1. GENERAL DESCRIPTION OF THE PROJECT AND SURVEY AREAS

1. The Government of Vietnam has requested the Asian Development Bank (ADB) to finance a project for constructing two major bridges across the Mekong River at Cao Lanh and Vam Cong in southern Vietnam with access roads and an interconnecting road.

2. The Central Mekong Delta Region Connectivity Project is located in the southern section of the Ho Chi Minh Highway in the Mekong Delta Region, connecting Dong Thap province with An Giang and Can Tho provinces via two main bridges and interconnecting roads. The project originates from connection point of HCM road at Tan Kieu commune, Thap Muoi district, Dong Thap province, crosses the Tien River via the Cao Lanh bridge, continues southwest to meet National Highway No.80 at Lap Vo Town, crosses the Hau River via the Vam Cong bridge, and then extends to the provincial border between Can Tho and An Giang provinces. The project connects with National Highway No.91 and includes the Long Xuyen bypass ending at a connection with provincial road 943 in An Giang province.

3. The project includes six components, in which, there are two main bridges as mentioned above. The lengths of components are as follows:

4. An important activity in the Project Preparation Technical Assistance (PPTA) is basing on the basic design that has been approved to evaluate and consider the current train the future Which are socio-economic impacts on the local people? The survey data will be an important basis for effective and exact detailed design in the next steps of the project.

5. The scope of this survey includes approximately 27 km in length (including the components 1,2,3 of the project) from An Binh Commune in Cao Lanh district, Dong Thap province to 5 communes in Lap Vo districts and Vinh Trinh commune in Vinh Thanh districts and Thoi Thuan Ward in Thot Not district, Can Tho City.

2. THE REQUIRED SCOPE OF THE SURVEY AND ASSESSMENT

2.1. The scope of required work

6 – Based on design documents and technical solutions in the design, especially the layout of the work items (see Appendix 1) that are provided with the survey group.

7 - The survey group had held the meetings with the related offices as Project management unit (PMU) and local authorities to agree on job requirements, contents and schedule for the group discussions with most of the government representatives, organizations and individuals in the affected communes (those who understand and take an important role in the locality).

8. In the meetings, the survey group had presented the work items arrangement of the project on supplied maps and engineering design. Together with the local officers, discuss and assess negative and positive impacts of the project. Listen to feedbacks from participants on the transport road project, particularly highways, at a certain level, which will make it difficult for traveling of the local people where new roads will be built as well as in production and life. The negative impact will make it difficult to access social services and livelihood of the local people.

9. Receive comments and recommendations raised by participants to minimize the negative impacts and give recommendations if any. 10. Based on investigation of these impacts, the comments will be considered in the design and propose necessary solutions to have a suitable technical design and bring the most benefit from this project. 11. Visit, observe, collect information on bridges, roads, culverts, interchanges ... of the Trung Luong highway project and the Can Tho Bridge which will have been applied and resolved for this project.

2.2. Approach and Methodology

Participation of the group discussions includes the local officers, social organizations, teachers and village leaders who are living in the affected area and understand about the local to conduct a discussion focusing on selected issues. In the meetings, the contents of discussion have been prepared in advance, including the introduction of issues, questions and interview on the theme and in-depth discussion on those topics, aiming to collect the necessary information.

12. The group discussion in the communes is an opportunity to understand the impacts of new road to the daily life of the affected communities and provide solutions that can be used for the detailed design. (See Appendix 4: Photos of Group Discussion at the locality). 13. This approach is to use knowledge of participants who were invited to discuss (the community leaders and representatives of organizations). They were deeply understanding about what will be affected by projects in their localities, and raise their opinions. These recommendations will be considered in the design to bring beneficial effects to the community that is affected much by the project. 14. Invite the representatives of the community taking part in the group discussions to share their ideas after listening to the design of project at their locality on the design places such as bridges, roads after the project is built and ... the current transport system and directions of the local people to the public works such as markets, schools, hospitals, buildings and places of worship ... to find a reasonable and irrational ideas of design and discussion of each locality in each specific location on the map. 15. To conduct the meetings, it is necessary to work with the District People’s Committee (DPC) and Commune People’s Committee (CPC) to unify the schedule and location of the group discussions in districts as Cao Lanh district, Cao Lanh city, Lap Vo district, Thot Not district, and My Thanh district. 16. After summarizing all comments at the group discussions in the affected communes, the survey group had presented this summary to DPC and PPC to review and give completed opinions.

