A project cornerstone is the 5,500-square-foot Point Defiance Regional Treatment Facility, an innovative water treatment system designed to improve Puget Sound water quality. The facility features a series of six cascading pools that will channel runoff from streets and properties as far south as North 30th Street. Currently, polluted stormwater from the 754- acre watershed flows untreated before it spills into the Sound near Point Defiance Marina. That will change this winter, when the new facility is finished. "You should see water moving through the system every time it rains," said City of Tacoma engineer Jes- sica Knickerbocker. According to Knickerbocker, City of Tacoma and Metro Parks Tacoma officials began to explore the idea of building a treatment facility on park land four years ago in anticipation of changes along the waterfront. Knickerbocker researched sev- eral options, and the City received grant funding from the Washington State Department of Ecology. "As far as we know, it's never been done at this scale," added Metro Parks Tacoma capitol projects manager Roger Stanton. The first phase of the project will also create a larg- er vehicle/trailer parking area, an elevated walkway linking Ruston Way to Point Defiance Park, and a new 11-acre park on the peninsula. During construction, Point Defiance Park visitors may encounter occasional traffic disruptions caused by dirt-hauling trucks. According to City of Tacoma and Metro Parks Tacoma officials, the equivalent of about 150 dirt-hauling trucks per day will be working in the area this summer and fall, moving 100,000 cu- bic yards of dirt. Visitors may see construction work- ers flagging traffic to help get trucks in and out of the site. Additionally, the project will reduce some of the parking area near the Pearl Street entrance, to the east of the ferry road. Most of the space is used for boat trailer parking in the summer. Directional signs will be used when possible to help people trying to use the lots. As the stormwater facility and several related projects advance, parking arrangements will be re- vised. Metro Parks Tacoma has contacted boating and fishing groups, will provide fliers with parking sugges- tions, and will reach out to park visitors in other ways, according to City of Tacoma and Metro Parks Tacoma officials. The work is part of Destination Point Defiance, a broad and long-term initiative that will create a new aquarium and environmental learning center at Point Defiance Zoo & Aquarium, viewpoint upgrades, and more improvements for Point Defiance Park. A project cornerstone is the 5,500-square-foot Point De� ance Regional Treatment Facility, an innovative water treatment system designed to improve Puget Sound water quality. The facility features a series of six cascading pools that will channel runoff from streets and properties as far south as North 30th Street. Currently, polluted stormwater from the 754-acre watershed � ows untreated before it spills into the Sound near Point De� ance Marina. Local transit agencies participating in the Puget Sound region's ORCA smart card system have teamed up to launch a Regional Day Pass program, Sound Transit officials announced July 1.

As a result, two new pass products can be add-ed to an ORCA card: an $8 Regional Day Pass for adult riders valid for unlimited rides on services with fares up to $3.50; and a $4 Regional Day Pass for ORCA Regional Reduced Fare Permit (RRFP) cardholders (seniors and riders with dis-abilities) valid for unlimited rides on services with fares up to $1.75. At this time, there is no youth or low-income day pass product.

If the fare value of the Regional Day Pass ($3.50 adult, $1.75 RRFP) is less than the fare for the service, the rider can pay a fare upgrade using E-purse stored on the ORCA card or with cash on buses. Those who don't already have ORCA cards can purchase them at $5 for an adult card or $3 for seniors (65+) or riders with disabilities. Regional Day Passes are accepted on bus, light rail, commuter rail, streetcar, and foot ferry services operated by Community Tran-sit, Everett Transit, King County Metro, Kitsap Transit, Pierce Transit, and Sound Transit. As with the current ORCA PugetPass, the ORCA Regional Day Pass is not valid for fare payment

on Washington State Ferries service.The new options are intended to make it easi-

er for tourists and visitors to use transit while in town, according to Sound Transit officials. Local residents can also purchase day passes, which are available where ORCA cards are sold and re-valued. The launch of a permanent day pass pro-gram follows a pilot project conducted in 2014 (see "ORCA Card: New day pass aims to serve regional visitors," Tacoma Daily Index, April 7, 2014).

The lead agency has made a prelimi- nary determination that this proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This decision was

made after review of an environmental checklist and other information on file with the lead agency. This information is available to the public upon request. This Preliminary Determination of Non- significance (DNS) is issued under WAC 197-11-340(2). Comments must be submitted by 5:00 p.m. on July 22, 2015. The Responsible Official will re- consider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are like- ly, withdraw the DNS. Unless modified by the City, this determination will be- come final on July 29, 2015. There is no administrative appeal for this de- termination.
