Team Manager Responsibilities COMP

OBJECTIVE: To ensure the successful management of the team and welfare of the players, while making sure that all off field matters are dealt with efficiently and timely. Provide support to the coach and any support staff. Provided in this manual are checklists to help you through the Team Manager responsibilities and guide you through the process of managing a team effectively.

Team Selection

Players will attend tryouts on the dates as designated by the MUSC Board. Once the players for the team have been selected, a Team Manager will be appointed. The MUSC Board will also appoint a Coach to work with the team. The Team Manager and/or Coach will attend all appropriate scheduling meetings (SCD and MUSC). The MUSC Registrar/Commissioner will provide the Team Manager with a certified roster and laminated player cards prior to the start of the season.

The next step in the process will be for the Team Manager to a schedule a team meeting with parents and/or players to prepare and discuss the expectations for the season.

Team Meeting

The purpose of having team meetings is to enable the parents, players and coaches to understand the following:

• Objectives and goals of the program • Any extra anticipated financial obligations and commitments (e.g. tournaments) • Make everyone aware of the ‘best’ way to reach both the Team Manager and the Coach. • Specifics of the season, including required equipment, schedule of practices, practice locations,

and general team policies • Inform parents of team camps, special clinics, and other programs • Recruit team parent volunteer positions • Address questions and concerns from parents • Stay away from making any “promises” such as playing time, positioning, etc. • Inquire which players, if any, will be playing for multiple teams during the season. If able to, work

around conflicting schedules as much as possible if they impact a majority of players. • Which tournament(s) is the coach/manager/parents interested in playing in? Prepare a list of

optional tournaments for the parents so they can determine how each fits into their schedule. It doesn’t make sense to register for a tournament that only half of your players can attend.

o New Team Managers and/or coaches may not have firm idea of tournaments they would like to participate in so you many need to rely on the MUSC commissioner or more knowledgeable parents/coaches to help guide through this process.

o SCD – CJSA usually keeps an updated list of local tournaments on its website (http://scdcjsa.com)

• Meet the coach and learn of their experience and coaching background. What, if any, is the coaching philosophy for the season?

o Coaches often have specific strategies that they will pursue with teams in certain age groups. For example, with a younger, inexperienced team, the coach may wish to focus primarily on skill building and leave lessons on game strategy for the following season. Parents need to know this up front because it helps to prevent some inevitable dissatisfaction if the team suffers a string of losses.

• Make sure the parents are aware that if a dispute should arise during a game, ONLY the Coach and Team Captains may respectfully talk with the referees.

Team Manager Responsibilities

The Team Manager is the liaison between the coach, parents, players and the MUSC commissioner. The MUSC commissioner will filter information through the Team Managers to disseminate to their teams.

Being a great team manager really means taking responsibility for all the off-the-field logistics of running the team -- leaving the coach free to, well, coach. Be the coach’s right hand and take ownership of all of the paperwork/registration/coordination items that can distract the coach from his/her job.

In addition, the Team Manager will be expected to perform the following duties, or, may delegate some of the duties to another parent on the team.

• Communicate timely and accurately. • Keep open lines of communication with the coach at all times. Maintain a relationship of mutual

respect and coordination. Direct all questions concerning player positions and playing time to the coach. Discuss with the coach how you would both like to handle parent/player concerns.

• Keep the team organized and running smoothly by communicating practice information and game schedules.

• Keep the “pulse” on the team and parents by listening and passing concerns on to the coach and/or the MUSC commissioner. Treat all matters, especially those involving players and parents, in a mature, fair, honest, and confidential manner.

• Maintain all records and information relevant to game play (e.g. player passes, recording game scores, confirmation with opposing clubs of game time/locations, directions to fields, etc.)

• Handle all aspects of scheduling regular season games and attend appropriate scheduling meetings (e.g. League, Friendly, CUP, tournament registration)

• Maintain the team binder, to include official rosters, phone list of all players and coaches, laminated player/coach/manager passes, tournament medical release forms, league and any other soccer Rulebooks, schedules and forms, field locations/directions, contact information for opposing team coaches/managers, MUSC contacts, game-day checklists, etc.

• Assign responsibilities of Team Manager to another parent in the event that the named Team Manager will be unable to perform his/her duties and notify the Coach of the assignment.

• Other smaller crises can be averted by thinking of the little things. Have an extra pair of socks, shinguards, bottle of water, granola bar, and a ball in your bag for the player who ran out of the door without them. For girls teams, keep a package of hair ties and a few small plastic baggies in which to put a player's earrings or watch. And always carry a Sharpie.

• Perform other reasonable duties, as requested, by the coach or MUSC commissioner (e.g. confirm that all players have a uniform, etc.)

Responsibilities that can be delegated to team parents:

• Team Treasurer – who will handle financial duties for the team; collecting money from families to cover team expenses (e.g. tournament registration fees, special training fees)

• Tournament Arrangements: Check team in prior to the beginning of any tournament play and be familiar with the rules and regulations of the tournament in which the team is competing, collect signatures from parents for tournament waivers, coordinate team food/drinks/canopy, confirm all game times, directions, field and parking locations, and ensures the coach know the tournament rules. Tournaments can be tons of fun, but also tons of work!

• Home Field set-up and takedown – prior to home games ensure fields are lined properly and visibly, ensure goals are located and secured properly, set-up and removal of corner flags, communicating with MUSC Field supervisor regarding supplies as needed (paint, flags, nets, etc.)

Don’t do it all by yourself! Keep everyone involved, manage expectations, and keep the duties current.

Depending on whether you have a new team, a returning team, your coach’s level of involvement, and your other team parents’ level of involvement, you may or may not be responsible for everything contained in this outline. In most cases, other team parents will be more than willing to help if you simply ask for what you need.

What else can you do to prepare for the Team Manager responsibility?

• Be willing to listen to parent’s complaints and concerns. • Keep private information provided to you in confidence. • Encourage parents to become active participants in the Milford United Soccer Club

organization. Don’t be afraid to ask them to help out! • Know the policies of the Milford United Soccer Club; ask the MUSC commissioner any policies or

questions you are unsure of. • Handle confrontations one-on-one, not in a public setting. Be willing to listen – often that will be

all that is truly needed. • Allow the coach to make all the coaching decisions. Don’t make promises for which you

have no authority. • Be consistent and fair in your dealings with parents and players.

Player / Administrator Management

Each player must have a current US Youth Soccer Association player pass (player card) issued by CJSA-SCD. These passes are checked prior to each game by the referees. Without them, your players cannot participate.

All coaches, assistant coaches, backup coaches, managers, assistant managers, and any other adult including parents, actively involved with the team must have proper credentials as required by CJSA-SCD

Upon completion of all required documentation, the MUSC Club Registrar will obtain from CJSA-SCD a pass for each individual. The MUSC Registrar, with your help, will need to obtain a picture of each individual for the passes. Background checks will also need to be completed, as required. The MUSC Registrar/Commissioner will provide the Team Manager with a certified roster and laminated player passes prior to the start of the season.

