Background NationalPublicProcurementAgency(LKPP)developedandreleasedthee-procurementsystemknownasSPSEin2008.In2012,LKPPissuedadecreewhichrequiredSPSEtobewidelyusedbygovernmententitiesincludingtheexecutingandimplementingagenciesofADB-financedprojects.ADBconductedmultipleassessmentsofSPSE,includingthelatestassessmentonSPSE3.6.in2017andidentifiednecessarymodificationsinordertouseSPSEforADB-financedprocurement.

ToaccommodateADBrequirements,LKPPdevelopedaspecialversionofSPSE,knownasSPSEICB,basedonSPSE3.6.ThesystemwasimplementedtosupportADB-fundedprojectsprocessedundertheMinistryofPublicWorksandHousing(MPWH).SPSEICBwasconfiguredtosupportandmanagetheuseofframeworkagreementsforconsultantempanelment,supporttheregistrationofforeignbiddersandprovideanEnglishuserinterface.ToaccommodatetheuseoftheEnglishinterface,SPSEICBwasmodifiedtoexcludetheuseofAppendo,theencryptionutilityappliedinSPSE’ssubmissionprocesswhichwasinBahasaonly.ForSPSEICB,encryptionofsubmissionswasmanagedinternallywithintheapplicationandallsubmissionswerestoredinthedatabaseinanencryptedformat.AdditionalmodificationswerealsomadetosupporttherequirementsofMPWHaspartofMPWH’transitiontotheSPSEplatform,includingsupportforuploadingmultiplefilesaspartofthebidsubmissionprocess.

LKPPhasrecentlyupgradedtheSPSEsystemtoversion4.3.ThenewreleaserepresentsasignificantenhancementtotheSPSEsystemincludinganewuserinterfaceandadditionalprocurementworkflowssuchassupportforreverseauctions-fasttenders.Thenewversionalsoincorporatesthegenerationofpartsofthebiddingdocument–TechnicalRequirements,Qualifications,BidValidityandBillofQuantities–whicharesupportedbyattachedofthefullbiddingdocument,TermsofReference/SpecificationsandDraftContract.AswithearlierversionsofSPSE,thenewversionssupportmultipleprocurementprocessesfor1and2-envelopprocess,multiplestageprocurementandpreorpost-qualificationbasedonthetypeofprocurementbeingconducted–Goods,Works,ConsultingServicesandotherservices.

TheSPSEsystemisfullysupportedandmaintainedin-housebyLKPP.LKPPhasandcontinuestoprovidethenecessaryresourcestosupportthedevelopmentandmaintenanceoftheirSPSEplatformaswellastestingandsupportandmonitoringofeachoftheLPSEsysteminstallations.Overthepastyears,LKPPhasbeenabletodemonstratetheirabilitytoaddressanyrequirementsofthenationalgovernmentanddonorswithon-goingupdatesofthesystemincludingtheimplementationoftheSPSEICBplatformtosupportADBrequirementsincludingtheuseofframeworkagreements.

ADBwillassesstheupgradedSPSEtoensureitsatisfiesADB'srequirementsandiftheupgradedversioncanaccommodateprocurementforupcomingADB-financedprojects.SinceSPSE'sprocurementtransactiondataandinformation(includingprocurementplan)willalsobeusedtosupportADB'sresult-basedlending(RBL)operationsinIndonesia,thedatastructureandmanagementunderthenewSPSEversionwillalsobereviewedtoensurethereadinessofitsfacilitytoprovidenecessarymonitoringandreportingtosupportRBLrequirements.

i) assessthechangesintroducedtoSPSEuponreleaseofversion4.3.anditscompliancewithMDBe-GPGuidelines;

ii) providecommentsonthepossibilityofusingSPSE4.3.forprocurementofcivilworks,goodsandconsultingservicesunderADB-financedprojectsfollowingADBProcurementGuidelines,ADBProcurementPolicyandProcurementRegulationsforADBBorrowers;

iii) identificationofbottlenecksandissuesincollectingtheprocurementtransactiondatainformation;and,

iv) providerecommendationsforsystemimprovementandformulatethenextdevelopmentstages.

Thechangesrepresentasignificantadvancementinthedevelopmentofthee-GPsysteminIndonesia,inparticularwiththeimprovedtendercreationprocessandtheintroductionofacentralvendormanagementsystem(SiKAP)tosupportthemanagementofvendorqualificationsandthetransferofthequalificationinformationtoabidresponseindifferentSPSEinstallations.LKPPisalsointroducingacontractmanagementmodulewiththenewrelease,aswellasnewprocurementmonitoringtoolswiththeAMEL(AplikasiMonitoringEvaluasiLokal)systemthatintegrateprocurementplanninginformationsystem(SiRUP)andprocurementrecordsfromSPSEwithContractrecords.AMELprovidesacleanDashboardviewofprocurementactivity,plansandcontractswithinanorganization.ThenewFastTenderprocurementprovidesanoptiontoexpediteprocurementwithselectedpre-qualifiedvendorswhenpricewillbetheprimarydecisionfactor.

