February 25, 2013 Dear Representative/Senator: Enactment of a two-year reauthorization of the federal highway and public transportation programs, the Moving Ahead for Progress in the 21st Century Act (MAP-21), in 2012 ended nearly three years of temporary extensions and contained overdue reforms to maximize the impact of federal surface transportation investments. MAP-21 also ensured the Highway Trust Fund has sufficient resources to support the surface transportation investment levels it sets for FY 2013 and FY 2014 without impacting the deficit. As a result of the measure’s self-sustaining investment and revenue provisions and its common sense policy reforms, MAP-21 earned strong bipartisan support in both the House (373-52) and Senate 74-19). Unfortunately, the continuing resolution for the first six months of FY 2013 did not incorporate the consensus achieved in MAP-21. As a result, the increases in highway and public transportation investment intended to keep pace with inflation have been delayed for six months. Meanwhile, the revenues generated by MAP-21 to support these funding levels remain in the Highway Trust Fund. One of the clear goals of members of Congress during the nearly three-year surface transportation reauthorization debate was to stabilize federal highway and transportation investment. A key requirement for achieving the certainty sought for this process is ensuring the federal investment commitments enacted in MAP-21 and supported so overwhelmingly nine months ago are fulfilled. Accordingly, we urge you to ensure MAP-21’s promised obligation limitations of $39.7 billion for highway improvements and $10.6 billion for public transportation are realized in FY 2013.
