    1. General. This bulletin provides imple-mentation instructions for the Warranty ofthe Common Bridge Transporter (CBT). Itcontains instructions for obtaining servicesand/or supplies covered under warranty.This bulletin also describes methods forprocessing warranty claims. For additionalwarranty information on the CBT or any USArmy Tank-automotive and ArmamentCommand (TACOM) equipment contact yourlocal Warranty Control Office or OMcer(WARCO) or TACOM Logistics AssistanceRepresentative (t-AR). For Warranty claimscontact TACOM. The number to call is DSN786-7393. The caller should be prepared toprovide: (1) name, (2) DSN and Commercialtelephone numbers, (3) complete unit desig-nation, (4) identification of vehicle to includeserial number(s), (5) a brief description of

    the problem and (6) the contract number(see paragraph 3a.).

    2. Explanation of Terms.a. Abuse, The improper use, main-

    tenance, repair or handling of warranteditems that may cause the warranty of thoseitems to be void (for example, not followingservice intervals, using the vehicle for otherthan what it is intended).

    b. Acceptance. The execution of theacceptance block and signing of DD Form250 by the authorized government repre-sentative, unless end items are placed instorage in which case acceptance shallmean date of shipment from storage facilityas reflected on DD Form 1149 or DD Form1346-1.

    c. Acceptance Date. See para-graph 6.

    d. Contractor. The supplier ofequipment who entera into an agreementdirectly wththe Government to furnish supplies.

    e. Correction. The elimination of adefect.

    f. Defect, Any condition or chara-cteristicin any supplies furnished by the con-tractor that does not otherwise function orthreaten to function as intended.

    g. Failure. A part, mmponent, orend item that fails to perform its intendeduse.

    h. Manufacturers Recall.

    (1) Safety Recall. An item is re-called to repair or replace a defective part orassembly which may affect safety.

    (2) Service Recall. An item is re-called to repair or raplau a defective part(s)or assembly which does not affed safe useof this item.

    i. Owning Unit. The Army unitauthorized to operate, maintain and use theequipment.

    j. Reimbursement. A written provi-sion in this warranty in which the Ua-ing/Supporl Unit may make the necessaryrepaira, with or without prior approval fromthe contrador, and the Government will bereimbumed for the repair, parts and laborcosts.

    k. Repair. A maintenance actionrequired to restore an item to serviceablecondition without affecting the warranty.

    1. Supporting Repair Facility. Therepair activity authorized to accomplish war-rantable repairs at the appropriate level ofmaintenance iden~tied in the MaintenanceAllocation Chart(MAC).

    m. WARCO. Serves as the inter-mediary between the troops owning theequipment and the local dealer, contradoror manufacturer. All warranty claim adionswill be processed through the WARCO.

    n. Warranty. A written agreementbetween a contractor and the Governmentthat outlines the rights and obligations ofboth parties for defective supplies.

    o. Warranty Claim. Action startedby the equipment user for authorized war-ranty repair of reimbursement.

    p. Wanzmty Expiration Date. Thedate the warranty is no longer valid. This

    date will be thirteen (13) months from theWntractor shipment date. This warrantyperiod covers the basic 12 months plus oneadditional month for shipping time.

    q. Warranty period. Time duringwhich the warranty is in effect. Normallymeasured as the maximum numbers ofyeara, months, days, miles, or hours used.

    r. Warranty Start Date. The date thewamanty is put into effect (contractor shipment date).

    3. Coverage-Specific,a. This bulletin applies to the Com-

    mon Bridge Transporter, Ml 977, (NSN2320-01-443-8023, CBT WOIWinch andNSN 2320-01-442-1940, CBT WMrinch).The item is manufactured by Oshkosh TruckCorporation, Oshkosh Wisconsin, undercontract DAAE07-97-C-X039. Inquires to

    b. The contractor wamants the sup-plies are from defects in design, materialand workmanship for a period of 13 monthsfrom warfanty start date.

    c. If a Safety Recall defect occursduring the vehicle warranty period, the con-trador agrees to extend the terms of thewamanty to the time required to make nerieasary safety defect corrections. Also, if themntractor or his supplier(s) provide agreater warranty for the supplies furnished,the wntrador will provide the greater war-ranty to the government.

    d. If a defect/failure is caused by orfalls within any of the following categories, itis not considered warrantable and a claimshould not be initiated:

    (1) Misuse or negligence(2) Accidents(3) Improper operation(4) Improper storage(5) Improper transpoti(6) Improper or insufficient mainte-

    nance service

    (7) Improper alterations or repaira(8) defect/failure discovered or OGtuning after warranty expiration date

    (9) Fair wear and tear items (brakeshoes, pads, armatures, brushes. etc.)e. In addition to the 13 month warranty, thevehicles will be warranted for a total servicelife of 10 years including extended periodsin a corrosion hazard military environment.