AswithearlierversionsoftheSPSEplatform,SPSE4.3isfoundtobegenerallycompliantwithMDBe-GPguidelinesandsupportofacceptedprocurementprocesses.Thesystemadhereswiththegeneralprinciplesforaprocurementsystem,namely:

Ø transparency,Ø non-discrimination,Ø equalityofaccess,Ø opencompetition,Ø accountability,andØ securityofprocess.

Thecurrentreleaseofthesystemis,however,designedprimarilytosupportthenationalprocurementlawsandprocessesasdefinedbyLKPPandgearedmoretowardsnationalprocurementactivityunderstatefunds.ThecurrentreleaseofSPSE4.3andtheAppendoutilityrequiredforbidsubmissionareinBahasaonly.Aswell,anydocumentationoruserguideisalsoinBahasaonlyandanysupportprovidedbylocalLPSEinstallationswouldalsoonlybeavailableinBahasaonly.

ThecurrentreleaseofthesystemwouldallowADBtoapplyADBstandardbiddingdocuments(SBD)toatenderpackageandthee-submissionrequirementscanbedefinedtosupportthesubmissionofADBformsandschedulesaspartofthesubmissionprocess.TheAppendoutilitywouldsupportthesubmissionandopeningprocessandensurethesecurityandintegrityofthesubmissionspriortoandafterbidopening,thoughtheAppendoutilityisinBahasaonlyandwouldonlybeapplicableifthetenderwasbeingconductedinBahasaonly.

SystemdevelopmentinitiativestomigratefunctionalitypreviouslydevelopedforSPSEICBtoSPSE4.3arestillunderdevelopmentandareexpectedtobecompletedin4-6months.InclusionoftheSPSEICBfunctionswillincorporateADBfunctionalityforframeworkagreements,supportforEnglishuserinterfaceandEnglishbiddocumentswhenrequired,foreignuserregistrationandtheinclusionoftheprocurementoptionforpre-qualificationwithasingleenvelop.LKPPwouldalsoneedtoaddressuserguiderequirementsinEnglishtoprovidepropersupportforEnglishusers.And.IfAppendoistobeapplied,anEnglishoptionintheAppendoutilitywouldberequired.Presently,theSPSEICBplatformdoesnotapplyAppendoforsubmissionencryption.ForSPSEICB,thesubmissionprocessbypassestheAppendoutilityandallowsuserstouploadsubmissionsrequirementsdirectlyintothesystemviaanSSLconnectionandallsubmissionsarestoredinthesysteminasystemencrypteddatabaseformattoensurethesecurityandintegrityofthesubmissioninformation.

Subjecttoaddressingtheissueslistedinthefollowingsectionsofthisassessment,ADBcouldconsiderapplyingSPSE4.3forADB-fundedprojectsunderOpenCompetitiveBiddingwhentheexpectedprocurementwouldbelimitedtonationaladvertisement,andtheprocurementandassociatedbiddingdocumentwouldbeinBahasaonly.Ifinternationalbidder’sparticipation/competitionisexpectedandtheprocurementwouldbeconductedinEnglish,ADBshouldconsiderusingthecurrentversionofSPSEICBwhereforeignvendorscanregisterinthesystemuntilsuchtimeasthenewSPSEICBbasedonversion4.3isavailable.

ItshouldbenotedthatSPSE4.3isthee-GPapplicationdevelopedandmaintainedbyLKPP.Useofthesystemoccursthroughlocallyinstalledcopiesatthegovernmentdepartmentorlocalcity.Each

installationisknownasanLPSEandeachsystemoperatesasanindependentapplication.ThelocalsystemadminateachLPSEisresponsiblefortheregistrationvendorsandofficersintheirsystemaswellastheverificationofvendordocumentsduringtheregistrationprocess.EachLPSEisresponsibleforthelocalinfrastructurerequiredtosupportandoperatethee-GPsystem,includingfacilities,hardware,security,networkconnections,localfirewalls,disasterrecoveryplanandanyviruscheckingservicesthatmaybeapplied.Atpresent,thereareover550LPSEinstallationsacrossIndonesiausingSPSE4.3.

ADBmaywishtocoordinatewithLKPPtoensuretheproposedLPSEsysteminstallationstobeappliedtoADBfundedprojectsareinstalledandconfiguredwithpropersecurityprotocolssuchasansecuresocketlayerconnection(SSL),andtoverifyifadisasterrecoveryplanisinplaceforthesysteminstallation.Thiswillensureasecureanduninterruptedsystemenvironmentisprovidedforthee-GPapplication.