3. SURVEY RESULTS

3.1.1 An Binh Commune In An Binh commune, there

is a major intersection connecting Highway 30 to Component 1 of the project, Dinh Chung bridge at km 0 + 334 over Highway 30, H = 4.75m.

In this connection, the arrangement is suitable with actual requirements.

Highly consistent with design.

Intersection and access road to NH 30

In the intersection area, there are hundred of households; therefore, a connection should be arranged in the residential area to the connection system to the bridge that is convenient for traveling of the local people.

(i) connection of the households in intersection area should not be built, which connects directly to bridge and project road leading to insecurity. (ii) The households in this area also connect to Highway 30 through the current road system.

Design 02 pipe culverts

Propose to set up communication in Dau canal, so that the local people can transport agricultural materials and products.

(iii) it is not necessary to build underpass on Dau canal on two roads to the bridge because in fact, the local people has less demand of traveling and transport (meet the demand for traveling of 100 households in An Dinh).

The local people can transport by local road. Based on assessment of the local officers, the number of transportation means by road in Dau canal occupies 70% of transportation by canoe or boat (only 30%).

Ward No. 03 There are 2 overpass

bridges in Ward No.3: Dinh Chung Bridge at Km 0+334 overpassing Highway 30 and Cao LanhRiver, Linh Son Bridge crossing Cai Sao River and public roads on two sides of the river

On Linh Son Bridge, the height should be H = 4m to 4.5m, because as the planning in the future, there will have sewage treatment station with it’s area of 6 hectares and a park in Cao Lanh city, so that the traffic and vehicles volume will increase.

It should not be adjusted based on this proposal.

It should not be adjusted based on this proposal because: After execution of the project, there are also two underpasses of Dinh Chung and Linh Son bridge with H=4,75m, which guarantees the transportation. Linh Son with H=2,75m can meet the demand of people. The means of transport with high capacity can use Dinh Chung Bridge.

3.2 Cao LanhCity

3.2.1 TinhThoi Commune In TinhThoi commune,

there are three overpass bridges, including Linh Son Bridge with H = 2.75m connecting to Ward No.03 , TinhThoi bridge is at km 2 +423 with H = 4.5m; Cao Lanh Bridge is at km 4 +965; Two overpass bridges crossing irrigation ditch system, including Ban Khem Bridge at km 1+510 km and RachMieu Bridge at km 3+751 , a toll station, and the existing transportation system with administration room of toll station.

TinhThoi commune is being planned into a new rural commune to develop economic and ecology tourism; therefore, connections should be set up there to facilitate the traveling of the local people and develop economy.

Based on the current design, there is also connection of the transport system to the project at the toll station; however, it only meets the demand of the right side, directs to Cao Lanh Bridge and travels to Can Tho, there is not road from Cao Lanh Bridge to Cao Lanh city.

The project will run through the residential area of TinhThoi commune, the project design should study and arrange public roads to guarantee the traveling demand

The connection position of TinhThoi commune is quite important, not only guarantees the connection of the people, but also supports the transport of Cao Lanh city and nearby areas.

According to the planning of the province, after the project and Cao Lanh bridge have been completed, TinhThoi commune will be key traffic position to organize traffic for the centre of Cao Lanh city and make it convenient for integration of networks of the Northern of Tien River, the project is very essential for the local people.

of the local people.

3.3 Lap Vo District

3.3.1 Tan My commune In Tan My commune, there

are 3 overpass bridges, including Cao Lanh bridge at km 4 +965 crossing Tien River and provincial road 848, Tan My overpass bridge crossing provincial road 849, a Tan My interchange connecting with Provincial Road 849, by this interchange, it will guarantee the connection of the existing road system.

People's Committee (CPC) will expand and upgrade Chua Can canal, build a school next to crossroads of Chua Can canal –Tham Than canal and Provincial Road 849. Thus, the number of students and people is very crowded. Now, there are about 600 people traveling from Tan Trong Hamlet to Rach Chua canal road and Provincial Road 849 daily. Propose that it should have an underpass for the truck with its capacity of 3,5T-5T that can transport goods for production, business and traveling of the local people.

