Governor Jay Inslee Tuesday announced his ap-pointments to head the departments of Transporta-tion, Revenue and Financial Institutions as well as his choice of a new General Counsel.

Inslee appointed Lynn Peterson to serve as Secretary of the Washing-ton State Department of Transpor-tation. Peterson, a former highway engineer, currently serves as the Sus-tainable Communities and Transpor-tation Advisor to Oregon Governor John Kitzhaber.

"We need an innovative approach to xing a transportation network that is outdated and hampering our economic growth," said Inslee. "Lynn has the experience, creativity and leadership skills to help Washington build a transportation system for the 21st century. And we'll do that in a way that more ef ciently moves people and goods and reduces carbon emissions."

Peterson helped manage several of Oregon's statewide transportation initiatives including the Willamette Valley Passenger Rail Plan, Kitzhaber's 10-year Energy Action Plan including Oregon's por-tion of the Electric Highway from B.C. to Baja and acceleration of commercial eet turnover to alterna-tive fuels, and more.

"I am honored to have served Governor Kitzhaber and the citizens of Oregon," said Peterson. "Togeth-er, we have made signi cant progress leveraging

more investment for Oregon communities to meet their economic, social and environmental goals with less revenue. These values hold true for all citizens in the Northwest. I am pleased to be joining Gov-

ernor Inslee's Cabinet to help meet his desire to ef ciently and cost-effectively build safe and healthy communities ev-erywhere in the State of Washington."

Paula Hammond, the current Secre-tary of WSDOT, is retiring after nearly six years as head of the department.

"Paula has done valuable work at WS-DOT," said Inslee. "Her leadership has made it possible for us to move forward on some of our state's most signi cant projects, from the Alaskan Way Viaduct and SR 520 to intelligent transportation systems and incident response. She de-serves our thanks and appreciation."

Inslee appointed bank executive Car-ol Kobuke Nelson to lead the Department of Rev-enue.

Nelson has more than 25 years of executive ex-perience in the banking sector, including at Bank of America, Cascade Financial Corporation and Opus Bank. For ve consecutive years she was named one of the nation's "25 Most Powerful Women and Wom-en to Watch in Banking."

"Carol's record speaks for itself," said Inslee. "She has demonstrated dynamic leadership that is evi-dent in the bottom lines of the banks she's worked for and has been widely recognized for creating a positive corporate culture with high morale."

Scott Jarvis was reappointed as Director of the Department of Financial Institutions where he has served since 2005. DFI is responsible for regulating Washington's nancial service providers including banks, credit unions, the state's securities industry, and other lenders.

Jarvis has used his more than 35 years of nan-cial regulatory experience to ably lead DFI through this deep recession which so severely impacted Washington residents, homeowners, small business-es and the nancial industries that serve them. At the same time, DFI continued vigorously enforcing Washington State laws against predatory lenders, and perpetrators of nancial fraud and abuse who prey on our residents.

"Scott has been a very effective leader in a very complex industry," said Inslee. "Scott is highly re-spected by the industries he regulates as an effec-tive, knowledgeable, resourceful and fair regulator who understands the Washington nancial indus-tries environment and the critical contributions state-based nancial institutions bring to our com-munities."

Inslee also announced that he is appointing Nich-olas Brown to be his new General Counsel, provid-ing legal counsel to the Of ce of the Governor.

Brown currently works for the U.S. Attorney's Of- ce as an Assistant U.S. Attorney in the Terrorist & Violent Crimes Division. An experienced trial attor-ney, Brown has extensive practice trying rearms cases, violent crimes, and offenses arising from local Indian Reservations. Brown previously worked as a JAG attorney for the U.S. Army, which included a year of service in Iraq in 2005. He earned his J.D. at Harvard Law School.

"Nick is taking on one of the most important jobs in my of ce," said Inslee. "His legal skills and exper-tise are impressive. He'll be an outstanding addition to our team."

Posted online Tues., Feb. 19File Photo By Todd Matthews, EditorPierce County property tax statements that

were mailed last week are missing the county's return address on the payment stubs, of cials at the Pierce County Assessor-Treasurer's Of- ce announced Tuesday.

The envelopes provided with the property tax statements are imprinted with a bar code that directs envelopes to the correct address, said Pierce County Assessor-Treasurer Mike Lonergan (pictured). However, Lonergan rec-ommends taking the extra step of writing in the following address above the small window on the envelope: P.O. Box 11621, Tacoma, WA 98411-6621. The correct mailing address can also be found on the back of the payment stub under 'Payment Options By Mail.'

"We apologize for any confusion this may have caused," said Lonergan. "This was a print-ing error by a vendor, and we are checking our processes to make sure this does not happen again."

Taxpayers who have questions can call the Assessor-Treasurer's customer service line at (253) 798-6111.

The annual tax statements were mailed on Feb. 15 to 184,000 residents and business own-ers. The remainder of tax bills go to mortgage holders, so those property owners can look on-line at piercecountywa.org/atr (click on "Parcel and Sales Search") to see the taxes due for 2013. There are a total of 330,000 taxable parcels in Pierce County.

Most residents will see their property taxes level with last year or slightly reduced, based on tax rates and special levies imposed by about 100 taxing districts in Pierce County. Increases will be more common in the Frank-lin Pierce School District due to a new Capi-tal Projects Levy passed by the voters, and in DuPont, Edgewood and Key Peninsula, which experienced changes in school and re district levies. New this year is a countywide ood control tax of 10 cents per thousand dollars of property value.

The rst-half payment of property taxes is due by April 30, with the second half to be paid by October 31, 2013.

Posted online Tues., Feb. 19The Tacoma Public Library hopes to ll

the cupboards at local food banks this month by offering library patrons who have incurred overdue nes to pay off those debts by donating non-perishable food items.

The 'Food For Fines' food drive begins to-day at all eight library locations and continues through March 2. According to library of cials, for every three non-perishables items a patron donates, the library will reduce their overdue nes by $10, without a limit to the total amount waived. All food items donated will be delivered to a neighborhood food bank.

"We hope that this program will encourage people to return overdue items and clear their library records, while having the opportunity to donate food to help people in their community rather than just pay fees." explained librarian Rhonda Kristoff, coordinator of the two-week program.

The library is unable to accept rusty or unla-beled cans, perishable items (fruits, vegetables and raw meat), alcoholic beverages or mixes, opened or used items, home-canned and home-made items, and items within 30 days of their expiration date. Donations can only be applied to overdue nes. Donations cannot be used to pay for lost or damaged items. "There's no limit to how much food a patron can donate, and food donations are welcome even if a patron has no nes," added Kristoff.

More information is available by telephon-ing the library at (253) 292-2001.
