Policies and General Information
REPORTING FOR DUTY
Employees are to report for their assigned shift on time. The first day
you should arrive at the facility at 7:00 am. When you first report to the
facility for orientation and classroom training you will work what is
referred to as an administrative shift. These shifts last 8.5 hours with a
half hour unpaid lunch break. You will be permitted to leave the facility
for lunch. Your shift starting time while in class may be different but
typically will be during daytime hours. If a situation arises that will
prevent you from reporting on time, call the Front Line Manager at (813)
371-7750. The access road to the facility is located between the loading
docks for the Marriott hotel and the airport. Often, large trucks obstruct
the access road at the loading docks. Please ensure you allow enough
time to report for work on time.
HOURS OF DUTY
Once your classroom training has been completed you will be assigned to
a Front Line Manager and a set of days off. Controller’s work a fixed
days-off schedule. Typically trainees do not work midnight shifts until
they are very near the completion of their training. Once assigned to On-
The-Job training you will work an 8-hour shift. The facility has a break
room with vending machines; however, there is not a cafeteria. Most
controllers bring a mean to work. Refrigerators are available in the break
room.
BASIC WATCH SCHEDULE
Facility watch schedules take into account normal traffic flow, thereby
permitting the posting of a continuing schedule for an indefinite period of
time. Facility management is responsible for ensuring watch schedules
are in accordance with collective bargaining agreements.
9
Air traffic control specialists whose primary duties are those directly
related to the control and separation of aircraft must meet the following:
1. Do not work more than 10 consecutive hours in a shift.
2. Hours worked before a shift, whether optional or not, will count as
operational hours.
3. All work beyond 10 hours must be nonoperational.
4. Have at least an 8-hour break from the time work ends to the start of
any subsequent shift.
5. Have an off-duty period of at least 12 hours following a midnight
shift. (A midnight shift is defined as a shift in which the majority of
hours are worked between 10 p.m. and 8 a.m.)
6. Do not work more than six shifts without taking a regular day off.
7. Authorized leave, compensatory time used, and credit hours used are
considered hours of work.
8. These criteria apply to shift adjustments, including the exchange of
shifts and/or days off and the change of shifts and/or days off.
WEB SCHEDULE
The schedule is accessible at http://www.webschedules.faa.gov
Sick leave requests must be made directly with a Front Line Manager.
Annual leave requests must be made through Web Schedule.
10
OVERTIME DUTY
Overtime duty is equitably distributed among all eligible employees who
desire it.
HOLIDAY STAFFING
Scheduled staffing is adjusted on holidays to a level consistent with the
anticipated workload. Holiday staffing schedules may vary for individual
holidays since the traffic in a particular area cannot always be expected to
be the same for each holiday. The Federal holidays are: New Years Day,
Martin Luther King, Presidents Day, Memorial Day, Independence Day,
Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and
Christmas Day.
PARKING
Parking is permitted in the lot in front of the facility. Employees are
issued an access card for entry through the security gate as well as a
parking decal. Employees are required to update their vehicle information
with the Administrative Officer. New employees need a photo ID to
show the security guards in order to gain access to the parking lot, as well
as accessing the facility upon initial arrival.
SECURITY
There are two security officers on duty 24 hours each day. The security
officers make random patrols within the facility and around the property.
On your first day the security guards will escort you into the facility and
notify the staff of your arrival.
11
FAA ID CARDS
FAA photo ID cards must be worn and visible at all times when on
Tampa ATCT property.
BUILDING ACCESS
Facility access is controlled with access cards. On your first day the
security guards will notify the staff when you arrive. You will be met at
the door by one of our smiling staff.
GUESTS
Employees may have family members visit the facility after obtaining
approval from management. After obtaining approval, the employee must
advise the Administrative Officer of the upcoming visit, ensure their
guests register at the guard house and must escort their guests at all times.
CELL PHONES
Cell phones must be in the off position while in the operation. Personal
reading material and electronic devices are not permitted in the operation.
LOCKERS AND MAIL BOXES
You will be issued a locker, located in the break room. Mail boxes are
located above the lockers and are used for delivery of official FAA
correspondence.
CRU-ART
CRU-ART tracks employees’ time and attendance, productivity, and time
on position. You will be provided training on the use of CRU-Art. Upon
reporting for duty, employees are to sign on the CRU-ART computer
located in the break room.
12
ELECTRONIC READ & INITIAL
The electronic Read & Initial is mandatory prior to assuming an
operational position.