Opinion on underpass on Chua Can canal (km 6+450) should be consulted and considered.

Reason for this proposal is:” CPC is going to widen and upgrade the access road to Can Pagoda, newly build school nearby crossroad of Can Pagoda, Tham Than ditch and provincial 849. Thus, the number of students and local people travel on this road will increase. Currently, local people travel from inner-Ap Tan travel on Can Pagoda road and provincial road of 849 with capacity of 600 times/day. - It is necessary to build an underground culvert at Chua Can canal (km 6 +450) which can meet the demand of the vehicles with the loading capacity of 3.5 to 5 tons and agricultural machines. The reason for this proposal is that: " In the next time,

to road 849 to link to highway.

Overpass bridge crossing irrigation canal at km 8 +033,

- Location of Overpass Bridge on canal at km 8 + 033 (agreed with the design).

3.3.2 My An Hung B Commune My An Hung B commune

prepares to construct four bridges over land including Thay Lam bridge at km 8 +620, H = 2.7m connecting My An Hung B commune with Tan My commune; Đat Set bridge at km 11 +460; with a reformed canal which connects Muong Lon channel with MuongTieu Lon channel.

Thay Lam canal is a district road connecting two provincial roads 848 and 849, therefore traffic capacity through it is very heavy. The height of 2.7m is quite low, it is recommended to raise the height to 3m.

Muong Lon bridge at km 10 +199 H = 2.7m

It is proposed to build an extra- bridge at Muong Lon canal or move the brigde at MuongTieu canal to Muong Lon canal.

- According to the design, bridges are only built at MuongTieu Lon channel while Muong Lon channel is the place of main transportation for agriculture; it is therefore necessary to build a bridge at Muong Lon so as to facilitate the transportation of agricultural products for farmers. The transporting capacity at Muong Lon canal is bigger than that at MuongTieu Lon canal (Boats carrying rice through Muong Lon canal often travel with about 50 tons) while there are

less boats traveling through MuongTieu Lon canal. In terms of demands and traffic capacity, Muong Lon is much more important than MuongTieu Lon; therefore a bridge should be built at Muong Lon canal.

A local underground culvert at km 12+550

A local culvert built at Km 12 +550 is adequate, however, to facilitate travel and maximum exploit the usefulness of the underground culvert, it is necessary to construct a public road system on two sides to satisfy people’s traveling demands.

XangMuc bridge connecting BinhThanhTrung commune at km 14 +104

XangMuc Bridge is appropriately built.

3.3.3 BinhThanhTrung commune

BinhThanhTrung commune prepares to construct four bridges over land including XangMuc bridge at km 14+104 H = 2.7m connecting to My An Hưng B commune, Tan Binh bridge at km 15+827, H = 3.5m; channel bridge 2-9 km 17+325 H = 2.7m; Lap Vo bridge at km 18+728, H= 4.75m.

All the channels must have sewers to ensure water supply and silt accumulation for agriculture, rapid drainage during high water periods. (Tu Chat and Ut Dam ditch are two ditches which let out alum). If water is not through, alum will be stagnant affecting agricultural production. These two ditches are recommended to have sewer systems (1 -> 1.5 m diameter) ensuring water allowance for agricultural development. The area is about 245 ha.

The bridge over the channel should be raised the height from 2.7 m to 3m and 3.5 m to 4m to handle well for the

upgrading of the road cover in the future and take precaution when there are very high water periods such as flood peak in 2000 so as to facilitate traveling of boats at the peak time.

There is no design for location of access road to Resettlement site of North Sang river- Lap Vo.

Currently in the area of commune, the road leading to the resettlement area in the North of Sang River – Lap Vo (12m wide) running parallel with Lap Vo channel is under construction. The current design of the project does not have any bridge or underground culvert at this position; it is proposed to add so that traveling demands in the future can be met.

The designing of the project should pay special attention to the path leading to the resettlement area in the North of Sang River - Lap Vo. It is ideal to have an agreement with local authorities about the arrangement of the project design in order that the project design is suitable with local planning.