Player Cards Require:

• Birth certificate uploaded to musc.org personal profile, by player’s parents. • Head shot photo

Coach / Administrator Cards Require:

• Birth date entered in musc.org personal profile • Heath shot photo • Background check completed through cjsa.org

SCD Scheduling meeting

• The SCD scheduling meeting occurs prior to each fall and spring season (typically end of August and middle of March). The managers/coaches from each team in the division will gather at a specified time/location to schedule games for the upcoming season. You will need to schedule at least one league game against every team in your SCD division.

• A MUSC representative will be there with the field assignment book – make sure you confirm that there is a field available for any home games you wish to schedule.

• If you ‘share’ a coach with another team, try to have their schedule with you to ensure your schedules do not conflict.

• Wear your MUSC shirt as it makes it easier to find each other amidst the chaos. • Any games that are not scheduled during this meeting can be done so by email with the

opposing manager/coach. • Always follow-up with opposing manager/coach after the scheduling meeting to confirm game

date, time, and location. • You can schedule ‘friendlies’ both within, and outside of, SCD. • Try to stay within your division, or a similar division, for friendlies. We do not want anyone from a

‘C’ division scheduling a game against a team in the ‘A’ division…it won’t be fun for either team.

Game Hierarchy • CT Cup Games • League Games • Tournament/Friendly games

League games take priority over all friendly games. If you are in the Connecticut Cup you should schedule the games around those probable dates. CT Cup games are typically played on Saturdays, so keep your Saturdays open between 10am and 4pm. Roster Rules A player may not be simultaneously rostered to two classic (comp) team rosters or to two recreation team rosters in the same age group. A player, however, may play simultaneously on both a classic and recreation team in the same age group.

A couple of housekeeping items for the season:

1) Each team is allowed five home games.

2) Games need to be confirmed by Wednesday of each week and any cancelations that are not weather related on the game day will count towards the five home games.

3) Please DO NOT change your home games on the MUSC site. Referees are assigned to them so they need to be canceled and then a new game added.

4) Weather related home game cancelations are to be done by the club or referee only. This is not a coach’s decision. If a home game is canceled without club/referee approval it counts towards the five home games.

5) Please contact [email protected] and cc: Brian Grindrod our referee assignor at [email protected] to request field space. Prior to this, please check the master schedule and see what is available. The game slots are 10,12, 2, & 4. This needs to be done by Tuesday of the game weekend.

Field Lining: Please check the master schedule each week and if your team is the 1st team to have a home game on the field that weekend (U11/12 teams- 8v8 blue lines; U13/14 teams-11v11 white lines), you will need to refresh the lining on the field so that the lines are pronounced and clear. The best way to make clear, lasting lines is to make at least one pass in each direction with the liner. Please reach out to your team parents to help out.

Corner Flags

Grass fields-If there isn’t a game directly after your game, please return the corner flags to the tube holders.

Turf field-The turf flags are kept in the Milford Academy storage room. If you need access to them for a game, please contact [email protected] at least 48 hours prior to arrange.

Goals: Please make sure you place sandbags on goals. NO ONE should be playing on or around unsecured goals at any time.

8v8 goals (KMT, YMCA, Washington) – please check the master schedule and if the next game to be played at the field is not U11 or U12 (8v8) or your game is the last of the weekend, please move the goals off the field. This will allow the city to the grass during the week and also keeps them out of reach from game spectators to avoid damage.

11v11 goals (Foran turf) - please check the master schedule and if your game is the last of the day, please place goals back on the end side of the field.

Supplies, Etc.: At practices and games please take time to note if lines are looking faded (please line if possible!), the blue box is running low on paint, flags are missing, new sandbags are needed, or there are other questions or field concerns and please contact the [email protected]

Home Games Please pay special attention to how to handle HOME game changes and cancelations. MUSC pays a referee assignor to assign each game so please don't schedule a home game unless you are fairly confident that it will be played. Also, it is IMPERATIVE that all home games are CONFIRMED. In the past coaches/managers did not have access to add or change HOME games on the MUSC website. We decided to change that so you could more easily manage your teams schedule. However, if we are unable to follow the process correctly that will change. If you have any questions please feel free to reach out to me or your commissioner.

Game Day Checklists

Bring to all games:

Team binder/bag (laminated player/coach/manager passes, registration forms, rules) Recommendation: Ice packs, first aid kit, extra water, granola bar(s)

Week of the Game

If a home game, confirm field and referees with MUSC. Confirm with opposing coach of upcoming game date/time, location, and uniform colors. Notify your team of the upcoming game date/time, location and uniform requirements.

EXAMPLE:

Sat 11/11

2:00p Game v. Opponent @ Name of Field

Players be at field by 1:00p for warm-ups

Wear blue jersey/blue socks (bring white jersey)

Directions to Field (provide the directions)

Before the Game

Print out three (3) copies of the Official Roster. Cross off any player who will not be participating in the game. You or your coach must sign the bottom of each form, if instructed to. Give the Game Roster forms and player passes to the referees when directed to, prior to game

time start. Referees will check-in the players and verify player names with player passes, check equipment

(e.g. cleats, shin guards, etc.) and check field equipment (e.g. flags, goals, etc.). If you are home team, you are asked to provide the game ball.

During the Game

The Coach with control the sidelines. The team manager will only sit on the player sideline if requested to by the coach.

Being a great team manager really means taking responsibility for all the off-the-field logistics of running the team -- leaving the coach free to, well, coach. Allow the coach to make all coaching decisions, including all substitutions, positioning, and player time on field.

If a dispute should arise, ONLY the Coach and Team Captains may respectfully talk with the referees.

It is a good idea to keep track of goals scored for both teams and penalty cards given for both teams (yellow or red) and the jersey number of the person receiving the penalty card. Verify this against what is noted by the referee on the Game Roster form.

o Yellow/Red cards must be reported by both coaches when a player, or coach, for either team receives a card in any game (friendly, league, cup, or tournament). (http://scdcjsa.com – Yellow/Red card report under ‘Team’ tab)

Immediately After the Game

Get your player passes back from referee and return them to your team binder. Thank referees and opposing coach/manager. When you leave the HOME field it is your responsibility to put the flags away – if you don’t see a

team waiting to play, lock them away.

Returning Home

Enter Game results and any Yellow/Red cards (within 48 hours) Failure to submit a game report will result in a forfeit being charged against the offending team, regardless of the actual game outcome. All forfeits are scored as 1-0 losses.

Over the years, MUSC has stepped in to a number of situations where teams found themselves in great organizational distress. Though unhappiness with team performance is often an issue, in many cases it has been clear that better communication between players, coaches, team managers, and parents could have avoided much of the unpleasantness that evolved. That overall responsibility usually starts with the coach but generally falls within the responsibilities of the team manager

Finally, being a great team manager is about keeping the team running smoothly so the kids can have FUN! At any

age, that's really what it's all about.

Constitution (restated September 2008) Article I - Governance The South Central District of CJSA shall be governed by a Board of Directors.

