Housing Choice Voucher Program…….

Waiting list has 1215 applicants

The Housing Authority provides a family with the housing assistance that enables the family to seek out suitable housing and the Housing Authority enters into a contract with the landlord to provide housing assistance payments on behalf of the family;

The role of the landlord in the voucher program is to provide decent, safe, and sanitary housing to a tenant at a reasonable rent. The dwelling unit must pass the program's housing quality standards and be maintained up to those standards as long as the owner receives housing assistance payments; and

HUD provides funds to allow Housing Authority’s to make housing assistance payments on behalf of the families. HUD also pays the Housing Authority a fee for the costs of administering the program.

Resident Opportunities for Self Sufficiency Program………

Funding under this program is made only to Housing Authority’s to hire a program coordinator who links residents with training opportunities, job placement organizations, and local employers.

Residents enter into a contract of participation which outlines their responsibilities towards completion of training and employment objectives over a five year period or less.

The contract of participation also stipulates Housing Authority responsibilities towards helping residents achieve their goals. For each participating family that is a recipient of welfare assistance, the Housing Authority must establish an interim goal that the family become independent from welfare assistance and remain independent from welfare assistance at least one year prior to the expiration of the contract.

Family Self Sufficiency Program……..

The Family Self-Sufficiency (FSS) program enables families assisted through the Housing Choice Voucher (HCV) program, Public

Housing (PH) residents to increase their earned income and

reduce their dependency on welfare assistance and rental

subsidies.

Under the FSS program, low-income families are provided

opportunities for education, job training, counseling and other

forms of social service assistance, while living in assisted housing, so they can obtain skills necessary to achieve self-sufficiency.

The FSS program is administered by Public Housing Agencies

(PHAs) with the help of Program Coordinating Committees

(PCCs). The PCC usually consists of representatives of local government, employment and job training agencies, welfare

agencies, nonprofit providers, local businesses, and assisted

families.

Orange Avenue Apartments

Built in phases between 1972 and 1973

Serves 200 families

Units functionally obsolete

Floor plans and amenities are not in line with todays market desires;

Apartments lack energy efficient saving features of most modern homes;

No renovation have been completed since apartments were built;

Significate Infrastructure issues with bursting water pipes; and

Storm water drainage is predominant.

Proposal is to Develop the Entire parcel in 4

phases

All families will receive relocations assistance;

Current residents will receive priority to lease new units;

Each phase will have on-site offices for management and

maintenance; and

Each phase will have amenities tailored to the target resident

population.

Advantages of Rebuilding

By demolishing the existing units and building new ones on site we

are able to address site conditions such as obsolete underground

utilities and create storm water detention on site;

Can better address construction on portions of the site that are in

flood zones;

Can build new units with a longer life cycle;

Unit mixes, floor plans and amenities can be configured to fit the

lifestyle and desires of today’s residents;

Can implement many efficiency more holistically through the use of

one of many green building programs.

Challenges Funding – best funding mechanism is the competitive and over

subscribed 9% tax credit program administered by Florida Housing Finance Corporation (FHFC)(private investors purchase federal tax credits used to finance the construction of the property);

FHFC is implementing costs limits and the leveraging of other funds into their funding formula. This results in having to exclude some costs, such as demolition, relocation, or addressing the significant site conditions; and

Competitive program means this will be a long term redevelopment effort.
