Poor communities in America are renowned or the problems they conront.

They are orced to support a dauntingly disproportionate burden: defcient

education, limited transportation, inadequate healthcare, underemployment,

job stagnation, high incidence o obesity, crime, drug abuse.

As mixed-income communities replaced poerty

concentrated ancestors, integration across a range

o incomes and strict screening helped to combat the

centralization o crime. These communities are ar saer

than their predecessors. They increase the property tax

base and hold out the uture possibility o improed public

education. They bring with them large capital inestment

and improed inrastructure.

They also introduce a new set o desires and concerns:

retirement saings, educational loans, home-ownership,

sub-prime mortgages. And still the same old worries

decient education, limited transportation, inadequate

healthcare, underemployment and job stagnation, obesity,

crime, drug abuse.

The people in these communities need assistance. Where

to start? What to do? How to assist? Nurture or enable?

Questions o paternalism rise quickly to the surace.

Priorities are examined.

One theme a lack o resources seems to act as an

amplier to all o these problems. This is maniested

in a lack o money, money management problems, and

the high cost o being poor. These issues cut across

the income ranges in our communities. It is at the

center o The Community Builders relationship with our

residents and addressing it goes to the core o enabling

our residents to improe their lies. We beliee that by

attacking this problem we equip our residents with the

most potential to address the myriad other lie problems

they might conront.

Lack o money maniests itsel in learned habits and

techniques. These behaiors and the associated

isolation rom secure nancial relationships construct

a cyclical history o insurmountable debt. This is an

enormous impasse to sustained success in the market.

It is a downward spiral that can easily dispel the gains

o a generation.

This social remoe rom the patterns and places that

dene nancial success seres to exacerbate all

o the other ery real problems that intersect lie in

our communities.

This is where Ways & Means intercedes.
