PRESIDENT’S REPORT FOR NOVEMBER 2007by Steven K. Updike, CPPB, FCPA, FCN, FCCM

Hello TACNIGP!!!

It is hard to believe that another year is almost over, but, the annual elections are uponus. Volunteering for service to the Chapter does seem like a daunting task, but, havingserved for 2 years now, I can say that it is very rewarding. Whether this election resultsin my serving another year as President or has me moving into the role of Immediate PastPresident, I look upon my service to the Chapter as a personal growth experience that hasbeen very valuable to me. There is no argument that service to the Chapter is demandingat times, but it is well worth the effort.

This is YOUR Chapter and it cannot function without member volunteers, especiallythose who volunteer for service as an officer or board member. It is not too late to throwyour hat into the ring or to nominate another member. Nominations from the floor willbe taken just prior to the ballots being issued at the November General MembershipMeeting. Nominees must be a member in good standing, have attended at least 6 of the12 meetings in the prior administrative year (2006) and have had some volunteer serviceto the Chapter (2006). If you meet these requirements or would like to nominatesomeone else (and they accept the nomination) please speak up. We will be glad to haveas many candidates on the ballot as we can.

The Professional Skills Seminar with David Alba is coming up in December. Weencourage you to talk to your agencies and get approval to register. The cost is a nominal$100 ($150 for non-members) for a two-day seminar. Those who attended the DavidAlba Customer Service Seminar on October 9th, you know how engaging andinformative his seminars can be. This upcoming seminar will be a great return on theinvestment for either your agency or you personally.

We will be delaying the vote on the Constitutional and Bylaw Amendment presented atthe General Membership Meeting last month. We received several comments that I feelshould be addressed prior to submitting it again for your consideration. Additionally, wehave several other changes that have been recommended to align the sections of bothdocuments that are currently out of synch. Stay tuned for further developments.

VICE PRESIDENT’S MESSAGE

NOVEMBER LUNCHEON MEETING – November 13, 2007Our guest speaker for the November luncheon is Andrew R. Collins, Chief Economistand senior advisor to the Director of the Office of Strategic Planning, Florida Departmentof Environmental Protection. During his tenure, the Office of Strategic Planning hasinitiated a number of actions ranging from issues related to the unprecedented stormsduring the 2004 and 2005 hurricane seasons, to formulating statewide energy and climatechange policy, as well as, implementing a department wide performance measurementbusiness intelligence system. He has extensive experience in the policy areas of energy,economic regulation, the environment and natural resources, state and federal programs,management, fiscal administration, budgeting and procurement.

Prior to joining DEP, Andrew worked in public utility regulation and intergovernmentalaffairs at the Florida Public Service Commission. Beginning his education as anapprentice pipefitter at Newport News Shipbuilding, Andrew holds graduate degrees inEconomics and Public Administration and is a member of the American Society forPublic Administration.

LEAP COURSE – November 5-6, 2007 has been cancelled.Unfortunately, due to low participation, the LEAP course, “Contracting for Public SectorServices” has been cancelled. The Board will look into possibly scheduling this course ata later date.

TWO DAY, FOUR TOPIC WORKSHOPS – DECEMBER 11-12, 2007You need to register now for the two day workshops.DEADLINE IS DECEMBER 3, 2007.David Alba is our speaker for the two day workshops. You selected the four topics backat our March meeting and David will be providing this excellent training opportunity atthe Tallahassee Leon County Civic Center. He will teach and facilitate the workshopsaround our December Christmas Luncheon so that members can participate in bothevents. The registration cost is $100 for members and $150 for non chaptermembers for all four seminars.

We have been assigned an NIGP instructor, (John R. Miller, CPPO, M.G.A.) for theNovember (5th and 6th) Advanced LEAP course, “Contracting for Public SectorServices”. No one has registered as of today, but there is a tremendous discount forChapter members. You can register online for this course on the chapter website atwww.tacnigp.com (Contracting for Public Sector Services Nov 5 - 6, 2007.)

Scholarship Committee (Gwen Parker): Along with the existing Jack Hittinger and LarryGuinipero Scholarships, the Board recommended two additions:

Revival of the Ed Judge Scholarship. This stipend is for chapter members in goodstanding to assist with NIGP coursework payments if their agency is unable topay. This would assist members in good standing to pursue their CPPB or CPPOcertifications. This would be made available on a case-by-case basis for membersin good standing, whose agencies are unable to provide funding and dependent onChapter resources. These requests will be addressed by the appropriate(Scholarship or Education/Professional Development) committee.

Implementation of a new scholarship, the Russ Rothman Educational Scholarshipto assist Student Members enrolled in a college or university in theTallahassee/Big Bend area that are working towards a Government career inProcurement, Supply-Chain or Contract Management. Again, approval of theappropriate committee and adequate resources will determine the amount of fundsthat would be used for all of these worthy goals. The reason these initiatives werementioned is that a separate funding account (trust fund) is required by IRSregulations, and this will require a change to the Chapter by-laws. Steveencouraged members to contact him or the entire board via e-mail prior toNovember’s meeting. Without significant changes, these proposed revisions willbe advertised in the November newsletter and voted on at the next GeneralMembership Meeting on November 13.

