Definitions
a. “Taleem Sab Kay Liay Project” abbreviation is TSKL.
b. “Literacy Service Provider” abbreviation is LSP. LSP is an organization which will be
selected by TSKL for providing trainings to residents of Punjab
c. “Agreement” means the Agreement signed by the Taleem Sab Kay Liay Project (TSKL)
and the Service Provider along with all the attached documents thereto.
d. “Client” means Taleem Sab Kay Liay project.
e. “Day” means calendar day.
f. “Government” means the Government of the Punjab and all its associated departments,
agencies, autonomous/semiautonomous bodies, local Governments, boards, universities
and similar other organizations.
g. “Instructions to Service Providers” means the document which provides shortlisted
bidders with all information needed to prepare their Proposals.
h. “Bidding Document” means document submitted by service provider
i. “Management Staff” includes higher management reporting directly to head of the
organisation of the bidder.
j. “Proposal” means the Technical and the Financial Proposal to be submitted by bidder.
k. ‘’Technical proposal’’ to be submitted by the bidder as shown in Annexure 3 in this tender
document.
l. “Financial Proposal” to be submitted by the bidder as shown in Annexure 4 in this Tender
Document.

Introduction of Project
The main objective of Taleem Sab Kay Liay (TSKL) is to reach out & help illiterate people,
especially women to read and write, and put them on the path to Self-reliance. The essential
goals are to equip learners with essential life skills for personal and community development,
build the capacity of the community for income generation and self-reliance, enable
beneficiaries and their families to attain improved living conditions and a better quality of life,
to provide equitable and adequate access to literacy education to youth and adult women
and men, build a culture of lifelong learning among adult learners and empower marginalised
and vulnerable groups in society to participate fully as partners in development. The ultimate
goal is to increase literacy rate in Pakistan, especially of women in rural areas.
Adult Literacy Program (ALP) Basic Information to Bidder
ALC activity, as supra, outsourcing may be to public or private organisations having
requisite wherewithal to impart adult literacy to adult illiterates.
Outsourcing shall be as per PPRA Rules.
Proposed criteria for qualification in ‘technical bid’ as per PPRA Rules
Bidding may be done District wise in all 36 districts.
There shall be 01 cycle (4 months) for instant activity.
In this cycle number of adult illiterates to be made literate shall be 100 per District.
Prospective learner’s age group is 20 – 50 years.
Process:
(a) Applicant successful in bidding process (service provider) shall submit a list of 100
prospective learners along with their names, parentage / marital status, residential
addresses & CNIC numbers (absolutely compulsory) and a signed certificate that all
prospective learners are illiterates;
(b) Prospective learners shall be verified from NADRA. In case same is not available in
20 days project may utilise other verification methods like from the project literacy staff of
literacy and NFBE department.
(c) In case of non-verification of prospective learner(s) his/her name shall stand deleted
from said list & service provider shall immediately provide suitable substitute(s);
(d) In case more than 30% prospective learners fail verification then instant bid shall be
declared void & its security of Rs. 2,000/- shall be forfeited;
(e) After verification service provider shall be given 04 months to make literate the said
learners (benchmarks to be notified by L&NFBE Department);
(f) Advance mobilisation of funds, to the maximum extent of 10% of bid value, shall be
permissible but strictly subject to timely availability of funds via advance drawl from
Finance Department, Government of Punjab & AG Office, Punjab. Non-availability of
advance mobilisation of funds shall in no case, whatsoever, become an excuse of non-
performance or delayed performance by service provider;

(g) No intervention / support of any kind shall be given from project / L&NFBE Department
during this period of 04 months. Service provider has to compulsorily execute the needful
on own resources;
(h) After end of 04-05 month period project / L&NFBE Department shall examine learners
via NTS Government of Pakistan (preferable) or by Non-Formal Assessment &
Examination Cell (NFAEC);
(i) Based on examination results, service provider shall be paid for every successful
learner as per accepted bid provisions;
(j) Service provider must ensure that at least 70% of learners clear said examination
otherwise final payment will be stopped;
(k) Other modalities shall be decided / executed, as per project exigencies, by L&NFBE
Department;
(l) Data of successful learners shall be maintained.
Qualification Criteria for Technical Proposal
(1) Nature of Organisation
a. Any public or private organisation.
b. Organisation must have a valid registration as per any relevant Law [Act(s) /
Ordinance(s), Rule(s) and Government Notifications etc.] of past 02 years standing.
c. Organisation must be able to impart basic literacy (basic reading, writing & numeracy;
benchmarks to be given by L&NFBE Department) to adult illiterates.
d. Organisations must be able to contractually engage with L&NFBE Department for
imparting basic literacy to adult illiterates.
e. Organisations may include: (a) government autonomous bodies, authorities,
commissions, universities, institutions etc. (b) private universities, colleges, schools,
madrassas etc. (c) International cum domestic non-governmental organisations and (d)
others like trusts, companies, firms, cooperatives, societies, consortiums/joint
ventures/partnerships etc.
(2) Financial Particulars
(For private organisations only and not for government organisations)
Documentation
a. National Tax Number (NTN).
b. Income Tax Statement for last 01 year.
c. Bank statements, from scheduled banks, for last 02 years.
d. Audit reports, from recognised audit firms, for last 02 years.
Resource Mobilisation
a. Evidence of funds mobilisation, via philanthropy or donors etc., to tune of
Rs.50, 000/- in past 01 year.
b. Recommendation letter / positive evaluation report (specific to adult literacy & less
than 06 months old) from a UN donor agency or a bilateral international donor agency
engaging with Government shall carry added weight.

