Each objective must address and answer a need addressed in the SP and/or CDP

Baseline data In order to write a measurable objective, you

must develop baseline data. The baseline data should be established during

the year before the writing of the application The baseline data must be attached to the need and goals outlined in STP/CDP section of

the application.