Article II – Club Representation

Each club or organization sponsoring a team or teams within the South Central District shall designate a member of the organization who shall serve as a member of the Board of Directors. In addition, each Club or organization shall name an alternate who shall serve as a member of the Board of Directors in the absence of the designated member.

Article III - Voting

The number of votes that each Director may cast shall reflect the total number of players registered by his/her organization during the preceding seasonal year as follows:

In addition, the District State League Club Representative will have 1 vote.

Article IV - Meetings

The Board of Directors shall meet once a month except during the month of December. The Annual General Meeting of the Board of Directors shall take place in August of each year. Article V – Member Absence

In the absence of any Director or Alternate another member of his/her organization may cast the votes of the absent Director only with his/her prior written authorization. Article VI - Chairperson

The District Vice President, elected pursuant to the Constitution of CJSA, shall serve as chairperson of the Board of Directors. He/she shall have no vote except in the case of a tie. Article VII – Meeting Management Meetings of the Board of Directors shall be governed by Robert’s Rules of Order, and minutes shall be kept of each meeting. BY-LAWS (Amended September 2008) 1. At each Annual General Meeting (AGM) of the District, the Board of Directors shall elect a District

Registrar and District Representative to CJSA Board of Directors who shall serve as ex-officio officers of the District for a period of one year. Revised 9/16/08

2. At each Annual General Meeting (AGM) of the District, held in odd-numbered years, the Board of Directors

shall elect a District Vice President, whose term shall coincide with the following CJSA elections held in January at the CJSA AGM. Revised 9/19/06

3. The Boy’ and Girl’s District Commissioners shall oversee the formation and conduct of District sponsored

leagues in accordance with the rules and regulations adopted by the Board of Directors. He/she shall decide all protests on any matter pertaining to the results of District sponsored leagues. He/she shall, with the approval of the Board of Directors, appoint such persons as are necessary to carry out the responsibilities of his/her office. Revised 9/16/08

4. The District Referee Administrator shall coordinate all District activities relating to the selection, training,

and assignment of referees, and shall maintain a current list of all referees within the District. He/she shall, with the approval of the Board of Directors, appoint such persons as are necessary to carry out the responsibilities of his/her office.

5. The Secretary shall record all business transactions of the District, attend to correspondence, keep the

records of the District, including minutes of the meetings, shall have charge of all properties of the District, and shall update the rule changes annually.

6. The District Treasurer shall have charge of all monies of the District and shall keep a detailed account of

income and expenditure of the District. He/she shall be responsible for collection and payment of all monies involving District sponsored activities. The District Treasurer shall submit a statement of financial condition at each regularly scheduled meeting of the Board of Directors. He/she shall have the authority to sign checks of the District with the District Vice President. The District Treasurer shall be bonded in the amount of $100,000.00. The cost of the bond will be paid for by the District.

7. The District Registrar shall be responsible for the registering of all players and teams within the district to

CJSA. He/she shall keep an up to date roster of each league team within the District. The District Registrar shall succeed to the powers of the District Vice President in his/her absence. He/she shall, with the approval of the Board of Directors, appoint such persons as are necessary to carry out the responsibilities of his/her office.

8. The District Representative to the CJSA Board of Directors shall attend CJSA Board meetings, cast his/her

vote as the membership directs, and report back to the District membership the business conducted at the State meeting.

9. 9/16/Amendments to the Constitution may be made by a 2/3 affirmative vote of the total votes cast at any Annual General Meeting, and amendments to the by-laws may be made by a 2/3 affirmative vote of the total votes cast at any regular meeting of the Board of Directors. Any proposed change to the constitution or by-laws must be submitted in writing to a regular meeting of the Board of Directors one-month prior to a vote on such proposed change. Notice of a proposed change to the constitution or by-laws shall be voted on at a meeting of the Board of Directors and shall be sent to each Board member at least seven days prior to such a meeting and vote.

10. The Board of Directors by majority vote at any scheduled meeting may adopt such rules and regulations

governing the conduct of play, discipline and the administration of District sponsored activities, as it deems necessary and appropriate.

11. A special meeting of the Board of Directors may be called at any time by the Chairperson of the Board or at

the request of any three Directors. 12. All District sponsored activities shall be under the control of the District Board of Directors. The formation and

conduct of the District sponsored activities shall be in accordance with the rules and regulations adopted by

the Board of Directors. The Board of Directors shall appoint such persons as are necessary to carry out the responsibilities of the District sponsored activities.

13. The District Vice President may at his/her sole discretion authorize expenditures related to the administration

of the South Central District and its programs up to $500. RULES AND REGULATIONS (Amended November, 2008)

1. - Definitions 1.1 A Classic Team is any team where the players are selected on the basis of talent or merit, or for which tryouts

are heldor where participation is by invitation only. 1.2 A Recreational Plus Team is any team where players are assigned on the principles of an even distribution of

talent or where the players are those not chosen for a club’s Classic team. 2.0 – District Leagues 2.1 Leagues shall be established by the district during the spring and fall seasons at the Classic and/or the

Recreational level in the U10 through U19 Divisions where four or more teams wish to participate. The District shall act as an advisory group for recommendation on play within each age division. Revised April 2003

2.2 Deleted 9/19/2006 2.3 Prior to scheduling, each club will submit a properly completed league information and registration form for each

team wishing to enter the District League. 2.4 Meetings will be held in March and August at which all teams wishing to participate in District League play must

be represented. League schedules will be prepared at these meetings. Teams not represented at these meetings will not be accepted for league play and the club’s bond shall be forfeited. No team from that club shall be allowed to play until the bond is reposted.

2.5 Deleted 9/19/2006 2.6 No youth coach who is under 18 years of age may be solely in charge of a team. There must be an adult

supervising the team at all times. Added 5/18/1998 1. Prior to April 1 and September 1, any necessary change to the league schedules must be made. League

schedules will become final at 12:01 AM on April 1 and September 1. No changes may be made thereafter without the permission of the appropriate District Commissioner.

2.8 A schedule change may be allowed at the discretion of the appropriate District Commissioner only, under

unusual circumstances which are beyond the control of the requesting team, not foreseeable at the time of scheduling or under which requiring the game to be played as scheduled would result in a fundamental injustice.

2.9 All District Leagues shall commence play no earlier than the first weekend of April or September, and conclude

play no later than the second weekend of June or November. In the event that a meeting of the Board of Directors is not scheduled, the season may commence earlier or be extended by the appropriate District Commissioner with the approval of the District Vice President.

1. Prior to commencement of league play, the appropriate District Commissioners shall distribute to each club

director a complete league schedule, along with the current procedure for reporting scores to the District Commissioners. In addition, club directors will be provided an appropriate document to be used at the field to collect all required information included in game score reporting. No game will be official until the Commissioner

approves the submitted game score report. 2.11 All rosters for each playing season must be submitted to the League Commissioner by the District Registrar by

the second week of the playing season. If any changes are made they must also be forwarded to the Commissioners in a timely manner as changes are made. Added August 2002

2.12 If you have a game not played for a good cause and you are having difficulty getting it rescheduled, make a

game report and note the problem. If the game was a forfeit , make a game report stating it was a forfeit. In either case, if the game is played later, the score may be changed. Revised 5/20/1996

2.13 Any team who has forfeited a match will not be eligible for a championship. Added 8/14/1995 2.14 The home team in all Classic and Recreational Plus League play shall furnish a USSF registered referee and two

USSF linesmen, when possible. In situations where three USSF referees/linesmen are not available, one USSF referee shall be used with each team providing a club linesman. The only function of the club linesman shall be to signal when the ball is out of bounds. In U19 Division games 3 certified referees must be used.