PriortoFirstUse

ADBcouldallowalocalLPSEusingtheSPSE4.3systemtoconductADB-fundedprocurementunderOpenCompetitiveBidderwithnationaladvertisementonlyandtheprocurementwillbeconductedinBahasaonly.Theprocurementwouldalsoneedtofollowtheexistingprocurementoptionsavailableforthetypeofprocurementbeingconducted.

Priortofirstuse,ADB,theexecutingagency(EA)andLKPPwillneedtoaddressthefollowing:

1. StandardBiddingDocument:ADBandtheEAwillneedtoseparatethecurrentbiddingdocumentintothesectionsthatmaptothetemplateinSPSE4.3.ADBandtheEAshouldalsoverifythattheinstructionstothebidderproperlyreflectthefunctionsinSPSEforsubmittedclarifications,submittingthebidresponseswithAppendo,makingmodificationsandwithdrawingabid.Note:thecurrentversionofSPSE4.3isinBahasaonly,hencetheprocurementwillbeconductedinBahasa.

2. SiteSecurity:LKPPandtheEAshouldensurethelocalLPSEisusingasecuresocketlayer(https://)onthelocalinstallationtoensuresecurecommunicationbetweenusersandthesystem.LKPPshouldalsocoordinatewithBSNN-BadanSiberdanSandiNegara/StateCyberandCryptographyAgencytoconductsitesecurityauditsontheLPSEtoensurethesysteminstallationcomplieswithstatesecuritystandards.

3. INAPROC:LKPPshouldensureannouncementsfortheLPSEoftheEAlinkdirectlytothetenderannouncementontheLPSEpublishedbytheEA.ItwasobservedthatsomelinksinthetenderdetailsinINAPROCwereinvalidlinkstotenderannouncementsontheLPSE.

4. VendorProfileData:VendorprofiledataintheSPSEdatabaseshouldbestoredinanencryptedformattominimizetheriskofdatabeingaccessedbyhackers.Largevolumeofvendorinformationwouldbeavaluablefindforanyhacker.

FutureConsiderations

ItisunderstoodthatsupportforSPSEICBintheSPSE4.3platformisstillunderdevelopmentandisexpectedtobecompletedin4-6months(June2019).Oncecomplete,thenewSPSEICBwould

supportanEnglishuserinterface,ADBframeworkagreements,foreignvendorregistrationandtheoptionofapplyingpre-qualificationtoasingleenvelopprocurement.

InadditiontosupportforSPSEICB,thefollowingsuggestionsareprovidedforLKPPandADBtoconsiderasfutureimprovementstothesystem.

1. FastTender:ADBcouldexaminetheuseofFastTenderforselectedemergencypurchases.TheuseofFastTenderwouldprovideasimplifiedprocesstoinvitevendorstosubmitapricebidforworks,goodsorconsultingservices.Currently,FastTenderappliesreverseauctiononly.ADBcouldrequestLKPPtoseeifFastTendercouldalsosupportthesubmissionofapricebidonly.TheuseofFastTenderwouldalsobedependentontheabilitytoinviteproperlyqualifiedvendorstoparticipateinatender.

2. SiKAP:LKPPshouldconsidermakingSiKAP(thevendormanagementsystem)thecentralregistryforallLPSEincludingSPSEICB.TheregistrationfunctionwithinthelocalLPSEwouldlinkdirectlytoSiKAP.MakingSiKAPthecentralVendorRegistrationsystemandVendorManagementSystemwouldprovideLKPPwithmuchgreatercontrolovervendordatatohelpensuretheintegrityandsecurityoftheinformation.VendorinformationonalocalLPSEwouldnowonlyincludequalificationinformationmappedfromSiKAPatthetimeofthesubmissionbyaVendor.ThelocalLPSEwouldstillbeinvolvedintheregistrationprocessbyverifyingthesupportingdocumentationprovidedbylocalvendors.InsteadofinitiallybeingverifiedinthelocalLPSEvendordatabase,theverificationwouldberecordedinSiKAPbytheLPSEandmadeavailabletoallLPSEsthroughSiKAP.Allvendors,bydefault,wouldautomaticallybesetupforsinglesignon.LKPPwouldalsobeabletoestablishaforeignregistrationprocesswithinSiKAPanddesignateanLPSEresponsiblefortheverificationofforeigndocumentssubmittedelectronically.ForeignvendorswouldthenbeabletoparticipateinanyinternationaltenderpublishedbyanySPSE.

