Malampaya Sound is one of demonstration site developed under the framework of the UNEP/GEP project on Reversing Environmental Degradation Trends in the South China Sea and Gulf of Thailand.

It is identified as one of the priority areas for biodiversity conservation in the Philippine National Wetland Action Plan (1996).

“Malampaya” is a Tagbanua word which means “rich in fish” and the word “sound” means a protected watershed area with productive fishing ground.

Malampaya Sound is a significant center of endemism. Its indigenous people are the Tagbanua.

The Malampaya Sound is a portion of the Malampaya Sound Protected Land and Seascape (MSPLS).

It is located in northwest coast of Palawan, Philipines in the Municipality of Taytay covering 24,500 hectares.

The Sound is divided into two sections, the outer sound and the inner sound.

The inner sound has a brackish body of water with generally muddy bottom and is the only known habitat of the Irrawaddy Dolphin (Orcaella brevirostris) in the country.

Both sites are highly productive but because of their relative shallowness and accessibility to the community, the inner sound hosts majority of fishery activities.

In early 1990s, Malampaya Sound as a seascape was known as the “fish bowl” of the Philippines because of its rich marine resources. However, it is no longer today, since over the past years, the population began to increase as people began to migrate. With this, its rich resources began to dwindle as people began to compete and eventually employed different types of fishing gears, ranging from two (2) to four (4) gears at a time, per study of Gonzales and Matillano, 2007.

Incidentally, the sound is also the habitat of the critically endangered IrrawadyDolphin and sea turtles. Their feeding area is also the concentration of fishery activity being conducted.

Now the Sound is no longer considered as a “fish bowl”because it can hardly sustain the daily fish production demands of the People.

* Creation of composite team that patrols and monitors within Malampaya Sound.

•* Enacted resolutions to regulate the fishery activity

* Paralegal training on fishery laws, rules and regulations and deputation of community members as fish wardens

* Adopted the Internal Rules and Regulations of the Municipal Fishery Code of the Local Government Unit of Taytay, Palawan, Philippines

* Creation of one stop mobile shop to facilitate the registration of fishing gears and other fishing paraphernalia's of the PA fisher folks

CONCLUSIONCONCLUSION

* Enforcement of fishery law is a joint undertaking with other concerned institution.

* To change the dwindling coastal resources, the wetland need partners, managers and stakeholders who have the vision that the protection and conservation of its resources must embraced in every decision.