2.15 In all Recreational Plus League play, each player must play at least 1/2 of each game except for reasons of

injury, illness or discipline. 2.16 In all District League games, three points shall be awarded for a win, and one point for a tie. Revised 9/19/2006 1. In the event that two or more teams tie for first place at the conclusion of the Classic League season, the order of

tie breakers to determine the league champion will be:

● Head to head competition● Most wins● Least goals allowed

If the teams remain tied at this point they will be declared co-champions.

2. In the event that two or more teams tie for first place at the conclusion of the Recreational Plus season, co-

champions will be declared. 3. No player may play for more than one team in the same division, in the same league, during any season.

Divisions are defined as:

● Under 19● Under 16● Under 15● Under 14● Under 13● Under 12● Under 11● Under 10

The Under 10 league may include U9 players. This league is defined only as Recreational Plus. Revised 9/19/2006

4. South Central District League play shall be open to any district team in good standing provided each player on the team:

A. is a resident of the town in which the team’s home field is locatedB. is a resident of a town in the South Central District in which no CJSA team exists in the player’s

recognized two (2) year age division (U10, U12, U14, U16, or U19). This includes Classic, Recreation and In-House programs.

or C. is not one of more than two (2) players not provided for by subsections A or B. Revised 5/19/1997

2.21 A player may play on a club’s Recreational Plus team and on the club’s Classic team in the same season.

However, no more than eight (8) players on a Classic team may play on a Recreation Plus team. 2.22 Double rostering of players can only occur for clubs which have too many players in a single age bracket to field

one team, but not enough for two teams. In this case the club must field one team as a Competition team and one as a Recreational team. There may be only a maximum of 8 Competition players on the Recreational team and they should be the less skilled Competition players. Added 8/19/1996

2.23 Deleted March 2004 2.24 No club or team may deny a U19 age group player, within an appropriate age group, the opportunity to play on

the appropriate age team in order to make room for a player not within the appropriate age group. Added 2/21/1995

2.25 Any postponed league match shall be rescheduled. Matches must be played prior to the end of the league

season. Matches must be rescheduled within two weeks of the original playing date. If the teams cannot decide on a reschedule date, the appropriate commissioner shall have the power to designate a date.

2.26 The appropriate District Commissioner shall resolve any protest of the outcome of any District League match. 2.27 The appropriate District Commissioner shall be the final judge of whether any team is a Classic team or

Recreational Plus team, and therefore eligible for inclusion in any District League. 2.28 Nothing herein shall restrain or prohibit any club or organization from forming or conducting an In-House league.

In-House leagues are not subject to the rules and regulations governing District League play. All players must be registered with the District to participate in an In-House league.

2.29 Nothing herein shall restrain or prohibit any two or more clubs within the District from forming or conducting an

inter-club league. The inter-club leagues are subject to the rules and regulations established and furnished in writing to the appropriate District Commissioner. Whenever an inter-club league is formed the appropriate District Commissioner must be provided with a list of the teams participating in such league. All players must be registered with the District to participate in an inter-club league.

2.30 The penalty for a coach who knowingly plays an illegal player is automatic suspension for the balance of the

seasonal year. 2.31 The South Central District prohibits the use of any U10 or younger player in any 11 a side league match play.

Added 10/21/1996 2.32 A player pass is mandatory for all players in both Classic and Recreational Plus District League play for teams

playing in U11 and older divisions.

● In the event a player does not have a pass and is on the certified roster, he may sign in on the roster. ● If a player has a pass but is not on the certified roster, he may not participate in the game.

● If a team has no rosters and no passes, a hand-written roster must be provided.

In any situation where players or coaches participate with no passes, the referee will submit a game report in compliance with SCD rules. Revised 9/19/2006

2.33 For all District Competition and Recreation games, teams are required to provide a District certified roster for the

referee and opposing coach. 2.34 The Five-Goal Rule - In the Recreational Plus League, any team that reaches a five goal advantage over an

opponent must remove a player from the field and play a man down until such time as the five-goal advantage disappears. A subsequent score with a five-goal advantage would necessitate the removal of an additional player until a more equalized game situation results. No team will be penalized more than two players.

Teams breaking the five-goal rule must send a letter to the Boy’s or Girl’s Commissioner for the District explaining the reason(s) that the team scored more than a 5-goal differential. The letter for the first violation may come from anyone in the club (coach, president, etc.). Following a second violation, for that team, the letter must come from the club president. Clubs failing to send the letter may be fined as outlined in the SCD Schedule of Fees. Revised 9/19/2006

2.35 A Recreational Plus team entering any Classic team tournament play will be disqualified as a Recreational Plus

team and forfeit its status in the District League. 2.36 Deleted 9/19/2006 2.37 The center Referee must be at least 2 years older than the team playing. Clubs are liable for that referee. Added

10/19/1998 2.38 District League matches in the U12 age group and below shall utilize a “size 4” ball. District League matches in

the U13 age group and above shall utilize a “size 5” ball. Added 8/12/08 2.39 The length of District League matches shall be as follows:

U-10 2 x 30 minute halvesU-11 2 x 35 minute halvesU-12 2 x 35 minute halvesU-13 2 x 40 minute halvesU-14 2 x 40 minute halvesU-16 2 x 45 minute halvesU-19 2 x 45 minute halves (Added 8/12/08).

3.0 - Player and Volunteer Registration 3.1 Any player registered to a club is bound to that club for purposes of outdoor play, for the entire seasonal year

unless the player requests and obtains a change of club registration. Revised July 2002 3.2 No inter-club transfers will be allowed during the current seasonal year for District League play only. 3.3 Each club can also have it’s own policy, i.e. you do not have to accept out of town players. 3.4 Change of club registration – see CJSA 2315. 3.5 Approval of change – see CJSA 2316. 3.6 Appeal – see CJSA 2317.

3.7 Any team which through it’s responsible officials, officers or representatives attempts to induce a registered player of any team under the jurisdiction of this association to leave his/her team before the end of the current seasonal year shall be brought before the District Board of Directors. The District Board of Directors may impose a suspension from District sponsored activities for a period not to exceed one year.