3. SystemDocumentation:LKPPshouldprovideauserguideinEnglishonceanEnglishUserinterfaceisinplace.ThesystemQandApagesshouldalsosupportEnglishaswellasthedocumentstosupporttheregistrationprocess–designatetheuserandpowerofattorneyforms.

4. SystemBOQ:LKPPmaywishtoexpandtheBOQoptionswithstructuredExcelTemplatestobetterreflectADBandotherdonorpricingschedulesandtosupportmultiplecurrencies.ADBcansharetemplatescurrentlybeingdevelopedinIndiaasareference.

5. Pre-QualificationforSingleEnvelop:Itwasnotedthatpre-qualificationforsingleenvelopprocurementwasnotsupported.ThisoptionshouldstillbeavailableforADB-fundedpackages.

6. ReportingandMonitoring:Donor-fundedprojects.ADBandotherdonorswanttobeabletoviewandmonitordonor-fundedprocurementacrossallorganizations.Currently,thefundingsourceisdefinedinSiRUPprocurementplanrecords,butthesourceoffundsdoesnotappeartobeincludedinSPSErecords.LKPPshouldincludesourceoffunds,includingthedonororganization,inSPSETenderdatasothatrecordscanbeextractedbasedonthesourceofdonorfunds.

7. ReportingandMonitoring:TypeofProcurement.LKPPshouldconsideraddingasub-typetothetypeofprocurementinordertoreceiveamoregranularviewoftheprocurementactivitybeingconducted.TheoldMPHW’ssystemusedtoincludealistofabout30typesofworksprojects.ThesameorsimilarlistcouldbeappliedtoSPSE,andLKPPcouldalsoaddasub-typeforGoods,ConsultingServicesandotherservices.Aninitialsub-typelistcouldreflectthehigh-levelclassificationoftheUnitedNationsStandardProductsandServicesCode(UNSPSC)orcommonprocurementvocabulary(CPV)codestructures.Theinclusionofasub-typecouldassisttheADBandLKPPinmonitoringprocurementactivityunderanRBLprogramsuchasthecurrentprogramtoupgradeirrigationsystemsacrossmultipleorganizations.

8. VendorAnalytics:AMELprovidesaverystrongreportingtoolformonitoringprocurementactivityagainstaprocurementplanandcontractimplementation.LKPP,however,shouldalsoconsideranalyticsrelatedtovendoractivityandtendercommitteeactivity.InadditiontoprocurementdatafromalocalLPSE,LKPPshouldalsocollecttransactiondataforvendorexpressionofinterestandsubmission,includingpricebid.Bycollectingvendortransactionrecords,LKPPwouldbeabletogaugethecompetitionlevelfordifferenttypesofprocurement.Severalcountriesarebeginningtoanalyzeactivitydatatoexamineprocurementpatternsanddeterminewhichbiddersareparticipatingintheprojects,whoiswinning,orwhythereislittlecompetitioninselectprojects.Theyalsoanalyzepricedata,notjustfromthewinningbidbutfromallsubmissionstotrackpricepatternsonpastandfutureprojects.Thecollectionofvendortransactionrecordswouldalsoallowthedonortobettergaugetheprocurementcompetitionondonor-fundedprocurement.

SPSE 4.3 System Review SPSE4.3representsasignificantchangetotheSPSEplatformwithacleanerandeasier-to-navigateuserinterfacethatappliestoallcomponentsandfunctionsofthesystem.Thenewreleasealsointroducesanewvendormanagementsub-system(SiKAP)toprovidebettersupporttothesinglesign-onprocessandmappingofVendorProfileinformationfromoneLPSEsystemtoasubmissioninanotherLPSEsystem.

Themainchangestothesystemareassociatedwiththetendercreationprocess.Newworkflowprovidesstructuretothebiddocumentandenablesthetendercommitteetodefinesubmissionrequirementsandqualificationslinkedtodatainavendor’sprofile.AswithearlierversionsofSPSE,allpackagescreatedinthesystemmustbelinkedtoanapprovedbudgetintheSiRUPsystem.Duringthecreationofthepackage,thecommittingofficerwilluploadcomponentsoftheresultingbiddocumentincludingdraftcontract,termsofreference,specificationsandotherdocumentstobeappliedbytheselectedtendercommittee.Thecommittingofficerwillalsodefinetheestimatedpricing(HPS)bylotthatwillbeappliedtotheBillofQuantities(BOQ)tobecompletedbythebidders.

Thenewsystemalsoincludesadditionalworkflowfortendercommitteeofficerstosupportthepackageandtendercreationprocess.TenderCommitteeofficersmustacceptandapproveatenderbeforeitispublishedandacceptandapprovetheresultsofbidopeningandevaluationbeforeproceedingtocontractawardnoticeandcontractaward.

