full service backup)

6. Tenders shall provide a small write-up regarding there experience and past performance. This shall indicate about the use of products and systems from the Manufacturer.

7. This product shall be manufactured by a firm whose quality system is in compliance with the I.S./ISO 9001/EN 29001, QUALITY SYSTEM.

Blurred comes in handy when privacy is an issue, but determining the presence of motion is still required.

7.22 An area in the center of the image pane shall be used for zoom-in/zoom-out control. Once zoom is initiated, likewise the zoom speed shall increase as the mouse cursor moves further from the center of the image pane.

7.24 VMSS SERVER STRUCTURE AND ARCHITECTURE

7.25 The central VMS server shall have the capability to keep and track history of the data and where they are stored.

7.26 All updates to the operator client and configuration client shall be automatically deployed from the central server

7.27 Operator Client

A. The VMSS shall provide an administrator-configured Logical

Tree. The logical tree shall be freely configurable with any tree structure, with nodes consisting of folders or maps, and leaves consisting of devices (cameras, inputs, and relays), sequences, documents, URLs, or command scripts. Each user group shall only see items in the logical tree for which the administrator has granted access.

B. The user shall be able to search the logical tree for item names. C. The VMSS shall provide a user-dependent Favorites Tree. The

Favorites tree shall allow maps, folders, and devices and complete views (image pane patterns with camera assignments) to be configured by each user in a user-defined structure. The user's favorites tree shall be available irrespective of the computer with which he logs on to the system.

D. The VMSS shall provide an Image Window that displays a collection of Image Panes. The number of image panes per image window shall be variable between 1 (a single full-window video) and 25, arranged in a 5x5 grid. A slider shall be available allowing the grid size to be changed from 1, 2x2, 3x3, 4x4, and 5x5. The VMS shall allow image panes to be enlarged or decreased in size within the grid. E.g., in a 5x5 grid, a single image pane can be enlarged to use 4 of the grid elements, creating a larger image within the grid. Any pattern can be created within the grid structure. An image pane can be resized by clicking and dragging on any corner, dragging the corner to the desired size.

E. The video management shall implement the concept of a selected image pane. The selected image pane is marked by a yellow border. There shall always be a selected image pane in the Operator Client application. The selected image pane is

always used for control commands, e.g. PTZ control, instant playback control, audio replay.

F. The VMSS shall support the audio channels of the Cameras/encoders. It shall be possible to assign audio sources to cameras. In the Operator Client it shall be possible to turn on/off the replay of the audio per camera.

G. The VMSS shall support two different audio modes, single source audio and multi source audio. In single source audio mode only the audio source assigned to the camera in the selected image pane is replayed. In multi source audio mode all audio sources of the cameras displayed in the client application are replayed.

H. The VMSS shall support site maps with hot-spot icons for devices (cameras, relays, and inputs), command script initiation, camera sequence initiation, and links to other site maps. The site maps shall be capable of being zoomed. The hot-spot icons representing devices that can generate alarms shall blink when a corresponding alarm is generated. The hot-spot icons shall be configurable to optionally display the device name or link title.

I. The VMSS shall support automatic sequencing. It shall be possible for users to multiple-select cameras (control-click or shift click), and drag the multiple-selection to an image pane or a graphic representing an analog monitor connected to a decoder. All of the cameras in the selection shall then sequence in the image pane or monitor at a user-selectable rate. It shall also be possible to drag a folder to an image pane or analog monitor. In this case, all of the cameras contained within the folder shall sequence.

J. The VMSS shall support PTZ control with a dedicated graphical joystick control. It shall also support PTZ control via clicking the mouse in the image panes. For PTZ cameras, the cursor shall change to indicate the Pan/Tilt direction when hovering over the corresponding image pane. The Pan/Tilt speed shall increase as the cursor moves farther from the center of the image pane. An area in the center of the image pane shall be used for zoom-in/zoom-out control. Once zoom is initiated, the zoom speed shall increase as the cursor is moved farther from the center of the image pane.