STARS
Tampa uses the Standard Terminal Automation Replacement System
(STARS). STARS processes radar data using two ASR9 radars, one at
Tampa and one at Sarasota. In the event of a radar outage, STARS uses
the long range radar located at Ft. Greene. Use of the Ft. Greene radar
requires 5 miles separation.
RDVS Tampa uses the Rapid Deployment Voice Switch (RDVS).
MEDICAL SERVICES FOR EMPLOYEES
There are no on-site medical facilities at Tampa ATCT. First aid kits are
located in the TRACON and tower cab. In an emergency, medical
services can be summoned by calling 9-911. Annual physicals are
performed off-site. The Operations Manager schedules employees for
their physical. When a government vehicle is available, employees must
use this vehicle for travel to their physical.
There is a full service post office, open 24 hours/day, located on the
access road to the airport. Personal mail and package deliveries are not
permitted at the facility.
13
SMOKING
There is an enclosed smoking room located on the patio just outside the
upstairs break room. Smoking is not permitted inside the main building.
FOOD SERVICES
There are refrigerators and microwaves located in the break room for
your convenience. Other controllers will be sharing these appliances so
please remember to clean up after yourself.

About Tampa Bay
A red-hot destination, Tampa Bay is a vibrant waterfront area on Florida's beautiful
West Coast and offers a unique blend of urban excitement set in a natural
surrounding. Roar down roller coasters in the morning; row down the nature rich
Hillsborough River in the afternoon. Catch a ball game from the bleachers; catch
some rays on the nearby beaches. This central Florida location offers easy access to
the rest of the state, but you're bound to stay for all the excitement Tampa Bay has to
offer.
Originally the name of a body of water on the west coast of Florida, Tampa Bay has
now come to represent the region made up of the many distinct communities
connected by the Bay waters. The New York Times says, "Now, in fact, if not law,
it's one big metropolitan area, laced together with bridges and freeways - everyone
calls it Tampa Bay, and it is a prototypical example of the Sun Belt's explosive
growth." Tampa Bay is not only the most populous and affluent metropolitan
statistical area in Florida; it is also the largest television market in the state.
From the distinct Latin roots of Tampa's historic Ybor (E-bore) City to the Greek
history of Tarpon Springs; from the thrills of Busch Gardens to the culture of our
museums, visitors have plenty of genuine, exciting attractions and communities to
explore.
Local Travel Tips
Even though Tampa is more business-like than St. Petersburg and Clearwater when it
comes to attire, dress tends to be informal. Few restaurants require a jacket and tie,
and most nightspots are decidedly casual.
The Tampa Bay area is served by two daily newspapers, the Tampa Tribune and the
St. Petersburg Times. Several publications with smaller circulations serve local areas.
Generally, downtown speed limits in Tampa are 30 mph or as posted. Unless
otherwise posted, a right turn is allowed on a red light after a complete stop. Rush
hour is generally from 7 to 9 a.m. and from 4:30 to 6 p.m. Florida has no state income
tax.
20
Location
Tampa Bay is ideally located on Florida's West Coast, and features miles of
glistening waterways and sandy shorelines. Its central location provides easy access
to the nearby Gulf beaches and surrounding areas. Tampa's waterfront consists of
Hillsborough Bay and Tampa Bay, as well as the beautiful Hillsborough and Alafia
rivers and several area lakes. Several major interstates and highways converge in
Tampa, creating easy access from any point in the state. Interstate 4 and Highway 60
brings travelers from points east, including Plant City, Lakeland, and Orlando.
Interstate 75 and Highway 301 accommodates those traveling from points north and
south, including Gainesville, Ocala, Bradenton and Sarasota. Two 15-mile toll roads
exist in Tampa, the Veterans Expressway (State Road 589) and the Lee Roy Selmon
Expressway (State Road 618). With Tampa as your primary destination, you can
easily reach other cities for day-trips and planned excursions. Clearwater and St.
Petersburg are a short 23 miles to the west, Sarasota is 61 miles southwest, and
Orlando is 82 miles to the east.
Climate
Tampa Bay's weather is a combination of bright sunny days tempered by gentle bay
breezes. In the spring and fall, the days are pleasantly warm, while the evenings can
be a bit cooler. The summer months are characterized by warmer temperatures and
quick afternoon showers. The average annual temperature in Tampa is a comfortable
72 degrees.
Loose, lightly colored clothing is recommended for daytime activities; a lightweight
jacket or sweater is a good choice for the evening, especially for activities on or near
the water. Comfortable walking shoes will help make the experience at the area's
numerous attractions and shopping malls a pleasant one. Sunscreen rated SPF 15 or
higher is also a must for visitors of all ages.