    During this 10 year service life, there will beno damsge caused by ccmosion requiringrepair or replacement of parts. No actionsbeyond norrnsl washing or replacement ofaccident damaged paint shall be necessaryto maintain the corrosive protedion in place.

    4. Contractor Responsibilities.a. When the owning unit has di-

    reded the contrador to corned the supplies,the contractor will furnish all material to cor-rect the defective supplies. Repaits andparts shall be initiatedpmvidad within ten(1 O) working days afler receipt of writtenclaim notification except as parties mayotherwise agree in writing. Futthennore,thecontractor will provide a copy of the workorder to the owning unit upon completion ofrepair.

    b. When the wntmdor receiveswritten notification requiring contractor re-pair,they will have the option:

    (1) to corrsd the supplies in thefield, or

    (2) return the vehicle or parts to themntracfors designated faclity for correrifion. When the contractor comects the supplies all labor involved shall be borne by themntractor. Additionally, the contractor shallarrange and bear all transpottafion coats ofthe supplies to its facility and return to user.

    c. The contractor, within five (5)working days of receiving the notice, shallnotify the warranty claimant by telephone asthe method of comedion, date(s) work is tobe performed and by whom.

    d. The contractor has the right toinspect any defective supplies, whereverlocated, within thirty (30) days of notificationof warranty claim for the purpose of evalu-ating the cause of, or existence of the de-fed(s).

    e. The contrador will initiate thework stoppage of repair actions, and notifythe owning unit, in the event the contractordetermines the defective supplies areclearty non-warrantable (para.3).

    5. Government Responsibilities

    The Major Subcmlinate Commandfor the Common Bridge Transporter is theU.S. Army Tank-automotive and ArmamentCommand (TACOM), Warren, Ml. TACOMis responsible for managing and imple-

    menting the warranty. Warranty claims willbe reported to: Commander, U.S. ArmyTank-automotive and Armament Command,AlTN: AMSTA-IM-OPIA, Mr. John Vander-mark, Warren, Ml 48397-5000, Telephone(DSN) 786-7574, Comm: (810) 574-7574.

    a. TACOM will:(1) Verify, review, process and if

    validated and complete, submit claims (re-imbursable and/or disputes) to the contrac-tor.

    (2) Rejed claims that are not validand send them back to local WARCO with ashort explanation of why the claim is re-jeded.

    (3) Request additional informationfor incomplete forms.

    (4) Provide warranty claim acknow-Iedgementklose-out Ieffem andlorpartaJaaaemtMes/disposition iflStNdiOIIS tothe local WARCO.

    (5) Insure the contractor performs inaccordance to the terms of the contract.

    b. Equipment owning unit will:(1) Identify defecfa/failures and

    identify defeds and failures are warrantable.(2) Submit warranty claims using

    DA Form 2407, DA Form 2407-1 or DAForm 5504, DA Form 5504-1 through chan-

    nels to the supporthg repair faciiiiy.(3) Tag and retain (IAW DA Pam

    738-750 and this TB). parfs and pieces ofparts and/or assemblies removed at theowning unit level and as a result of a war-rantable defecf/failure and/or correti[on.

    c. Supporting repair facility will:(1) Identify defede/failures as war-

    rantable (if owning unit has not alreadyidentified them). Verify defecfa/failures arewarrantable.

    (2) Review, process and submitvalid wamanty claims to the WARCO if theDA Form 2407, DA Form 2407-1 Or DAForm 5504 Or DA Form 5504-1 is completeand corredly filled out.

    (3) Reject invalid wamanty claims orrequest additional information for incom-plete or inmrrecf claims.

    (4) Coordinate with the owning unitand decide which option for repair is desiredto correct the warrantable defect/failure.

    (5) Depending on which repair option was chosen (Government or contract

    repair) provide labor/parts required to acicomplish the warrantable repairs.

    (6) Tag and rwtain (IAW DA Pam738-750 and this TB) all parla, pieces ofparts and/or assemblies removed aa a resultof warrantable defectlfailure and/or wrreGtion.

    d. Local WARCO will:(1) Verify, administer and process

    warranty claims to the TACOM WARCO(IAW DA Pam 738-750 and this TB).

    (2) Act as liaison between owningunit, the mntractor, supporting repair facilityand TACOM.

