
most active role in promoting the European Year of Cultural Heritage in 2018.

Babette Winter is a chemist and a German politician who has been a member of the
SPD since 1989 and a former member of the European Parliament. She is also
Member of the Board of the Prussian Cultural Heritage Foundation as well as a Board
member of Cultural Foundation of the German Federal States

Dr Kieran McCARTHY, Member of the European Committee of the Regions
Kieran McCARTHY is an elected member of Cork City Council and an Irish delegate
member of the European Committee of the Regions (COR). He holds membership
of the Commission for Social Policy, Education, Employment, Research and Culture
(SEDEC) and has personal interests in heritage and culture, informal and formal
education, and lifelong learning. For the past twenty years, he has written a weekly
heritage column in the Cork Independent ‘Our City Our Town’.
Dr Dana BELDIMAN KARLSONS, Owner of Rumene Manor, Latvia; Founder of the
Latvian Private Historic Houses Association
Dana Beldiman is a member of the Executive Committee of European Historic Houses
and has been instrumental in founding the Latvian Private Historic Houses
Association. During her time with European Historic Houses, she has become
involved with various policy aspects relating to the ownership of private historic
houses. Together with her husband, Justs Karlsons, she owns a formerly Baltic-
German estate established in 1334, today situated in Latvia.
CONCLUSIONS
Tamas SZUCS, Director for Culture and Creativity, DG Education and Culture,
European Commission
Prior to that position, Tamas Szucs was the Head of Representation of the European
Commission in Hungary, Director for Strategy in DG COMM, and Head of Cabinet for
two Commissioners in the Prodi and Barroso Commissions. As a diplomat he was the
coordinator of Hungary’s Accession Negotiations and its first "Antici" official. He is
the author and editor of several books and specialist publications on European
integration. He studied law, political science and aesthetics in Budapest and Oxford.
Alfonso PALLAVICINI, Executive President, European Historic Houses
Alfonso Pallavicini is a true European: he was born in Italy into a Hungarian-Italian
family, lived in Austria and France, and currently lives in Belgium with his family. After
a long career in Investment Banking, he left BNP Paribas as Head of Europe and then
moved into private equity to Belgium and Luxembourg. He serves on several boards
as a non-executive director. Alfonso Pallavicini does not only own a historic house
but has helped in restructuring and reviewing different private heritage houses`
business models.

NEXT-GEN: LEARNINGS FROM YOUNG OWNERS

William CARTWRIGHT-HIGNETT, Partner at Iford Manor, Next-Generation
Coordinator & Vice President, European Historic Houses
Following three years developing the UK NextGen program for Historic Houses in
2013, William Cartwright-Hignett was charged by the European Historic Houses
with developing a NextGen program more widely across Europe. Over the past five
years, he has built a network of NextGen groups at a national level, established key
relationships with high-level advisors, and organised international conferences,
sharing of best practice and innovation in the management of historic houses.

Paolo MARIGLIANO CARACCIOLO, Owner of Palazzo Marigliano, Italy
Paolo Marigliano Caracciolo is the owner-manager of Palazzo Marigliano, a XVIth
century palace located in the historic center of Naples (Italy). Since he started
managing the property, he has carried out several real estate projects such as the
development of a retail court with artisans and workshops of the Neapolitan
tradition (ex. "Ospedale delle Bambole"), opening a boutique hotel where each
suite is named after one of his ancestors and organized events with prime
corporate players such as Netflix and Lavazza. His next challenge is the opening of
a multimedia museum of the urbanistic history of Naples which will be named
"Welcome to Naples".
Leopoldo MORENO DE LA COVA, Owner of Palacio Portocarrero, Spain
Leopoldo Moreno de la Cova is 24 years old and currently working on a
cryptocurrency platform called Bisq and is golf professional playing on the Alps
Tour. Graduating with a Bachelor of Business Management at the University Loyola
in Chicago, Leopoldo de La Cova is a member of the Jesuit Honor Society Alpha
Sigma Nu.

François & Birgit de BOISSEZON, Historic house owner-manager, Domaine de Miravel
François & Birgit de Boissezon are the owners of an ancient miller and guest house
which has been restored to XXIst century standards to welcome groups of 12-36
persons for holidays or training, seminars and workshops (professional retreats,
music, yoga, nature and health, hiking etc.). They care for people, heritage and
nature and conduct activities according to sustainable development principles.
Domaine de Miravel carries labels of the Regional Nature Park and of the Green Key.
Jakob LEIDEKKER, Historic house manager, Hoge Veluwe National Park
Jakob Leidekker is head of operations at the Hoge Veluwe National Park since 2004.
De Hoge Veluwe Park attracts over 600.000 visitors annually. They have to constantly
balance the interests, between humans and animals, between culture and nature. It
is a subtle and fascinating responsibility. Jakob also leads the Snapshot Hoge Veluwe
project, which studies wild animals in the park.
Ghislain d’URSEL, former President of European Historic Houses, Historic house
owner-manager, Hex
Ghislain d’Ursel is owner of Hex Castle, which has been in the same family for 250
years. In the last 40 years, the family has developed several activities in order to
make it financially sustainable, but with respect for its privacy and for the exceptional
heritage and environmental value of the estate. There is an increasing demand for
visiting and sharing cultural and gardening experiences. Therefore, they organise
plants shows, children’s activities, cultural events, walking trails, etc. very much
appreciated by the local population as well as by visitors across the borders.