3.8 Each club shall maintain proof of age record and club registration form – see CJSA 3115. 3.9 Fall players not playing in the spring must remain in the Alpha list. Added 2/16/1999 3.10 All adults volunteering in each club must be in the Alpha list and all coaches must have

passes for District League play. Added 3/17/1997 3.11 Passes from the prior year must be returned to the District Registrar to validate passes for

the New Year. In the absence of a validated pass, a copy of the player’s birth certificate or a copy of a previous seasons certified roster with the player indicated must be provided. Revised 9/19/2006

3.12 Passes cannot be released until player is on a roster, or in the case of a board member, who does not coach, a

note must be included on the pass for it to be certified. Extra passes may be requested and lost passes may be replaced upon request. Requests need to be accompanied by the fee set in the SCD Schedule of Fees. Revised 9/19/2006

1. Any club that submits a bad registration file (cannot be read, wrong format, no information,

etc.) will be fined $100. Clubs submitting a bad file early, which is then corrected before the deadline, will not be fined. Revised April 2003

2. A player registered to a South Central District Club wishing to play out of state must be in good standing and

request permission to play out of state in accordance with CJSA Rules 2311 and 2313. Revised 11/18/2008

3.15 Deleted 11/18/2008 3. Where permitted by the rules of a tournament or special competition, a player registered to one club wishing

to play as guest player for a team sponsored by another CJSA club must be in good standing and request permission in accordance with CJSA 3310. Revised 11/18/2008

4.0 - General 4.1 All District League play or District Tournaments and all inter-club matches shall be

governed by the rules and regulations and the laws of the game adopted by CJSA. 4.2 The home team in any District League play or District Tournament and any inter-club match shall:

● Provide a regulation playing field that is adequately marked and safe for play.● Provide regulation size goals and nets that are properly anchored.● Take all necessary steps to insure the safety and security of players and coaches of both teams and

match officials.● Consider all spectators to be guests of the home team. No spectator has the right to physically or

verbally abuse any player, coach or match official. All abusive spectators may be asked to leave by officials of the home team at any time.

4.3 Any failure to comply with the requirements of Section 4.2 should be brought to the immediate attention of the

District Vice President. 1. Prior to the commencement of play in any calendar year, each club or sponsoring organization shall post with

the District Treasurer a club bond in the amount specified in the SCD Schedule of Fees.

Whenever any team fails to show for the scheduled match, or appears with less than 7 players, or provides less than 24 hours notice of cancellation (provided the cancellation is not related to weather, field conditions,

or other reasonably perceived “emergency”), the offending club may, at the determination of the appropriate Commissioner, be required to forfeit its annual club bond. If the away team is at fault, and there is not sufficient time to provide notification to officials, the home team’s club may invoice the away team’s club for compensation of the officials. Failure to compensate the home club may result in forfeiture of the annual club bond. Revised 9/19/2006

4.5 Any team accepted into SCD league play from outside the SCD must post a $500.00 performance bond that will

be held until end of seasonal play. This bond is forfeit to the SCD if the team forfeits a game or drops out of the league. Added May 2002

4.6 Whenever a club’s performance bond has been forfeited, the bond must be reposted in full within one week after

forfeiture, or the club will be considered suspended from further competition. 4.7 Every club registered in the South Central District is required to have a representative of their club present at

nine (9) regularly scheduled District meetings. Failure to do so shall result in fines as outlined in the SCD Schedule of Fees. Revised 9/19/2006

4.8 Coaches, teams or clubs are to be held responsible for the conduct of their players, parents, and fans when

repeated incidents of foul language, abusive language, or threatening behavior occur during or after a soccer match.

4.9 Deleted 9/19/2006 4.10 Violations of the tournament contract will result in a tournament being placed on probation for a year. A second

violation will result in a 1-year suspension for that tournament. Added 1/20/1998 4.11 Deleted 11/18/2008 5.0 - District Sponsored Activities 5.1 All committees, rules and regulations for District sponsored activities must be approved by the District Board of Directors prior to implementation. Revised 11/18/2008 6.0 - Rules and Regulations 6.1 Changes to the Bylaws or Rules and Regulations governing the activities of the South Central District must be submitted in writing to the District Vice President for consideration by the District Board. Upon approval by the District Board, the proposed Rule or Bylaw must be distributed to representatves of all District clubs and/or posted on the District website a minumum of 21 days prior to a vote to be taken at a normally scheduled District meeting. Revised 11/18/2008 7.0 - Disciplinary Board 7.1 In the interest of maintaining the integrity of the game of Soccer and promoting good sportsmanship therein, the

Board of Directors shall at each Annual General Meeting elect five persons to serve on the Disciplinary Board. One of whom shall be elected chairperson, 3 to serve as members and one alternate to serve on the Disciplinary Board for one year. The . District Vice President shall not serve on the Disciplinary Board. No more than three (3)of the postions exclusive of the alternate, may be filled by currently serving Board members. Revised 11/18/2008

1. The Disciplinary Board shall have the responsibility of reviewing the actions of players, teams, coaches and club

officers from the South Central District when required by Section 7.3 and Section 7.4. This Board shall have the authority and duty to impose such sanctions authorized by Sections 7.6 and 7.14 as are appropriate and

necessary to maintain order, discipline and the integrity of the game. 2. The Disciplinary Board shall review the actions of:

● Players, coaches, teams, and/or club officers in any match terminated prior to completion because of rule

violations.● Any coach who receives a Yellow card or Red card.● Any player(s) who receives a second or subsequent Red card in one season.

3. The Disciplinary Board shall review the actions of any player, team, coach or club officer when asked to do so by

the District Vice President. 4. The Disciplinary Board shall not have the authority to review the actions of any player, team,coach or club officer

at it’s own discretion or that of any of its members. 5. Where appropriate and after a careful review and consideration of the actions of all persons involved, the

disciplinary board may:

● Issue a letter of warning to any player, team, coach or club officer.● Issue a letter of reprimand to any player, team, coach or club officer.● Place on probation any player, team, coach or club officer for a period not to exceed one year from the time

of incident.● Suspend any player, team, coach or club officer for a period not to exceed one year from the time of incident.● Fine a club to a maximum of $100 per incident.● Notify the District Vice President in writing and request that the incident be referred to the State Disciplinary

Board to consider further discipline. 7.7 Whenever the Disciplinary Board is required to review the actions of any player, team, coach or club officer, the

Board shall meet at the earliest possible moment to consider appropriate sanctions if warranted. 7.8 Any player, team, coach or club officer whose actions are under review by the Board and against whom

sanctions may be imposed shall have the right to personally appear before the Board. However, the Board in its discretion may hear oral testimony and/or review written testimony from any person.

7.9 In the case of a Disciplinary Board hearing in which any match related incident is being investigated, a copy of

the referee’s report will be furnished by the Referee Administrator to the Disciplinary Board. Under no circumstance will a verbatim copy of this report be released to the President or District Representative from the club of the individual concerned. However, a summary of this report containing all pertinent information regarding the incident, will be prepared by the Disciplinary Board chairperson, and will be released to the club representative after the involved parties have made their required statements before the Disciplinary Board.

1. The Board shall adopt such rules and procedures as are necessary to carry out its duties and responsibilities in a

fair, orderly and timely manner. 1. The deliberations of the board shall be private and its decision final. Sanctions authorized by Section 7.6 or

7.14 may be imposed upon a majority vote of those Board members present and voting. The Board shall notify the District Vice President of any decision in writing, and the District Vice President shall notify the club and/or persons affected thereby.