K. The VMSS shall support digital zoom of any image pane. A dedicated graphical control shall be provided in the user interface for this purpose. In addition, the mouse wheel shall control digital zoom when the mouse cursor is hovering over a selected image pane.

L. The VMSS shall provide an Instant Playback function that displays recorded images on one or multiple image panes. Recorded images from a single camera may also be played back on multiple panes. Instant playback supports pause, play forward, play reverse, single step forward, single step reverse, fast-forward, and fast-reverse.

M. The VMSS shall support a timeline that provides a graphical

overview of video stored on the disk. The timeline shall display a timescale that can be adjusted from at least 15-minutes per division to 1 month per division. For each camera displayed in playback mode, the timeline shall provide a line that depicts the video storage for that camera. The line shall be color-coded to show if video is recorded for the displayed time period, and if so, if it is normal recording, motion recording, or alarm recording. The line shall be cross-hatched if the video is protected from deletion. The line shall also indicate if associated audio is recorded during the displayed time period. For VMSS recordings no color coding is available.

N. The VMSS shall support simultaneous time-synchronous playback of up to 16 cameras. Playback shall support single-step forward and backwards; play normal speed forward and backwards; play high-speed forward and backwards; and play slow-speed forward and backwards.

O. The VMSS shall support search of recorded video for motion in user-specified areas of a camera image.

P. The VMSS shall support search of recorded video with at least the following criteria: object size, object color, direction, and speed as well as detecting objects entering or leaving designated areas. This Intelligent Video Analysis (IVA) based post-recording search will work for cameras assigned to the VMSS.

Q. The VMSS shall optionally display the information of the video analytics such as cells with detected motion, object masks, and trajectories.

R. The VMSS shall support searching based on any combination of time/date-rage, event type(s), alarm priority, alarm state, and device(s). It shall be possible to save and recall search parameters.

S. The VMSS shall graphically display device states on its icons in the logical tree structure and on sitemaps. For cameras, the states shown shall include: loss of the analog video signal, network connection loss, video signal too noisy, video signal too bright, video signal too dark, video de-adjusted, and video includes associated audio. For relays and contact inputs, the open or close state shall be indicated.

T. The VMSS shall support switching of cameras to analog monitors connected to decoders. The cameras shall be selectable via drag and drop from the logical tree or from the sitemaps.

7.28 Digital Joystick Keyboard Support:

When CCTV Keyboards are connected to Operator Client Workstations, it shall be possible to do following functions:

A. Control the current Image Pane selection using the keyboard joystick.

B. Control the analog monitor groups in the system or control any Image Pane on the connected Operator Client Workstation

C. Control PTZ operation of the selected cameras using the keyboard joystick.

D. Control set and call-up PTZ prepositions of the selected camera

E. Execute PTZ and AutoFixed Aux commands of the selected camera

F. Control playback of video, including both Instant Playback and Playback-mode synchronous playback

G. playback control should include jog-shuttle emulation using the Keyboard Joystick.

A. The VMSS shall provide the capability to allow alarms to be

schedule-dependent. B. The VMSS shall allow alarms to be individually allocated to

specific user groups for processing. C. The VMSS shall be programmable to selectively, per alarm and

per user group, automatically pop-up the alarm video. D. The VMSS shall support display of alarm video in a special Alarm

Image Window so users do not have to search their display screens to find the alarm images.

E. The VMSS shall display alarm video in rows of Alarm Image Panes, with one row per alarm, and with up to 5 Image Panes per row.

F. The VMSS's Alarm Image Panes shall be configurable to display live video, playback video, text documents, site maps, HTML files, or web sites (URLs).

G. The VMSS's Alarm Image Pane rows shall be displayed in order of their priority, with rows for higher priority alarms always displayed above lower priority alarm rows. The display order for equal priority alarms shall be selectable between new alarms displayed above existing alarms, or new alarms displayed below existing alarms.

H. The VMSS shall operate as follows: when an alarm is accepted by a user, it shall be removed from the other users' alarm lists.

I. The VMSS shall allow a user to Un-accept an alarm he has previously accepted. In this case, the alarm shall re-appear in the alarm lists of all members of the user groups assigned to this alarm.