    (3) Notify the owning units of allwarranty claim acknowledgements/close-outs, information andlor instructions re-ceived from TACOM or the mntrsctor.

    (4) Ad as a liaison between local

    dealers and the Army.

    e. Alterationa/Modificsfions. Altera-tions/modifications shall not be applied un-less authorized by TACOM.

    f. Army Oil Analysis Program(AOAP). The manufadurers lubrication andservice intervals must be followed. Onlyafler the warranty has expired will the AOAPaPPly to the equipment, unless oil sampleresults indicate the oil and filter of an as-sembly should be changed PRIOR to themanufadurers service interval. Samplingintervals for AOAP will be published in TB43-0210 (if applicable).

    6, Warranty Data Plate.a. All vehicles will have a warranty

    data plate. The contrsdor is required tomount this data plate within clear view ofthe operator.

    b. When the vehicle is received, theowning unit should locate the wamanty dataplate and check for a warranty expirationdate. If a warranty expiration date is notshown, check the applicable DA 3161 and

    other vehicle issue paperwok for this infor-mation.

    7. Claim Procedures.a. The proceduresfor reporting war-

    ranty claims are found in DA Pam 738-750and this TB. ResWnsibilities of the MACOMare found in AR 700-139. For all levels ofmaintenance operating under the Standanl

    Army Maintenance System (SAMS), War-ranty Claim Actions are promased on DAForm 5504 and DA Form 5504:1. For thoseunits not operating under SAMS, use DAForm 2407 and DA Form 2407-1. It is veryimportant to fill in the blocks on the forms asaccurately as possible.

    b. The contrador shall be notified invaiting within 30 days, utilizing DA Form2407, by the local Warranty Control Ofticer(VVARCO) following the discovery of a de-fed in supplies which requires contractorreWir and/or replacement parts. This shallconstitute formal notification of a wamantyclaim and initiate the time period for con-trador responsibilities and action under thewarranty. This notification shall include butnot be limited to furnishing the equipmentserial number, operating hours, part num-bers or NSN of the defective pati and cir-

    cumstances surrounding the defed(s). Atthis time, the Wntrador will further be in-formed whether the owning unit has elected:(1) to corred the defect themselves OL (2)to dired the ccmtrador to correct the defed.Upon completion of contractor repair, for-ward completed warranty claims (informa-tion Only) to TACOM. Additionally, the localWARCO will fonvard claims to TACOMutilizing DA Form 2407 for any warrantablerepaim (parls and/or labor) ac(mmplished bythe owning unit which requires contractorreimbursement to the Government.

    c. The owning unit may direct thecontrador to provide the replacement partsthat prove to be defective within the war-ranty period, without costs to the Gover-nment, directly to their location or F.O.B,U.S. Port of Embarkation for OCONUS. Thecontractor shall furnish replacement partswithin ten (1O)working days afler receipt ofwritten CJaim notification. Warranty claimsfor reimbursement, where repair labor costsand replacement parts costs combined donot exceed $150,00 for any one failure willnot be submitied to TACOM.

    d. Identification of failed items.

    Failed warranty items shall betaggedlidentified to prevent improper repairor use. Documents that describe the use ofDA Form 2402 Exchange Tag and DAForm 2407 Maintenance Request shall bereferenced. Items requiring special han-dling, storage or shipment during the pm&essing of claims shall be identified.

    e. Disposition. The repair activityshall retain defective supplies for thirty (30)days following receipt of asknowtedgementof a warranty claim from TACOM or con-tractor. If receipt of acknowledgement is notreceived, Inquiries should be made toTACOM through your local WARCO. If re-ceipt of acknowledgement is received butno instructions are forthcoming within thirty(30) days of reseipt, supplies may be dis-posed of.

    f. Invalid Warranty Claims. Whensupplies are inspected by the contrador andfound to be non-wamantable due to abuse orimproper maintenance, or the supplies arefound to be serviceable, the ~peir activitysubmitting the claim will be required tomake reimbursement for contractor serv-ices. All failed items returned for warrantyclaim action will be monitored by TACOM.Additionally regad~ng contractor repair, thelocal WARCO must stipulate at the time ofrequest for sewices that non-wamanty workbe done. If performed the contractor shallbe responsible for all costs associated withnon-warranty work.

    8. Claim DeniaVdisputes. All denials or dis-putes will be handled by TACOM.

    9. Repotling. Reporting or recording actionon a failed item shall be as spesified in DAPam 736-750. Contractor or Repair Activityunique forms shall not be used.

    10. Storage/Handling.a. Storage. Not applicable.b. Shipment. See para 4b. and 4c,c. Handling. See para 4b. and 7c.