Aswithearlierversions,thesystemsupportsonlinemessagingtosupportbidclarificationsduringthebiddingprocessandtoseekclarificationduringtheevaluationprocess.

Thesystemalsoallowscommitteememberstogeneratebidopeningreportsandbidevaluationreportsfromthedatacollectedinthesystem.Theapprovedreportscanthenbeuploadedinthesystemandpublishedforpublicaccessasrequired.

TheSPSEsystemcontinuestoprovidecommitteememberswithdifferentprocurementoptionsforthemanagementofatenderforGoods,Services,Works,ConsultingServicesandotherservices,includingsingleenvelopandtwoenvelopprocurementprocesswitheitherpre-orpost-qualification.Theresultingcontractcanbedefinedaslump-sum,unitprice,bestvalueorframeworkagreementwithoneormorewinners.

Duringthereviewofthesystem,itwasnotedthatpre-qualificationforsingleenvelopprocurementwasnotsupported.ThisoptionshouldstillbeavailableforADB-fundedpackages.

Thenewsystemincludesanewprocurementfunctionforfasttenders.FastTendersallowsacommitteetoinviteselectedvendorsregisteredinthesystembasedonqualificationcriteriadefinedinthevendorprofile.Thetenderisevaluatedonpriceonly,usingareverseauction.Thecommitteewouldpublishthespecificationsortermsofreferenceforthepackage,invitevendorsandinitiateareverseauctiononclosingdateandtime.FastTendersdoesnotsettimelimitsfortheannouncementperiodnoristhereavaluelimitonthesizeofthepackage.Theonlyrequirementispre-establishedqualificationsintheVendorprofileusedtoinviteallvendorswiththeassociatedqualificationstoparticipateinthetender.Afterthecompletionoftheauction,thecommitteecanconductapost-qualificationontherankedbidderandrequestsupportinginformationtosupporttheirsubmissionandprice.FastTenderscouldbeappliedtoemergencyprocurementorotherprocurementneedsthatrequireanexpeditedprocesswherepriceisthemainevaluationcriteria.

InadditiontoFastTenders,SPSE4.3allowsprocurementcommitteestorecordtheresultsoftendersconductedoutsideofthesystem.Thisfunctionisdesignedforlowvalueprocurementandenablesthesystemtotrackandmonitorlowvaluetransactionswithoutapplyingburdensomeprocessesandminimumtimelinestocompletesimpletransactions.Directprocurementpackagesarelinkedtobudgetplansandcontractmanagementlikeothertenderstosupportthemonitoringtools.

SPSE4.3alsoincorporatesanewcontractmanagementmoduletomanagethecontractaward,originalcontractvalue,contractstartdateandcontractcompletiondate,andvalueof

TosupportthemonitoringofprocurementactivityunderSPSE4.3,LKPPhasalsointroducednewmonitoringtoolsthroughtheAMELdashboardwhichincorporatesdatacollectedfromtheprocurementplanningsystem(SiRUP),thee-procurementsystem(SPSE4.3)andthecontractmanagementsysteminordertoprovidemanagementandthepublicwithanoverviewofallprocurementactivityagainsttheoriginalprocurementplanforanorganization.

SupportofInternationalProcurement

SPSE4.3doesrepresentasignificantenhancementtoSPSE3.6;however,overallsupportfordonor-fundedprocurementthatwasappliedtoSPSEICBisstillunderdevelopment.LKPPexpectstocompletethetransitionofSPSEICBthatwasbasedonSPSE3.6tothenewSPSE4.3platformin4-6months(expecteddeliveryinJune2019).

SPSEICBincludessupportforforeignregistration,procurementunderframeworkagreementsandanEnglishuserinterfaceinordertofullysupportinternationalcompetitionondonor-fundedprojects.SPSEICBalsosupportspre-qualificationwithsingleenvelopprocurementprocessanddoesnotapplytheAppendoutilityforthesubmissionofbids.ThesecurityofthesubmissionsismanagedwithintheSPSEICBapplication,allowingbidderstouploadrequiredsubmissioninformationandstoretheinformationinanencrypteddatabasefield.TheAppendoutilitywasbypassedbecauseitwasinBahasaonlyandcouldcauseissuesforinternationalbidderswhenthebiddingwasbeingconductedinEnglish.

ADBhasbeenmonitoringtheprogressofthetransitionofSPSEICBtotheSPSE4.3platformtoensureallADBprocurementrequirementscontinuetobesupportedandensureanEnglishuserinterfaceisfullysupportedintheSPSEapplicationandtheAppendoutility,ifitisappliedtointernationaltenders.

ADBandLKPPwillalsoneedtoreviewtheregistrationprocessandhowvendorprofileinformationforinternationalparticipantswillbeincludedwithinthequalificationconditionsunderSPSE4.3.

