TRANSPORT DEPARTMENT NOTICE

SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR

2018 HONG KONG CYCLOTHON

Notice is hereby given that special traffic and transport arrangements will be implemented on 14 October 2018 (Sunday) to facilitate the holding of the 2018 Hong Kong Cyclothon:

I. TRAFFIC ARRANGEMENTS FOR THE RACE ON 14 October 2018 (Please refer to Figure 1 and Figure 2)

(A) Road Closures The following major roads will be closed to all vehicular traffic at the time specified below (except vehicles with closed road permits issued by the Transport Department):

KOWLOON

Phase I From 8.00 pm on 13 October 2018 to about 6.30 pm on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) The layby outside Mody Road Garden.

Phase II From 1.00 am to about 11.00 am on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) West Kowloon Highway southbound between Tsing Kwai Highway and the slip road of Lin Cheung Road southbound;

(ii) The slip road leading from Lin Cheung Road southbound to Lai Cheung Road eastbound; and

(iii) The slip road leading from Lai Po Road northbound to Tsing Sha Highway eastbound.

Traffic Diversions:

(i) Vehicles on Mei Ching Road will be prohibited from entering West Kowloon Highway southbound via the slip road leading from Mei Ching Interchange to West Kowloon Highway; and

(ii) Vehicles on Lai Po Road northbound will be prohibited from entering the slip road leading to Tsing Sha Highway eastbound.

(i) Princess Margaret Road Link southbound between Metropolis Drive and Hung Hom Bypass;

(ii) Science Museum Road westbound between Salisbury Road and Science Museum Square;

(iii) Both bounds of Hung Hom Bypass between Salisbury Road and Princess Margaret Road Link;

(iv) The 2nd and 3rd lanes of Hung Hom Bypass eastbound between Princess Margaret Road Link and Hung Hom Road;

(v) The 3rd and 4th lanes of Hung Hom Bypass westbound between Princess Margaret Road Link and Hung Hom Road;

(vi) The 2nd and 3rd lanes of Hung Hom Road eastbound between Hung Hom Bypass and Hung Hum South Road;

(vii) The 2nd and 3rd lanes of Hung Hom Road westbound between Tak Fung Street and Hung Hom Bypass;

(viii) Hong Wan Path; (ix) The slip road leading from Metropolis Drive to Hung Hom Bypass; (x) Mody Lane; (xi) Mody Road between Mody Lane and Science Museum Road; (xii) Both bounds of Salisbury Road Underpass; (xiii) Salisbury Road southbound between Cross Harbour Tunnel Administation Building

and Science Museum Road; and (xiv) Both bounds of Salisbury Road between Science Museum Road and Chatham Road

South.

Traffic Diversions: (i) Vehicles on Princess Margaret Road Link southbound will be diverted to turn right

onto Metropolis Drive westbound; (ii) Vehicles on Metropolis Drive eastbound will be diverted to turn left onto Princess

Margaret Road Link northbound or the down ramp slip road leading to Hung Lai Road eastbound;

(iii) Vehicles on Science Museum Road southbound will be diverted to turn left onto Hong Chong Road northbound;

(iv) Vehicles on Hung Hom Road southbound will be directed onto the slip road leading from Hung Hom Bypass to Cheong Wan Road and other destinations;

(v) Vehicles on Chatham Road South southbound will be diverted to turn right onto Cameron Road westbound (except for franchised buses); or diverted to turn right onto Salisbury Road westbound after the completion of Phase III road closure as mentioned below (except for franchised buses);

(vi) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Chatham Road South northbound (except for franchised buses);

(vii) Vehicles on Salisbury Road southbound near Hung Hom MTR Station will be diverted onto Hong Chong Road northbound; and

(viii) Vehicles on Mody Road eastbound will be diverted to make an U-turn at Mody Road near Mody Lane.

Phase III

From 2.30 am to about 9.30 am on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Salisbury Road westbound between Chatham Road South and Nathan Road; (ii) Salisbury Road eastbound U-turn slip road near Chatham Road South; and (iii) Chatham Road South southbound between Mody Road and Salisbury Road (except

for franchised buses). Traffic Diversions:

(i) Vehicles on Chatham Road South southbound will be diverted to turn right onto Cameron Road westbound; or

(ii) turn left onto Mody Road eastbound [not applicable to vehicles exceeding 4 tonnes in weight or 7 metres in length].


