    ORDERIn accorda'nce with the provisions of sub section (1) of section 2J ofthe Right of children to Free and compulsory Education (RTE) Act, 2009,the National Council for Teacher Education (NCTE) has laid down theminimum qualifications for a person to be eligible for appointment as ateacher in class I to VIII vide its Notilications read as lst and 2o.r paperabove. One of the essential qualifications for a person to be eligible forappointment as a teacher in any of the schools referred to in clause (n) ofsection 2 of the RTE Act is that he/she should pass the TeachersEligibility Test (TET) which will be conducted by the appropriateGovernment.As per the Kerala Right of children to Free and compulsoryEducation Rules 2orr notified vide Government order read as 3rd paperabove, Academic Authority means the State Council for EducationalResearch and rraining, Thiruvananthapuram (scERT) and Governmenthave the academic responsibility to ensure that a teacher appointedshould possess the minimum qualification for teachers. As per theGovernment Order read as 4th paper above, Government have interaliadecided to make TET mandatory for the appointment of all teachers inIower Primaqr, Upper Primary and High Schools. Accordingly all teachers

    in schools should possess the minimum qualifications including TeachersEligibility Test (TET) based on the noffns and standards laid down by theNcrE. scERT is the authorized academic authority in the state.In the above circumstances, Government are pleased to entrustState Council for Educational Research and Training, Thiruvananthapuram

    (SCERT) for conducting Teachers Eligibility Test (TET) in the state. TheSCERT will conduct the test in accordance with the guidelines prescribedby the NCTE, Government of India. The Director, SCERT is directed totake urgent action for the conduct of the test from the Academic year2OI2-13 onwards.