UnderSPSEICB,qualificationsweremanagedseparatelybyhavingbiddersuploadthenecessaryinformationaspartofthesubmissionandverifiedaspartofapost-qualificationprocess.

LKPPshouldexamineoptionsforcollectinginternationalinformationinthevendorprofiletoallowtheSPSEpre-qualificationsoptionstoallowasrequired.InternationaltendersshouldalsoallowacommitteetoexcludesomedefaultqualificationssuchasalocaltaxIDandbusinesspermit.TherequirementforataxIDorbusinesspermitshouldonlyberequiredpriortothestartofacontract.

ADBwouldalsoneedtoreviewdebarmentaspartofvendorqualification,asunderADBprocurementguidelinesonlyADBdebarmentlistwouldapply.VendordebarmentaspartofthesystemqualificationcouldbeoptionalforADB-fundedprojects.FurtherdiscussionswithLKPPonthisissuearerequired.

Itwasobservedthatthesourceoffundsisidentifiedintheprocurementplanrecords,butthisinformationdidnotappeartocarryforwardtothetenderdetails.WiththetransitionofSPSEIBCtoSPSE4.3,LKPPshouldexamineoptionsforincludingthesourceoffundsinthetenderdetailsandtoclearlyidentifythedonor(ADB,WB,JICA,etc)sothatthetenderpackagesareclearlyidentifiedasadonorprojectforthespecificdonor.

TenderCreation

PackagesarecreatedbyacommittingofficerbylinkinganewpackagetoanapprovedbudgetplanrecordfromtheSiRUPsystem.Thebudgetplandefinesthebudgetallocationcodes,sourcesoffunds(statefunds,donorfunds),fundsavailableandtypeofprocurement.

AllpackagesmustbelinkedtoanapprovedbudgetfromSiRUP.TheSiRUPrecordsaremaintainedoutsideofSPSEbyanassignedofficerwhomustcreateanannualprocurementplanwhichwillbeapprovedbytheMinistryofFinance.AcopyoftheapprovedSiRUPrecordsareincludingwiththeSPSEdatabasetoallowthecommittingofficertoselecttheappropriateplanforthepackage.

Oncetheplanisselected,theofficermaycreateanewtitle,definealocationforthepackage,definetheestimatedvalue,anduploaddraftcontract,termsofreferenceandspecificationsthatwillbeusedforcreationofthetenderbytheassignedtendercommittee.

e-Bidding

Oncethetenderispublished,interestedbidderscanviewthetenderannouncementandscheduleofactivities;however,interestedbiddersmustregistertobidinordertoaccesstotheassociatedbiddocumentsforthetender,submitanyclarificationstothetendercommitteeandrespondtothetenderusingtheAppendoutility.

Officerswillrecordtheresultsoftheevaluationinthesystemformsforbidopeningandevaluationwhichwillbeconfiguredinaccordancetothetenderdetailsrequirementsdefinedwhenthetenderwascreatedwithpast/fail,technicalscoreandprice.

Thesystemprovidesoptionstogeneratebidopeningandevaluationreportsfromtheinformationenteredinthesystembytheofficer.Eachofficerofthetendercommitteemustacceptthebidopeningresultsbeforeproceedingtotheevaluationstage.

Allofficersmustalsoaccepttheevaluationresultsbeforemovingtopost-qualificationandawardstages.Thesystemprovidesoptionstotheofficerforgeneratingopeningandevaluationreportsthatcanbesignedbycommitteemembersanduploadedinthesystemforinternaluseorpublicdistribution.

Fortheverificationofqualificationinformation,theSPSEsystemwilllinktheofficerintotheSiKAPvendormanagementsystemtoverifyandapprovethequalificationderailssubmittedbythevendorfromtheirvendorprofile.QualificationsaremanagedseparatelyfromothercomponentsofthebidresponsesastheinformationismappedfromtheVendorprofileandformspartoftheresponse.VendorscanapplyinformationintheirVendorprofile..Submissionsaredecryptedandsavedontheofficer’slocalworkstationforreviewandevaluation.

SecurityoftheProcess

Securityofthee-submissionprocessismanagedthroughtheAppendoutility.BidderspreparetheirresponsesofflineusingAppendo.Whentheirresponseiscomplete,Appendowillpackandencrypttheirsubmission,andthenuploadthepackedfiletotheSPSEsystem.Oncesubmitted,thebidderwillseeanoticeofreceiptoftheirsubmissioninthesystem.BidderscancontinuetouseAppendotomodifytheirsubmissionupuntilthebidclosingdateandtime.

