i. This is a controlled copy of the Technical Schedule. Scheme members to which it has
been issued will be provided with details of any changes in accordance with the
amendment procedure below.
ii. From here on in, references to Exova (UK) Limited trading as Warrington Certification will be shown as Warrington Certification.
iii. Each page of the document is identified by a page number, issue number and date.
Where an amendment is made, the revised page will bear a new issue number and date
of amendment.
iv. Where an amendment requires an extra page to be inserted, this is numbered with the
number of the preceding page but with the addition of a letter suffix, e.g. 10A will be

FOREWORD
This Technical Schedule (TS) forms part of a series of controlled documents which
comprise the CERTIFIRE product certification scheme. It has been prepared in
accordance with the requirements of BS EN ISO/IEC 17065 for product certification
bodies. In addition to this Schedule the other controlled documents relevant to
CERTFIRE certification are:

This CERTIFIRE scheme aims to provide confidence that installed mineral fibre
insulation products will be capable of achieving the designated reaction to fire
performance and also to demonstrate compliance with performance specifications.
This document is intended for the certification of mineral fibre insulation products. It has
been prepared by the organizations listed in Annex E and agreed in accordance with the
requirements of BS EN ISO/IEC 17065.

1. SCOPE
This Technical Schedule relates to the CERTIFIRE scheme for certification of product
conformity to Regulations B2, B3 and B4 of Schedule 1 of the Building Regulations 2000
(amended) dealing with Fire Spread. The scheme is currently applicable only to mineral
fibre products designated as either non-combustible or of limited combustibility in
accordance with the test requirements of A6 and A7 of Approved Document B, Parts 1
and 2, ‘Fire Safety’, to the Building Regulations and when the products are used in
accordance with the provisions of the Approved Document.
The scheme is also applicable to mineral fibre products satisfying the requirements for a
non-combustible material or a material of limited combustibility, as defined in the Building
Standards (Scotland) Regulations, the Building Regulations (Northern Ireland) or any
other national regulations, provided that they use the test methods specified in BS EN
13501-1. In such cases the product shall be assessed against the requirements of each
appropriate regulation.

Annexes. For CERTIFIRE purposes the definitive version of any EN standard is that
published by BSI and prefixed ‘BS EN’.

3. DEFINITIONS
Non-combustible
Any material which will neither ignite nor actively support combustion and which will not
contribute to fire growth
Limited Combustibility
A material which has a minimal contribution to fire growth as well as a minimal organic
content.
Mineral fibre
Insulation material having a woolly consistency, manufactured from molten rock, slag or
glass
4. CLASSIFICATION
4.1 Non-Combustible
Products classified as Class A1 when tested in accordance with BS EN 13501-1
4.2 Limited Combustibility
Products classified as Class A2- s1, d0 when tested in accordance with BS EN 13501-1
5 CERTIFICATION REQUIREMENTS
5.1 General Requirements
To gain certification for a product the manufacturer must satisfy the requirements of both
this Technical Schedule and the ‘Regulations and Procedures Pertaining to Certification’,
which is separately published by CERTIFIRE.
Companies applying for certification must supply full details of the product, or product
range, including all variables known to the manufacturer or considered by CERTIFIRE as
likely to affect its fire performance. Any test reports submitted in support of the
application must be accompanied by a written statement confirming they relate to
representative samples of the product as currently formulated. These reports will only be
considered in support of the initial type testing.

5.2 Reaction to Fire Test Requirements
The suitability of a product will be determined by assessment of its ability to meet the
requirements for mineral fibre product, a non-combustible material or a material of limited
combustibility as defined. This should be demonstrated, initially, by type testing to the
specified Standards followed by on-going audit testing (clause 7) of selected specimens.
Any limitations identified by the assessment as to the applicability of the test information
to different end use conditions, or product variants, will be identified in the certification.
5.2. 1 Tests shall be conducted in accordance with BS EN 13501-1, as relevant to the
designation concerned, at a laboratory recognized by CERTIFIRE for conducting those
tests. The results shall be in accordance with the limits defined in BS EN 13501-1.
5.2.2 The number of tests and nature of specimens shall be as determined to be required by
CERTIFIRE
5.2.3 Tests shall be in accordance with CERTIFIRE’s ‘Regulations and Procedures Pertaining
to Certification’. Existing test data may be accepted at CERTIFIRE’s discretion.
Generally only tests conducted or reviewed by a suitably accredited UKAS laboratory not
more than five years before the date of application will be acceptable and such tests will
only be used in support of the initial type tests to extend the field of application.
5.2.4 CERTIFIRE will require to select samples and/or witness the testing in support of the
application.
6. ASSESSMENT
6.1 The CERTIFIRE assessment shall determine the field of application of the product \
following guidelines given in EN TS 15117 and EN 13162
6.2 A detailed assessment of the ability of the product to comply with the requirements for a
mineral fibre product, which is either non-combustible, or a material of limited
combustibility, shall be conducted by CERTIFIRE. The assessment shall, if the product
is supplied in different forms, consider all of the variables (e.g. density, formulation
variables such as resin and oil percentages) which may affect the performance of the
product under the appropriate test. The circumstances under which the appropriate
classification may be claimed for the product shall be clearly defined during the
assessment.

