Return to Work Task Force Members
50 days ago, the Texas Association of Business (TAB) assembled over 25+ business leaders, human resource executives, medical and mental health experts, legal, governmental, and consulting experts, researchers and survey experts to engage in dialog to discuss ways to gather data and to capture best in class information to assist and help Texas employers work with and communicate with their employees during the Covid-19 Pandemic as they began the effort to return to work or to continue to work remote based on State of Texas guidance to re-engage in the economy. Out of this effort, The TAB Texas Return To Work Task Force was created to address an array of issues facing Texas employers and employees alike to include: Legal; Workplace Considerations; Work Safety and Health; Workforce Planning; Leader Resources; and Employee Resources.
As the TAB RTW Task Force gathered momentum and focused clarity, the Task Force continued to grow to over 30 members. Collaborative alliances took root with well-respected entities as the Texas Economic Development Council (TEDC), Texas Chamber of Commerce Executives (TCCE), and the North Texas Commission (NTC) along with expert support from non-profit USTomorrow and its partners Polco (a digital research and engagement platform) and National Research Center. As of today, a growing list of other Texas economic development stakeholders continue to come together in a show of support to launch the Texas Return to Work Initiative, a direct response to meet employer and employee needs during the COVID-19 crisis.
The Texas RTW Initiative includes a new open-source employer resource guide and a first-of-its-kind series of statewide employer surveys that will be launched to foster a common understanding of the impact COVID-19 is having on business and the Texas economy.
From the onset, the overall purpose of this initiative was to source, capture and provide vital information for employers and employees alike to help them better communicate needs and expectations and to help navigate a plethora of issues and concerns brought about by the challenges faced due to the Covid-19 Pandemic. Both the Return to Work Resource Guide and the Return to Work Employer Survey Series was created with the intent to both serve as a compliment to the findings of the Governor’s Strike Force to Open Texas and the findings of the Lt. Governor’s Texans Back To Work Task force and to help capture and establish common perspectives of the overall landscape, assess and leverage available resources, and develop effective and sustained response to local, regional, and statewide return to work challenges.
It is with these thoughts that we would like to invite you and any other participants you feel comfortable in sharing these resources with to join with us in taking an active part in this important work and response to COVID-19’s impact on Texas business, the Texas economy, and Texans period. It is easy to join in this initiative by partnering with us to provide your feedback and your help in getting these resources into the hands of as many Texas employers as possible.

Work Share Program
Employees whose hours are reduced by a stan-dard amount between 10 – 40% can receive a corresponding percentage of their unemploy-ment benefits if certain conditions are met. Their income each week would be higher than it would be with total UI benefits. For details, see the information on the TWC website at https://twc.texas.gov/businesses/shared-work. Slip Shifts
Minimize adverse impact on employees – promote work / personal life balance and keep the personal needs of employees in mind, such as child care and school responsibilities. Under DOL and court guidelines, to minimize the risk of idle time between shift segments being considered compensable under the FLSA, the break between shifts should be at least one hour, should be clearly communicated to the employee before the break, and the employer should make it clear to the employee that the employee is fully relieved of duties during the time between shift segments.