OnlyencryptedsubmissionsareuploadedtotheSPSEsystemandnouserwillhaveaccesstothesubmissionfilesorAppendokeytodecryptthemuntilthedefinedbidopeningtime.Oncethebidopeningtimeisreached,thesystemwilldisplaytheAppendodecryptionkeytoauthorizedmembersofthetendercommitteesothattheymaydownloadsubmissionsandconductthebidopening.Duringthebidopening,thesystemwillautomaticallydisplaythelistofparticipantsandifthetenderisasinglefile,thesystemwilllistthetotalpricebidsenteredsecureformsduringthesubmissionprocess.

ItisunderstoodthatvendorprofiledataisstoredasplaintextintheSPSEdatabase.Thoughsomeofthevendorinformationisgeneralpublicinformationorinformationisnot.Thesystemshouldstoreallvendor-relatedinformationinanencrypted,securemannertopreventanyhackerfromacquiringgeneralinformationaboutavendor.Largecollectionsofvendorinformationwouldpresentanassettoanynefariousparty,moresothanaspecificbidsubmission.

ItwasalsoobservedthatnotallLPSEsystemsappliedasecuresocketlayer(https://)toensureasecure,encryptedtransmissionofanydatafromauser’sworkstationtotheSPSEapplication.

BidSecurity

SecuritiesaremanagedoutsideoftheSPSEsystem.Whenabidsecurityisrequired,Bidderswillberequiredtofollowtherequirementsforabidsecurityasdefinedinthebiddingdocument.Bidderswilluploadanelectroniccopyoftheirbidsecurityinstrumentaspartoftheirsubmission,thoughtheywillalsoberequiredtosubmitoriginalcopiesofthebidsecurityinstrumentasthedesignatedlocationdefinedinthebiddingdocument.

TheSPSEsystemdoesnotmanageorrecordthereceiptofanyphysicalsubmissionsuchasabidsecurity.

VendorRegistration

Asnoted,thenationalprocurementsysteminIndonesiaissupportedthroughanetworkoflocale-GPsysteminstallations,allbasedontheSPSEplatform.Currently,thereareover550individualsysteminstallationsandeachsystemisresponsiblefortheregistrationandsupportofitsusers,includingbothvendorsparticipatingintheprocurementandprocurementofficersconductingtheprocurement.

VendorswishingtoparticipateinatenderonanLPSEsystemmustfirstregisterintheirlocalLPSE.TheregistrationprocessincludescompletingonlineregistrationformsintheSPSEsystemandpresentingnotarizedcopiesofsupportingregistrationdocumentstothelocalLPSEforverification.

OnceregisteredinthelocalLPSE,vendorscanapplyforsinglesign-onthatwillallowthemtologontoanyLPSEsystemandparticipateinanytender.

WithSPSE4.3,LKPPalsointroducedanewSiKAP(vendormanagementsystem)tofacilitatethecentralmanagementofvendorprofileinformation.RegisteredvendorscanmaptheirvendorprofilestoSiKAP,thenapplytheirvendorqualificationinformationfromSiKAPtoatenderpackageonanyLPSE.

Movingforward,LKPPshouldconsidermakingSiKAPthecentralregistrationsystemforSPSE,andhavevendorsregisterdirectlytoSiKAPversusthelocalLPSE.TheregistrationprocesscouldstillallowvendorstoidentifytheirlocalLPSEwheretheywouldsubmitoriginalcopiesofregistrationdocumentsforverification.UsingSiKAPasthecentralregistrywouldprovideLKPPmorecontroland

ThecurrentregistrationprocessinSPSE4.3isgearedtonationalvendorsandisinBahasaonly.TheprocessrequiresalocalbusinesspermitandtaxIDtocompletetheregistrationprocess.

UnderSPSEICB,LKPPsimplifiedtheregistrationprocessforforeignbiddersandallowedthemtosubmitsupportingdocumentationelectronically.BymakingSiKAPtheinitialregistrationsystem,LKPPwouldbeabletocentralizetheregistrationandverificationofforeignvendorstooneadmingroupandallowforeignfirmstoparticipateinaninternationaltenderbeingprocessedatanyLPSEsite.LKPPshouldalsoexamineoptionsforrecordingforeigntaxIDs,permitsandpastworkinthevendorprofilebyincludingacountryoforiginfortheinformationbeingrecorded.CollectingforeigninformationaspartofthevendorprofilequalificationinformationwouldallowLKPPtoapplythequalificationconditionsoftheSPSE4.3procurementprocesstointernationaltenders.

ReportingandMonitoring

ThemonitoringandevaluationunithasintroducednewmonitoringdashboardstoprovidequickandeasyaccesstoprocurementactivitybyLPSEandtheorganizationsinanLPSE.Thenewmonitoringdashboard(AMEL–samplesite:https://lpse.lkpp.go.id/amel)integratesdatafromSiRUP,LPSESPSEande-ContractandTreasuryforpaymentinformation.AMELprovidesaverygoodoverviewofalltypesofactivitybyorganizationacrossallLPSEs.Ausercanquicklyviewanddrilldownprocurementactivityatdifferentstagesfromplanning,procurementandcontracttoimplementationand

completion.