Steve continued the discussion of old business by addressing the success of the AugustVendor Conference and Trade Show. We made a profit, but the exact amount will not beknown until final invoices are received.

New Business and Presentation

Today’s speaker was our very own Don Tobin. Don gave an amusing presentation onHumor in the Workforce, and how humor can relive stress and improve productivity.Following on the heels of David Alba’s morning (Customer Service) seminar, Don had atough act to follow, but did a great job!

MINUTES – SEPTEMBER MONTHLY BOARD MEETING

Steve Updike called the meeting to order at 3:34 PM

Minutes for the September Board meeting were approved. David Callaway motioned andBill Spencer seconded. Motion carried.

Old Business:

Steve Updike reported that we have one remaining invoice in dispute (with the CivicCenter) before we can determine the eventual profit of the Vendor Conference and TradeShow. We were billed at a full-day rate for a room that was used by another group.

There were 17 responses to our Participating Vendor surveys. Rhonda is compiling theresults, but most were positive with the usual caveats (“more foot traffic”, etc.)

Attendance points for members have been calculated and posted to thewww.TACNIGP.com website.

Education and ProD Report – Vice President Janice Pursley contacted NIGP Nationaland DMS (Betty Easley Center) to verify the cancellation of the November advancedLEAP course, “Contracting for Public Sector Services”. Cancellation was required due

to low registration, and the Board agreed that the current budget environment was notconducive for $300+ seminars.

The next scheduled seminar is being held in conjunction with the December GeneralMembership Meeting and Installation Ceremony. David Alba will present four topicsover two days (December 11 and 12), and the “early-bird” price of $125 will be posted todetermine interest. Janice will also contact David to determine the final day that wewould be able to cancel this event without a late-cancellation penalty payment.

Steve reported that he received comments on the proposed by-laws and constitutionalchanges. These were good, will be incorporated and presented to the membership inNovember. Since December’s meeting is full, a vote will be taken in January.

There have been continued questions regarding the SSL (https://) issue, and there are twoitems of good news here. Since we already have 256 bit encryption installed, and SecureSocket Layer (SSL) is essentially an insurance policy, we are eligible for a reduced rate($89 for one year) for a reduced liability ($100,000) policy. In future years, this cost willbe covered by New Linear Group, so this will be a one-time only charge. DavidCallaway motioned for approval and Sue Harms seconded the motion. It passedunanimously.

November Officer and Board Member election update -- Janet and Jessie are on thecommittee, but are running for positions. Steve has arraigned for Renee Randall andMary Quinsey to produce, distribute and count the ballots.

New Business:

The lunch price increase for 2008 from the Tallahassee-Leon County Civic Center will beless than previously indicated. A follow up e-mail from Steve indicated that the samepackage (meal items and meeting room) will increase from $12.50 to $13.00. The Boardwill vote via e-mail to approve this change and sign a contract for the upcoming year.

Steve mentioned that there is a pallet of boxes (believed to be boxes of Christmas andother meeting decorations) that will need to be inventoried (i.e., discarded as necessary)and relocated. We will go through these boxes, and try to find a good home for theremaining items.

A “rotating schedule” for 2008 Board Meetings was discussed. A fixed, centralizedlocation was desired, and Diana Trahan will look into the possibility of using the FDLEcafeteria. Other options/locations are still on the table.

The final order of business was preparations for the Christmas luncheon and InstallationCeremony. This will be held at the Civic Center, but there are a variety of food,entertainment and decorations options. Clark volunteered to explore these options, andseveral ideas were brainstormed:

Would a sit-down meal or a buffet with optional ham and/or turkey carvingstations be preferred?

Entertainment. The Board agreed that a CD of holiday music piped through thespeaker system would be the best option

Toys for Tots. This popular program should be continued through the U.S.Marine Corps volunteers.

Color Guard. This tradition should also continue for 2007, and we will seek outthe Junior ROTC or other service provider. Note that all of the Marine Corps andColor Guard participants will be provided lunch at the Chapter’s expense.

Nominations must be made and seconded by Chapter members. The nominee must accept thenomination and meet the eligibility requirements.

Membership in good standing: a member who has attended at least one-half of theregularly scheduled Chapter meetings for the prior administrative year, and hasprovided some volunteer service to the Chapter during that period.

The election will be held at the November 13th Chapter meeting, by written secret ballot. Dear Members: The Nominating Committee encountered several anomalies that will need to be dealtwith in 2008 regarding election proceedings. Examples:

What constitutes volunteer work for the chapter Tracking of attendance records for non-registered paying members at monthly meetings Past President position versus regular board member nomination Separation of duties - nomination committee and the canvas board Dealing with insufficient amount of nominations to meet the member in good standing

requirement for at least one year immediately preceding the election.

Due to the insufficient nominations for 2008, we are expecting “NOMINATIONS FROM THE FLOORMADE IMMEDIATELY PRIOR TO THE ELECTION. (As allowed by Article IX-TACNIGP Bylaws)Nominations from the floor may be made only if the nominee has given express permission for hisname to be placed in nomination.” However this poses another problem in verification of theirservice to the chapter. We endeavor to coordinate this activity as fairly and professionally aspossible but bear with us please.