(i) Kowloon Park Drive northbound between Salisbury Road and Canton Road; (ii) Peking Road westbound between Canton Road and Kowloon Park Drive; (iii) The 2nd and 3rd lanes of Middle Road westbound between Hankow Road and

Kowloon Park Drive; (iv) Canton Road southbound between Haiphong Road and Salisbury Road; (v) Ashley Road southbound between Peking Road and Middle Road; (vi) Salisbury Road westbound between Star Ferry Pier and Nathan Road; (vii) Salisbury Road eastbound between Star Ferry Pier and Kowloon Park Drive; (viii) The 4th lane of Salisbury Road eastbound between Kowloon Park Drive and Hankow

Road; (ix) The 4th and 5th lanes of Salisbury Road eastbound between Hankow Road and Nathan

Road; (x) The 3rd and 4th lanes of Salisbury Road eastbound between Nathan Road and Middle

Road; and (xi) The 5th to 6th lanes of Lin Cheung Road southbound between West Kowloon Highway

and Jordan Road.

Traffic Diversions: (i) Vehicles on Canton Road southbound will be diverted to turn left onto Haiphong

Road eastbound; (ii) Vehicles on Middle Road westbound will be diverted to turn left onto Kowloon Park

Drive southbound; (iii) Vehicles on Nathan Road southbound will be diverted to turn left onto Salisbury

Road eastbound;

(iv) Vehicles on Lin Chueng Road southbound will be diverted to the slip road leading to Nga Cheung Road Flyover southbound and West Kowloon Highway southbound; and

(v) Vehicles on Peking Road eastbound will be prohibited from turning right onto Ashley Road southbound.

Phase IV

From 3.00 am to about 11.00 am on 14 October 2018(depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Jordan Road eastbound between Jordan Road Flyover and Lin Cheung Road; (ii) The 4th lane of Jordan Road westbound between Wui Man Road and Lin Cheung

Road; (iii) Jordan Road Flyover eastbound between Hoi Po Road and Lin Cheung Road

northbound; (iv) Jordan Road Flyover westbound between Hoi Po Road and Nga Cheung Road; (v) The 3rd to 4th lanes of Lin Cheung Road northbound between Lin Cheung Road

northbound U-turn slip road and Jordan Road; (vi) The 3rd to 4th lanes of Lin Cheung Road Underpass southbound between Lin Cheung

Road northbound U-turn slip road and Austin Road West Underpass; (vii) Lin Cheung Road Lowest Level Underpass northbound between Austin Road West

Underpass and Exit of Lin Cheung Road Lowest Level Underpass; (viii) Austin Road West westbound; (ix) Austin Road West Underpass westbound; (x) Austin Road West At-grade East Loop Road; and (xi) The elevated road of Nga Cheung Road northbound between Austin Road West and

Jordan Road;

Traffic Diversions: (i) Vehicles on Austin Road westbound will be diverted to turn onto Canton Road

northbound or Canton Road southbound; (ii) Vehicles on Canton Road northbound will be prohibited from turning left onto Austin

Road West westbound; (iii) Vehicles from International Commerce Centre (ICC) will be diverted to turn left onto

the elevated road of Nga Cheung Road southbound; (iv) Vehicles on Jordan Road westbound leading for Lin Cheung Road will be diverted to

make an U-turn at the northern roundabout of Nga Cheung Road, and turn left onto Lin Cheung Road northbound via Jordan Road eastbound;

(v) Vehicles leaving To Wah Road will be diverted to turn left onto Lin Cheung Road northbound at Jordan Road eastbound; and

(vi) Vehicles on Jordan Road Flyover westbound will be diverted to turn left onto the elevated road of Nga Cheung Road southbound.

Phase V

(i) Canton Road northbound between China Hong Kong City and Austin Road west. Traffic Diversions:

(i) Canton Road northbound between the ingress / egress of China Hong Kong City and Kowloon Park Drive will be re-routed to one-way southbound.