2. Whenever the player, team, coach or club official whose actions are under review is from the same club as

any Disciplinary Board member, such Board member shall withdrawal from consideration of the matter. The chairperson of the Board shall then appoint the alternate as a temporary Board member. Whenever the Board does not have a sufficient number form among the four members and the one alternate, the District Vice President shall appoint a temporary Board member(s) from among the clubs not already represented on the Board. 7.13 The Disciplinary Board shall not have authority over players, coaches or club officials participating in any In-House competition, but shall have authority over matches between two teams from the same club when such a match is part of a District or inter-club league or tournament.

7.14 The following guidelines are provided for the Disciplinary Board when reviewing the actions of players, coaches

teams, or club officials. Game suspensions are in addition to the mandatory one (1) game CJSA state suspension for receiving a Red card.

7/22/16 CT CUP COMPETITIONS

Section 5 501-1 Cup Committee. Each seasonal year the CJSA President shall appoint, with the approval of the CJSA Board of Directors, a Cup Committee, which along with the State Administrator, shall organize the State Cup and Connecticut Cup competitions. The Cup Committee shall include the CJSA Cup Chairman, the Girls Cup Chairman, and the Boys Cup Chairman. The Cup Committee shall oversee the competitions and shall appoint Cup Directors of each cup for each age division. The dates, times, places, and form of the competition shall be as determined by the Cup Committee and approved by the CJSA Board of Directors.

501-2 Fall Cups. Connecticut Cup competitions will be conducted during the fall season for both boys and girls in the U-11 (small Sided) U-12 (small and full-sided), U-13 and U-15 year old age divisions whenever 8 or more teams are entered. 501-3 Spring Cups. Connecticut Cup competitions will be conducted during the spring season for both boys and girls in U-11 (small Sided) U-12 (small and full-sided), U-13, U-14, U-15, U16, U17 and U-19 year old age divisions. A minimum of 8 teams are required for the U15 and younger brackets, a minimum of 6 teams are required for the U16 and older brackets. 501-4 Eligibility. The competitions shall be open to any team composed of properly registered and rostered youth players and registered coaches. This is provided such team is in good standing with CJSA and each player on the team: 1. is a resident of the town in which the team’s home field is located; OR 2. is a resident of the district in which the team’s home field is located and is a resident of a

town in which NO CJSA CLASSIC competition team exists in the player’s recognized age division in the current playing season; OR

3. is one of not more than 2 players, not provided for by subsections 1 or 2. 501-5 One Cup Limit. No team entering a State Cup competition during the spring season may also enter a Connecticut Cup competition in the same spring season. 501-6 Premier Teams. No team participating in the Elite League, Premier League, U13 Qualifying League or the Fall U-14&U15 Premier League may enter the Connecticut Cup for that playing season. 501-7 Entries/Rosters/Passes Clubs wishing to enter teams in any of the Connecticut Cup competitions must submit their team entry thru the CJSA website (cjsa.org) and pay the appropriate fee for each team: Entry Fees. The entry fee is $75, if received prior to the early deadline date, or $150 if

received after the early deadline date and before cup deadline. Entry fee is non-refundable

Deadline for Entries. Entries must be submitted into the CJSA website (cjsa.org) on or before 3:00 PM of the applicable deadline date.

Withdrawals. A team may only withdraw from the competition prior to the cup draw; the team entry fee will not be refunded.

Forfeits: If a team entered in the competition withdraws or forfeits after the cup draw there will be a fine of $100.00 implemented for each CT Cup team. Extraordinary circumstances should be submitted to the Cup Committee for the final decision with regard to the fine being waived. Non-payment of the fine would result in the club being put in bad standing. When the home team in a match forfeits and the game is not played the team moving on will be charged a home game.

Open Draw. The State Administrator shall submit to the Cup Committee a list of all teams whose entries and rosters were received by their respective deadlines. The committee shall oversee a draw where the teams are drawn by chance with the following exception: In the first round of the CT Cup, no 2 teams from the same club will play each other in the same age and gender cup. The Cup Director will then post the draws on www.cjsa.org.

1. Rosters. Cup rosters must be submitted into the CJSA Registration System.

2. All teams entered in the U-11 Cup must have no less than 9 rostered players whose birth dates are within the 12 month period of the cut-off dates for U-11 eligibility.

3. U12 – U19 full sided game rosters may contain up to 25 players and a minimum of 11 players. All 25 players are eligible to play at any game. CT Cup rosters for U11 & U12 small sided games shall have a team roster with a maximum of 18 players and a minimum of 11 players. Rosters must include jersey numbers, which may be hand written on the roster at game time.

4. No player may be rostered on more than one (1) team in Connecticut Cup competition each playing season.

Rosters Frozen. A team roster must be submitted into the CJSA Registration System and designated for CT Cup by the freezing date. Only players listed on the frozen cup roster are eligible to participate with their team in each Connecticut Cup match. (Note: Only players are frozen on a roster - coaches are not frozen and may be changed at any time.) A team not complying will be considered ineligible. The CJSA Registration System will freeze and stamp all submitted rosters at 3:00 PM on the Fall and Spring deadline dates. Teams are required to submit a roster by the appropriate deadline. Teams failing to submit a roster that the club’s District Registrar has reviewed and approved by the deadline will forfeit their cup entry fee and their right to participate in that cup for that season. (check www.cjsa.org for deadline dates). Submitting a roster alone does not enter the team into the cup competition; an entry and payment are also required.

Late rosters received after the deadline, but within 48 hours of the deadline date will be accepted and assessed a $100 fine. Cup rosters received after 48 hours of the deadline will not be accepted and the team will be disqualified. Submitting a roster alone does not enter the team into the cup competition; an entry and payment are also required.

Passes. Player passes, coaches passes (maximum of 4), and a copy of a stamped frozen CJSA certified roster should be available in all cup games. Coaches have the right to inspect player passes, coach’s passes, and to request a copy of the certified roster prior to the start of the game. Coaches do not have to be named on the roster to be eligible for the competition however teams must have a registered adult present at all cup games. The

adult does not have to be a part of the team or club, but they must be a registered adult with CJSA. In the event that player and/or coaches passes are not present at the match, the players and/or coaches may sign the roster or a piece of paper. If the roster is not present the players will print and sign their name and their date of birth. The referee shall submit the signed roster/paper with his/her referee report and the office will confirm the eligibility of players and coaches.

501-8 Game Day Information The length of the Cup Game will be as follows:

In all Cup competitions if a match is tied after regulation time, 2 complete overtime periods of 10 minutes each will be played. If a game is still tied, taking kicks from the penalty mark will be used to determine the winning team. CT Cup Finals: if the match is still tied after overtime periods, Co-Champions will

be declared. Field Size:

1. The minimum field size is 100 yards long and 50 yards wide for full sided games.

2. The minimum field size is 75 yards long and 50 yards wide for small sided games.

The minimum goal size is 6 x 18 for small sided matches. Substitutions: Either team may substitute at any stoppage of play with the notification

and approval of the referee. Game times: Weekend games must be scheduled for start between 10:00 AM and 3:00

PM for the Fall Competition and 10:00 AM and 5:00 PM for the Spring Competition. If teams mutually agree games may be scheduled outside of stated hours but must be played by date specified by cup committee. Games played on the designated day and between the stated hours DO NOT require agreement of away team. The game must be played in its entirety to be official (full duration, two overtime periods of ten minutes, and FIFA Kicks from the mark if necessary).