6.3 The assessment shall determine the adequacy of any existing test data in satisfying the
requirements and shall detail any further tests to investigate the effect of any variables,
and/or to provide required additional data. Where possible, ‘worst case’ conditions will
be identified; alternatively specimens incorporating different extremes and, if appropriate,
intermediate conditions will be specified. It is not always possible to test a product in its
actual finished form and in such cases consideration will be given to the construction of
the specimens which will provide an acceptable representation of the actual product.
6.4 Subject to the assessment determining that certification can be granted, suitable wording
shall be proposed for the certificate. This shall indicate compliance with the requirements
for a mineral fibre product, as appropriate, and shall clearly identify the extent of
approval. This shall include the regulations complied with and any known limitations in
connection with use of the product. Appendices to the certificate shall be included to
assist in the clear identification of the facts. Unless sufficient evidence exists regarding
the effects over a range of variables such as density, thickness etc., the individual values,
or other variables covered by the certification shall be stated.
6.5 The assessment shall detail an audit testing programme following the principles given in
Section 7.
7. CERTIFICATE CONTENTS
7.1 The certificate shall carry a unique number issued by Warrington Certification. The
certificate shall identify the product and any variations in the design. It shall also give the
classification of the product, specify the field of application and the basis of the approval
together with any limitations on use of the product. Any characteristics not evaluated
shall be classified as ‘no performance determined’. A certificate template is given in TS
00. The detailed scope of the certification will also be eligible for inclusion in the
Warrington Certification Technical Directory of Certificated Products and Services.

8. INDENTIFICATION AND LABELLING
8.1 The identification requirements (by labels, inkjet printing, stamping or casting) are as
follows:
The CERTIFIRE logo
The certificate number
A unique serial number
The month and year of manufacture and/or batch code.
Optionally the manufacturer’s or certificate holder’s name.
Note: if the manufacturer’s or certificate holder’s name is not applied, no other name or
reference shall be identified on the product.
Identification frequency, e.g. per unit, 1 per 2m2
Information not able to be included should be required on a data sheet or on the
packaging.
No specific label or label design is specified or supplied by Warrington Certification.
Certificate holders are deemed to be licensed to label products in accordance with the
above requirements and CERTIFIRE rules for use of the certification Mark.
The product shall be dispatched with an information sheet that explains clearly any
special provisions needed for the product to provide its rating and shall give clear
installation, operating and maintenance instructions. The contents of the information
sheet shall be agreed between the manufacturer and CERTIFIRE.
The information sheet shall contain the following as a minimum:

Storage and handling requirements
Details of appropriate supporting constructions and fixing methods
Details of Installation and Maintenance if any

9. INSTALLATION AND MAINTENANCE
The product must be installed using the installation instructions detailed by the
manufacturer and supplied to CERTIFIRE. These details must be provided in the
information sheet for the product. If the installation is not carried out in accordance with
the manufacturers’ instructions, this certification is invalid.
10. FACTORY PRODUCTION CONTROL
10.1 The manufacturing plant(s) shall be audited by a representative of Warrington
Certification, or a Warrington Certification sub-contractor, normally twice a year.
10.2 The general requirements for factory production control are contained in TS 00.
10.3 Factory Production Control shall be in accordance ISO 9001
11. AUDIT TESTING
In order to ensure continuing compliance with the requirements for a mineral fibre
thermal insulation product, regular audit testing shall be conducted in accordance with
CERTIFIRE’s ‘Regulations and Procedures Pertaining to Certification’. Details of the
audit test programme will be issued to the applicant before formal certification is granted.
11.1 Frequency
The frequency of audit testing shall normally be twice per year, timed to coincide with
quality audit inspections. The frequency may be increased, at the discretion of
CERTIFIRE, who will inform the certified company of the reasons for the decision. The
first audit test will be undertaken before a certificate is issued although CERTIFIRE may,
at its discretion, waive this requirement provided it is satisfied that there is sufficient
recent type test data available on production specimens. In such instances the first audit
test shall be conducted within six months of certification being granted.
11.2 Sample Selection
11.2.1 The nature, number and type of samples shall be determined by taking into account the
type of product, number of variables within the product range, the volume of products
produced, the extent of in-house testing, the results of the type testing and any other
relevant factors. Additional instructions regarding the procedure to be followed to ensure
that an adequate mix of variables is included over an agreed period may be specified.

