These days, that care is becoming a little more high-tech. By partnering with MAGIC (the Mid-Atlantic Gigabit Innovation Collaboratory) and taking advantage of the Westminster Fiber Network’s unprecedented Internet speeds, Target has agreed to become a pioneer for groundbreaking Smart Home initiatives that will change the way we care for our residential clients. College Square and Main Street, two of Target’s Alternative Living Units (ALUs), have become pilot homes for the gradual installment of new security, data collection, home health care, and telemedicine technologies. Jessica Musselman, Target Community Living Director and liaison between day-to-day operation of the ALUs and MAGIC, explains that over the next several months, “various technologies will be introduced inside the ALUs to gather more comprehensive data and provide more efficient telemedicine monitoring.” One major example of this is the transition from handwritten to electronic collection of medical and behavioral data on a daily basis. According to Dr. Robert Wack, a board member of MAGIC, Target, and President of the Westminster Common Council who has worked very closely with Target to tailor the Smart Home Project to the agency’s needs, this initiative will “give the houses a memory,” ensure real-time data accuracy, and encourage more efficient communication among staff. The forward-thinking Smart Home project will also involve other measures, including updated security systems and motion sensor lighting. This ambitious project aims to install even more groundbreaking technologies to revolutionize Target’s residential services, such as voice control of doors for individuals in wheelchairs, sensors to indicate if a fall-risk client is exiting her bed in the middle of the night, and, ultimately, video access to Carroll Hospital Center physicians for instant professional care once their facilities have fully upgraded to Westminster’s Fiber Network. These changes present a host of possibilities, not only for Target’s residential clients, but also for “the entire field of Human Services,” Jessica projects. As I begin my 21st year as CEO of Target Community & Educational Services, Inc., I

frequently think about how much our agency has grown and the changes in how we

serve our clients. It was never our goal to grow. We wanted Target to be the best,

not the biggest. But, we have grown in many ways. Our client count has increased

from about 80 to 300. Our budget has increased from about $2 million to over $7

million, and our employee numbers have increased from about 80 to 250.

This growth has been achieved by diversifying Target’s programs. Our homes once

represented about 75 percent of our agency revenue. Now, they represent about 30

percent of our revenue. The number and diversity of our services have grown to

meet the changing needs of our clients. We added the Apartment Program, Personal Supports Program,

several new vocational programs, and the Autism Waiver program. Our growth has been more vertical than

horizontal.

Target now has eight homes where 25 clients live full-time. We are in the process of replacing our old

homes, built in the 1980s, with new accessible homes so that our clients may age in place. We have three

more homes to replace and hope to have them completed over the next two years.

Our vocational programs have evolved from center-based to employment-based programs. Target’s goal is

to have all of our clients in paid jobs, work internships, or in volunteer positions training for jobs.

Community-based services have replaced institutional-based centers. Education and training have replaced

warehousing people with disabilities and/or just providing something to do to keep them busy. Aligned with

our Target mission statement, these programs have a purpose: to enhance the lives of children and adults

with disabilities through quality, community-based residential, educational, vocational, recreational, and

family support services.

Target has been blessed to forge and foster a special relationship with McDaniel College where the Laurence

J. Adams Endowed Chair supports our CEO and where endowment scholarships support 22 Community

Living Managers working in our eight homes and our Apartment Program. This partnership is unique in the

nation and allows us to manage our residential programs with highly educated graduate students.

What the future will bring us is, of course, unknown. One of our fears is a reduction in federal Medicaid

funding and other health care services on which our clients depend. Having many health care needs, this is a

pressing issue for them. State funding represents about 78 percent of our revenue. Continued support from

the State of Maryland is critical to our services.

And, of course, your donations, listed in this report, comprise a significant amount of our funding. Your

support is instrumental to our survival and success. We hope that we have earned your respect and

continued support to keep us moving in the right direction in serving our clients. It is, after all, all about

them.

Target Community & Educational

Services, Inc. has again been honored

with a 2017 When Work Works Award

for its use of effective workplace

strategies to increase business and

employee success. This prestigious award is part of

the national When Work Works project administered

by the Families and Work Institute (FWI) and the

Society for Human Resource Management (SHRM).

Target is one of only 12 employers in the state of

Maryland to receive this award, which is based on

anonymous survey results from employees. Since

receiving the award, Target has enjoyed a brand

boost through increased media visibility. It is also a

valuable tool for recruiting, developing, and

maintaining top talent. This award confirms what

we already know: Target is a great place to work!

clients. This year we recognized Montgomery County

Dr. Tom Zirpoli presented the Laurence J. Adams Community

Service Award to Dr. Robert Wack at the 2017 Spring Gala.

This annual award is presented to an individual or company

that has made a significant difference, not only for Target

Community & Educational Services, but also for our greater

community. We appreciate his outstanding support.

Dr. Wack directed Carroll

Hospital’s Pediatric Program

and founded, developed,

and managed the Frederick

Memorial Healthcare

Systems’ Pediatric

Hospitalist Program.

He continues to provide

medical care for children at

both hospitals. He is President of the Westminster City

Council, on which he has served since 2003. Dr. Wack

founded and now presides over Arcus Solutions LLC,

consulting in the emerging field of municipal broadband. He

co-founded a new technology incubator, Mid-Atlantic Gigabit

Innovation Collaboratory (MAGIC) and leads the planning and

implementation of a municipally owned fiber network for the

City of Westminster. Target was invited to participate in

MAGIC’s Smart Home Project, which will enable technology in

two of Target’s homes that will more effectively monitor

client health and safety.

Robert has served on Target’s Board since 2013, and is a

trustee of Target’s Operating Endowment Committee. This

year’s award was presented to Robert in recognition of his

accomplishments, faithful support of Target, and outstanding

community service.

2017 Bull Roast a Success!

Roast fundraiser that was held at High Point Farm in

Clarksburg, MD. Special appreciation goes out to the