J. The VMSS shall support the association of workflows with alarms. Workflows shall consist of action plans and comment boxes. An action plan shall display a text document, HTML page, or web site that typically contains instructions for handling the alarm. Comments entered in the comment boxes shall be logged in the system logbook.

K. The VMSS shall offer the possibility to automatically clear alarms when the originating event condition is no longer true.

L. The VMSS shall allow alarms to be configured to send cameras to prepositions or to execute camera Aux commands on occurrence.

M. The VMSS shall be configurable to put any IP-connected camera into alarm recording mode on alarm occurrence.

N. The VMSS shall be configurable to send an e-mail or SMS message in response to an alarm.

O. The VMSS shall be capable of displaying video on analog monitors connected to video decoders in response to alarms.

7.30 Logbook A. The system shall protocol every event and alarm in an SQL

database. The alarm entry shall contain the camera titles that have been recorded due to this alarm.

B. The logbook shall be able to store at least 500,000 entries per hour. If the capacity of the logbook is filled up the oldest entries will be deleted to create space.

C. The user shall be able to search the logbook for events and alarms. The user shall be able to export the search results into a comma separated value list (CSV).

7.31 Command Scripts A. The VMSS shall provide a command script interface that allows

ANNEXURE-II TECHNICAL TERMS AND CONDITIONS

(1) In this IP based CCTV system, there will be Two work station PC with video management software

(NRV) installed at (TPS Main Security Gate), the second control station and second at (Service Building in CE (G) chamber) with same work station PC and software which can control all the video management functions like Camera display single/quard /multiscreen/camera control i.e PTZ operation/camera programming etc. All the control room should be connected through a fiber optic cable.

(2) The complete scope of work or installation of above CCTV system is to be covered by you and same is to be comprehensive in all respect considering, design, installation, erection, testing, commissioning, performance guarantee as well as post warranty O & M for one year during stipulated post guarantee period. (one year of date will commune from final protocol signed).

(3) All erection, installation, commissioning and testing work is to be carried out as per the manual of OEM (Original Equipment Manufacturer) and instruction of Engineer- in-charge. Party has to submit OEM recommodentaion along with technical bid.

(4) The bidder may visit site on any working day for site inspection or any clarification before quote the tender.

(5) The bidder shall have to offer unit rates for each item of schedule-B and clearly mentioned the specified make of supply items.

(6) The bidder has to supply necessary structural drawings for following items along with the tender for future reference.

(i) Stand, polls & Junction Boxes ( should be made of ISI materials, galvanized, anti corrosive painted ) for camera & power supply system) for mounting CCTV cameras as well as High speed fixed controller.

(ii) Towers for Radio link-wireless LAN / WAN system. (7) The bidder has to submit the details technical specifications, drawings for all required items mentioned

in” Schedule - B” and all others require to complete the system and to make it functional along with the tender.

(8) The bidder has to submit the Technical details of the equipment to be installed in central C/R are to be submitted by bidder for Air conditioning provision.

(9) The bidder has to connect CCTV LAN network with existing KLTPS intranet, Live CCTV footage of any camera should be seen via any of the computer connected to our existing intranet network through web browser, should have user account right management facility. CCTV footage should be transmitted over internet for remote viewing and admin.

(10) The actual path of cable laying and final locations will be decided jointly & according to the final route & location cabling is to be done by vendor.

(11) The bidder has to submit the drawings for central control room along with the tender. (12) The structural designing, pole fabrication mounting & stud fitting /installation of Towers for Radio link

wireless LAN / WAN system is in the scope of the bidder. These poles and all other metal accessories should be provided with anti corrosive paint.