Grace Period: A 20 minute grace period, beyond the scheduled match time, will be allowed for the arrival of a team (a minimum of 7 players). The referee shall notify the Cup Committee of either or both team’s failure to appear within the grace period(s). Whether the game will be rescheduled or declared a forfeit will be the decision of the Cup Committee. NOTE: Games may be played with 7 players.

• Game day: All preliminary games will be played on the assigned day unless, by mutual agreement, the game can be played before the assigned date. In special circumstances the Cup Committee will have final say as to time, day and location of the game. If the game is not played by the assigned date, without the consent of the Cup Committee, both teams will forfeit the match.

• Rescheduling of Games: o CJSA will not reschedule games because there is a conflict with another

event. o Conflicts arising from the coaching of more than one team will not be considered a cause for rescheduling games o Every attempt will be made to play the game on the day scheduled, beginning

with using the visitor’s field. The hosting team will pay the referees. (In the event this occurs, the original home team in the bracket will still be charged with a home game for purposes of the competition.)

o If your field becomes unplayable on the day of competition, the home team MUST notify the visiting team AND your Cup Chairperson by 10:00am or three hours prior to the scheduled game time – whichever is earlier.

o When the visiting team has travelled to the field and a game is cancelled or abandoned because of inclement weather or the referee deems the field unplayable, the game shall be played in its entirety the following day. The visiting team will host this match. The original home team is responsible for the referee fees for the cancelled or abandoned game. The hosting team will be responsible for referee fees for the replayed match. A member of the cup committee must be notified of the change in schedule.

o State wide weather concerns will be posted on www.cjsa.org. For isolated storm issues the teams needs to contact a member of the Cup Committee.

Lightning – Recognizing the threat: Apply the 30-30 rule: When you see lightning, count the time until you hear thunder. If this time is 30 seconds or less, seek proper shelter. If you can’t see the lightning, just hearing the thunder is a good back-up rule. Wait 30 minutes or more after hearing the last thunder before leaving shelter. Referees must protect the safety of all participants by stopping game activities quickly, so that participants and spectators may retire to a safer place before the lightning threat becomes significant. Remember, if you can hear the thunder, you are within reach of lightning.

Home Team: The home team for each game shall be the team having played the fewest

number of home games in the competition. If each has played the same number of home games, then the team listed on the top of the bracket shall be the home team.

Byes and forfeits count as a home game. In the event that the scheduled away team travels and through no fault of

this team, the game is not played or needs to be replayed, then the game will now be played on the field of the team that has traveled.

All teams awarded a home game shall: 1. Contact their Club Referee Assignor upon notification that they are the home team 2. Contact opponent within 48 hours and schedule game.

Jersey Color: Each team should inquire as to jersey color so that any adjustments can be made prior to the match. In case of conflict, AWAY team must change.

• Reporting Scores: Each winning team must report the game score on-line on the CJSA website by midnight of scheduled game day. Scores via phone calls will not be accepted. All updated Cup brackets will be posted no later than Monday night.

The Cup Committee will determine home fields.

Failure to report the score by the above time will result in: 1) loss of the teams next home field. Team will be charged with a home game (team benefitting from forfeiture of opponents home field loss will be charged with an away game); 2) host team will pay referees. 3) The @ symbol within a bracket designates that team is being penalized for reporting their score late on a prior weekend.

• Coaches, Teams and Spectators: Both teams should, whenever possible, be on the same side of the field with all spectators on the opposite side. Coaches must remain in their technical area or ten (10) yards off the center line of the field: on his/her own half of the field and on the same side as the “bench”. A three (3) yard spectator line is recommended.

• Coaches are responsible for their own conduct AND the conduct of their players and spectators. Abuse of referees will not be tolerated. Misconduct by coaches, players, parents and/or spectators may be referred to the CJSA’s Appeals/Discipline Committee for disciplinary action.

501-9 Rules and Coaches Responsibilities regarding Referees

• Referees. The Diagonal System of Control (DSC), using only US Soccer currently registered referees, shall be used for all Connecticut Cup matches.

o In situations where 3 USSF referees are not available, club assistants should be supplied. The dual or two (2) person system is not permitted in CJSA games or competition.

o Failure to provide the referee and two assistants, US Soccer currently registered referees, from the quarterfinals thru the semifinal matches will result in the game being rescheduled at the home field of the team which had traveled.

o CJSA will provide referees and assistant referees for all final competitions o The center referee must be at least two age groups older than the level they

officiate in U14 and below matches. (See Rule 4212). o A thirty (30) minute grace period will be granted for the arrival of the referee. If

the entire referee team does not show up for the match, the home team shall notify the Cup Committee of the referee’s failure to appear within the grace period. The away team will become the host team for the rescheduled game.

• Referee Assignments. Referees are assigned by the District Referee Assignor (DRA) of the home team. No referees will be assigned by the home coach. The certified club referee assignor may assist the District Assignor with cup assignments. All referees assigned by the club assignor and/or the DRA must be neutral (no club affiliation.).

• DRA Notification. The District Referee Assignor of the home team must be notified at least 4 days in advance of all games or changes to game schedule. Penalties for failure to adhere will be at the discretion of the cup committee.

• Referee Confirmation. In all rounds except the finals, the hosting coach will be responsible to confirm that a referee(s) has been assigned by the appropriate person to the match 48 hours in advance of the game.

• Referee Payments. In all rounds except the finals, the host team is responsible for the referee and assistant referee fees. Clubs may not pay less than the following amounts for Connecticut or State Cup Referees and Assistant Referees:

U11 - 14 $50 referees; $30 assistant referees U15 – 19 $60 referees; $35 assistant referees

• Referee Reporting. Referee Reports, using the CJSA Forms that can be found on the CJSA site, should be completed for all CT Cup games. The completed reports must be sent/faxed/emailed to the CJSA Office within 48 hours. (Submitting the reports online line through Central Assign, the state referee assigning system, is also a valid way to report.) CJSA will then distribute them accordingly.

• Red Card - Sending Off Policy and Coach Ejection. See Appendix H in the CJSA Guidebook; for additional sanctions related to referee assault or referee abuse, see Appendix J.