During the above road closures, the Western Harbour Crossing will maintain normal traffic. Other Special Traffic Arrangements Vehicles exceeding 4 tonnes in weight or 7 metres in length will be prohibited from entering Mody Road between Chatham Road South and Mody Lane from 2.30 am to 6.00 pm on 14 October 2018. NEW TERRITORIES

Phase I From 1.00 am to about 7.15 am on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Upper Deck of Lantau Link Kowloon bound. Traffic Diversions:

(i) Vehicles from Lantau to Kowloon will be diverted via the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;

(ii) Vehicles from Lantau to Tuen Mun and Yuen Long will be diverted via the Lower Deck of Lantau Link and Ting Kau Bridge northbound before reaching Tuen Mun Road and Tai Lam Tunnel;

(iii) Vehicles from Ma Wan to Kowloon will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link, North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and

(iv) Vehicles from Ma Wan to Tuen Mun and Yuen Long will be diverted via Lantau Link westbound (Kap Shui Mun Bridge), the Lower Deck of Lantau Link and Ting Kau Bridge northbound before reaching Tuen Mun Road and Tai Lam Tunnel.

Phase II From 1.00 am to about 9.00 am on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) Eagle’s Nest Tunnel Sha Tin bound; (ii) The slip road leading from Ching Cheung Road eastbound to Tsing Sha Highway

northbound; and (iii) The northbound carriageways of Tsing Sha Highway between West Kowloon

Highway and portal of Eagle’s Nest Tunnel (Shatin bound). Traffic Diversions:

(i) Vehicles from West Kowloon to New Territories East via Eagle’s Nest Tunnel will be diverted via Castle Peak Road northbound, Ching Cheung Road eastbound, Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound;

(ii) Vehicles on Ching Cheung Road eastbound to New Territories East will be diverted via Lung Cheung Road eastbound and Tai Po Road northbound or Lion Rock Tunnel northbound; and

(iii) Vehicle on West Kowloon Highway northbound to New Territories East will be diverted via Tsing Kwai Highway northbound, Kwai Chung Road northbound, Cheung Wing Road northbound, Wo Yi Hop Road northbound, Wo Yi Hop Interchange, Cheung Pei Shan Road eastbound and Shing Mun Tunnel eastbound.

Phase III From 1.00 am to about 11.00 am on 14 October 2018 (depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic):

(i) The southbound carriageway of Tsing Kwai Highway, Cheung Tsing Tunnel and Cheung Tsing Highway;

(ii) Ting Kau Bridge southbound; (iii) Exits from Lantau Link to Cheung Tsing Highway southbound; (iv) The slip roads from Tsing Yi South Bridge, Kwai Chung Road and Tsuen Wan Road

leading to Tsing Kwai Highway southbound; (v) The eastbound carriageways of Tsing Sha Highway between the access road of

Cheung Tsing Tunnel and West Kowloon Highway, Stonecutters Bridge and Nam Wan Tunnel;

(vi) The slip road leading from Tsing Yi Hong Wan Road to Stonecutters Bridge eastbound;

(vii) The slip road leading from Container Port Road South to Tsing Sha Highway (Ngong Shuen Chau Viaduct) eastbound; and

(viii) The slip road from Mei Ching Road leading to West Kowloon Highway southbound (except for vehicles leaving the Container Port via Roundabout 6 to Mei Ching Road and Tsing Kwai Highway (New Territories bound)).

Traffic Diversions:

(i) Vehicles from Tuen Mun Road and Tai Lam Tunnel to Kowloon will be diverted via Tuen Mun Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road;

(ii) Vehicles in Tsing Yi South to Kowloon will be diverted via Tsing Yi Road, Kwai Tsing Road, Kwai Tsing Interchange, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road; and

(iii) Vehicles in Kwai Chung Container Port to Kowloon will be diverted via Container Port Road South, Hing Wah Street West and Lai Po Road.

The above road closures will not affect vehicles from Kowloon or New Territories East via Route 3 or Route 8 to various destinations, including the Airport, Lantau, Ma Wan and New Territories West.

(B) Public Transport Arrangements

Franchised Bus Services

(a) Suspension of Bus Termini

(i) Star Ferry Bus Terminus in Kowloon and China Ferry Terminal Bus Terminus will be suspended from 2.30 am on 14 October 2018 until the re-opening of roads.

(ii) Tsim Sha Tsui (Mody Road) Bus Terminus will be suspended from 11.00 am on 14 October 2018 until the re-opening of roads.

