Letter of Explanation
We are proposing to construct a one-story, 12' x 20' covered porch and a 10' x 6' open deck withsteps, both on the rear of our existing single family dwelling. The screen porch, because it has a roof, isconsidered to be new pervious lot coverage. Our lot measures 10, 121 square feet. According to theinformation we received from the pre-file meeting, we are allowed to have 25% lot coverage whichwould result in 2, 530 square feet of allowable coverage. If we construct the porch as proposed, thiswould be an additional 240 square feet of lot coverage to our currently existing total of 3,039 squarefeet... resulting in a new total of 3, 279 square feet which is over allowable limits by 749 square feet.
While we do have the option to remove impervious surface elsewhere on the lot in the amountof 749 square feet to offset this overage, we simply do not have a feasible way to do so as alluded to inthe pre-file comments. The only remaining impervious surfaces besides the house are the driveway andsidewalks that serve as access to our entryways, and the small patio on grade outside of our rear exitdoor (which only measures 100 square feet). This project actually also includes our voluntary removal ofour existing 24' x 26', two level open deck. This deck structure is 624 square feet that we are removing.However, we have been informed that because they are open decks, they do not count towards lotcoverage.
If you look at the site plan and note the large area we are removing in relation to the small areawe are proposing, we hope you agree that from a birds-eye view we are actually lessening our coverage.While we understand the difference between having a roof and not having one, we would posit thatsince the porch is several feet off the ground on post and pier footings, with open air underneath,ground absorption and runoff still has the same ability to infiltrate this area.