AllinformationisorganizedbyOrganizationandausercanquicklydrilldowntoviewdifferentstagesofactivityoftheprocurementfromplanningthroughcompletion.Withineachdashboard,ausermayalsoviewdetailrecordedunderanyofthechartspresented.Theusermayalsodownloadrecordstotheirownspreadsheettoconductfurtheranalysisofthedata.

AMELiscurrentlyininitialtestphaseandisonlyavailabletoasmallsubsetoftheparticipatingLPSEorganizations.

ThoughAMELprovidesamuch-improvedmonitoringtool,LKPPshouldalsoconsideradditionaloptionsformonitoringandreviewingdatacollectedfromtheSPSEapplication.

Forfutureconsideration,itwouldbeofinteresttoADBandotherdonorsifAMELcouldprovidealternateoptionsfortheprimaryreportfilter.Atpresent,thedataisbasedonanLPSEorganization.ADBwouldliketobeabletosettheprimaryfiltertoafundingsourcesuchas“ADBFunds”inordertohaveadashboardviewofallorganizationsconductingADB-fundedprocurement.AsecondaryfilterwouldbeanADB-fundedprogramfollowedbyindividualorganizations.Thetypeofinformationdisplayed,andthelayoutoftheinformation,wouldbelikethecurrentAMELdashboard.FromcurrentobservationsofthedataelementsinSiRUPandSPSE,itappearsthatfundingsourceisdefinedinSiRUPbutnotcarriedforwardtotheTenderpackageinSPSE.LKPPshouldincludethefundingsource—includingthedonororganization—inSiRUPandSPSEsothatfurtheranalysiscouldbeperformedonthesourceoffunds.

Inadditiontothebasictypeofprocurement—Goods,Works,ConsultingServicesandotherservices—itwouldalsobeofinteresttohaveamoredetailedbreakdownofeachtypeofprocurement.InearlierversionsofthePublicWorkssystem,PubicWorksincludedasub-typeofworksprojects.Thesub-typeincludedalistofabout30typesofprojectsfromroadworkstoconstruction.LKPPshouldconsiderincludingalistofsub-typesforthedifferenttypesofprocurementtogainabetter

understandingofthetypesofGoods,Works,ConsultingServicesandotherservicesbeingprocured.ItisunderstoodthatLKPPhasbeenplanningtoaddcommoditycodestotenderrecordstoprovidesuchamoredetailedbreakdowntothetypeofprocurementbeingconducted.Theuseofasub-typewouldprovideastopgapmeasuretoprovideimprovedreporting.Theinitialsub-typecouldreflecthighlevelcommodityclassesfromthecommoditycodetablessothatitwouldeasilymaptothecommoditycodesinthefuture.Theuseofasub-typewouldalsoallowthesystemtoproducereportsthatwouldallowADBtomonitoractivityunderaResultsBasedLoan(RBL).Atpresent,thereisanRBLprogramforirrigationprojects,thoughcurrentdatainSPSEmakesitchallengingtoproducerecordsorreportsrelatedtothisactivity.Ifasub-typewereappliedtoWorksprocurementfor

irrigationwork,thecollectionandreportingofthisinformationwouldbestraightforward.Thetypeofprocurementandsub-typescouldalsobecomeprimaryreportfiltersinAMEL,enablingadashboardviewofprocurementactivitybythetypeofprocurement.Combiningtypeandsub-typeofprocurementwithunitpricingcollectedintheBOQwouldalsoallowLKPPtogainabetterunderstandingofunitpricingacrossprojectsbyLPSE.Asub-typeshouldalsoallowthesystemtobetterexaminevalueformoney–economy,efficiencyandlevelofcompetitionbetweenprojects,organizationsandLPSE.

Otherinformationofinterestwouldbetheabilitytogaugeprocurementactivitybyvendors.AMELcurrentlypresentsprocurementinformationrelatedtostagesofprocurementandvaluetoidentifysavings.Thesystemcanalsotrackcanceledtendersandretenders.ADBandotherdonorsarealsointerestedingainingabetterunderstandingofactivityinthemarketplaceontendersbyknowingthenumberofvendorsviewinganannouncement,registeringtobid,submittingabid,withdrawingabid,andmodifyingabidtogaugethelevelofcompetitiongeneratedbythee-GPsystem.LKPPshouldalsowanttogainabetterunderstandingofthedifferentlevelsofactivityoccurringatdifferentLPSEs