(a) Extent of presence
Logistics, human resource and transport facilities availability in concerned District
(preferable) or Human resource & transport facilities availability in concerned District and
presence of logistics, human resource & transport facilities in 02 other Districts of concerned
Division.

a. 01 teacher trainer, at least B.Ed., residing in District concerned, full time engaged by
organisation for last 01 year and imparting adult literacy.
b. 02 community mobilisers, at least intermediate, residing in District concerned, full time
engaged and fielded in concerned communities by organisation.
c. Organisations engaging at least 02 adult literacy teacher (at least intermediate &
residing in District concerned), full time, for last 01 year shall be given added weight.
(d) Instruction Resources
a. Availability of 01 blackboard and 01 floor mat / seating furniture.
b. Access to learner materials e.g. textbooks, copies and slates.

(4) Experience
a. Making 150 adult illiterates literate in past 02 years along with record of terminal
assessment / examination of beneficiaries.
b. Training of 05 adult literacy teachers in concerned District.
c. Organisations having self-produced & self-published adult literacy learner material
(adult literacy textbook or adult literacy teacher training manual or adult literacy teacher
guide) shall be given additional weight.
■ Above criteria is a minimum requisites. Preference shall be given to organisations with
expanded resources / experience.
■ Details encompassing (i) names, (ii) ages, (iii) parentages / marital particulars, (iv)
residential addresses, (v) CNIC numbers and (vi) copies of qualifications (where applicable)
etc. of all concerned i.e. executives, employees & beneficiaries must be provided.
■ Attested copies of documentation / data concerning (i) registration(s), (ii) financial
requisites cum flows, (iii) work flows, (iv) organisational resources, (v) experience and (vi)
others – all as supra - must be provided.
Instructions to Bidders
This document contains all the information pertinent to our solicitation, and must govern the
preparation and submission of proposals. The definitions, instructions and technical &
financial forms to be filled by bidder for the assignment are annexed with this tender
document. Proposals must be submitted by the deadline, completed on the formats provided
by Taleem Sab Kay Liay (TSKL) Project, with supporting documents, according to the
guidelines given in the document titled Instructions to Bidders. The proposals will be
evaluated by a Bid Evaluation Committee (BEC) nominated by TSKL. The selection of
bidders will be according to PPRA Rule 38(2) (a), 2014 (latest amended), single stage two
envelop bidding procedure.
1. Solicitation Document
1.1 Contents
The bidder is expected to examine all instructions, general conditions, forms and terms
contained in the Tender Document and its annexures. Failure to comply with instructions will
be at the bidder’s risk and may affect the evaluation of the tender document. Proposals that
do not comprehensively address the scope of work and requirements will be rejected. Inability
to comply with the corresponding instructions, general conditions of contract and terms may
lead rejection of proposal.
2. Preparation of Proposal
2.1 Language of the proposal
The proposals prepared by the bidders and all correspondence and documents relating to
the proposal exchanged between the bidders and procuring agency i.e. Taleem Sab Kay Liay
Project hereinafter mentioned as TSKL shall be in writing and in English Language.