11.2.2 Where special preparation of test specimens is necessary, a preparation procedure to be
followed by the certified company shall be specified in the audit test procedure
instructions. The procedure shall, where possible, include appropriate precautions to
ensure that the produced specimens are fully representative of the actual production and
that the certified company, or an associated third party, does not have the opportunity to
artificially modify the product to give an improved fire test performance.
11.2.3 In some cases the testing laboratory shall be instructed to conduct or arrange specimen
preparation. In certain cases it will be necessary for specimen preparation to be
conducted by a specialist organization. All specimen preparation procedures and/or
instructions shall normally be devised in consultation with the certified company and shall
be clearly documented in the relevant quality audit procedure.
11.2.4 Samples will be selected from stock by a CERTIFIRE representative. Sufficient material
shall be provided to enable a full set of tests to show the compliance to either Class A1 or
A2-s1,d0 in accordance with EN 13501-1 to be conducted, as relevant, on each sample
selected. The selection procedure shall be such as to enable the test specimens to be
transported to the appropriate test laboratory quickly and with no possibility of substitution
or modification of the selected samples. This will normally involve a unique marking of
the selected samples by the CERTIFIRE representative, packing of the specimens ready
for dispatch by a carrier and a unique marking of the outside of the packing by the
CERTIFIRE representative. The specimens shall be dispatched by the certified company
to the testing laboratory within a reasonable time specified by CERTIFIRE.
11.3 Testing Procedure
The testing laboratory shall, if required, conduct or arrange for specimen preparation, as
detailed in the relevant quality audit procedure, and shall condition the test specimens as
specified in BS EN 13238, as appropriate. The full test procedure shall be conducted
upon each sample in accordance EN 13501-1, as relevant to the designation concerned.
11.4 Reporting of Results
The test laboratory shall report the results of the test(s), as determined during the above
procedures, directly to CERTIFIRE, which will act as sponsor for such tests, and shall
simultaneously supply a copy of the report to the certified company. On request, legal
title to the test may be assigned to the certified company. Audit test fees will be payable
by CERTIFIRE which will recover the costs from the certified company in accordance
with the ‘Regulations and Procedures Pertaining to Certification’. If the certified company
wishes to use the audit test procedure to obtain a formal test report, this may be
arranged by prior mutual consent between the certified company and CERTIFIRE.

11.5 Action in Case of Failure
11.5.1 If any test result is obtained which fails to meet the requirements for the certified
designation, the reason for the failure shall be immediately investigated by the certified
company and CERTIFIRE. Where the product is confirmed to be below the certified
performance level, the certified company’s documented quality system procedures
relating to a product which fails to achieve the claimed performance level shall be
implemented.
11.5.2 The certified company shall be responsible for correcting any identified deficiencies in the
product and a repeat audit test, as decided by CERTIFIRE, shall be conducted as soon
as possible. This repeat audit test will not be regarded as part of the agreed frequency of
normal audit testing.
11.5.3 If a further failure is experienced during the repeat audit testing. CERTIFIRE shall
normally suspend approval under the scheme until it can be satisfactorily demonstrated
by the certified company that the product and/or procedures have been modified to
enable consistent acceptable results to be obtained. Where relevant, CERTIFIRE shall
liaise with the appropriate quality assurance organization to ensure that agreed
modifications are verified in the next quality audit inspection.
11.5.4If a successful result is obtained during the repeat audit test, additional audit tests, as
decided by CERTIFIRE, may be conducted. After any failure the future frequency and/or
specimen selection requirements of audit testing shall be reconsidered by CERTIFIRE.