(13) The necessary civil work for installation of complete CCTV system is in the scope of the bidder. (14) Work for Networking between different exerting point-wireless installation including various

communications & power cable lying is in the scope of the bidder. (15) The delivery of the material should be F.O.R. destination i.e. at GSECL, KLTPS at Main

Store. (16) The material will remain in bidder’s custody till the commissioning of system. (17) Before dispatch of the material your engineer should be available for receipt of material and joint

inspection of the material. (18) You have to ensure safe shifting erection of all equipments to comply with labour laws i.e. Rules etc. (19) All equipments erection charges are inclusive of shifting, , handling of respective equipments up to various site locations from KLTPS store will be in the scope of the bidder.

(20) The present design of system is for 16 nos of cameras, however system should be design for expansion up to 32 cameras

(21) The system supplied by you should have external data storage capacity to store data file retrieves functions ( minimum 15 days storage capacity for minimum 16 camera @ 25 FPS & CIF resolution)

i.e. Data file like (i) Display data file (ii) Event data file (iii) Report file. (22) The system supplied by you should have following Ethernet a) TCP/IP Modules for Local Area Network connections. b) E-mail information functions. c) Web server functions: Display image, alarm information and moment value (Shows exact locations) by

Browser Software. d) FTP Client /Server functions: File auto transfer from external storage media to PC Hard disc. e) Software configuration –The bidder has to mention all relevant software configurations in detail along

with licenses software in technical bid. f) LAN network for should be of minimum of 1 GBPS ( One Giga Bytes per second) speed. (23) During guarantee period ( 12 months from final commission) party has to maintain all Mandatory

spares required for O & M purpose to be included in offer (24) You have to submit 6(Six)-sets of documents containing diagrams, monitoring details, system

drawings, datasheets, BOM with item/component detail, system installation, troubleshooting guide, software installation and detail configuration guide etc. in hard as well as soft copies of AS Build copy after completion of job.

(25) All the materials ( i.e. JB, fixture etc) provide and used by you should be weather proof ( i.e. minimum IP 65).

(26) CCTV system Controller training for the subject system is to be given to minimum 5-persons for maintenance 5-persons for operations of above system at KLTPS site.

(27) All safety precautions should be taken by you (Bidder/Contractor) while men are working. (28) You have to maintain the record for the work done and should obtain the sign of supervisor

immediately and also EIC of CEM. (29) Any other peripheral activities whether exclusively included above or not but required to ensure overall

functional requirement of CCTV system shall be covered under the bidder’s scope for engineering, supply, erection, testing, and commissioning.

(30) All terms and conditions are applicable of works contract of GSECL. (31) Party has to visit the site for detail surveyor before offering the technical bid, if party required. (32) Prices are firm and valid for a period of 180 days from the date of technical bid opening. (33) Party has to visit & solve the defect within 48 hours any how & has to charge spare free of cost within

in guarantee period. (34) The bidder shall have to ensure for technical support and availability of spares of each items of CCTV

system for minimum period of 10 years. (35) Party has to comprise our existing three (03 nos) SANYO make FIX CCTV cameras located at

Bottom ash chain of unit no 1,2 &3 in entire project for monitoring and recording. (36) The rates are exclusive of applicable taxes/ duty. The same at prevailing rate will be paid by GSECL

extra on production of evaidence/challan and supporting documents. (37) The bidder shall have to give 10 % order value against Performance Bank Guarantee for the

offered system for 18 months of receipt at sit store or 12 months from the date of commissioning of systems which is later.

(38) PAYMENT TERMS:-

(i) For Supply:- As per General terms and conditions (001) clause No: 15. (ii) For Works:

Payment of work part as per schedule-B for lying installation commissioning will be paid on submission of running bill within 60 days with PF code, service tax no & NOC of IRO

//SCOPE OF WORK//

Name of Work: Turnkey Project for Design, Engineering ,Supply, Erection, Installation, Testing, Commissioning and post warranty one year O&M Of IP-Based C.C.T.V. System at various Locations for strengthening of security arrangement at GSECL, KLTPS, Panandhro. Detail Scope of Work :- (1) The scope of work against these technical specifications includes but not limited to turnkey activities associated with Design, Engineering, Pre-dispatch inspection, packing, forwarding transporting to KLTPS Main Store, unloading, physical verification at site store, shifting from store to assigned sites, proper handling and stacking of material , installation, testing , commissioning , performance testing, post warranty one year O&M activities of the complete IP- Based CCTV System. (2) Party has to comprise our existing three nos. (03 nos) of SANYO make IP based FIX CCTV cameras located at Bottom Ash Chain of unit no 1,2 &3 in entire project for monitoring and recording. All the accessories require for establishing the said service is to be inclusive in the package offer.