2.2 Proposal currency
All prices shall be quoted in Pak Rupees (PKR) and all payments will be made in PKR.
2.3 Period of validity of proposal
Proposals shall remain valid for 180 calendar days after the date of submission as provided
in the bidding document. In exceptional circumstances, TSKL may solicit the bidder’s consent
to an extension of the period of validity without any material changes in the bidding document.
2.4 Supporting Documents
While preparing the Technical Proposal, the bidding firm must give particular attention to the
instructions and should understand that the claimed experience, without provision of
documentary evidence will not be considered.
2.5 Proposal documents
The bidding document with serial number should comprise of following:
2.5.1 The Technical Proposal Documents:
(1) Bidder’s eligibility requirements, in accordance with Form A
(2) Bidder’s organizational profile, in accordance with Form B
(3) Bidder’s experience profile, in accordance with Form C
This should detail the capability and experience of delivering the Adult Literacy services
specified in the Technical Evaluation Criteria.
(4) Human Resource Information, in accordance with Form D
(5) Curriculum Vitae (CV) for proposed staff for ALP, in accordance with Form E
Human Resource proposed by the Bidder for the project (including updated CVs of
individuals involved in management and project implementation) in accordance with
Form D and Form E.
(6) Duly signed declaration and Cover Letter for submission of technical proposal by
authorised signature on Company letter Head.
(7) Document Checklist.
2.5.2 The Financial Proposal Document:
The Bidder shall indicate the price of the Adult Literacy services it proposes to provide in
the respective district of the Punjab for which the bidder is submitting the bid (Form F
Financial Proposal). The Financial Proposal should provide per learner cost inclusive all
taxes related to the scope of work. It is the responsibility of the Bidder to ensure that all
information detailed in this clause is contained in the submitted Financial Proposal.
NOTE: Technical proposal should not contain any financial information. Cost and financial
estimates need to be provided in a separate sealed envelope clearly indicating Financial
Proposal. Non-compliance will lead to rejection of the proposal.

2.6 Taxes
The quoted costs should be inclusive of all applicable (direct & indirect) taxes. The financial
bid shall be considered inclusive of all taxes.
2.7 Format and signing of proposal
The proposal shall contain no interlineal, erasures, or overwriting, except, as necessary to
correct errors made by the bidder, in which case such corrections shall be initialled by bidder’s
authorised Person.
3. Submission, Receipt, and Opening of Proposals
3.1 The original proposal shall contain no interlineal or overwriting. All pages of the
proposals (Technical & Financial) must be numbered. Submission letters for both
Technical and Financial Proposals should respectively be in the attached format in
separate envelopes.
3.2 The Organization Head (bidder) or an authorized representative on his/her behalf shall
initial all pages of the original Technical and Financial Proposals. In case of latter, an
authorization shall be provided which shall be in the form of a written power of attorney
accompanying the Proposal or in any other form demonstrating that the representative
has been duly authorized to sign.
3.3 The Technical Proposal shall be placed in a sealed envelope clearly marked
“TECHNICAL PROPOSAL”. Similarly, the Financial Proposals shall be placed in sealed
envelopes clearly marked “FINANCIAL PROPOSAL” followed by the name of the bid
“ALP– OUTSOURCING” with a warning “DO NOT OPEN WITH THE TECHNICAL
PROPOSAL”. The envelopes containing the Technical and Financial Proposals shall
be placed into an outer envelope and sealed. This outer envelope shall bear the
submission address and title of the bid. If the Financial Proposals are not submitted in
separate sealed envelopes duly marked as indicated above, this will constitute grounds
for declaring the Proposals Ineligible. The name of the district should be clearly
mentioned on all the envelopes for which bid is submitted. Use separate bidding
document for each district.
3.7 The Proposals must be sent to the address indicated in the bidding document clause
(16) and received not later than the time and the date indicated in the advertisement, or
any extension to this date in accordance with these instructions.
3.8 Any proposal received by this office after the deadline for submission shall be returned
unopened.
3.9 The Technical Proposal shall open thirty minutes after the deadline for their submission.
The envelopes with the Financial Proposal shall remain sealed and securely stored in
the custody of Client.

4. Proposal Evaluation
4.1 The bidders should not contact the Client on any matter related to its Technical and/or
Financial Proposal during the evaluation process of bids. Any effort by the bidder to
influence the Client in the examination, evaluation, ranking of Proposals, and
recommendation for award of Agreement may result in the rejection of the bidder’s
Proposal. However the Client may contact the bidder for seeking clarification of any
aspect of technical proposal or demand any missing information.
4.2 Evaluators of Technical Proposals shall have no access to the Financial Proposals until
the technical evaluation is concluded.
5. Evaluation of Technical Proposals
During the technical evaluation no amendments in the proposals shall be permitted. The
evaluation committee shall evaluate the Technical Proposals on the basis of their
responsiveness in the technical bid forms A to E. Each responsive Proposal will be given
a technical score according to criteria mentioned at Annexure (1). A Proposal shall be
rejected at this stage if it does not respond to important aspects of the tender document
and particularly the eligibility criteria or if it fails to achieve the minimum qualifying
technical score indicated in the Evaluation Criteria.
6. Financial Proposals
6.1 After the evaluation and approval of the technical proposals, TSKL shall open the
financial proposals of the accepted and technically qualified bids, publically at a time,
date and venue announced and communicated to the bidders in advance, within the bid
validity period.
6.2 After the technical evaluation is completed, the Client shall inform the bidders, who have
submitted proposals, the technical scores obtained by their Technical Proposals and
shall notify those whose Proposals did not meet the minimum qualifying score or were
considered non responsive, that their Financial Proposals will be returned unopened
after completing the selection process. The Client shall simultaneously notify in writing
bidders that have secured the minimum qualifying technical score, the date, time and
location for opening the Financial Proposals.
6.3 Before opening of financial bid, technical score of qualified bidder shall be read aloud
during financial bid opening session. Financial Proposals shall be opened in the
presence of the bidders representatives who wish to attend.
6.4 The Evaluation Committee will correct any computational errors. When correcting
computational errors, in case of discrepancy between a partial amount and the total
amount, or between word and figures, the formers will prevail.