Stands with various funding opportunities
Creative Europe is the European Commission’s framework program for support
to the culture and audiovisual sectors. It aims to enable the sectors to reach their
economic potential, contributing to sustainable growth, jobs, and social
cohesion. It also contributes to safeguarding cultural and linguistic diversity.
Erasmus+ is the EU's program to support education, training, youth and sport in
Europe. Its budget of €14.7 billion will provide opportunities for over 4 million
Europeans to study, train, and gain experience abroad.
The European Agricultural Fund for Rural Development (EAFRD) is the funding
instrument of the second pillar of the EU’s Common Agricultural Policy (CAP) and
it is one of the European Structural and Investment Funds (ESIF). The EAFRD aims
at strengthening the EU’s agriculture, agri-food and forestry sectors, as well as
rural areas in general.
Dartagnans is a start-up which became rapidly one of the leading firms involved
in the preservation of cultural heritage in France. The crowdfunding platform is
exclusively dedicated to the conservation of heritage, art and culture. Their
ambition? Help the actors of the cultural and artistic sector to have access to
finance through digitalisation and to guide them to modernise the historical
approach.

A Private View of Italy and Europe encourages guests to appreciate the life of historic
palaces and villas and allows them to discover the inaccessible treasures that are
hidden behind closed doors, organizing luncheons, dinners and taking care also of any
aspect of the tours. Inspired by the XVIIIth century Grand Tour, art historian Stefano
Aluffi-Pentini founded A Private View of Italy and Europe in 1996.
Patrivia was founded in 2016 by two heritage lovers. It is a platform to discover, plan
and book all your cultural visits throughout France and Belgium. Gathering
monuments and cultural sites, public or private and open to the visitors. Patrivia
participates in the promotion of heritage by giving it increased visibility and allowing
visitors to buy their tickets online.
Histovery accompanies you in the digital transition of your cultural site. Their
ambition: to revolutionize the visitor experience. The HistoPad, their augmented visit
solution, enables the general public to rediscover the wealth of cultural heritage via
interactive technologies which are spectacular and accessible to all, in perfect
compliance with scientific and historical knowledge.
Bienvenue au Château, is an association of over 100 family chateaux in France with
29 years of experience in providing accommodation (B&B). The aim of the association
is to help protect and enhance family châteaux, manor houses and historic homes in
France through the provision of accommodation for paying guests, with a personal
touch. They are currently working with Hidden Ireland (hiddenireland.com) and
Kastelen, historische Buitenplaatsen en Landgoederen (sKBL.nl) to develop the B&B
sector in family properties across the European Union.
The Welcoming Estates Website was created to encourage members of the Historic
Houses Associations and Friends of the Countryside to display their European estate
on an attractive, informative and user-friendly website. This allows estates to open
up and market their facilities to a targeted audience and so bring life to the
countryside and contribute to the income of the estate.
2/ Working with Craftsmen & Artists
Mad’In Europe uses digital innovation to connect European professionals in the
areas of cultural heritage conservation-restoration and fine crafts, to raise
awareness about the value of their know-how and to encourage the transmission
of skills to future generations. Its portal https://madineurope.eu is connecting
more than 1,800 European professionals to an international audience made of
architects, historic houses owners, designers, private consumers, etc.
Le Dimore del Quartetto enhances young professional string quartets and historic
houses in a sharing economy. When quartets have concerts or classes far from their
homes, they are hosted in historic houses in exchange for concerts. They also
organise tailor-made private concerts and touristic itineraries linking concerts and
experiences in historic houses.

3/ Creating Synergies among projects & organisations
Innocastle: Historic houses and estates have the potential to stimulate
development and innovation within European regions. However, this requires a
shift in governance and support. Innocastle aims to improve four European policy
instruments which directly affect these domains in order to turn them into drivers
for employment, education and improve quality of life. The partnership of
Innocastle consists of four European regions and one knowledge partner, the
National Trust.
Erfgoed & Visie is an architecture and consultancy firm active in the restoration
sector. They support clients in the supervision of a restoration or in the process of
your restoration and / or the process of repurposing buildings. They have an
extensive experience in creating historical and technical studies and also in
managing plans for the architectural aspects of your property. Landmax is a
consultancy firm for forest and nature management. While Erfgoed & Visie takes
care of the architectural part, Landmax focuses on research and management of
all landscape aspects of your domain.
Artists in Architecture: Re-Activating Modern European Houses is an
interdisciplinary project that is based on the idea that temporary use through
artistic interventions in cultural heritage buildings is an essential method to
evaluate a future conservation or restoration approach. It also defines future uses
for the reactivation of an essential component of European cultural heritage.
European Family Businesses promotes the growth and continuity of family
businesses in Europe, through a European project based on freedom, shared
values, the rule of law, prosperity and social justice. EFB was created in 1997 and
is the EU federation of national associations representing long-term family-owned
enterprises.
The European Landowners’ Organization (ELO), created in 1972, is a unique
federation of national and regional associations from the 28 EU Member States and
beyond, which represents the interests of landowners, land managers and rural
entrepreneurs at the European political level.
The European Historic Houses (EHH) is a European federation of 24 national
associations representing the interests of private owners of historic houses and
gardens to the European institutions.

Who are we?
European Landowners’ Organization (ELO)
ELO is a unique federation of national associations
which represents the interests of landowners, land and
forest managers and rural entrepreneurs at the
European level. Its goal is to defend and promote rural
development, cultural landscape preservation,
sustainable estate management, natural heritage
promotion, protection of the environment, renewable
energies and responsible use of natural resources.
European Historic Houses Association (EHH)
The European Historic Houses Association is a European
federation of 24 national associations representing the
interests of private owners of historic houses and
gardens to the European institutions. Its aims also cover
acting as a platform sharing best-practices among our
members, building networks of owners of historic
houses, and raising awareness on the important
contribution of owners of historic houses to the
preservation of our common heritage.
