The original bridge (pictured)—located east of Roy, along 288th Street South and just east of 48th Avenue South—was built in 1954, carried approximately 1,675 vehicles per day, was made of creosote-treated timber beams covered by concrete planks, and was supported by concrete abutments on spread footings. The bridge was closed on Mon., July 13 (see "Pierce County to replace Lacamas Creek Bridge," Tacoma Daily Index, July 1, 2015), and a 7.5-mile detour took motorists along 40th Avenue South, Tisch Road South, and 72nd Avenue South while construc- tion was under way. The new bridge is a pre- cast concrete slab with paved shoulders. The ap- proaches to the bridge were also reconstructed, and erosion control measures were installed. "The [original] bridge was not designed to accommodate modern vehicle loads and vol- umes," said Pierce County Public Works bridge engineering supervisor Kraig Shaner, who also noted maintenance needs were increasing as the original bridge aged. "The replacement was needed to accommodate modern vehicle loads and volumes, as well as address the increasing maintenance needs of an aging bridge. The re- placement removed all deficiencies and makes passage over Lacamas Creek more dependable for the traveling public." The contractor for the project was Zemek Construction. The construction cost was ap- proximately $840,600. The project was funded with $672,480 in Federal Highway Bridge Pro- gram (HBP) Replacement Funds and $168,120 in County Road Funds. The original bridge (pictured)—located east of Roy, along 288th Street South and just east of 48th Avenue South—was built in 1954, carried approximately 1,675 vehicles per day, was made of creosote-treated timber beams covered by concrete planks, and was supported by concrete abutments on spread footings. The bridge was closed on Mon., July 13 (see "Pierce County to replace Lacamas Creek Bridge," Tacoma Daily Index, July 1, 2015), and a 7.5-mile detour took motorists along 40th Avenue South, Tisch Road South, and 72nd Avenue South while construc-tion was under way. The proposal would amend the Ta- coma Municipal Code, by removing Section 13.06.521 M Billboards and subsections in 13.06.521 N pertain- ing to non-conforming billboard signs and amortization and adding new Sec- tion 13.06.523 Billboards. The sign- age use table in Section 13.06.522 will be modified to delete billboard signs. The new regulations create an exchange program in which new bill- boards would be allowed in certain ar- eas in exchange for removing non-con- forming billboards. The regulations will expand the areas where billboards would be allowed, reduce some devel- opment standards, incentivize remov- als from certain sensitive areas, and require removal or correction of all non-conforming billboards within 5 years.

has made a preliminary determination that this project does not have a prob- able significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This deci- sion was made after review of an envi- ronmental checklist and other infor- mation on file with the lead agency. This information is available to the public upon request. This Preliminary Determination of Nonsignificance (DNS) is issued under WAC 197-11- 340(2). Comments must be submitted by 5:00 p.m. on October 9, 2015. The Responsible Official will reconsider the DNS based on timely comments and may retain, modify, or, if significant ad- verse impacts are likely, withdraw the DNS. Unless modified by the City, this determination will become final on Oc- tober 16, 2015. There is no adminis- trative appeal for this determination. Appeals must be filed in conjunction with appeals of the adopted amend- ments to the Growth Management Hearings Board; appeals shall be tak- en in accordance with procedures and l imitat ions set for th in RCW 43.21C.075 and WAC 242-02.