6.5 Single stage two envelopes bidding procedure shall be used for such services and the
bids are to be evaluated on technical and financial grounds.
7. Availability of Professional Staff / Experts
The successful bidder will bound to provide the services of the professional staff proposed in
technical proposal. In case of non-availability of any proposed professional staff during the
contract period, the bidder will provide valid reason and documentary justification. The bidder
will bound to provide the substitute professional staff with same technical strength with no
delay after mutual agreement of both parties i.e. the bidder and TSKL.
8. Award of Agreement
8.1 Contract will be awarded to the technically responsive lowest evaluated bidder in the
respective districts. The bidder must submit performance guarantee @ 10% of the
contract amount within 10 days of the issuance of Letter of Acceptance (LOA). After
receipt of performance guarantee contract will be signed and Services Order will be
issued. In case of non-submission of performance guarantee @ 10% of the contract
amount within 10 days of the award of contract, the bid security will be forfeited and
contract will be terminated.
8.2 The bidder has to commence the assignment on the date and at the location specified
in the bidding document.
9. Confidentiality
TSKL shall keep all information regarding the bid evaluation confidential until the time of the
announcement of the evaluation report under PPRA Rule no. 58.
10. Fraud and Corruption:
10.1 TSKL requires the bidder/s participating in provision of Service/s to adhere to the highest
ethical standards, both during the selection process and throughout the execution of an
agreement. In pursuance of this policy, TSKL defines, for the purpose of this paragraph,
the terms set forth below as follows:
i. “Corrupt practice” means the offering, giving, receiving, or soliciting, directly or
indirectly, of anything of value to influence the actions of any employee of TSKL in
the selection process or in agreement execution;
ii. “Fraudulent practice” means a misrepresentation or omission of facts in order to
influence a selection process or the execution of an agreement;
iii. “Collusive practices” means a scheme or arrangement between two or more with or
without the knowledge of the Client, designed to establish prices at artificial, non-
competitive levels;

iv. “Coercive practices” means harming or threatening to harm, directly or indirectly,
persons or their property to influence their participation in a procurement process,
or affect the execution of an agreement.
10.2 TSKL will reject a proposal for award if it determines that the bidding firm recommended
for award has directly or through an agent, engaged in corrupt, fraudulent, collusive or
coercive practices in competing for the agreement in question. TSKL may also impose
penalties on the bidding firm, declaring it ineligible, either indefinitely or for a stated
period of time, for TSKL funding, if at any time it determines that the Service Provider
has, directly or through an agent, engaged in corrupt, fraudulent, collusive or coercive
practices in competing for, or in executing, a TSKL funded project.
10.3 TSKL will have the right to inspect the bidding firm’s accounts and records and other
documents relating to the submission of proposals and agreement performance, and
have them audited by auditors appointed by TSKL.
11. Clarification Request/Amendment
11.1 The bidder can request a clarification in tender document before last date of the
submission of proposal. Any request for clarification must be sent in writing, or by
standard electronic means to the Client’s e-mail address indicated in the bidding
document at clause (16)
1 1.2 At any time before the submission of Proposals, the Client may amend the Tender
document by issuing an addendum in writing or by standard electronic means. The
addendum shall be published in the local newspaper and uploaded at PPRA &
Client web site, and revise tender document will be uploaded on Client’s Website
and PPRA web site.
12. ALL SECURITIES REQUIRED
All Financial bids must accompany the bid security Rs. 2000/- in the shape of CDR / DD / PO
/ Banker’s cheque in favour of Project Director, Taleem Sab Kay Liay (TSKL), without which
the offer will not be entertained. In case of withdrawal of bid after opening of bids or non-
response for contract signing within 10 days of the award of contract, the bid security will be
forfeited.
13. Release of Bid Security
Bid Security of unsuccessful bidders will be released after receipt of acceptance from the
successful bidder. Bid Security of successful bidder will be released on receipt of
performance guarantee.

14. Arbitration
In case of any dispute between the procuring agency and the contractor after the procurement
contract, the dispute should be resolved through Arbitration.
15. Black Listing
The following are the events which may lead to initiate under PPR-2014 blacklisting /
debarment process:
15.1 Submission of false fabricated / forged documents for procurement in bid.
15.2 Inordinate tardiness in accomplishment of assigned / agreed responsibilities /
contractual obligation resulting loss to procuring agency.
15.3 Non-execution of work as per terms & conditions of the contract.