(b) Relocation of Bus Termini

For route K3, from 6.15 am on 14 October 2018, the stopping points in East Tsim Sha Tsui will be omitted until 6.00 pm on the same day to cope with the road closure.

(C) Suspension of Green Minibus Stands, Taxi Stands, Taxi Pick-up/Drop-off Points, Loading/Unloading Bays and On-street Parking Spaces

All Green Minibus stands, taxi stands, taxi pick-up/drop-off points, loading/unloading bays and on-street parking spaces within the road closure areas in Tsim Sha Tsui will be suspended in phases from 1.00 am on 14 October 2018 until the re-opening of roads.

(D) Restriction on Vehicular Access To/From Car Parks and Hotels

Vehicular access to and from car parks and hotels within the affected area will not be allowed during the period of respective phases of road closure. Motorists wishing to park their vehicles in these car parks and hotels are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave hotels and car parks until the uplifting of the road closures.

(E) Traffic Arrangements on Access to Terminal Facilities

(i) Access to High Speed Rail West Kowloon Station During the period of Phase IV road closure in West Kowloon (i.e. from 3.00 am to about 11.00 am on 14 October 2018), vehicles from Western Harbour Crossing (Kowloon exit) heading for West Kowloon Station via Jordan Road eastbound will not be allowed. Route diversion via Hoi Po Road, Yau Ma Tei Interchange and Lin Cheung Road southbound will be required. Meanwhile, vehicles from Tsim Sha Tsui heading for West Kowloon Station via Austin Road West westbound will not be allowed. Route diversion via Canton Road northbound and Jordan Road westbound will be required. (i) Access to Airport Express Line Kowloon Station During the period of Phase IV road closure in West Kowloon (i.e. from 3.00 am to about 11.00 am on 14 October 2018), access to Kowloon Station will be diverted via Jordan Road westbound and Nga Cheung Road southbound. (ii) Access to China Ferry Terminal (China Hong Kong City) and Ocean Terminal During the period of Phase V road closure in West Kowloon (i.e. from 4.15 am to about 11.00 am on 14 October 2018), access to China Ferry Terminal and Ocean Terminal will be diverted via Canton Road southbound.

(F). Removal of Illegally Parked Vehicles

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above may be towed away by the Police without prior notice.

(G) Attention and Appeal

Appropriate traffic aids will be erected to guide motorists and notices will be displayed by public transport operators to advise passengers of the temporary transport arrangements. Members of the public should pay particular attention to the road closures and public transport arrangements at the Lantau Link, Ting Kau Bridge, Stonecutters Bridge, Eagle’s Nest Tunnel, Kowloon West, Tsim Sha Tsui and East Tsim Sha Tsui on 14 October 2018 (Sunday). The Transport Department anticipates that the traffic in the Kowloon bound Lantau Link, Tsim Sha Tsui bound Ferry Street as well as Canton Road in sections south of Jordan Road and in the vicinity of Harbour City will be very congested on that day. Motorists are advised not to drive to the affected / congested areas unless really necessary and should exercise tolerance and patience in case of traffic congestion and follow instructions given by the Police. Members of the public are advised to plan their routes early, use alternate routes and allow more travelling time to cater for unexpected delay. Bus and other public transport commuters are advised to pay particular attention to the arrangements of route diversions and suspension / relocation of stops.

Tourists going to the High Speed Rail West Kowloon Station, Airport Express Line Kowloon Station, China Ferry Terminal (China Hong Kong City) or Ocean Terminal are advised to plan their journey early to avoid any delay caused by road closures and traffic diversions. On the event day, the Lantau Link upper deck for Kowloon bound will be temporarily closed, journey time of bus services (including “A” and “E” routes) from Airport/North Lantau to Urban/New Territories Areas will be increased, then it may affect the stability of the bus services from Urban/New Territories Areas back to Airport/North Lantau. Passengers should allow more travelling time for their journey to / from Airport/North Lantau and Urban/New Territories. MTR and ferry services will not be affected by the event and passenger may consider to use non-road based public transport means. Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversion, alterations and suspension of public transport services, may be introduced by the Police at short notice. Members of the public are advised to watch out for the latest traffic news on radio and television.