501-10 Protest Committee. Each seasonal year the CJSA President shall appoint, with the approval of the CJSA Board of Directors, a Cup Protest Committee composed of three (3) members of the CJSA Board of Directors. In the event that a member(s) is not available the President may appoint another member of the CJSA Board of Directors to serve. The Cup Protest Committee shall hear all protests of State Cup and Connecticut Cup games. The committee shall interpret the rules of the competitions and the decisions of the committee shall be final and binding on all parties. Protests must be in writing and be accompanied with the appropriate fee and may only be lodged by a CJSA registered Team Official or the team’s Club President. Protests relating to the grounds, goal posts, field, etc. must be in writing and presented to the referee along with the appropriate fee before the start of the game. Protests based upon the judgment of referees, including duration of games, will not be entertained. Additional information concerning protests may be found on the CJSA website - www. CJSA.org - Protests, Section 12 in the CJSA Guidebook. Written complaints may be filed with the CJSA State Office without fee but they will not result in a change of game results. 501-11 Cup Committee Decisions. All decisions by the Cup Committee are final.

CJSA has adopted the US Soccer and US Youth Soccer recommendations regarding heading and the

protocol for suspected concussions. Compliance is mandatory for all CJSA members for all activities

where CJSA insurance applies effective April 1, 2016 and strongly recommended to be applied

immediately.

This means that:

Heading Restrictions

Players who are 10 and younger

No player who is 10 or younger may deliberately head the ball, regardless of the age group of

the team they are playing on. This includes all activities where CJSA insurance applies, such as

practices, scrimmages, and competitions at all levels.

No player on a U11 team or a combined team including the U11 Age Group, (e.g. U11/12), even

if the player has turned 11, may head the ball deliberately.

This restriction will be enforced in competitions for teams U11 and younger (including combined

age brackets including U11 and younger) by award of an indirect free kick for the opposing team.

Coaches and parents are responsible for applying this restriction for players who are 10 or younger

and playing up.

Players who are 11-13.

Players who are age 11 to 13 and on teams for age groups U12 and older, are restricted to up to

30 minutes of practice heading the ball per week. There is no restriction on the number of

times these players can head the ball in a competition, unless the team is competing in a

combined bracket that includes U11.

Concussion Protocol

Where a Health Care Professional (HCP) is Present at a Game or Practice

Any player who sustains a significant blow to the head or body, who complains about or is

exhibiting symptoms consistent with having suffered a concussion or is otherwise suspected of

having sustained a concussion, must be evaluated on the sideline by an on-site HCP engaged in

this capacity for the competition who will perform applicable testing.

Any player suspected of suffering a concussion will not be allowed to return to play until he or

she is cleared by the HCP. Coaches, parents/guardians or players may not overrule the HCP.

If a coach seeks to allow a player to re-enter a game who has been removed from a game for a

concussion assessment and who has not been cleared to return to play by the on-site HCP, the

referee shall issue a warning to the coach. If a coach persists in seeking to allow such player to

re-enter the game after having been issued a warning, the referee may take other disciplinary

measures against the coach as are permitted under the rules applicable to the competition.

Unless an HCP determined that the player has not suffered a concussion and clears the player to

return to play, the player will not be permitted to return to practice or play until the player has

successfully completed the return to play protocol and has been cleared to return to play by a

Physician.

Where a Health Care Professional Engaged for the Event is Not Present at a Game or Practice

Where a HCP engaged for the event is not present at a game or practice, any player who

sustains a significant blow to the head or body, who complains about or is exhibiting symptoms

consistent with having suffered a concussion or is otherwise suspected of having sustained a

concussion, must be removed from play and evaluated by an HCP before the player will be

allowed to return ti practice or play.

No coach shall permit a player who has been removed from a game for a concussion assessment

to return to play until cleared to do so by an HCP.

If a coach seeks to allow a player to re-enter a game who has been removed from a game for a

concussion assessment and who has not been cleared to return to play by the on-site HCP, the

referee shall issue a warning to the coach. If a coach persists in seeking to allow such player to

re-enter the game after having been issued a warning, the referee may take other disciplinary

measures against the coach as are permitted under the rules applicable to the competition.

Unless an HCP determined that the player has not suffered a concussion and clears the player to

return to play, the player will not be permitted to return to practice or play until the player has

successfully completed the return to play protocol and has been cleared to return to play by a

Physician.

Definition of Health Care Professional

Health Care Professional (HCP) are licensed professionals such as an Athletic Trainer Certified (ATC) or

Physician (MD/DO), with skills in emergency care, sports medicine injuries and experience related to

concussion evaluation and management.

Compliance is mandatory for all CJSA members for all activities where CJSA insurance applies effective

April 1, 2016 and strongly recommended to be applied immediately.

Player/Parent Concussion Awareness Form

WHAT IS A CONCUSSION? A concussion is a type of traumatic brain injury that changes the way the brain normally

works. A concussion is caused by a bump, blow, or jolt to the head or body that causes the head and brain to move

quickly back and forth. Even a “ding,” “getting your bell rung,” or what seems to be a mild bump or blow to the head

can be serious.

WHAT ARE THE SIGNS AND SYMPTOMS OF CONCUSSION? Signs and symptoms of concussion can show up

right after the injury or may not appear or be noticed until days or weeks after the injury.

If an athlete reports one or more symptoms of concussion after a bump, blow, or jolt to the head or body, s/he should

be kept out of play the day of the injury. The athlete should only return to play with permission from a health care

professional experienced in evaluating for concussion.

WHY SHOULD AN ATHLETE REPORT THEIR SYMPTOMS? If an athlete has a concussion, his/her brain needs

time to heal. While an athlete’s brain is still healing, s/he is much more likely to have another concussion. Repeat

Can’t recall events after hit or fall

concussions can increase the time it takes to recover. In rare cases, repeat concussions in young athletes can result

in brain swelling or permanent damage to their brain. They can even be fatal.

CONCUSSION DANGER SIGNS

In rare cases, a dangerous blood clot may

form on the brain in a person with a

concussion and crowd the brain against the

skull. An athlete should receive immediate

medical attention if after a bump, blow, or jolt

to the head or body s/he exhibits any of the

following danger signs:

One pupil larger than the other

Is drowsy or cannot be awakened

A headache that gets worse

Weakness, numbness, or decreased

coordination

Repeated vomiting or nausea

Slurred speech

Convulsions or seizures

Cannot recognize people or places

Becomes increasingly confused,

restless, or agitated

Has unusual behavior

Loses consciousness (even a brief

loss of consciousness should be

taken seriously)

WHAT SHOULD YOU DO IF YOU THINK YOUR

ATHLETE HAS A CONCUSSION?

1. If you suspect that an athlete has a concussion,

remove the athlete from play and seek medical attention.

Do not try to judge the severity of the injury yourself.

Keep the athlete out of play the day of the injury and until

a health care professional, experienced in evaluating for

concussion, says s/he is symptom-free and it’s OK to

return to play.

2. Rest is key to helping an athlete recover from a

concussion. Exercising or activities that involve a lot of

concentration, such as studying, working on the

computer, and playing video games, may cause

concussion symptoms to reappear or get worse. After a

concussion, returning to sports and school is a gradual

process that should be carefully managed and monitored

by a health care professional.

3. Remember: Concussions affect people differently.

While most athletes with a concussion recover quickly

and fully, some will have symptoms that last for days, or

even weeks. A more serious concussion can last for

months or longer.
