COMPETITION FORMATThe competition format is based on the International Federation’s rules, WKF, as described:
Round Robin for the XXIII Central American and Caribbean Games Barraquilla 2018.
1. The Round Robin format will be used for both Kata and Kumite, individual.
2. Two pools will be created, each containing four (4) athletes.
3. Katas will be free choice in any round.
4. Once a Kata is finished, it cannot be re-done.
5. Once all Kata and Kumite encounters are finished in the Round Robin round, the first place of pool A will compete against the second place of pool B and the first place of pool B with the second place of pool A, the winners of these encounters will go to finals.

6. The champion determines slots 3, 5 and 7, the athlete in the second place will determine slots 4, 6 and 8.
7. In men’s Kumite all encounters will be three (3) minutes long.
8. In women’s Kumite all encounters will be two (2) minutes long.
9. There will be no Hantei in Kumite
10. Every won Kumite encounter will be worth three (3) points.11. Every tied Kumite encounter will be worth one (1) point.
12. Lost Kumite encounters will not add any points.
13. In Kumite the winner of each pool will be determined by the athlete that has won the most encounters.
14. In the event of a tie during Kumite between any members of the pool, the following will be considered:
a) Who scored more positive points during Round Robin.b) Who has less points scored against him or her during Round Robin. c) If the tie persists, there will be a decisive combat, if this combat ends in a tie, it shall be defined Hantei.
15.During individual finals in Kumite, encounters will be three (3) minutes long for men and two (2) minutes for women, if there is a tie, it will lead to Hantei.

ELIGIBILITY To participate in the XXIII Central American and Caribbean Games, Barranquilla 2018, the competitor must follow the provisions of the Central American and Caribbean Games’ Regulations and the Rules of the World Karate Federation, WKF, besides he or she must be entered by its NOC according to Chapter IX of CACSO Statute.
ENTRIES
All countries through the corresponding NOC, must send their Sport Entry requests in the official forms that the Organizing Committee will send at the latest at 24:00 hours (Colombian time) on February 20, 2018. They must indicate in the form the sports in which they will participate in the XXIII Central American and Caribbean Games “Barranquilla 2018”. (The forms that will be published in the official WEB site “Barranquilla 2018”). If recognized by the Central American and Caribbean Confederation of said sport and CACSO, Associate Members may also be allowed to participate.
ENTRY BY NUMBER The Entry by Number forms (indicating the number of participants in each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla 2018 at the latest before midnight (Barranquilla, Colombia’s time) of April 20, 2018 according to CACSO’s Regulation, Chapter VIII.
ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Barranquilla, Colombia’s time) of Wednesday June 20, 2018 according CACSO’s Regulations, Chapter VIII.

in the official forms provided by the Organizing Committee, to be delivered six months before the Games.

MINIMUM PARTICIPATION
For an event to be considered official they must have a minimum of five (5) teams, representing the same number of National Olympic Committees (NOCs). In the event one or more competitors and/or teams, after the Technical Meeting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) teams of the same number of NOCs.
PARTICIPATIONOnly NOCs recognized by CACSO, which National Karate Federations are members of the World Karate Federation (WKF) and of the Central American and Caribbean Karate Confederation CCCK, may enter athletes in the Karate competition of the XXIII Central American and Caribbean Games, Barranquilla 2018. If recognized by CCCK, Associate Members recognized by CACSO are also allowed to participate.

MAXIMUM NUMBER OF COMPETITORS According to the quota established by CACSO, the Karate competitions will have a maximum of ninety six (96) athletes, both genders included.
for individual events: each NOC, including the host country, may enter a maximum of twelve (12) athletes in total, six (6) women and six (6) men, provided they obtained their slots according to the qualification criteria for the XXIII Central American and Caribbean Games, Barranquilla 2018.Only one (1) athlete per country will be allowed in each division. There will be a maximum of eight (8) athletes in each event.
COMPETITORS’ AGE The minimum age to participate is: Kata: 16 years old by the start of the Technical Meeting Kumite: 18 years old by the start of the Technical Meeting.

QUALIFICATION TO LIMA 2019The first two (2) places in men’s and women’s at the XXIII Central American and Caribbean Games in each category will qualify for the XVIII Pan American Games, Lima 2019.
TECHNICAL MEETING The Technical Meeting will take place on July 24 2018 at the “Puerta de Oro” Center, from 16:00 to 17:00 hours. Up to two representatives from each NOC will be able to attend this Technical Meeting.
The invitation card for the Technical Meeting will be available for the Heads of Team at the Sports Information Center of the Central American and Caribbean Village, upon their arrival.The Technical Delegate and the Organizing Committee´s Competition Manager for Karate Do will preside the meeting, which shall take place in Spanish with translation into English.After the Technical Meeting the election of the Central American and Caribbean Confederation Directive Committee will take place.
DRAW AND WEIGH IN The draw will take place on July 23 from 16:00 to 17:00 at the “Puerta del Sol” Center. A Non Official Weigh In will take place on July 23, from 7:00 to 7:30 at the Central American and Caribbean Village. The OFFICIAL WEIGH IN will take place on July 24 at the Central American and Caribbean Village from 7:30 to 8:30.
TECHNICAL OFFICIALSEach participating country may come to the event with a Referee qualified with the highest Licenses (WKF and PKF), and traveling expenses will be covered by the corresponding Olympic Committee, room and board and per diem, will be the responsibility of the Organizing Committee. Eight additional neutral Referees with maximum PKF licenses will also be invited.

PROTESTS AND APPEALS In the event of Technical Protests, the Official Delegate of the affected country will invoke Article 11 of the WKF’s competition rules, which says the protest must be submitted in writing, to a member of the Appeals Jury that shall be named at the event.
QUALIFICATION TO LIMA 2019The athletes in the first two (2) places in each category will qualify for the Pan American Games, Peru 2019.

Medal ceremonies will take place according to CACSO’s General Regulations, Chapter Xlll.Individual Events:First Place: Gold Medal and diplomaSecond Place: Silver Medal and diplomaThird Place: Bronze Medal and diploma
DOPING CONTROL
Doping control will be done according to CACSO’s Medical Commission requirements, according to the World Karate Federation (WKF) Regulation and will follow the current version of the World Anti Doping Program (WADA).
