2. ACTION ITEM A. MOTION TO RECOMMEND APPROVAL of Safety Performance Measures

CHAIR BAILEY called the meeting to order at 9:00 a.m.

The Recording Secretary called the roll. A quorum was present as depicted in Exhibit A of these Minutes.

1.B. ADOPTED: Agenda for February 7, 2018

CHAIR BAILEY noted removal of Information Item 3.A and noted it would be brought back at a later date.

MR ERIK FERGUSON stated the City of West Palm Beach staff were not presenting the Okeechobee Boulevard Corridor Study and a correction to the item title to read "Mobility Study" was needed.

Ms. Elizabeth Eassa joined the meeting at 9:02 a.m.

MOTION to adopt the amended Agenda. Motion by Mr. Khurshid Mohyuddin, seconded by Mr. Alex Hansen, and carried unanimously.

1.C. APPROVED: Minutes for December 6, 2017

MOTION to approve the Minutes. Motion by Mr. Alex Hansen, seconded by Mr. Christopher Marsh, and carried unanimously.

1. E. TAC Liaison's Report

MR KEVIN FISCHER reviewed the following from the Liaison Report:

• The Local Initiatives (LI) and Transportation Alternatives (TA) funding program applications are due on March 2, 2018.

• The Florida Department of Transportation (FOOT) District Four Human Services Transportation Summit would be held on February 20, 2018 from 8:30 a.m. to 4:30 p.m. at the Palm Beach County Therapeutic Complex, 2728 Lake Worth Road, Lake Worth, FL.

• The Palm Beach Transportation Planning Agency (TPA) will be hosting an all-day Smart Growth America Complete Streets Workshop on March 14, 2018 at the Vista Center, 2300 N Jog Road, West Palm Beach, FL. He noted more details and a RSVP link would be provided shortly.

• The 'Conferences' page on the TPA website has been updated to provide information about upcoming conferences that are of interest for transportation planners, engineers, officials and advocates.

• The next TPA Governing Board meeting would be held at Palm Beach Gardens City Hall on February 15, 2018.

MR. ALEX HANSEN noted for Florida Bicycle Month the City of West Palm Beach will be hosting a Bike to Work week event and activities between March 12th and 15th.

MR. FISCHER noted www.BikePalmBeach .org would have a calendar of events that are planned for March.

Ms. Yanique Kelly joined the meeting at 9:04 a.m.

2. ACTION ITEMS

2.A. RECOMMENDED APPROVAL: Safety Performance Measures

MR. ANDREW UHLIR, Palm Beach TPA Transportation Improvement Program (TIP) Coordinator, noted the PowerPoint was updated from the slides provided in the agenda backup based on Metropolitan Planning Organization (MPO) Advisory Council meetings that occurred following distribution of the agenda packet.

MR. UHLIR stated performance based measuring has been around since 2012 with MAP-21 (Moving Ahead for Progress in the 21st Century), and requires the FOOT and the TPA to monitor required performance measures, establish targets, and report progress. He reviewed the performance measure target due dates and the TPA vision. He noted the required safety performance measures that include number and rate of fatalities, number and rate of serious injuries, and number of non-motorized fatalities and serious injuries.

Mr. Wil Hicks and Mr. Giridhar Jeedigunta joined the meeting at 9:09 a.m.

MR. UHLIR noted FDOT's target of Vision Zero, which is zero fatalities and serious injuries for 2018, and the TPA's recommendation based on this same principal. He reviewed prior data for the number of fatalities and serious injuries since 2006 and noted that 2017 data will not be available until April 2018. He clarified that the data included all city, state and county roads, pedestrians, bicyclists and vehicles after committee member inquiries .

MR. GIRIDHAR JEEDIGUNTA noted the County recently performed a fatality query and the 2016/2017 numbers went down to about 115 and include bicycle and pedestrian fatalities. He noted this data was limited to arterials and did not include crashes on the Florida's Turnpike or 1-95.

MR. UHLIR continued to review data for the rate of fatalities and serious injuries, and number of non-motorized fatalities and serious injuries. He highlighted the current planning and implementation steps the TPA is taking toward Vision Zero, with the TPA to create a Vision Zero Action Plan by February 2019.

A discussion ensued on the socioeconomic data included in the fatality and injury numbers, the need to fund marginalized areas, and inclusion of this data in the 2019 action plan.

MR. ALEX HANSEN voiced concerns on the Vision Zero recommendation, the work needed to reach this goal, and reality of the targets being met this year.

Further discussion ensued on the Vision Zero recommendation and the ramifications if the committee's recommendation was not in alignment with FDOT's.

MOTION to recommend approval of the Safety Performance Measures as presented. Motion by Mr. Jeff Livergood, seconded by Ms. Kim Glas-Castro, and carried unanimously.

3. INFORMATION ITEMS

3.A. Okeechobee Boulevard Corridor Study Update

This item was removed from the agenda.

3.8. DISCUSSED: Upcoming Project List

MR. FISCHER presented this item from the agenda backup materials and noted this list is updated quarterly. He stated the TPA wanted to begin sharing this information so that municipalities were aware of when to expect these projects to come forward. He reviewed the four project phase columns within the list of scope review, initial plans, constructability plans, and biddability plans. He noted the TPA included the last column of FY 19-23 Priority List Project Descriptions.

CHAIR BAILEY inquired if the County could provide similar data as it would be helpful for future planning.

A discussion ensued with County staff inquiring on the method of delivery for the requested list and clarifying the information being requested differed from the 5-Year Road Program information posted on the County website.

MR. THOMAS DRISCOLL stated that a high-level representative from the County's engineering department should serve on the committee to address the questions and concerns that arise as it relates to engineering, traffic and roadway production.

A discussion ensued on the representative desired and reasoning behind the request.

MOTION to request the TPA Executive Director to have a conference with County Administration to have a representative from the Palm Beach County Engineering Department appointed. Motion by Mr. Thomas Driscoll, seconded by Mr. Alex Hansen.

A discussion ensued on this request and it was noted that previous TPA Bicycle/Pedestrian Coordinators would periodically go to the County's roadway production department to review all resurfacing projects and report back to the committees.

The motion was called to vote and carried unanimously.

MOTION to request the County to make a presentation on their upcoming resurfacing projects and how they are implementing Complete Streets. Motion by Mr. Erik Ferguson, seconded by Mr. Alex Hansen, and carried unanimously.

A brief discussion ensued on access to the FDOT's Electronic Review and Comment (ERC) system and project notifications being received by committee members.

MR. UHLIR noted that during the TIP process TPA staff requests a list of all local projects, which includes the County road program and infrastructure surtax funded list that includes resurfacing and bridge projects. He noted TPA staff also map these TIP projects and are available on the GeoNav website.