(3) Moreover it is to be specifically noted that any other activities weather or not expressly identified

above or here after but which are required to meet intent of specifications above shall be considered to have been included within sphere of work and the same shall be considered and included in the offered package.

(4) The necessary civil work for installation of complete CCTV system is in the scope of the bidder. (5) Work for Networking between different exerting point-wireless installation including various

communications, power cable, FOC cable lying is in the scope of the bidder. (6) All equipments erection charges are inclusive of shifting, , handling of respective equipments up to

various site locations from KLTPS store will be in the scope of the bidder. (7) Any other peripheral activities whether exclusively included above or not but required to ensure

overall functional requirement of CCTV system shall be covered under the bidder’s scope for engineering, supply, erection, testing, and commissioning.

(8) Party has to go for one year maintenance contract of the complete system at free of cost as when

required basis.

OTHER TERMS & CONDITIONS: - (1) Guarantee:- If the goods/stores/Equipments are found defective due to bad design/materials or poor workman ship, the same should be repaired or replaced by you free of charge if reported within 18 months of receipt at sit store or 12 months from the date of commissioning of systems which is later. (2) Free Replacement:-

If the material supplied are not as per our order specification / or requirement, the same will have to be replaced by you within 15 days at your risk and cost.

(3) Jurisdiction:- All disputes pertaining to this order shall be at Nakhatrana court. (4) Security Deposits:-

The bidder will have to pay the Security deposit at 5% of the order value on placing the order 2.5% will have to be paid in Cash or Demand Draft in favour of “GUJARAT STATE ELECTRICY CORPORATION LIMITED” within 7 days from the date of the issue of the order, and the remaining 2.5% will be recovered from first two R.A. Bills and higher percentage of Security Deposit may be fixed at the direction of Order Signing Authority.

(5) Time Limit:-

The time limit for above work will be 180 working days from the date of issue of work commencement order. The time beginning the essence, the same will be strictly adhered to.

(6) Delivery period:

The Deliveries of supply items should be 4 to 6 week from the date/receipt of confirm purchase order.

(7) Fallowing facilities will be provided by GSECL: (a) Non Chargeable basis: (i) Open space for construction of Site / Store Shad if required. (ii) Single point of water supply. (iii) Single point 1 – Ø, 230 V AC power supply. (b) Chargeable basis: (i) Accommodation if available. (ii) Consumption Charges of water utility. (iii) Consumption Charges of electricity utility.

detailed documentation , numbering, yellow ferruiling to have easy maintenance & fault tracing, detailed computerized diagram (rack wise, route/path wise & UTP Node wise detail diagram) in Hard & soft copies along with necessary training at site.

Note :-

(1) The above rates are exclusive of all taxes & duty on supply items & work part. (2) “The rates on work part are exclusive of service tax. Service tax at the prevailing rate, if applicable,

will be paid by GSECL extra on production of evidence/challan for having paid the service tax.” “Service tax registration number and the date of issue of registration certificate must be mentioned in each invoice”.

(3) Payment will be made as per actual quantum of work carried out. (4) Payment shall be made as per actual work done only. Payment for work part will be made within 60

days from the submission of invoice. (5) General Terms and conditions no. (001) and General instruction to the bidder (01-1e) also

applicable to this contract. Pl don’t consider the clause NO: 08 of general terms and conditions (001).

(6) Party has to paid tender fee and EMD as per GSECL rules. (7) No part order should be Issue because these are the turnkey based supply, design, installation and

commission work of CCTV system at KLTPS. More over party has to arrange additional requirement( Accessories) themselves ( without extra charge) which are not mentioned in our schedule –A & B , but require as per Engineering done by vendor to complete the job done