3.3.4 BinhThanh commune

BinhThanh commune intend to build 3 bridges over land including the bridge across 80 national road and Lap Vo river at km 18+728, H= 4.75m; Lap Vo bridge across the local road and Lap Vo irrigation ditch at km 19+730 H = 2.7m; 1 double-decked sewer at km 20+237 4.5x 2.7m; 4.5x2.0

BinhThanh has a bridge across over National Road 80. An intersection with National Road 80 should be made for easy travel and traffic safety. In 2015 Lap Vo will become a town accompanied with the development of industrial zones and the increase of population density. Therefore, the traffic is very heavy especially at the intersections and the road junctions.

It is recommended to design road junctions and a suitable intersection with National Road 80 to form population

centers, serving the objectives of economic development and easy travel. The bridge over Lap Vo irrigation ditch and a double-decked sewer in the area are agreed upon.

KenhRanh bridge at km 21+435, H = 2.7m connecting to Dinh An Commune

It is recommended that the bridge over Ranh channel and the local road on two banks of the channel should be 3 m high or more instead of H = 2.7m because this is both waterway transporting system and over land transporting system of the people.

It is required to review this section because the capacity of commuters in this section is crowded.

3.3.5 Dinh An Commune

DinhAn has an important intersection connecting with National Road 54 and 3 bridges over land which are: the bridge over OngHanh bridge over the local road and OngHanh ditch at km 22+036, H= 2.7m, XepCụt bridge at km 23+248 H = 3.2m, Vam Cong bridge at km 25+315 over Hau river towards Can Tho.

At the junction between Vam Cong Bridge and the commune, how is the issue of water allowance for residents living along two project roadsides resolved? When connecting roads which fill in irrigation ditches are made, the field in An Hoa hamlet will not have any irrigation ditches for agricultural production. Therefore, it is necessary to have a suitable solution otherwise 30 ha of land for agricultural production in the region of bridge will not have any production, the residential area will be flooded.

Design consultants arranged Irrigation culverts at this section.

CaiHoa ditch has been a circulation point for goods, vehicles and the place serving agriculture for farmers in the commune. Therefore it is very necessary to have an overpass with the height and width large enough for vehicles, boats to travel easily in order to satisfy people’s traveling

No need to buid bridge at CaiHoa ditch.

demands and agricultural production.

A bridge at CaiHoa ditch should be built because if they build a sewer, boats cannot travel through, water navigation between CaiHoa ditch and OngHanh and Lap Vo channel will have many difficulties.

Ranh channel at km 21+435, H = 2.7m connecting with BinhThanh Commune,

The bridge over Ranh channel serves the needs of traveling of two communes BinhThanhvaDinhAn with big traffic capacity. This bridge is also responsible for water allowance instead of CaiHoa ditch through the channel improvement. Officials in two communes both said that the height of Ranh channel at km 21 +435 km, H = 2.7m is low, they suggest raising the height to 3m for trucks and people traveling easily, serving the development of local economy.

Ranh channel fulfills the functions of CaiHoa ditch. It does not need to build bridges at CaiHoa ditch but the project design should be studied carefully in combination with local recommendations to have the optimum design.

At the intersection and the road leading to Vam Cong Bridge should also be paid special attention. The range of influence and impact of the project at this location is quite much. The connection point is at heavily populated areas, local traffic systems and drainage systems

source of water supply for agricultural production of farmers. Also, it is hoped to have a local road for people easily traveling in production as well as in daily life.

The overpass through Nga Chua channel requires the height of 4.5m so that 10 ton trucks can get through easily because it is the road which connects communes and there are a lot of people, students and workers travel by. The local farmers carrying machines for agricultural production also regularly come and go here.

It is proposed that Bridge No. 1 and No. 2 must have tunnels so that people can travel conveniently in production and daily life because they are local roads for local residents. These two channels serve the agricultural production of ThoiBinh and ThoiThanh hamlet with about 80 hectares of agricultural land. Therefore, The project management unit should kindly have a suitable project design plan for sewer so as farmers not to be affected.

Can Tho city because in the project area there was an expected expansion of Thot Not industrial park. Therefore it is very necessary to coordinate and have an agreement for suitable design.

Not industrial park nearby so the height of the bridge from the girder must be ensured (4.5 m) to serve the production and people activities.

3.5 VinhThanh District

3.5.1 Vinh Trinh commune In Vinh Trinh commune, the

bridge at Nga Chua channel at km 28 +134, H = 3.2m is built to connect with ThoiThuan Ward and the intersection at Lo junction

at 28 +600 km (in the hamlet of Vinh Long) links the component project 4 (Thot Not bypass and Long Xuyen city) with the highway to RachSoi, KienGiang.

road systems along two sides serve the traffic movements among four communes: Vinh Trinh, ThoiThuan, VinhBinh and Thuan An Ward with thousands of people traveling each day. The total population of 4 wards and communes above is over 70 thousand people, the number of people going through RachNga Chua accounts for about 50% of total population (equivalent with about 35 thousand people). Students from VinhBinh, Vinh Trinh communes going to ThoiThuan primary and secondary school near National Road 80 will pass through under construction works with about 600 coming turns, 1000 students and workers traveling at rush hours. Therefore, it is necessary to have measures, feasible plan to ensure the safety for students. It also needs to ensure the safety of people who use machines and gather materials for the construction of the project.

It is recommended to arrange a new intersection which is suitable to connect with the existing local traffic system.

It is recommended the project management unit and design consultants pay attention to the irrigation ditch system which is in parallel or cross the highway, making sure the layout of ditch systems or drainage systems remain their status before so that people can cultivate normally.

3.6. The meeting of Can Tho City People’s Committee

- The meeting was chaired by the Vice Chairman of Can Tho City People’s Committee and came to conclusion as follows:

- The height of the Rach Chua bridge needs to be taken into consideration again because in the future 2 roadsides of Vam Cong Bridge (near the toll gate) will be set up the industrial zone. Therefore Rach Chua bridge will be the link between two industrial zones. These industrial zones after being set up will need to be connected with the highway system as well as the main bypass in Thot Not district and the main bypass in Long Xuyen City.

- The aperture of two bridges no. 1 and no. 2 should be taken into account again for matching with the irrigation and transportation system and serving agricultural production in the project area.

- It is proposed that the project management unit should discuss carefully with relevant departments of Can Tho city, particularly work in details with the project management unit of Thot Not industrial zone to come to an agreement in the connection and distribution location of project works.

3.7. The meeting of Đong Thap City People’s Committee

The meeting is just a discussion with the Chief of the Provincial People's Committee Secretariat of Dong Thap because the province is focusing on some big events in the region.

After discussion, the representative of Dong Thap Provincial People's Committee agreed with the opinions given by the communes.

The representative of Provincial People's Committee expected that the design unit will come to an agreement with related agencies such as Department of Agriculture and Rural Development, Department of Transportation, Department of Construction and Department of Planning and Investment... to make a deal, agreement before detailed design and construction.

4. CONCLUSION AND RECOMMENDATIONS

1. The study of social impact of the “Central Mekong Delta Region Connectivity Project” to the community carried at 10 communes in 5 districts of Dong Thap province and Can Tho City has completed.

2. Through the centralized meetings with the representatives from affected villages, opinions given by local people have been acknowledged. These opinions were gathered in the report by the research group. They can be seen as the feedbacks of the local people on the basic design.

3. PMU and design consulting units can conduct a research, make references so that the step of detail design may be applied to the design to ensure technical standards and in accordance with local practice, improving the usefulness of the works in the process of exploitation and use.

4. In this study, the opinions of local representatives are about the evaluation of the impact of the project in the view of society rather than the technical evaluation. These opinions should also be studied and discussed again with specialized agencies and local authorities by design consulting units to add and complete the detailed design.

5. Through research and discussions with local people, the project area in some regions has had planning, industrial zones or residential areas. (Cao Lanh city makes planning of

parks and ecotourism; Lap Vo district, Binh Thanh Trung commune makes planning of population in Thoi Thuan ward, Thot Not district; Can Tho City has planning of expanding Thot Not Industrial Park ...) The agreement between the PMU, design consultants and local authorities is necessary and important to ensure a complete design and suitability with the real life.

6. The project mainly operates in the agricultural area (rice fields); therefore it’s necessary to review a number of sensitive positions in the production of farmers, specially paying much attention to irrigation systems, alum wash to serve agricultural production.

7. The project, at the connection points and residential areas, will be crucial locations in daily life and economic development for the regions. The coordination with the local, the adhesion between design and planning of the region will have a positive impact to promote exchanges, enhance economic development and raise the quality of the construction.
